remember 26 states sued the obama administration for action that is he announced in october. that would go to an early program. that initiative was scheduled to take affect this month. yesterday's ruling has halted it. the appeals court found that the 26 states have official legal grounds to bring the lawsuit and it would not be shown if the programs were further delayed. after the justice department exposed a pattern of behavior and abuse, the police department in cleveland is agreeing to reforms. yesterday it had the police department expecting the tough standards on how and when they can use force and over site to make sure that the new rules are enforced. the agreement is part of a settlement with the federal

bill, you have been following the storm all week for us. >> all month i would say. >> this is concentrated on the area. how much worse is it going to get? >> it could not get worse. it's not going to be fun this morning. we have more rain heading to the houston area. this thunderstorm complex. it's moved over night and now it's into the northern area of houston. it does not take much. the water is still high. a lot of the waters reseeded so it's better. once we get this if it inches to the south here and if it gets down to houston on the morning rush hour it could go one to three inches. we're watching that care through this morning. hopefully that's going weaken. here is the rainfall prediction and showing the heaviest rain and that should be north by the way. we will watch that and another one is likely.
