thanks for joining us today. i'm betty nguyen. if mother nature doesn't like earth day, she showed it for sure. extreme drought in the west to tell you about. violent storms elsewhere, especially south. texas can expect more severe storms today after this yesterday, a major street flooding a foot deep in corpus christi. further north rain and in louisiana a man was moeing his friend's lawn when this apparent microburst suddenly swept over. trees and power lines snapped across the area. in new york one world stride center turned into a giant lightning rod as storms rolled through the city. if you think that is bad, australia has been dealing with heavy wind and rains for two days. this shows how bad it was. train tracks turning into a running stream. we'll have more later to see what we can expect today. right now a political storm in washington could be coming to an

end. in a few hours the senate is expected to vote on loretta lynch's office. they join 46 democrats making up the 51 votes needed. that vote was made possible by resolving an extended political battle yesterday they passed a bill aimed at human trafficking. it originally stalled over anti-abortion language. after a bipartisan compromise, the bill and lynch's confirmation can move forward. now, so drama in the skies. a new jersey bound plane to make an energy landing because of the severe weather and turbulence. >> you could feel like king congress picked up the plane and shook it. the pilot's first try to land at the airport but couldn't because of the storm. once on the ground in boston

two of the 180 passengers were taken to a hospital for minor injuries. the delta flight finally arrived at newark last night. >> the former leader of the cia is expected to plead guilty of sharing government secrets with his former lover. tracy pots is live in washington following this for us. what can we expect to see in today's hearing. >> don't expect him to get the maximum. based on a plea deal he pleads guilty to one count of holding onto and sharing government secrets, essentially classified information and he gets a $40,000 fine and two years probation. no jail time for the former cia director and the commander of our forces in iraq and afghanistan. now, it was that affair with paula broad wel that brought this all to light. apparently as she was doing his

biography, prosecutors allege that he shared this information with her, secrets that included identities of covert officers secret codes, war strategy and meeting notes were all in that booklet that was taken by the fbi. they also claim he lied to them about having that information. now he gets his day in court and his punishment for sharing that information and for lying to the fbi about it. >> thank you, tracy. now to the boston bombing trial. in day two of the penalty phase, we heard stories from survivors and their family members. there was also video of jo zar tsarnaev making a gesture to a camera. pete williams was in court. >> reporter: the jury heard an emotional account from a woman who was with her husband near the spot where the second bomb

went off. she lost her left knee. her husband she said injured in both leggings has admitted himself to a mental health facility. leaving the witness stand, she glared at the defendant. he did not look back. the myth police officer murdered by tsarnaev and his brother talked about their loss. the mother couldn't get out of bed for a few months and hasn't yet gone back to work. another said when he and his wife were hurt they went to separate hospitals. he said when each of them woke up he thought the other was dead. and jurors heard more about that profine gesture he made before a 2013 court hearing. a department u.s. marshal said he saw the defendant make a gesture in a holding cell. they played the video it came from. he appears to look up at the

reflective camera housing adjusting his hair. later he steps up to get a closer look, vaks a v sign and then flashes the gesture briefly. >> i think it's clear he found out at sam point it was a video camera and it was at least being broadcast to the prison personnel. >> that was pete williams reporting. the prosecution could rest as early as today. >> now to a nasty subway brawl in philadelphia. it was captured on surveillance video and it shows someone being kicked in the head. they identified several of the suspects as well as two victims who are believed to be local high school students. earlier this year subway fights were caught on camera at two other stops. transit police have stepped up their patrols. >> six let's get down to business. >> goorj.

severe storms continue. not too much damage from the storms last night. some rain in tex ar canna this morning. long gone by the peak of the morning rush hour. for today. it's the quietest of the next few days. a slight rick of severe storms from new orleans to aye 10 and a large area from san antonio to austin dallas west toward wichita falls. not too many tornadoes. as we go to friday 41 million people at risk. this is more of a tornado threat type day. from wichita to central missouri

and from dallas to shreveport and north of houston. by saturday we shift everything into the deep south. tennessee, kentucky south, another 37 million people. >> a busy weekend. >> friday and saturday look like tornadoes. >> thank you. today michael brown's family plans to file a wrongful death lawsuit against the city of america son, missouri. the family is expected to discuss the suit in a news conference this morning. attorneys say the lawsuit would also name darren wilson who shot the unarmed teen in august. for the first time we are hearing from arizona police officer who plowed into an armed suspect with his cruiser. the officer has been cleared of criminal charges. but the video has outraged many who called it excessive force. nbc national correspondent miguel almaguer has the story. >> reporter: accelerating to 40 miles per hour officer michael rapeko slams into the unarmed suspect.

now we hear the veteran officer explain to investigators why he took the man down. >> he's holding but i believe to be a locked and loaded rifle. there's occupied businesses and two other officers at tend of the street. this is what i deem at this point to be a lethal force encounter. >> reporter: the suspect is accused in a series of crimes from theft to arson before police say he stole a high-powered rifle from an area walmart. the officer hears the radio call for help. >> the thoughts in my mind. i need to shoot to stop the threat or run him over to stop the threat. >> reporter: the officer has been cleared of my criminal charges but the lawyer says this is a clear case of excessive force. the officer defending his actions that shocked so many. nbc, los angeles. >> the man who tried to assassinate ronald reagan back

"the new york times" is reporting hillary clinton may have used her influence as secretary of state to support the interests of donors who made large contributions to the clinton foundation. how so. >> this is a mind numbingly detailed report in the new york times which has to be juxtaposed with another article. the point of the article is that russia has through a series of financial maneuvers, corners about 20% of the uranium facilities in the united states. where it's mined. this followed a long long

years of contributions to a variety of the people who were involved in all these transactions to the clinton foundations. so the point is that this all occurred while secretary of state hillary clinton was, in fact, the secretary of state, and is suggestion is that the political opponents are going to make, that there was somehow some ethical line that was crossed n something like that. "the new york times" article and "the washington post" article i'll get to in a moment are saying this is based on a new book from a former republican operative, and that the post and the times did their own reporting. the county county supporthillary clinton supporters are saying anything he writes is suspect because he's such a conservative. now they're saying the clinton's themselves have benefitted hand somely with the foundations they're known for heading and

supporting. they point out in the washington post story that bill clinton had made $100 million in speaking knees knee fees. the political implication is that republicans are trying to paint the clintons and particularly hillary clinton, has somebody who has approached the ethical line if not crossed it many, many times in the process of making millions upon millions of dollars for the family. >> it's a real connect the dots kind of story. like you talk about, one issue is whether mrs. clinton did favors for russia in order to acquire with 20% of the u.s.'s uranium's reserves in exchange for do nations to the clinton foundation. besides that russia has 20% of the uranium supply? >> through a series of transactions that are quite complex, russia is now the owner

of a canadian company that owns mines in the united states that account for 20% of the uranium that is mined in this country. the article goes into much more detail of that. hillary clinton is a candidate for president of the united states and her opponents on the republican side are trying to develop a narrative that she has been ethically challenged for years and years, and the details are going to probably cause most people's eyes to glaze over but it's going to contribute to a general impression if the republicans have their way. >> right. it's definitely going to have people talking today and wondering, you know where the truth is in all of these accusations and these claims. thanks so much for trying to break it down for us. it is a complicated issue. thanks for joining us today on "first look."
