biker brawl. investigators are still trying to determine what led to the attack that left five dead and at least 18 wounded. right now police are on alert for possible retaliation by other ooiflgang members by rival gang members. >> we are prepared. >> this is just a small number of those arrested in the deadly brawl. at least 170 people are facing charges. those arrested are being held on a million dollars bond each. investigators are still pores over evidence. more than 100 weapons were recovered after the ?úáp y police in l.a. hqpñ their hands full last night in a rush hour chase. the sheriff's office says they were after three men who were apparently part of a home burglary. they tried to get away even driving the wrong way on a busy

street. they bailed in a driveway. it turns into a foot chase and one of them thought running on rooftops was a good idea. you can see him just fall off. police nabbed him but he slipped away. police eventually caught all three of them. across the country police departments are rethinking their tactics. this after a plan to scale back some military equipment issued to local officers. >> prohibit some equipment made for the battle field that is not appropriate for local police departments. >> let's go live to washington. is this an attempt to ease tensions between police and some local communitys? >> that's exactly it. the president is concerned about the militarization of police. right now certain military equipment will not be allowed to be used by police departments. also other equipment will not be allowed to be given to police departments.

>> baltimore, maryland, ferguson missouri. by executive order the federal government will stop giving left over military equipment to local police departments. critics argue it is too extensive for police. president obama is concerned about how the equipment is using, adding it sends the wrong message. >> we've seen how militarized gear can give people feeling there's an occupying force as opposed to a force serving them. >> weaponized aircraft will no longer be given out. a police chief says he's okay with some military gear staying with the military, not the police. >> if we show the community we're an occupying army, it's going to engender distrust. >> not everyone agrees. >> law enforcement has to match force with force. >> reporter: but president obama

welcome back to "first look." texas, western texas yesterday a couple of small tornadoes were spawned. no damage was done but the hail was impressive enough. let me get you out the door this morning. washington d.c. saw storms last night. those are about to exit off the coastline. you're fine this morning but carry the umbrella for this afternoon. we have numerous showers and storms to the north through areas of massachusetts

connecticut and rhode island and a shield of light rain across vermont. as we go throughout the day it sparks additional storms. 3:00, 4:00 philadelphia, new york city, isolated storms. toward boston this evening. the other area of concern this morning, the worst weather is san angelo texas. water rescues in the downtown area. the airport is closed for the entire day today because of flooding. a lot of problems there. that's where the problems are going to be throughout the day today. more flash flooding in oklahoma and texas. by the time we're done this week we could see all time record monthly rainfall totals broken in lubbock after ten years of drought. >> when it rains it pours,

right? this morning the fight for iraq. isis is scouring the city looking for progovernment troops. meanwhile this new video. a u.s. led coalition strike that was headed to ramadi. the white house is vowing to help reclaim the city. bill neely has our report. >> reporter: the retreat from ramadi was fast and humiliating. iraqi troops in a race for their lives. forcing them out, isis fighters who shot this propaganda video showing a city abandoned by the army. isis gunmen controlling the hospital in the city center. iraqi troops fought for just two days leaving behind american supplied weapons and tanks. but it's a setback for the u.s. a decade ago nbc news was in ramadi where hundreds of american troops gave their lives to hold the city.
