it's wednesday, may 6th. welcome to "way too early." i'm luke russert in washington, d.c. we begin this morning with the race for the white house. and the sixth republican to make it official. >> i announce that i am a candidate for president of the united states of america. >> former arkansas governor mike huckabee launching his second presidential campaign, with a speech in his hometown of hope arkansas yesterday, touting his working class routes and populous message throughout. >> i walked away from my own income to do this. i'm not asking you for some sacrifice i'm not willing to make. i don't have a global foundation. or a taxpayer-funded paycheck to live off of. i don't come from a dynasty but a working family. i grew up blue collar not blue blood. i was 8 years old. and my dad said son, the

governor's going to come dedicate this new lake. and i'm going to take you down there to hear him make a talk because, son, you might live your whole life and you may never get to meet a governor in person. had my dad lived just four months longer he would have seen me do more than meet a governor. and i hope that he's able to watch in january of 2017 when that bashful little kid from the orange brick house on second street is sworn in as the 45th president of the united states. and with your help and god's, we will make that journey from hope to higher ground. >> with that huckabee joins three senators and two nonpoliticians in the republican presidential field. he'll travel to iowa and south carolina for a factories, farms

and freedom tour. the democratic national committee says it's six or nothing, when it comes to presidential debates. the party announced it is sanctioning six presidential debates for its 2016 candidates. no dates or locations were announced, except for the broad outline. the debate will begin this fall. and four will take place in the early primary caucasus states of iowa new hampshire, south carolina and nevada. the dnc will ask candidates to take part in sanctions debates. any outside debates could mean elimination from the process. hillary clinton tweeted her approval of the plan. quote, while gop debates the same failed policies democrats will debate how to help families get ahead. another democrat likely to run was not so thrilled with the plan. former maryland governor, martin o'malley's spokeswoman said in a year as critical as 2016,

excollusivety does no one any favors. except for hillary clinton. and hillary clinton is in fact hitting back at her critics and laying out a policy proposal. in a round table event at a high school in las vegas on tuesday, clinton said she would fight for a path to citizenship for the millions of undocumented immigrants living in the u.s. and promised to defend president obama's executive actions for dreamers. she took a swing at her republican opponents. >> make no mistakes. today, not a single republican candidate announced or potential, is clearly and consistently supporting a path to citizenship. not one. when they talk about legal status, that is code for second-class status. >> and the clinton campaign is also playing a bit of defense. they have launched a new website to hit back on allegations of influence peddling at her family

foundation while she served as secretary of state. this comes in response to the new book "clinton cash," which was released yesterday. the cite attacks peter sh wiser as partson. john podesta write, we are clear-eyed about the fact this will not be the last false set of allegations flung our way. polling numbers show americans may not care about hillary clinton's e-mail or family foundation troubles. a "new york times"/cbs news poll said her favorability rating improved since the march disclosure she did not use a government e-mail account while secretary of state. her favorable rating increased by ten percentage points. americans also find her a stronger leader. that rating has jumped eight points to 65%. and 48% of americans find her honest and trustworthy. another swing in her favor from

march. let's go to that terrible shooting in texas. the white house is calling the shooting outside a controversial prophet cartoon contest an attempted act. i.s.i.s. is claiming responsibility for the attack in texas. but the white house there's no evidence that prove the men were connected to the islamic state. lindsey graham is raising doubts. but warns the first possible attack in the u.s. would mark a new phase of war. u.s. officials are searching online for possible clues. one of the men reportedly had frequent conversations with members on twitter. meanwhile, the winner of the contest is in hiding saying he has received numerous death threats. and white house press secretary josh furness had this exchange saying whether the event should

be held. >> there's no act of expression even if it's an offensive expression. can justify an act of terrorism or an act of violence. and that's why i'm reluctant to offer -- render my own judgment or the judgment of the united states government about this act of expression. >> after it's been identified by the law center as a hate group, and seems they organized this event to provoke a response are they responsible for what happened? >> there's no justification for this -- an act of violence and attempted act of terrorism, like the one that we saw. >> let's go to loretta lynch. echoing her predecessor's visit to ferguson the attorney general is promising to help rebuild baltimore after last week's riots over freddie grey's death. she visited the city one week after replacing eric holder and met with grey's family, as well

as the mayor. community leaders and other top officials. lynch also offered support and praise to the city's police officers. >> i'm looking at possibly the hardest working police officers in america today. right? i have watched the police of this city. and i know that there's difficulties. i know we have struggles. we're here to help you work through those struggles in a way that will hopefully be the best and most productive way for this department. for all of you on the front lines, i want to say thank you. really. you are representing all of law enforcement when you are out there. you are allowing peaceful protest. you're helping people rebuild. you're helping people clean up. you really have become the face of law enforcement. >> attorney general lynch said that baltimore has become a symbol of police mistrust. and did not rule out an investigation of the police department. it comes as the commissioner admits reforms are needed.

>> there is a lack of trust within this community. period. bottom line. that's going to take healing. that's going to take us acknowledging as a police department, not just here in baltimore, but law enforcement as a whole, we've been part of the problem. out of trying to be part of the solution, we have become part of the problem. when we acknowledge that and understand, we can start to heal. the community needs to hear that. the community needs to hear from us that we see that we haven't been part of the solution. and that we have to now evolve. >> and on that point, the front page of today's "washington post" is raising questions about small surveillance planes that flew over west baltimore during the riots. they were spotted for three days. and the aclu is wanting answers whether the operations by city and authorities were legal. new york city mayor, bill de blasio, he's learning the hard way that e-mail isn't always the right medium to get a message across.

oh my gosh. what happened? on monday the mayor attempted to ride the subway from city hall to a speaking event in midtown manhattan. but ended up having to abandon the trip 20 minutes later after a train never arrived. de blasio reportedly e-mailed several aides complaining about the wait and the fact that once he resurfaced his security detail had left. the e-mail included one intended recipient. a "new york times" reporter. the mayor's subway ordeal comes at a time when local transit advocates are criticizing his administration for too few resources. joe and mika will ask de blasio about that and more in their interview on "morning joe." always look who you see, folks. good advice. let's go to business and jeff who joins us from london. we'll get to the business headlines in a moment.

but we'd be remiss if we didn't get your take on the u.k.'s general election as we get into the final day of campaigning. a lot of political junkies have been fixated on this. how do you see this turning out? scotland seems to hold all of the cards. >> it's an interesting point. i'm not sure if scotland will be the kingmaker in this. but it's worth, i think, comparing what's happening here with what you've got coming up in the presidentials, in not very long away time. if the conservatives are like the republicans and the democrats are like labor, what we have here is a dead heat effectively in the polls for this election. which is surprising because if you look at growth in the u.k., about 2.5% this year 2.5% to 3%, on gdp, we have more people in employment than we have had before. and the unemployment rate has fallen from 8% after the financial crisis to about 5.6% now.

and, yet, the conservatives cannot get a decent lead. and they are the party in power at the moment. so, i think the big warning here perhaps for the democrats is just because you are the incumbent party, that may not give you an advantage going into the election even if the economic numbers are getting better. people want to punish the politicians for what happened in the financial crisis. the snp, the scottish nationalist party is in the running. they will pick up votes north of the border. whether they decide who takes the crown in westminster remains to the seen. an interesting warning for the election down the road and the democrats. i want to focus on markets for a moment. tough all day in the markets yesterday. significant declines for the nasdaq. the dow didn't do so well, either. and i think there's a number of issues. we're seeing the oil price rise

here. up over $60 a barrel. that's not good for growth. earnings from companies have not been spectacular. slightly better than expectations. but still, slightly problematic. and one other thing to throw in here. did you see the trade deficit number? over $51 billion. that strong dollar is helping im imports. not helping america export. you might get a bounce if the early futures are anything to go by. >> that would be a good bit of news. there's an interesting story out of california. a city suing a bank? i was looking into this. what's going on with wells fargo and the city of angels? >> this is a remarkable story. it seems that employees or some employees at wells fargo were taking out credit cards and opening fresh accounts for customers. and then charging fees around those products.

now, the city of los angeles says this is unacceptable. and they have filed a lawsuit against wells fargo saying there has to be some restitution. they're going to take action. wells fargo for its part is saying this is just a few rogue employees who have been fired. we'll wait and watch and see what the judges have to say on this one. back to you. >> does it trace back to the top? that will be the question. jeff, thank you so much for your time. we appreciate it. still ahead, we'll tell you which legendary musician is taking his guitar to baltimore to help lift some spirits this mother's day weekend. night be 1999 all over again. that's a hint. that story plus a check on weather, when "way too early" comes right back. >> did she get off the plane? >> i got off the plane.

the bahamas? it's a raw day on the coastline of florida. going to be breezy. the rip current is high. the waves will be messy. over the next five days this is going to linger here. at any point, after tomorrow, this could be named anna could be the first named system of the hurricane season. that gets your attention. wow. we could have a tropical system along the carolina coast. it would be very weak. looks like it will be breezy a little bit of rain. i don't expect wind damage or wave damage or anything like that. what will happen in the midwest will be a lot worse than what's going to happen off the southeast coast. we have a drench in oklahoma city, heading for tulsa, wichita, just about done with your rain. topeka, a little more rain. and in the morning commute, carry the umbrella. 3 million people at risk of severe weather. central kansas and central oklahoma. a very typical day in the midwest. not expecting a big tornado outbreak today or anytime soon which is great for may. this is our peak tornado month.
