good morning, everybody, and thanks for joining us today. as the sun rises in the u.s., a grim and desperate search is on the way off the coast of libya. a migrant boat pap sized on the way to europe. this could be one of the deadliest in the history of the mediterranean sea. 28 people have been rescued and 24 bodies recovered. it has back crisis overseas. droves of refugees fleeing and paying thousands of dollars for a trip that could cost them their lives. 10,000 people were rescued last year alone. an estimated half million people are still waiting to cross. at the vatican yesterday the pope led tens of thousands in prayer for the victims. the mayor of baltimore is prompting an investigation in

the death of a 27-year-old man who was in custody of police. it's unclear why he was arrested. a witness recorded some of that ins dents promising a full investigation. an independent review board will investigate. more isis-related arrests in the u.s. southern california for possible terrorist liks to isis. most of them are from the somali community living in -- one took place in san diego.

there is no threat to public safety. many people have told -- >> this problem is affecting our family. it's our families our community and our image. we have speak up. the u.s. attorney's office is expected to provide more information about the arrests later today. this morning two years after the terror attack runners from 87 countries are lacing up for the boston mar than. we will r live at the race site. the race comes one day before the death penalty for jo car tsarnaev in. >> you're right. that continues tomorrow with the penalty phase. he's been found guilty of being a part of the attacks here. no surprise according to even to his own defense team who has said from the start that he did it and now they're focussed on trying to avoid the death penalty in that case. what the city is focussed on is the race today and patriot's

day. it has been going on for the last 118 day. it's a day of celebration. school is off in the area. there's a red sox game and they expect more than 100,000 participants out here fans of the 30,000 racers who will run the course. it's considered preeminent marathon in the world, really. they want to make sure that this is a celebration. it's at the core of what makes boston, boston for a lot of people, security tight as you might imagine both on the ground and in places we can't see, and when you talk to those that are running the security they say they are confident it's going to be a great race day. back to you. >> we hope it's a safe and wonderful one for all the runners there. thank you so much. after months of waiting, the senate may finally vote on the nominee for attorney general this week. president obama nominated loretta lynch back in november.

now at least one republican senator predicts the vote will take place this vote. there are hints the gop may want something in return for this vote. >> reporter: they've been pretty clear about that. they may get that this week. some democrats here have said that this delay over loretta lynch's nomination is all about race. she is fernafrican american but others say it's not, it's just plain old politics. president obama calls it embarrasses. >> it's gone too far. enough. enough. call loretta lynch far vote. >> reporter: five republicans support her, enough to make it happen but nearly two months after the committee approved her, there's been no vote. why? republicans want democrats to

move forward on a human trafficking bill that restricts some abortions. until they do, the lynch vote is on the back burner. that could change this week. >> my sense is over the next 48 to 72 hours that is going to be resolved. >> reporter: there's a deal in the works that would get both done snfl. >> it shovnt be connected to any other issue. >> reporter: some say it's not about politics. they worry she won't stop president obama from allowing undocumented immigrants from staying in the u.s. still it looks like the biggest hurdle to the nomination could fall this week. it's been 54 days as of today. you might wonder if that's a long time from committee approval to the full vote. consider this. it is twice as long as the last seven nominees all combined. >> it's ban while. we appreciate it. thank you. hillary clinton is heading to new hampshire.

she's kick off her visit in business leaders and students. her swing through the state comes on the heels of a republican leadership summit featuring presidential candidates and many of them brought up clinton in their speeches. >> reporter: when i listen to people like clinton, they have it backwards. somehow they think the way to grow the economy is to grow washington. >> like hillary clinton, i too have traveled hundreds of thousands of miles around the globe, but i know that flying is an activity, not an accomplishment. >> i'm starting to worry that when hillary clinton travels, there's going to need to be two planes one for her and her people and one for her baggage. >> in oklahoma city remembering an unspeakable tragedy. hundreds came out to honor the 168 victims killed in a terror attack 20 years ago. it was the work of home grown terrorist timmy mcveighcveigh.

>> welcome back on this monday morning. severe weather striked the south on saturday and sunday and that was a big beautiful home that was highly damaged by the tree. a few tornado that were down in georgia too. we even had one train blown over by some extreme winds that blew through the region. there was proof of that. amazing that can happen. let's take you to right now. not much left in severe storms. a wall of water coming up through the mid atlantic. it poured in richmond and through the d.c. now d.c. starting to clear out a little bit. the heaviest rains from baltimore to philadelphia and back through central

of scrambled politics. at least he was direct. i'm joined by political reporter kevin. good morning. >> good morning. great to be on. >> hillary clinton is in new hampshire along with 19 other republicans. it seems like no republicans are getting any traction. is that why so many are jumping in. >> i say they saw what happened in 2012 and realized there's not a ton of downside to losing. if you're a low profile republican, someone even like former maryland governor who i strongly doubt very many of our viewers have heard of there's no downside. you can get into this race. you maybe can get on these national debate stanls and can maybe sell more books and increase your speaking fees and that's well and good for these people. of these 19 candidates there's maybe 8 or 10 the media is going to take seriously and there's

probably attempts to keep the remaining ten out of those debates. it'll be interesting to see how that functions and where that line gets drawn. >> i want to go back to snag marco rubio said. he said people are born with sexual preference. they're born it. but then he also said it shouldn't be a constitutional right. how can you dispute something that you were born with? >> i mean i think he's really walking a pretty thin line there. i will say sexual orientation isn't mentioned in the constitution the way race is. i think he has some backing to draw that line. really the vision he's taking overall is a pretty moderate one for a republican running for president and that he's even admitting that it isn't a chase and that he's saying states if you want to legalize it do it. he didn't call for a constitutional amendment to ban same sex marriage which others might be during this season.

survivor told police there had been 950 people on board. and now it could become the largest migrant problem in history. we have more. >> reporter: far from italy some 60 miles north of the libyan coast, rescuers are searching for survivors. a few dozen found but hundreds still missing. when migrants spotted this cargo ship late saturday night survivors say they rushed to one's side capsizing their overloaded boat. italian prime minister blamed the tragedy on human traffickers saying we can't let people be at their mercy. italy is struggling to cope with a flood of migrants and war refugees setting off from libya with dozens of rescues last week. many of those migrants are reliving their
