"andrea mitchell reports," deadly bike per brawl. nine killed more than 100 arrested in a gun battle between five biker gangs in waco, texas. now a new threat to police officers trying to keep the peace. >> i will tell you we have had threats against law enforcements officers throughout the night from various biker groups. i will tell you the threats have gone so far as major motorcycle gangs putting out hits on officers. retreat as isis fighters advance. iraqi forces key the key city in ramadi. who does the government call after this stunning setback? >> the prime minister says they're going to send shia militia. shia militia is controlled by iranians. back on track. amtrak corridor between philadelphia and new york. for regular riders along the routes, no concerns.

>> i think amtrak is very safe. >> nothing at all. just get to new york and go to work. it was very safe. good day. i'm luke russert in for andrea mitchell. in waco texas, nine dead and 165 others in custody facing organized crime charges after a violent shootout sunday between five rival biker gangs and police at a local restaurant. it started inside with fists and spilled out into the parking lot with guns. there's already a mayorjor police presence in the area. officers were tipped off biker bangs would be there that afternoon. officers had critical help

during the heated gun battle. >> i'll tell you in a time police are getting slammed, off duty officers were here, saw what was going on immediately armed themselves and went to aid of fellow officers. these are officers that ran into gunfire to protect our citizens. they without a doubt did a hell of a job doing that yesterday. we're proud of their actions. we think that saved numerous lives. >> nbc charles is live in waco. this was quite the event yesterday. thankfully no civilians injured or law enforcement individuals. i understand that is shut down to local business and traffic. >> reporter: this is a major shopping center in waco area. the crime scene is shut down while the investigation continues behind me at twin peaks restaurant. the crime scene is 24 hours old, but they're going through every piece of evidence. gun casings weapons collected.

there were knives clubs, guns used in this fight that started in the bathroom as you said and spilled out into the patio area of the restaurant behind me. gang members were shooting at each other. police already on hand surrounding the building looking out for trouble engaged those shooters and they returned fire killing some of the gang members. that is some of the evidence they're trying to figure out which bullets killed which people other. that's going to take a long time to short out. nine dead 18 injured, more than 200 in the restaurant at the time of the shooting. more than 175 were detained. today waco police said they arrested all of them and charged them with engaging in criminal activity. luke? >> we hope things get back to normal there. truly a wild situation yesterday. charles, thank you. we appreciate it. the key iraqi city of ramadi

has fallen to isis according to officials. today reports that isis fighters are containing the fight east. video emerged of iraqi forces fleeing radadi and oncoming isis advance. residents were reportedly killed in the fight for the city. 8,000 were forced to flee their homes. a propaganda video surfaced on social media over the weekend and reports to show isis fighters in battle in ramadi and walking abandoned streets in black head scarves after the victory. the situation is still fluent. this morning, senator john mccain shared the armed services committee had this to say. >> fall of ramadi is huge. now you've seen virtually

everybody that's talked to you this morning all said we need more boots on the ground. not the 82nd air born. we need people on the ground. this is really serious. >> nbc's chief global correspondent bill neely has the latest from london. in the last hour, rear weaving reports isis is containing advance moving east toward a strategic base in a city. what more can you tell us? >> good afternoon luke. this is the main question now. how vulnerable is baghdad? which of course is just 70 miles from ramadi. an nbc news source within the iraqi military says isis is moving towards an air base 20 miles east of ramadi, in other words 50 miles from baghdad. they're continuing to push pressure on the capital city. we must remember that for the last year and a half ramadi has

been effectively surrounded by isis. in one respect, it was no surprise the city finally fell. isis has been pressuring baghdad for a very long time. they are probably right on the outskirts of baghdad in the suburb. that pressure on baghdad never really let up. in the fall of ramadi there's no question it's a disaster. it gives isis a momentum. gives them weapons including tanks. it gives them a psychological victory after so many setbacks. for example, their loss of tikrit. now they have got ramadi the capital of biggest providence that accounts for a third of iraq's land mass. no question this is a disaster. not just iraqi security forces who were once again humiliated. it's not good for u.s. led

coalition either. >> and the province you mentioned was site of extreme fighting during the war. many died there. this was a huge victory for isis symbolic at. that we keep hearing this is a fluent situation. we see this video showing isis fighters walking uncontested. is this to suggest it's still in fact fluid there on the ground? >> i don't think luke. one of the interesting things was on friday as isis was launching the attack, a top u.s. commander was briefing the media claiming the strategy to defeat isis is working. he even spoke about 420 air strikes against isis positions near ramadi. that claimed by him underscored air strikes are not beating isis. they did not stop isis from

retaking ramadi. u.s. has to decide if they'll use air power to attempt to retake ramadi. the u.s. is highly optimistic. secretary of state john kerry has just spoken to u.s. troops and repeated his message that he is absolutely confident the situation in ramadi will be reversed that this is some kind of temporary setback. in iraq, the spokesman of the governor told nbc news nobody believes isis is going to survive in iraq. he's claiming we're in the final chapter of the fight against isis. all those are hugely optimistic statements. the fact is, at the moment, a city we had hoped would not fall to isis is which as you said, hundreds of americans gave their lives to uphold. that has now fallen into isis hands. they are keeping the pressure up on the capital city baghdad. there are a lot of worried people there luke.

>> indeed. bill neely thank you for that report. we appreciate it. i'm joined by former chief of staff at the cia and department of defense. bill was just alluding to comments by secretary of state john kerry about this latest advance by isis. i want to play those comments and get you to respond on the other side. >> their communications had been reduced. funding and financial mechanisms have been reduced. their movements by in large certainly where there are air patrols and other capacities have been reduced. that's not everywhere. so it is possible to have the kind of attack we've seen in ramadi. i'm absolutely confident in the days ahead that will be reversed. >> secretary kerry quite optimistic referencing u.s. air power. here it's fair to say you saw the limitations of american air

power. in this case they did not prove to be successful. is this showing us limitations of just having american air power in these strategic regions of iraq? >> i think isis is most vulnerable on the move. as it moves here from ramadi, eastward towards baghdad, they're only 70 miles from baghdad. that's where air power can make a decisive difference. we can basically hit them on the open road, hit their command and control, hit their transportation and logistic networks. in the city, urban environment like ramadi isis has the advantage, have the lead on the ground. particularly if iraqi security forces cut and run as we've seen them do in ramadi, it's going to be hard for coalition to push them back. i think this is a long fight, but i think this is the opening chapter of a very long fight against isis. there have been ups and downs.

the last 24 hours have been very, very concerning. >> when you talk about what the presence will be on the ground we obviously just mentioned the iraqi government forces backed by the u.s. with billions of dollars, tons of trayding. seems the only that are esktd effectively restoring order are shia groups. i want to put on the screen from "new york times" in terms of america's role. this is what officials said ambassador jones told. u.s. would continue air campaigns and that militias were probably organized to avoid american bombing runs. are we essentially seeing shiite militias with air power are going to shia provinces?

that can't be key to sustainable future in iraq. >> i don't think that's the model united states is seeking. tikrit is a better pair dime. in tikrit, you had the iranian head of the revolutionary job core, his forces trying to work with shia militia on the ground to take tikrit from isis. they failed and stalled only when the u.s. backed forces came in to help the iraqis were we able to push isis out of tikrit. that's a story that hasn't been told much. it served two important purposes. it reclaimed tikrit for people and pushed back forces. it sent a signal to iran we're not going to let you get on the ground and take over iraq. that's an important objective for u.s. military planners. one is arrest isis advance, and second is send signal to iraqis u.s. and other coalition partners have their back. they don't need to turn to iran for help.

>> going to be a delicate dance moving forward. lastly, a u.s. special operations forces raid in syria launched from iraq essentially took down the money manager of isis. were able to kill him and app ri end his wife. this is a special operationsz force. it started with gunfire led to hand to hand combat. we have no formal use of force in syria yet young men and women are put directly into harm's way. is this the future of war against isis? special operations forces paired with american air strikes in the hopes sunni tribal groups in iraqi army can soon do something? >> that's the model. gathering that intelligence from the isis compound in eastern syria will get us information we can go attack the rest of the network. that's how we made advances against the network in iraq. that's how we made advances against al qaeda core.

that's what we're going to have to do against isis which has a safe haven in the eastern part of syria. i think we'll have to rely more on our special operations forces, much more on targeted missions much more on intelligence collection and where we can air power. >> this is the beginning of special ops, individuals being in harm's way. >> absolutely. you think it's a dangerous mission. it's one our special operations forces are use to conducting. the night of the bin laden operation four years ago may 1st. special operation forces conducted 11 other missions that night. these guys are really good, know what they're doing. they'll get the target and come only safe and sound. >> we hope so. appreciate it. a deadly crash in hawaii kills a marine from camp pendleton. a second tragedy for that bals in a week. hillary clinton is back connecting with real people. will she take any questions?

a routine military training mission turned to tragedy overnight in hawaii when a u.s. marine crashed as what's being described as a hard landing killing one service member and injuring 21 others. chief pentagon correspondent has more. how did pass away from a hard landing? >> luke, this was a routine training mission. these are airplanes that take off and land like helicopters. they were on a routine training mission there in hawaii when

during a landing exercise, one of them pancaked to the ground and exploded into flames killing one marine and wounding all 21, injuring all 21 others a board the aircraft. some with serious wounds. what they're looking at now is exactly what did cause the crash. in a previous crash, in fact you'll remember in the raid that took down bin laden, there was a helicopter that crashed in that compound. they're look at the potential that it was that same condition. the same phenomenon called a ring vortex effect when a helicopter is landing and they actually get caught in their own downdraft. when the pilot steps on the power, it actually increases the downdraft and forces the

helicopter or ospri into the ground. in 2000 there was a crash similar that killed 19 marines on board the aircraft. a little too early to say, but that's one of the effects they're looking at that may have caused this crash luke. >> jim, it's fair to say this is a tough week for camp pendleton in california. earlier this week, six marines were killed when their helicopter crashed in nepal during earthquake relief mission. now this crash with crew from pendleton. how are they handling all this is. >> as you said, it was a terribly tragic week for camp pendleton losing seven marines. don't forget some of these 21 injured in this crash got some pretty serious injuries to deal with. the marines themselves are tough, stoic, always look out for each other. they will move on from these two events. these two events on separate

reassuring passengers on the northbound train to leave the station. >> whether starting in philadelphia or just passing through, this is probably the best and safest, most efficient fashion for travel up and down the entire east coast. >> meanwhile the investigation continues as funerals are held for three of the victims. nbc tom costello is on the platform in trenton, new jersey. he just road the train from philadelphia and joins me now by phone. we obviously saw philadelphia mayor nutter there reassuring passengers telling the train is very safe. what was the psyche of passengers on the ride you took from new york? >> caller: everybody here is very confident at least as we talk to people on the tracks and train. very confident in the safety of amtrak. as we went through the curve where train 188 derailed, we

slowed down to 45 -- i think slower than 45 miles per hour. the new rules that amtrak has now adopted stating you have to drop from original speed limit 50. you've got to drop down to 45 in the s curve. train 88 last week was traveling excess of 100 as it hit the curve. today we went through the period where the train derailed. there were crews off to the sides monitoring train traffic. we really slowed down. i would say overall, people were calm anxious and back up and running. this northeast corridor serves 750,000 a day, 40,000 amtrak. it's a critical vital link for traffic up and down. mostly the i-95 corridor. to have it up and running is critical as well. as for the investigation, you can ask me about that. the ntsb continues to look at

three fronts here. anything mechanical that happened to the train or track. so far no indication of that. also looking at the engineer. what if anything did he do? why did the train speed up so excessively? he doesn't remember anything after the station. and environmental factors. whether his train and others that night were hit by projectiles. were people throwing stuff at trains. that's a common problem up and down the tracks. it's been a problem for many years. that's a big question. whether that might have played a role some how in distracting the engineer. we don't know. >> i want to talk about that for a quick second. i've gotten a lot of viewer feedback asking the media to investigate the impact projectiles could have had on this deadly accident. what impact could they have had?

two other trains were hit with rock like objects that night. could that have caused this or been one of several factors? >> no. listen -- forgive me the train is now coming to my station. as you and i know as we've covered accidents over the years. whether planes trains, automobiles, very often it's not a single factor that causes an accident. it's a chain of factors that causes accidents. the question is this an engineer that's been on that track a three weeks. three weeks, that it. suddenly he's coming out of philly and hears on the radio, we believe, the engineer reporting he was just shot at. that's what the other engineer reported. he gets on his train and gets hit by something. we don't know if that happened, but if it did, did it disorient him enough that he forgot he had

today hillary clinton is back in iowa. her second trip there in two months as a presidential candidate. she seems to be using political dominance over the small democratic field to run this campaign her way. nbc kristin welker is live in mason city, iowa.

hillary clinton returns to iowa. how old we accept more of the same since last month's trip? she tried to show she's in touch with real people. >> well i think we can to some extent luke. campaign officials tell me she's going to have a different strategy than her first trip. she'll try to connect with voters here in iowa by holding smaller, more intimate events. later today, she's going to meet with grass roots organizers here in mason city. this trip comes as you know she's getting mounting pressure to answer more questions from the press. so far she's only answered a handful, about 13. there are a lot of pressing issues. namely about her finances. we learned of course on friday that based on her financial disclosure she and former president bill clintona%a netted eye popping $30 million over the past 16 months. much of that came from

delivering paid speeches to large corporations. some companies lobbying the state department. republicans cry foul and say that raises all sorts of ethical questions. for example, why was she delivering paid speeches so close to rolling out her presidential campaign? clinton campaign officials say look, there was no ethical breech in any of those speeches. they say no favoritism. will the candidate answer those questions herself during this two day to iowa? republicans slammed her over the weekend. they were here for a big gop event luke. some democrats, like on "meet the press" said it was time for her to answer more questions. the point she's going to try to prove is that she's the champion for working class. >> thank you so much. worth mentionsing, she's trying

to replicate the obama initiative with no questions for weeks. we go back to the investigation into the shootout of biker gangs and police. let's take this live press conference from waco. >> texas department of public safety a officers here with us. i've said it and will say it again. those officers reactions and action to a hostile deadly situation saved our citizen's lives yesterday afternoon. we knew there were issues here at the twin peaks based on intel we received about biker gangs being here. we've been here over the past two months because of problems with biker gangs at twin peaks. i won't rehash the issues with management. you're aware of that. we'll let the chipss fall on

that. they have answering to do. watching here for trouble, a disturbance erupted in the restaurant. it started in the restroom, quickly escalated to outdoor patio door area. shots were fired inside the restaurant by rival biker gang members at each other. we had wounded inside. we had people stabbed. we had people shot and people beat. that disturbance moved into the parking lot very quickly. our officers responded very quickly and appropriately. as we pulled up on scene the shooting at individual bikers there bikers turned towards us. our officers took fire and responded appropriately returning fire. the number of shots who shot who, and all of that will be

part of our investigate process. we had officers involved in the gun fight in a matter of seconds from the initial indication there was disturbance inside. those officers gained control quickly of the t violent scene and took numerous biker individuals into temporary custody. they called for additional backup and we had numerous law enforcement agencies that responded to assist. if you can name an agency in mcclinny county there were here yesterday. that includes local state federal, county officers. we had counties from our neighboring countries that have assisted us as well in this entire question. all of those agencies are still

here today and are still providing manpower and support to us. to that we are extremely thankful for that. we've had a huge outpouring of support by our community, by our business members, and by our citizens. whether it was bringing officers -- i'm sorry whether bringing officers water or food or sending us prayers via e-mail or facebook or personal messages to officers here. we are proud of our waco community. make no mistake we are here to serve and protect them. that happened yesterday with the huge contingent law enforcement officers. once able to get the scene under control, i mentioned we had off duty officers here shopping. those officers responded as well putting themselves in harms way without the proper equipment to

protect themselves. they saw officers and citizens in need. they didn't second guess. they came straight to us and helped. we had officers coming in from off duty trying to provide support that they could. we had businesses bringing us items as we were here all throughout the night. once we got the scene under control, we called in some various organizations to assist us with transport. we took over 170 individuals to our convention center where they were detained and the investigation continued there. we had another large contingent of officers provided security at our convention center as we had threats for that area as well. i will tell you that area has now cleared. the convention center is no longer a processing center for us for individuals that we had detained. there's a lot of work yet to be

done. i said initially this morning we had arrested 192. i am correcting that number. it is a little lower. at last count, we have 170 individuals that we have arrested and are booking or have been booked into the mcclinny county jail. those individuals are being charged with engaging in organized crime in reference to the shooting at twin peaks which is a capital murder. it's a capital murder because of the number of victims that were killed in one episode here. those individuals have all been transported. it will be a little bit of a process obviously. a little bit of logistical process for county to get them booked in. you can obtain mug shots through mcclinny county so. i assume at some point they were releasing the entire list of names of individuals that are

booked in as well. the scene behind us today is pretty secure. i think y'all were here last night with us and throughout the day saw a huge contingent of officers. you still see that today. there were earlier officers up on top of twin peaks providing security. i had some individuals asking why is there officers up on the overpass? they were providing security so we didn't have people having high ground on us. that has been started to slow down a little bit. we feel a little more secure here. this parking lot is still secure for only media and law enforcement personnel only. there's still a large contingent of swat officers here on scene providing protection for you all and brotherproviding protection for detectives on the scene. all right. what's going on now. we are continuing to process a lot of evidence from our crime

scene. i just talked to our crime scene sergeant, the unit supervisor. he has told me we are using various agencies and their equipment as well as ours. we are in the process of diagramming every piece of evidence every vehicle, every blood spot, every body that was there. the bodies have all been removed and sent away forric forensics and autopsy results. our crime scene unit is working with fbi, atf, all local organizations. at this point what they'll do is they're going to go through piece by piece and process evidence in that scene. they're working on the diagramming part of that now which means if there's a bullet they diagram and measure it. if there's a blood splatter they diagram and measure it. once that process is done, they'll start towing vehicles

from the scene. there are probably 100 plus motorcycles involved in this. there are probably another 50 to 75 private vehicles that are involved in that. some of those are suspect vehicles. some of those are biker member vehicles. some of them will be towed for evidence. some of them will remain here on the scene as they are not evidence value to us. you'll see that start at some point later in the afternoon. i asked the crime scene sergeant for a time on how long he thought we would be here today. his best guess that he could give us was we will be here till dark processing that scene still. i think some point this evening we may be able to move away from that and will have gathered everything we can. again, we're not in a rush. this is our scene. it's secure. we'll take the necessary time. we don't want to miss anything. this is obviously a very large

investigation involving numerous agencies and organizations. we're going to get it right. the mcclinny county district attorney office was here early on yesterday. those individuals have been instrumental in helping us obtain warrants and arrests 170 individuals. that is the count that i had as of coming up here to brief you. that number is going to be flexible. you have to understand that we had a large amount of people being processed and involved. some of those names were the same. same last names. that will give and take a minute amount. tabc informed us they have developed and had the process implemented here where there's a seven day shut down of twin peaks for liquor sales. somebody asked me earlier if they would be open to the general public.

they will be open for food sales. i hope they have the courtesy and respect for our citizens and dead individuals there that they will use this as a cooling off period and not be open for business. that is not our call. it is our desire they do that. it will be up to the management here whether they do that or not. we can tell you they will not be allowed to have any liquor sales. they will not be allowed to move any liquor in or out of that establishment for seven days. tabc will continue their investigation and additional things may be applicable as they go through their process. you will have to contact them for additional information on what they may or may not do. all right? we, without a doubt, want to make sure we mention the media assistance we had here yesterday was very good in getting

information out quickly to our public. there was a significant danger here yesterday because the amount of violence that occurred behind us here. we got word out through the media who shared a that with public viewers, readers, twitter and facebook follows. we started evacuating people from an entire shopping mall in a short amount of time. a lot of that was attributed to what y'all did. the law enforcement presence we have here today -- we can't brag on it enough. we have folks providing us whatever we need whether resources, manpower, equipment, or just helping us out with mundane tasks such as providing water or running intel back and forth from the scene. i think that kind of brings us up to date. you won't see a whole lot more

are and not going to give publicity. there were five active gang members involved in this. you will not hear their name from us today or throughout the remainder of the organization. >> you mentioned this is capital murder because of number of people killed. is there a way to get a sense of what the 170 will also be charged with? can you figure out who ultimately killed who? >> the question in -- walk me back through this. the question was -- >> what other charges will they face a side from organized crime? can you charge everybody with capital murder? >> 170 individuals have been charged with engaging in organized crime in reference to a capital murder case at twin peaks. that basically says that 170 people have been involved in capital murder. the da would probably be better able to answer those legal questions on that, but i can tell you 170 individuals are

being booked and processed. if that's not already complete, for engaging in organized crime that an organized crime is capital murder at twin peaks restaurant. was there another part of that i missed? >> just trying to -- will you be able to decipher who shot who and will they face more severe charges? >> obviously the investigation will continue. there are a lot of parts to it. will we gleam more information as the days and weeks come through? absolutely. yes, ma'am? >> where were the bodies found? shot where? >> scattered everywhere. the shooting started inside. majority of bodies when i did my walk through yesterday -- i know there were at least three dead individuals in the immediate parking lot directly behind us. it's my understanding another four were around the front of twin peaks. an additional victim had been drug over behind the other restaurant behind us.

so the bodies that were still here were all scattered around the twin peaks perimeter. >> mainly outside? >> yes, ma'am. >> olivia? >> yesterday there was an -- y'all were receiving intel there was an influx of bikers coming to town as a result of this. have you seen that today? >> absolutely. we saw that last night. that has slowed down. we have not seen as much activity coming in to the waco area. we did see a presence of bikers coming in to waco yesterday. our intelligence told us they were headed this way and trying to get a pay back whether against us or rival bike members. we don't know. we took that a reliable threat and took action. i confirm there were numerous members of other bike gangs coming here as well. yes, ma'am? >> initial officers inside were they in uniform? >> yes, ma'am. the question was were the

initial officers that responded in uniform? yes, they were. these were officers in full dress uniform. some were intact the tactical garb, well dressed police. no question they were officers. some marked units up there have bullet holes in them. some are ghost march units which were subdued. >> how did this go down -- i was under the impression they were under cover. they were out there and this still happened. >> these officers were not undercover. we wanted our presence to be known by bikers here. there was no doubt they knew we were out here. there was a large contingent of officers in police vehicles sitting, driving, going through the parking lot. we were well seen. i said yesterday they could care less whether we were here or not.

that's the violence we were dealing with yesterday. they they knew we were seconds away and were going to respond to them. they cared not. >> were officers outside? >> correct they were all outside. team here yesterday morning. we knew that. we thuknew the chance of violence was significant. we share that with local agencies and county agents. there has been a heavy increase of that over the past couple of months because of the activity here. the question was, are we sharing intel? absolutely. will we continue to share that intel? without a doubt, we will. yes, sir? >> we'll get back to that. >> some in east texas -- do you know the break down? >> not yet. >> i understand they're local and far reaching as well. i'm going back to that question. what do we think other communities can learn from this? >> if you have a police department asking for your assistance, you ought to pay attention. if you don't, bad things can

happen. local police department and local agencies did a hell of a job in response do a critical, deadly scene. i can't say that enough and tout their efforts enough. the sharing of intelligence of local agencies, movements by operators that moved up to active shooter scene were incredible. amount of officers off duty and coming to help, that touts and speaks volumes for our community and what our officers will do to protect them. for a community, one thing that a we want them to know is waco you are safe. you've got a good police force here, whether local county state. you've got good officers here protecting you. we're going to do what we can to do that. i think that answers that. obviously we would ask for better assistance in these kind of situations and maybe head some of this off as possible.
