good day everyone. i'm andrea mitchell in washington. ten are dead in texas and oklahoma. 61 people in seven states are under the threat of severe weather today. parts of texas and oklahoma try to recover from a weekend of historic rain and flooding. schools are closed after torrential rains overnight crippled houston, city of 2 million people. motorists were stranded in their cars as major roadways were completely submerged. 200 fans were stuck inside the toyota center following the game. it was safer there to trying to get home. in wimberley, 12 are missing including laura shields and her two children. she was on the phone with her sister when she was in the house. >> she will be with her babies always in heaven.

>> laura's husband managed to escape. he's hospitalized with broken bones and a collapsed lung. joining me from wimberley, gabe gutierrez. the tragedy of that family and others dislocated those still missing. how are the search and rescue operations going on? >> reporter: hi andrea good afternoon. a lot of heart break here in wimberley. you heard from the sister of laura mccomb. search efforts are still underway this morning. we're in front of the blanco river. this is the river that overflowed saturday night into sunday. keep in mind andrea this river crested at 43 feet. its normal flood stage is 12 feet. it tripled that. where we're standing you can see debris strewn about. residents say this looks more like a tornado than a flood. now the area where we are, this used to be a small resort. we're told that it may not be

able to rebuild because it's on the flood plains. these waters came up quickly, came here and destroyed everything in its path. as you mentioned in texas and oklahoma, there are now ten confirmed deaths here in wimberley. 12 is are missing. there are search and rescue crews from the texas army national guard as well as texas task force one here. texas' governor just expanded the disaster declaration to include 37 counties in texas. people here have seen floods before but never quite like this andrea. >> gabe gutierrez, thank you so much. joining me by phone is the houston mayor. tell me about the situation in houston. i gather the water is beginning to recede. >> it has. it's going down pretty rapidly. what we had in houston is a two

stage flooding event. we had torrential rains 11:00 p.m. to 1:00 a.m. this morning. we had a lot of localized street flooding areas of houston, underpasses that normally flood in a really severe rain were flooded. a lot of cars trap apedtrapped. this morning it became a different event. small rivers that define houston. we're at the narrow end of the funnel that goes to central texas. the water hit us and now we're dealing with water in homes and high water rescue. we have two confirmed fatalities in houston. one we know was from a vehicle in the high water late last night. the other we don't know the cause. the person was pulled out. >> we're looking at live helicopter shots now of the

area. we can see a lot of high water. what about power outages? >> extensive outages last night with the rain. still about 50,000 people without power although that number has been dropping all morning. most of them should be back up later today. >> and we know the president has just spoken. we're bringing that to you as soon as the tape comes from the oval office. he's talked to the governor governor abbott. what more do you need from the federal or state government? >> we have an emergency response team down here. we're in close communication with the state with governor abbott declaration of disaster area assuming the federal government processes will kick in. we're going to do what we do and make sure the city is up and running as quick as possible. save the receipts.

>> texans are tough, we know that. mayor parker thank you for being with us. our best wishes to you and to all people there in houston and in the rest of central texas which is really taking the hit today. thank you so much. >> thank you. and iraq says it is about to launch a counter offensive to try to retake ramadi from isis. iraqi troops are reported to be backed by shias military forces. they're armed by u.s. and coalition countries seen in this video released by iraqi defense ministry. this comes after joe biden tried to smooth over this with ash carter who said iraq soldiers didn't have the will to fight after outnumbers seven to one. >> iraqi forces showed no will to fight. they were not outnumbered. they vastly outnumbered the

opposing force. they withdrew from the site. that says to me -- and i think to most of us that we have an issue with the will of the iraqis to fight isil and defend themselves. >> i'm joined by retired four star general stanley mcchrystal, commander of forces in afghanistan and author of "team of teams." general, the thank you for being with us. you now teach leadership at yale university. what could you teach the iraqi army about leadership and trying to instill the will to fight. they outnumbered isis seven to one. >> yeah andrea. apparently they d. clearly it wasn't a question of who had the most ammunitions, best weapons. clearly they're hurting there.

i don't think it's necessarily the iraqi soldier in the trench or fox hole. i think it goes up to the top part of the nation. they have not been able to build a sense of confidence in people around the country in them as a government or them as a larger team. i think that really gets to it. if they are going to mount a credible effective resistance to something as resilient and frightening as isis they are going to bring themselves together into a team. that means shia sunni and kurds as well. it's easy for me to say. that that's very hard to do. we're going to have to be part of that team in some form or fashion. >> one of the people taking credit criticizing iraq and u.s. are now moving in. first of all, does iran now get much more influence than is comfortable for america to have that amount of iranian military

influence in ramadi and trying to retake ramadi? >> potentially they do. the general for a long time now has played cards very well. he's played them well militarily when we were there and played them well in an information sense as well. he's stayed one step away from a situation like this. he's painted his forces as credible. he's been on the battlefield to do that. while you're not happy about what he's done you've got to give credit in terms of painting a picture in the minds of many in the region which is frightening as iran as an effective player. in the minds of iraqis that means they could increase influence in the region. we need to worry about. that. >> ramadi is 70 miles from baghdad. do we need to worry about baghdad falling to isis? >> i don't think militarily

baghdad is about to fall. we need to worry if iraqi government need to rebuild confidence in themselves and population. suddenly inability to guarantee parts is critical. they need to make people think when they want to they can take any place in the country accept baghdad. if they can do that the population is in that terrible position of having a very difficult time committing to supporting the government because they don't want to get caught in the middle. >> also in syria. recent success in the key area not far from damascus palmyra. doesn't that have propaganda value for them? >> they do have propaganda value. maybe on the ground the exact pieces of dirt they take are not critical. they've created narrative across the region isis is for powerful than it is.

it doesn't offer much to the population except that the rest of the region is so weak politically thousand. there's such dysfunction in the relations between most of the nations and inside many of the nations that you have easy ground for isis to step in. that's why our primary focus needs to be creating political frame work that's got some credibility in the region and help building a team of teams moving toward that. >> if the iraqis can't step up to it is there scenario we would put u.s. troops not just as trainers but u.s. troops as ground forces back into iraq? >> i believe we should never take anything off the table nor should we create that as an expectation. at end of the day, security and instability depends on the forces in the region. we have to provide leadership. the fact we'll go on the ground and be the force delays

inevitable when they've got to accept responsibility. >> thank you very much. general mcchrystal is author of new book "team of teams." thanks for being with us. >> thanks. president obama has just spoken about the flooding in texas. take a listen. >> i mentioned topics we discussed on nato. let me say a couple of things. first of all, i had the chance this morning to talk to governor abbott of texas, to express condolences for the terrible flooding that's been taking place there. our thoughts and prayers are with the families and communities that have been affected by some of these devastating breaking floods. i assured governor abbott that he could count on the help of the federal government. we have fema personnel on the ground.

they are coordinating with texas emergency management authorities. i will anticipate that there will be significant requests made to washington. my pledge to him is that we will expedite those requests to make sure both search and rescue operations where necessary but also recovery operations occur as efficiently and quickly as possible. second thing i want to mention -- >> take a look at this scene from fort lauderdale this weekend. a tornado spawned over the ocean, came a shore a as beach goers watched. the strong winds picked up a bounce house with three kids inside. all three children fell out of the bounce house onto the sand about 15 to 20 feet up in the air at one point. one of the children and her mother spoke afterwards. >> she was crying mommy, mommy,

vermont senator bernie sanders has been in politics decades doing things his way. running for president is no different. the self-described socialist is holding a kickoff event after announcing his 2016 bid on capitol hill. he's embracing the underdog role against a wealthy front runner. >> hillary clinton and bill clinton in last 16 months have made $30 million making speeches. what does that kind of money do to a politician's perspective on struggles you were talking about? >> theoretically you could be a multibillionaire and be concerned about finances. you don't sit in restaurants like this. that's the world you're accustomed to. that's the world view you adopt.

i'm not going to condemn hillary clinton and bill because they've made a lot of money. that type of wealth has the potential to isolate you from the reality of the world. >> bernie sanders have been dinner with cnbc john hardwood. founder of washington post fixed blog jean cummings and host of steve kornacki. tell us about bernie's strategy. he doesn't have money, doesn't have a great base but he's got i a message and certainly consistent in his message after he goes after hillary clinton. >> reporter: yeah. absolutely. i think one of the things you'll hear from people is this idea that he has this message he's been talking about for his entire career.

going back decades, focussing on income inequality wealth concentration, corporate power. things sanders has made his entire career around things that are suddenly coming back. income stagnation all things happening in the country now. they think this message that he's been articulating for years, he has great credibility on, is now showing in a way like never before. it's a twofold thing. number one, break clear of other hillary challengers. martin o'malley jim web, lincoln. they want to get it to if you don't like hillary clinton on the democratic side they want bernie sanders to be the default guy. they look at polling and say compared to o'malley web,

chaffey we're doing better than all those combined. they think they have favor and personality contrast placing their bet with his grumpy demeanor. they think there's authenticity in that that might resinate as well. >> chris cillizza what about that? now running as a democrat. i don't think he'd argue with the label and doesn't have a whole lot of money. how does he take on hillary clinton? is this a message campaign to push herrer erleft or does he think he can get the democratic nomination? >> i'm sure he sees a path to him getting the nomination. it's very unlikely. that said i don't think we should dismiss him. this is not someone running for first office. this is a major, u.s. senator. there's only 100 of them.

this is a serious person. i do think that if you're dividing the candidates between sort of campaign and cause, he falls more on the cause category. i don't think that he knows or thinks he's really going to win. on campaign reform income inequality, he has causes he cares about, wants to make sure are inserted into the debate and influence the event nominee considering that's hillary clinton. i think he falls in the spectrum. he's not an unserious person. as steve points out, he has more of a following than martin o'malley many see as liberal alternative to hillary clinton. bernie sanders is laying claim to that at the moment. >> he could run well in iowa. that said all elected officials or mostly elected in vermont. this is when i asked about his

candidate. >> i talked to her about this some time ago and said if she'd like my support, she's welcome to it. of course i come from a little state. you know vermont is probably not the number one state that a presidential candidates will look at although i think we're a very special state. you're welcome to come and visit any time you'd like. >> in fact watching steve kornacki on the lake is not a bad place to visit. what about the fact bernie sanders is kind of holding the left progressive left standard right now? elizabeth warren is not in the race and says she's not getting in the race. she's better known and financed. >> absolutely. he's the default candidate. he will define what the left is. that could have two effects son hillary clinton's campaign. it may push her left but may on

defense secretary ashton carter blunt criticism pulled back a scab festering all year. despite millions of in u.s. training and weapons. i'm joined by chris hill former u.s. ambassador to iraq dean of school of international relations in denver. thank you for being with us ambassador. let's talk about this. seven to one advantage, they collapsed basically, and retreat leaving behind their tanks, other heavy artillery equipment for isis to take over. now we have the vice president calling iraq's prime minister to smooth it over after the defense secretary said iraq's army wasn't getting it done.

is this case of good cop bad cop or was defense secretary speaking truth but being politically incorrect? how do you read what's happening behind the scenes? >> i think what the secretary of defense said is what many others said they're not secretary of defense. they didn't say it on national television. there's been frustration of the iraqi army. i'm not saying it's being trained but certainly u.s. has been at this many years. it doesn't seem to be taking. there's a certain amount of frustration in the pentagon. i think that's what we saw. on the other hand it's important to understand that when you look at who's actually fighting isis who's actually in the trenches who's actually taking casualties, it's been the iraqi army. i think vice president biden was more trying to point out to iraqis we understand they've been this the firing line. i think it was more in that context sort of mending bridges than playing good cop bad cop

role. >> general mcchrystal was speaking to me minutes ago and said he thought baghdad would not fall even though 70 miles from ramadi. this has had psychological impact on iraqis seeing ramadi fall to isis so easily. >> i think he's absolutely right. first of all the shia forces and iraqi army is majority shia. the shia militia are obviously shia. they tend to fight hard when the fight comes onto shia lands. it's hard to say they fight less hard when on sunni lands. there's view among the sunnis should liberate their own land. they've been relatively passive. in the last few weeks when prime minister did what he could to reach out to the sunni community, we had leaders in washington telling people to create a different sunni stand in western iraq.

when the shia hear this they're not inclined to help sunnis against other sunnis. >> here you have the sunnis and shia going to have to work together in order to stop the advance of isis. >> the fact is iraq needs to be governed by combination of arab sunni, shia and kurds. sunnis have never accepted the fact of majority rule and having the shia on top. the shia really just don't trust the sunni. this is -- this goes before the american invasion of iraq. this is not about america. this is about sunni and shia. so it's going to be a tough thing to work on. you know if the shia had a leader like nelson mandela that reached out to 20% white south africans, that would help. 20% of iraq is sunni arab.

this weekend in torrential rain and flooding. the weather channel dave malkoff has more from texas. >> more flooding and even tornados today. it's a big state. let's start in downtown dallas. that's the trinity river back there. doesn't normally look like that. water is normally up to that tree line. it's flown over banks at major flood stage at 40 feet. that's the highest it's been in five years. there was flooding now in downtown dallas. someone had to be pulled from a truck. let's take you down to the major problem south of here in houston as you were sleeping. the flood waters were rising over the roadways. all the highways were under water. thousands of cars stranded either stalled out or under water. people trapped in their cars. people were trapped inside the basketball game. houston rockets were playing.

200 fans had to stay there overnight until the wee hours of the ingmorning because flood waters were raging outside. same thing happened at the galleria mall. people if you're going out on roadways down there, stay out of the water. that's why we say turn around don't drown. we don't want to put you and danger and first responders as well. we look to skies here in dallas. back to you. >> thanks so much dave malkoff from the weather channel. >> funerals are underway for kerry orozco. she was killed in the line of duty last week. she was shot in the attempted arrest hours before she was to bring her baby home born prematurely from the hospital to go on maternity leave.

she's remembered as a devoted officer and mother. this is such a terribly sad story sarah. >> reporter: just a heartbreaking story andrea. inside the church is a sea of blue. both officers in their dress uniforms and citizens supporters dressed in color to show support and unity. the funeral started 30 minutes ago. you can hear it on the speakers for those that couldn't fit inside the church. it's conducted by the same priest that married officer orozco and her husband. her fellow gang unit members are serving as honorary pallbearers. a lot of this is beautifully ceremonial. they're also sharing stories of when she would go to the hospital to hold her baby daurks give her skin to skin contact when she was in the nicu and sharing personal funny stories.

she was not only a dedicated police officer and mother but a tireless volunteer who was respected and admired here in the community. condolences have come in as far away as italy and israel. this story tugging at heart strings of a lot of people. one of her fellow police officers who rode in the ambulance with her shared a poem posted that online about officer orozco's final moments. he talks about how he leaned close to her telling her she was loved and that her family would be taken care of. that poem has been shared more than 3.5 million times on facebook. testament to the reach this officer has even after her death. back to you. >> that's so sad sarah. her daughter is three months old. her name is olivia ruth. she had been born prematurely. they had been together in the nicu unit. now the sadness of her mother's

you think it was viable? >> there's more discontent and anger at establishment that's corporate, political media establishment if you'd like. >> is hillary clinton the establishment? >> i think it's hard not to acknowledge hillary clinton is part of the establishment. >> john hardwood with bernie sanders in vermont. which presidential candidates will make headlines in next 24 hours? clearly bernie sanders. alex is live in burlington. alex you've been covering hillary clinton. now you see bernie sanders, the challenge. quite different the approach from bernie sanders to hillary clinton. what's the level of access that you have to the sanders campaign? >> reporter: yeah, quite different to say the least. it's hard to find two politicians more different. hillary clinton running a very scripted tightly core graphed campaign. sanders is the politician that

doesn't look like a politician doesn't sound like a politician and doesn't want to be seen as a politician. in terms of access we could talk to him right now if we wanted to. you can come up to him after events, he'll shake hands, talk to people. you can grab him in the hallway. he wants to get his message out. running for president is about that. he'll talk to the media when he can to serve that purpose. >> hillary clinton is down in south carolina tomorrow. it's her first 4a south. that's not clearly comfortable place for her in the past. she's had difficulty against president obama in south carolina. she wants to make an early run to this early primary state. >> reporter: definitely yeah. this state she lost big time to president obama. of course the african-american vote very important in the democratic primary in south carolina. she wants to get down there early and honestly try to repair the damage from 2008. bill clinton went down and had

been very popular in the african-american community but made comments about president obama that rubbed people the wrong way. she's going to be speaking to a democratic women's group and holding a round table with women and minority business leaders. obviously she's still very strong. i don't think martin o'malley and bernie sanders are necessarily the types to catch fire in south carolina. as she often says she's taking nothing for granted and wants to put a toe hold there early. >> on the republican side you going to have another entrant into the race, crowded already. rick santorum who ran in iowa last time around and came in first in iowa after votes were counted of those caucuses. he hasn't done much sense. tell me what rick santorum's role is in this crowded republican field. >> reporter: well no one works harder than rick santorum. i saw him in iowa last week. he happened to be in the same town as a hillary clinton. you know this is a guy that

travelled to all 99 counties. 360 something events in 2012. basically just him and an aid and pickup truck going to pizza ranches holding small events shaking as many hands, talking to as many people as he could. when i saw him, he stayed an hour and a half and did not leave until every person had taken a picture or talked to him. she's trying to position himself as champion of the blue collar conservatives. talking more about economic issues. kind of embracing a lot of same themes like bernie sanders and to some extent hillary clinton are faulktalking about. he thinks that's the message he has no one else in the republican party is not speaking to. going to be his edge. >> alex in burlington vermont. thank you for covering it all. much more ahead here on "andrea

it was another decision day at supreme court. nbc justice correspondent pete williams just back from the court. we've been waiting for big decisions. they did issue some today, not the big ones. >> no, these were business decisions of interests only to parties in the case i think. rather technical business decisions. the court did agree to hear a case in the next term. we got grants of new cases today. one of the more interesting is the way texas drew boundaries for state legislative districts. the conservative group challenged the texas plan to use the total population to determine the district boundaries. they stay under the one man one vote eligible you can count the eligible voters not the total

population. they say when you look at total population it over represents certain ethnic groups. they say that should not come into the boundary. this will not be until the fall andrea. depending on the decision it could be a big deal for states with large minority populations especially when those tend to be focussed in the southern part of states on the southern border. you're right, we're waiting for big decisions on health care and same sex marriage. >> pete williams, thanks so much. and today, the court went to trial. the man is charged with espionage, in prison 10 month ss executive director martin baron said there's no justice in the system not an ounce of it.

iran is making statement of values and disgraceful treatment of our colleague. >> joining me is jason's brother. thanks for being with us. the world community does not seem to be in full outcry over there. all of us here in the states have been and washington post colleagues have been. where's the rest of the world in defense of your brother? >> we've had outreach from various countries. a lot of support from overseas through social media as well as the press, europe and france, engineer england. i don't know what's going on behind the scenes. i'm confident there are other countries speaking with the iranians and suggesting this doesn't make them look very good. >> it makes no sense. all he was doing was being a reporter. at this stage, what are the options to try to give him a better defense, to try to give him justice in ran?

>> the best is to get the message out and let people though here and around the world this case is absurd. there's no evidence to support the charges out there. we're fortunate we have a lawyer right now who has been able to meet with him once. the trial started now. we need to let them know people are watching what they're doing here and the outcome has consequences. >> in fact the judge in this case was blacklisted for human rights abuses the past. he's got medical issues your brother. do you have a problem with the fact that the u.s. is on a separate track negotiating with iran the nuclear deal? >> do you feel the state department has been supportive of your brother's terrible situation? >> you know, we've had a lot of outreach and communication with the state department. i think when i'll say is everybody can work harder to get him out. that i don't want to tie jason to a track that says he needs to be held another five weeks. i don't want to be tied to the
