>> began a campaign for president by promising to take us back to yesterday. [ applause ] >> yesterday is over. [ applause ] >> and they've got a deal. congressional democrats and republicans agree on reviewing the iran agreement. will the white house accept it? >> and the president cannot let while i congress is reviewing this cannot let the congressional mandated sanctions which is what they've been trueing to do and push for over the last couple of weeks. good day everyone. from iowa the first stop on hillary clinton's campaign tour. so far she's gone 1,000 miles plus crossing into iowa last
9:01 am
night. and today already went to a coffee shop. there she was at chipotle. she's stopped at a coffee shop in iowa not far from here. then she's coming to the community college where we are located meeting with teachers and students small group probably eight to ten people. i spoke to students from the community college today. they were all very excited about the fact hillary clinton is coming to jones county iowa a rural and remote spot. right now, i'm joined by chris from the washington post in washington of course. jeremy peters is going to be joining us from the "new york times"." there's only one road. here we are in iowa. this is where hillary clinton has come. this is so self-consciously low key. here she is. it's her first campaign day.
9:02 am
so much goes into this. as you wrote today in the "washington post" while she's doing a low key one on one deal top officials including one of her traveling companions deputy chief, is on the phone joining in to calls to big contributors trying to raise what they hope will eventually be a billion dollars. >> right. this is a study in understatement. it's all calculated. they want to have hillary clinton pictured only doing these kinds of small events and not having big fund-raisers and so forth. that doesn't mean they're not raising done. that doesn't mean all the architecture a that goes into a giant campaign isn't already. >> it does create a lot of challenges and issues that are to be worked out. there she was at a coffee shop one camera permitted in and none of the reporters allowed to be there. we'll of course see her interacting with students later
9:03 am
today. chris, what is this getting her, this very low key understated approach even though it takes a village to create this kind of low key campaign? >> i was going to say, it's like a dock on the surface looks like it's moving slowly and calmly. under the surface, she's paddling. you're talking the the second she got in -- she got in because she wants to raise the money she's going to need. it's going to be in the hundreds of millions if not billions. i think what they're trying is something interesting. they looked at the 2008 campaign and clearly and rightly concluded, running her as sort of i'm hillary clinton in quotes. you know me the person that's ready to lead on day one. i've been famous for a very long time, been in this space for a long time. you should vote for me by acclamation acclamation. that didn't work. this is a clear attempt to go as low profile as anyone who's name
9:04 am
is hillary clinton could probably go which isn't that low profile. it's the direct opposite of that. my guess they'll wind up in between those two ends of the spectrum that this is the beginning of the campaign trying to send this message that she rides in a van, eats at chipotle takes pictures with people at rest stops. there's going to be more high profile i stuff. they've swung in the opposite direction to start. >> she certainly did upstage to a certain extent marco rubio in his campaign yesterday and now back in washington emphasizing disagreements with the president over iran and cuba. as a member of the foreign relations committee, he's very engaged on capitol hill today. big day there. more on that in a bit. jeremy peters rubio said yesterday is over. that's a slap at both hillary clinton and his mentor jeb bush. he is pitching himself as the
9:05 am
new generation. >> it's very important yesterday as you listened to his speech he had coded messages that could have applied to hillary or jeb. i thought the most striking thing he said was when he said i want to live in a country where the son of a bartender and maid can have the same dreams and hopes as somebody who comes from power and privilege. that -- when i heard that at least -- i heard jeb bush. he's very much making it a forward looking argument. he's doing that in a way that really nobody else on the republican field can. >> kasie hunt sat down from marco rubio before he flew out today. here's part of that. >> do you think jeb bush represents the older generation you reference this your speech yesterday? >> ultimately candidates are judged on ideas not biological aid. >> but you're running on your biography. >> i want people to know how i
9:06 am
feel and where i come from. >> so jeremy marco rubio is an interesting candidate. obviously his cuban american background, different generation. is there space in the republican party for marco rubio and jeb bush? talking to florida republicans, they seem fairly distressed this rivalry has erupted. we heard john mccain and others tried to talk him out of running this time. he wasn't having anything of it. he has decided not to run again for the senate. he made the decision rand paul did not make focus on this long shot for the nomination. >> that's exactly right. republicans do want to hang onto that senate seat in florida. i think this is giving them heart burn because it's going to be an open seat and they're going to fight to hold onto it. marco rubio is a politician who's been told no wait your
9:07 am
turn his entire life. it really was a lesson he learned early on that he shouldn't wait. when there's an opportunity that prevents itself you take it. sometimes you get lucky. he has -- he's extraordinarily skilled politician and also benefitted from a lot of luck. had he waited and said okay i'm going to hold off and defer to the establishment, he wouldn't be a united states senator right thousand. i think that informs a lot of his thinking behind why he wants to go run for the presidency now even though so many people say hold off. maybe you're not ready yet. let the older experienced republican hands have a shot at it. >> k. thank you so much jeremy peters. we do have breaking news now in the senate today where foreign relations committee chairman bob corker has struck a deal.
9:08 am
as you can see john kerry has been up there on the hill. bob corker struck a deal with congressional democrats as well. there's a deal on iran review. we don't know from the white house whether they're going to go along with this deal. joining me is senator ben carden, top democrat on the foreign relations committee. is this something the white house can live with? this would give you review of lifting the sanctions. >> well i hope they will. congress is the ones who impose sanctions as administration pointed out. we're the only ones to permanently remove the sanctions. with the manager's amendment that senator corker and i negotiated will give us an ordinarily way for the congressional review. it won't take place until after the agreement has been sent to congress after the june deadline. we will then have a limited number of days 30 days to review that agreement. i think it's an orderly way for us to review. we dealt with a lot of issues
9:09 am
that the administration felt uncomfortable with the legislation. it didn't deal directly with the review or notifications. we strengthened some previsions. i think it's a fair compromise. i hope the administration will look at it as a positive way for congressional review but strengthen the hands and negotiations. >> senator, what if after 30 days congress hasn't acted? congress is deadlocked. that tends to happen where you live. >> there's no requirement for congressional action. this will commence whether this takes place or not if administration enters into that agreement. it's prerogative of congress whether they act or don't act. there's no requirement for action. >> how much more complicated is because of what was said last week disvowing the agreement john kerry says actually was reached when we were all covering these very lengthy talks? >> one thing that we're in complete agreement here in congress is that we don't trust
9:10 am
iran. we don't trust what they say. we want an agreement that is very specific that will prevent them from breaking out, having break out capacity for a nuclear weapon so if they cheat, we can find their cheating and take action. this agreement is not going to be based upon trust. it's based upon specific previsions to prevent iran from becoming a nuclear weapon state. >> senator, i'm out here in iowa where we see the launch of the 2016 democratic campaign. does hillary clinton need opponents or can she fashion a campaign which will test her, get her ready for general election and do it without making mistakes she made last time making it seem they were entitled or it was inevitable? >> i think hillary is well prepared and ready to be the democratic nominee for president and also our next president of the united states. i think she's prepare add. obviously there may be different views among democrats.
9:11 am
we'll have a process we'll go through. her experience as united states senator, her experience as secretary of state. we know her well and know she's well prepared. >> better prepared than the former governor of maryland your state martin o malley? >> i have a great deal of respect for him. you asked me about hillary. i think hillary is ready. >> okay. that's the answer. obviously that's from a lot of democrats. she's so far out in front of all of them. thank you very much. >> my pleasure. good talking to you. >> coming up next she did endorse barack obama last time instead of hillary clinton. this time she says she's ready for clinton. you're watching claire up next. you're watching "andrea mitchell reports" only on msnbc.

. hillary clinton made her first iowa stop at a coffee shop this morning on her way to meet with students and teachers at this community college. it's her first public event here. missouri senator was an early supporter last time of barack obama against hillary clinton. joining me now from capitol hill, thanks for being with us. >> thank you. >> why hillary clinton this time around? >> well there's probably no one who's ever run for presidency that's more qualified than hillary clinton. her life experience is unqualified journey through various different experiences can which will allow her to be the strong president we need especially internationally right
9:16 am
now. >> and when you say especially internationally, there are vulnerabilities there. there's not only benghazi but there's also egypt, libya, interventions that many people criticize her intervention policies for she and the president. foreign policies not in such a great place. >> that's because it's a dangerous and complicated world. she has unique understanding of how dangerous and complicated it is. she's operated on that world stage. she has relationships with the leadership around the world of those countries that are important allies. she understands that you may need to think through decisions. she's seen foreign policy mistakes and seen foreign policy successes. she knows the difference. if you look at that in context of what's going on in the world and if you look at the field against her, she stands head and shoulders above all of these men in terms of her preparedness for
9:17 am
international stage. >> how does someone who's one of the most famous women in america come on a tour like this driving through -- driving across country to iowa and make it seem as though it's sort of a casual road trip? it does seem a little artful. >> well you know no matter what she does there's going to be criticism. if she has a great big auditorium full of people cheering, they're going to be criticisms of her. this is who she is and how she's lived with all a kinds of incoming criticism. i think she's being genuine here. i think she sincerely is harkening back to days on a listening tour around new york and what she learned from that. i think she sincerely wants to connect with american people and make sure she understands the urgency of now in terms of divide and families who aren't sure they can afford to retire
9:18 am
and wall street they're not sure they can count all the money they're going to get when they retire. that's what this is about. i think it's genuine i think it is real, and i think it's going to be very successful. >> speaking of what she learned during her 2000 race for the senate in new york state, her campaign manager was bill de blasio supported and endorsed by both clintons. he took a shot at hillary clinton on "meet the press" reuz refuseing to endorse her saying she has to prove herself. does that seem ungrateful? >> i'm not going to speak to another elected officials policies. i know hillary clinton is strong tested and ready to be president of the united states. i look at the field. if you look at rubio. he wants to say he's new. there's nothing more stale or tired than a politician who decides he's going to take a
9:19 am
principle courageous stand on immigration reform. the minute he gets heat from the base his party, he runs and hides. that is not new and fresh. that's old. that's not a profile in courage. that's not what america needs right now. i think when you stack hillary clinton up against the field and it is a big field, you're going to find strength and stamina and the ability to get this across the finish line. >> what do you think about rubio referring to people who are -- well to clinton and saying that yesterday is so over? clearly taking a shot at her for being the past. he's the future, too old perhaps. >> it's interesting because i remember when democrats campaigned against ronald reagan, what they said about him. sometimes age is not a disadvantage. you have to look at candidates, what they believe, what they fight for, what their policies are. that's what america cares about.
9:20 am
a lot of this is show and smoke and mirrors. at the end of the day, americans will look and see what they have fought for courage they have shown, what they've been through and whether or not they're tested. on that i think hillary clinton is going to be head and shoulders -- including different hair dos and comments she's going to have that are inappropriate in terms of how she looks -- still head and shoulders above the competition. >> claire, thank you so much. great to see you. we're live from iowa coming up after a short break.
