so that is not always a sure thing but you want to find out who they are. their wallets, cell phones, as quick as you can but first you have clear it, but you have to clear it without delay. because there could be something afoot somewhere else tomorrow, another plot in another state. this is a task for police in the modern era now. with these terrorist-style attack clearly is a major motivation in this event that this would be a terrorist style attack if it proves to be the motive we think it may. they got to i.d. these guys right away. chi of the "charlie hebdo" attack. on the heels of the "charlie hebdo" attack, we had the attack at the market where the two brothers was in sync and going to commit mass murder. that's a fear you have to work

when your a detective. you can't delay. you have to get who these guys are. first you have to make sure there's no bombs, incendiary devices or booby traps and that's what they are doing now. once they get who they are, the garland detectives the texas fusion center and law enforcement, intelligence analysts who are unsung heros, not heard about. we hear about the cia analysts and dia and nsa and military analysts which do a tremendous job for america but we also have law enforcement agencies that do tremendous job for america. they help to identify who these players are. the leads will go out across the dallas metro area for who these guys are and maybe across the country. the connections, the associates, the activities. they will be pieced together to see what they have been up to,

where they have been, who they were associated. are they self-inspired actors? are they connected to overseas people? you know. so there's a lot to be sorted out hoar and why they picked the event. it is an anti-muslim group. they are pretty vocal about their views and publicize their event. there's a lot of documents on who they are. they are not shy about their positions. there is a lot of free speech but also biggotted speech and can be heard by people bent on destruction and mass murder. >> which is why there was beefed up security outside of the event. you were talking earlier the s.w.a.t. team was involved, right? >> what they had was s.w.a.t. officers. there they probably didn't have

the full swat team deployed there this would be 25 members but they had some officers who were members of the s.w.a.t. team deployed there and they would have a long gun, m-4, bulletproof vest, extra ammunition and extremely well-trained shooters. to so if these guys get out of the vehicle and shoot the garland independent school district officer in the ankle, they discharge their weapons, these assailants. once a s.w.a.t. officer or two engages them, they are going to be -- a s.w.a.t. officer will be extremely effective. they have the right weapon, the long gun, the m-4, if that is what they had. that is a common one for s.w.a.t. officers and they are very good shooters and they took them out right away. that is a credit, not only the the sat swat officers but the garland police commanders who decided to deploy those officers there, who read the threat

level, even though they didn't have a specific threat, they said, they told jay gray or the reporter on the scene they did not have a specific threat against the event. but they read the tea leaves, if you will. they nuf the path of the group, they knew the climate of the group, they knew about "charlie hebdo." they knew about danish cartoonists. and one of the speakers was a danish guy who had been bombed in some of the publications over there. the police read the threat correctly. deployed highly trained s.w.a.t. officer there and that is a decision that saved lives. plus the activity, just the crazy acts of the s.w.a.t. officers and other garland pd guys who acted when the shooting started. >> thank goodness for the security on site. this could be a different story at this hour. again, two suspects killed in this shooting outside of

mohammad cartoon -- muhammad cartoon contest. other only person is a personnel bruce joyner. who has been release frtd the hospital so that is good news. i want to play a little bit of a police news conference that took place a short time earlier. take a listen. >> close by, saw what was going on. engaged the two men, shot and killed them both at the scene by their car. because of the situation and what was going on today and the history of what we have been told this happened at other events like this. we are considering their car as possibly containing a bomb. our bomb unit is there. they are still working on that vehicle. that's where we are at this time. as far as identifications or anything. we have not touched their bodies because they are close by the car. once that is cleared, we will find out who they are and what was going on.

we are in the process of interviewing any witnesses, along with the man that was shot. >> any idea how long it will take to clear them many? >> it is a very slow tedious operation that goes on. a lot of things -- it may have to x-ray different things i. could take several more hours or could nend 15 or 20 minute s we don't know. >> anything in the car? >> we don't know that. >> we don't know anything as far as any conversations ta took plachls the only things we know right now is they drove up, got out and opened fire on the security officer. >> do you have any idea who they are? >> don't have any idea at this time about who they are. >> is there something about the car that leads you to be suspicion, can they see something or is it a matter of precaution. >> because of what happened in other events involving these people we are taking every

precaution we can. we evacuated with businesses close by. we evacuated the event center by putting people in school buses and taking them away from the area. >> do you have an immediate threat in the area right now? >> say that again. >> any immediate threat in the area? >> not that we are aware of. you have seen helicopters flying overhead and those are police helicopters. >> witnesses in the parking lot walking outside, described a third suspect put in a squad car. >> only thing i have been told is two men that were out shooting were shot and killed. >> the officer shot was he here working? >> yes. >> when this event -- were you thinking that something like this could happen. >> we prepared for something like this because addition at officers were hired for this event by the school district. we talked to them in preparing for this event in case something

their connections are. >> what is going on right now with the car? >> the bomb unit, they are getting ready to take up a robot and go through it. several different devices. they brought bomb containment trailer in case they find something where they can put an inindependent yar device in that vehicle, in the trailer. >> how large was a task -- >> what we had to do is line up school bus, get drivers. we moved those people to the back of the building farther away from the car in case there was a bomb that went off. once we got the buses secured we brought them out the doors they were take en in to and evacuated them that way. >> say that again. >> what about the area businesses? how big of an evacuation is going on right now? >> evacuation is done and we're working on the car. that's what is happening right now. i have no idea. >> how close did the car get to the building itself? >> it stopped out in front of

the building. i would say it is to the -- not in front, probably to the side of the building. there's an entrance though side. i believe that's on the west side on the roadways. >> people on the school buses that were taken from the convention center were taken to an undisclosed location. are they going to stay there for a while or are they free to leave? >> i'm just told tll is media where they are. >> are they going to be staying there or free to leave? >> once the area is secured all of their vehicles are back at the event center. they have to get their cars. i don't know if that will be tonight or tomorrow. >> there's been all kinds of social media out there. a lot of things put out that are not true. everything i have given to you is simply fact right now. do you believe they had explosives on them or just the car. >> we are looking at the car and

will look at them too but we are being cautious about everything. >> as far as threats we have been monitoring this for several months. as far as a credible threat, if we had like this event that happened, any residents that are affected? >> not to my knowledge have we evacuated any residents. it is the businesses. >> what about nearby hotels? any plans to evacuate them? >> i don't know that. i have been been told that. >> you said the bodies are outside of the car? >> yes. >> on the ground. >> yes. >> because we are not going to expose ourselves to a bomb inside though car. the bodies are close to the car. so the bodies are still outside. near the car. once the car is cleared we will take care of the bodies. >> to clarify there was no immediate credible threat going in to this specifically. >> no. >> how long did the shooting

last? >> seconds. >> did both suspects have guns? >> yes. don't know what kind of guns. we will know that once we get up to them. right now the threat that we are worried about in dealing with is the car and any possible bomb that might be in that car. >> were you able to speak to the garland isd office and what happened. >> detectives have not heard what he said. >> was he hired by the group. >> he works for garland independent school district. >> was it paid for by the group that sponsored it. >> my understanding, yes. what garland isd does is for any event they hire off-duty garland police officers and security officers who were here tonight. there were additional police officer s that were hired for this event. simply because going back to the death here in july and what surrounded these type of events

in other parts of the world. additional security was added to this event tonight. luckily it was because ends up we had a threat and they executed that threat. >> how many officers were there? >> i don't have a number. >> dozens or -- >> i don't know. i can give you a number later on but i don't have those numbers now. >> will this impact the high school next door tomorrow? >> i wouldn't think so. simply because we would expect to get this clear, the car cleerd. of course we have a crime scene there that will take hours to work. i wouldn't think -- it's not close enough to the high school that it should delay any school opening there. all i know is it is two males. >> can you describe the aftermath of the shooting? >> locking down, securing areas, making sure there was no one else moving toward the event center that may be carrying guns

or trying to harm anyone else. >> were there a lot of people in the parking lot? >> not a lot of people in the parking lot. it was ten or 15 minutes before the event was going to be over. that's pretty well it. >> update on when you might be out to talk to us? >> don't know right now. it depends on this bomb work. i just don't know how long that is going to take. okay. as soon as we have something additional we can put it out we will let you know. >> thank you. there you have heard it from garland police. the latest in what is occurring right now in that city after two suspects drove up to a convention center where a muhammad cartoon contest was taking place. they got out, opened fire shooting a garland independent school district officer. he was take on the the hospital and released a couple of hours later. good news.

the garland police department where s.w.a.t. members or on the scene. once they saw the suspects open fire they opened fire on the two suspects and killed them. those suspects at this hour are still on that scene outside of the vehicle they drove up in. the issue is there is a possibility, there's no credible evidence at this point but just as part of police work. garland police is making sure there is no bomb inside of that vehicle that those suspects drove up in. they are not moving the bodies or the vehicle until they determine that. i want to bring in the former fbi hostage negotiator. i think the good news is there is no credible evidence at this point that there is a bomb inside -- this is part 0 of property cole, direct? >> i think this is a large abundance of care. part of what sparked this, it's

my understanding that this confrontation when the two suspects, the two alleged shooters, they drive up in their vehicle, they get out of the vehicle and gauge with this unarmed school security officer. the security officer is shot in the leg and goes down. garland police officers are nearby and they immediately respond. immediately engage the shooter in gun fire. the mie mary shooter it appears was shot and went down. the second individual was wounded. the then attempted to reach in to a backpack, reason unknown. weapon explosive device, we don't know what. when he attempted to reach in that backpack according to the mayor of garr lan he was shot a second time by police officers. it may have simply been that effort of reaching in to that backpack, was he going for a weapon? was he going for an explosive

device? was there a detonating device in that backpack? i think that action alone would be enough to bring this level of caution for police officers. >> all right. i understand that we have a little piece of sound we want to play. this is when police came to the event to tell those on the scene that there was a problem. let's take a listen. >> police officer has been shot, two suspects have been shot. possibly explosives on them. that's what we are worried about right now. we are going to move to the auditorium in just a minute. i need everybody to remain calm, become orderly and when we take you to the auditorium, a little further away from the front of the building. >> i don't know other than that. i want you to be aware we are going to move you all soon. >> who should we thereon right

now? >> all right. so you can imagine the concern of those attending the muhammad cartoon contest when they hear that s.w.a.t. -- i assume that was a s.w.a.t. officer or some type of officer walk in to the even and say look, there's been a shooting and possible explosive device. some of the 200 people are still there because their vehicles are near what you are looking at right now. the scene where it is still active. they can't get to the vehicles at this moment. i want to bring in jim cavanaugh, a former atf officer. the question is whether or not there is a bomb device in the vehicle, which they are trying to determine but also who are these guys and how do they figure it out. >> that's key, who are they or

connected to? you got the tag number, car, see if it is their car. sometimes it is. believe it or not sometimes it is. you remember bombers and killers drive their own car to the scene sometimes. it could be borrowed, rented or stolen. absent that you want your wallets, i.d.s, cell phones and start to track back everything. absent that you want their fingerprints and photographs to see if you can make connections. if one of the guys is reaching in to a bag in the car, what is he after in the middle of a shootout, ammunition, another firearm, could be a long gun, pistol, could be button that could detonate a bomb, if there was a bomb in the vehicle. there's a lot to question. there could it be a hand grenade at the pack back and this is what garland bomb squad has to

welcome back. we are following breaking news out of garland, texas, which is near dallas. as you see, officers are still on the scene. this follows a shooting a little earlier this evening where two suspects got outside of their vehicle and opened fire outside of a muhammad cartoon contest there in garland. they shot a garland school district security officer. the officer, the good news is he has been released from the hospital. as for the two suspects, officers on the scene patroling and providing security for the event killed those two suspects. but the issue right now is their vehicle and whether there is a bomb inside that vehicle. garland police are actively using robots to determine if there is any kind of incendiary sdre device in the vehicle and

the bodies of those suspects have not been removed from the scene. they are nearby the vehicle they drove up in. those bodies will not be removed until officers secure the area and make sure there is no type of bomb device in that vehicle. i want to go now to nbc's jay gray. he's been following this story. he's on the scene. jay, have you been able to find out any additional information about the suspect. very little is known at this point obviously because it is still very active. >> no. i don't think we will until police get a chance to find out more information, as we heard joe hearn, the public information officer for the garland police department, his officers haven't approached the suspects who are still on the ground near the vehicle. it is my understanding, not only will the robots take a look inside the car and make sure everything is safe for the officers as they move in but also will look at the suspects and make sure there's nothing on them that could cause problems or once the officers get the

opportunity to get that close to the scene. right now we don't know a lot. basically other than you described these two men jumped out of a car and began firing. opening fire on a security guard who had no weapon at the time and garland police who have been on standby and been at the event throughout the day returned pfeiff fire and both were killed. >> there was some security concern to have police on the scene. we understand earlier from one of the people we were speaking with there were even members of s.w.a.t. that were on the scene, as well, providing security. that gives you an indication of the concerns surrounding this muhammad cartoon contest. give us background in to what that event was. >> it was not only a contest where the winner of the contest, who drew the best cartoon,

judged by the judges there would win $10,000 but an exhibit. art was being shown, drawings of muhammad and other arts. it was an exhibit. at the time there were 200 people inside. it comes out to an event held in january where there was push back from protesters. maybe as many as 1,000 throughout the day is what we are told. you are right, we do know members of garland s.w.a.t. were at the event. i spoke earlier about the fact that i know of at least one s.w.a.t. officer who had been on the ground since 9:00 the morning. so they were prepared and had their best out there. it paid off to have them there because of what transpired. we have been talking about this throughout the night. the event was supposed to be ending at this time this happened. it was apparently running

behind. that timing may have played in to making this not as bad as it could have been. if there is something good to look at here, it's the fact that not only did they have the best trained and most capable officers, as a part of the group that was out there working security, but they didn't have a situation where there was a large crowd outside of this hall. >> it is frightening to think -- jay, what could have happened had this thing let out on time and these two suspects drove up, right there as people were leaving. this could be a very, very different story that we're talking about right now. jay, i'm going to ask you to stand by. i want to go to jim cavanaugh on the phone with us. he is a former atf officer. we learned earlier from garland police that despite the controversy that may have surrounded anything having to do with muhammad cartoon contest.

garland police say they were monitoring this event for several months and there were no credible threats an yet we see what happened. >> when you are at an event like that at law enforcement you are not only looking at actual threats but the climate, the threat climate. what the public affairs officer is describing is the police command is aware of the worldwide threat climate. they have no doubt officers on the joint terrorism task force, they know what happens around the world. law enforcement is very tuned in to the "charlie hebdo" attack, they are very tuned in to the attacks that happened in belgium and tuned in to what happened to the cartoon a few years ago. they are aware of these events. for a group that comes and is an anti-muslim group. they spark a lot of controversy. they put that in the public. it is clear to the police commanders this is a risk.

so even without a specific threat they make a really good command decision. i don't think this should be missed by anybody. this is a good command decision to put s.w.a.t. officers there who have a rifle with them. this is what made a difference. i bet we find out in the end we don't know if they used handgun or long gun but they won the gun battle quickly and were s.w.a.t. officers. that's an indication they probably had their long guns deployed. whether or not these potential mass murderers had rifles they were using or pistols we don't know. they certainly lost the gun battle when they met the trained one or two or how many s.w.a.t. officers they have. plus maybe some garland pd patrol officers. it may not have been all s.w.a.t. officers involved. it is good decisions, good tactics and they were able to

stop a mass murder. what will move on here now is can you clear the car? is there a bomb ge vice, anything in there, hand grenades more ammo. get the body safe, get anything carried nearby the shooters. you have to check and get it safe and then ram in that investigation. who they are? get that in to the terrorism task force . get this going across the country and find out who they are. >> how quickly is that to determine? >> it is going to be fast. they may already know. if this is their car, now we can't tell, but if it is their car, they are already many steps ahead of getting their i.d. but if it is not, if the car cannot be pinpointed to somebody who they have information on or know who was a person they come in contact with, then they may be sitting in the dark until they can get the i.d. of these

to nevada, why didn't you go back? what was it that made you make the poor choice to not return? >> i was already there 16 months i want is a seven or eight month program. it was my fault i was there for 16 months. i was messing up when i first got. there i did complete every aspect of the program, sports, vocation, school, i completed everything. i asked when i was going to get released. i was told september 1st and i felt like september 1st that was another four months away and i was like i have been here double the time of what you are supposed to be here so that's why i ran, your honor. >> why is it that the program turned out to be double for you? >> because i wasn't working my program, your honor. i had an anger issue. i couldn't control my anger. i couldn't control the things i was doing. i was mouthing off. sometimes i wasn't taking my medication. it just -- caused a real problem

for me. >> so you made the decision that you weren't going back because you wanted to get out sooner. >> yes, your honor. >> you accomplished some things while you were at silver state, did you not? >> yes, your honor. >> what did you accomplish there? >> i was highest in my welding class. >> so you learned something in placement. >> yes. >> you said while you were out, after you didn't go back in may of 2008 to quote you, you caught a charge in illinois. what does that mean, you caught a charge. >> i committed another crime. >> what was that crime? >> unlawful use of a weapon. >> what kind of weapon? >> it was a handgun. >> so you were charged as an adult. >> as an adult because in illinois at 17 you are considered an adult, is that right? >> yes, ma'am. >> you were three months in the cook county jail. >> yes. >> how did that work for you. >> it wasn't nice. i woke up. >> welcome to adulthood, right?

>> yep. >> did you learn anything from that experience? >> yes, i sglid what did you learn. >> i don't want to go back to prison again. >> what are you going to do make sure that doesn't happen. >> hopefully if i do get released today, take my ged, go to do the interview with the ironworkers union and save up my money and do what i have to do to do what every other person does, works every day, start a family. >> is that a possibility? >> yes, it is. >> mr. elkins, i read your report. the recommendation is that he be given credit for time he served and that he be released today. are you in agreement with the recommendation here made by the probation officer? >> judge, it bothers me this young man is sitting here today. he's had numerous services offered to him by this court. he's 18. he has no education, he has an adult record in another state.

he has a serious juvenile record. and unless he gets his life together very quickly i know after being a prosecutor for 25 years that he's headed for a very bleak future. it just bothers me to see somebody at 18 walking out of this court that has provided him so many opportunities to change and he hadn't availed himself to the opportunities. but because there are no further services the juvenile court can provide him at this time, i'm in agreement with probation's recommendation. >> i am going to agree with probation as a recommendation. he did not walk away from these programs without getting anything out of them. i think he is sincere in wanting to turn himself around. i also think the stay in the cook county jail, the illinois doc was an eye-opening experience. i kept telling him, if you keep going the way you are going i'm going to see you in the criminal

division across the street. and i don't think he got it. i think he gets it now, now that he's had a taste of cook county. strange i got on this case three years ago, maybe four. and strange sitting next to him right now because he's taller than i am. and when the case started out, he is -- when the case started i dwarfed him. he's grown up quite a bit. while it hasn't been the greatest success in terms of the services that were provided, i think he did get something out of it. i think since he has good support in this community, i believe that there's a good chance he will not reoffend and hopeful live he will be a productive adult and not find himself across the street. >> there's a lot of bumps in the road of life. hopefully you'll get over those

i think he's sincere in wanting to turn himself around. i also think the stay in the cook county jail of illinois -- >> repeat offender pick ricky pizanno may or may not continue to live the life of crime. what is certain is he will never appear in juvenile court again. he is 18 and an adult in the eyes of the law. tlofr the judge is out of options when it comes to rehabilitation. she could let him go if she feels he's not a threat to himself or the community. she could send him to juvenile prison or may waive him to the adult justice system. >> i think that listening to your description of him sitting next to you and him being bigger than you strikes a chord with me. it is really sad. here's a young man who has sort of grown up in our system.

by some people's opinions, it might be he has failed because he left the program before he was supposed to. that isn't going to make me give up on children. that's up until a few weeks ago is what he was, a child. just because you reach the magical age does not make you an adult. it's what you do after that with your life that makes you a grown up and a man and an adult. there are a lot of bumps in the road of life. hopefully you will get over those bumps because we will not be here to hold your hand anymore. you have to do that by yourself. good luck to you. i hope you get your life turned around and this will be the last time with we see you in this court. all right. good afternoon. this hearing is adjourned. >> turning 18 could have meant to the adult prison sentence, instead the judge decides ricky should begin his adult life with a fresh start. >> thank you, god.

i got so nervous when they put me on the stand. i got so nervous. as soon as my lawyer read off the report that my probation officer said he recommends get release i was like wow, me and my probation officer wasn't like this. we wasn't like that. >> just won the lottery. >> hell yeah. yes. >> i don't want to hear about you doing something stupid. >> you are not going to. i promise you won't. >> got a girl, got a good girl. i will be fine. >> after spending four years in and out of detention in the last 34 days locked up 18-year-old roik i can is finally free of the juvenile justice system. new start on life so to speak. >> yep. >> given the way things went today. >> first time the court said something good about me. >> i could have given him more

time in our detention center but i think the taxpayers have spent enough money and he is supervised by another system. he is on parole. hopefully that will give him some, you know, supervision to the extent he won't go out and reoffend. we can't save everybody. i know that but i'm going to keep trying. >> even though it is a cruddy day, i don't care. i'm so happy you don't understand. i sfent four birthdays looked up, 15, 16, 17, 18. next year i'm going to be at the crib on my birthday. >> so good. actually getting released. >> just goes to show you can't sell people short. you never know what's going to happen. you wouldn't have expected most of what occurred in this go around, would you? see? just goes to show you.
