terrible. >> reporter: andrea we've seen rain today, more expected. throughout the week forecasters say we're going to get rain. absolutely what they don't need. take a look behind me along the blanco river. see this row of trees mowed over as the water climbed up the banks to places it had never been before. you can see a the homes up there. they thought they were out of the flood area. they never worried about. that they've been ravaged by waters including as you move along the line here, one completely lyly ripped apart. that's the kind of debris and devastation search and rescue times continue to work through now. the families of the missing you talk about are out here with friends going through areas as well. just a difficult, emotional time here today. very important day as you move forward in the recovery effort.

just a very difficult clean up here. it is a mess. like you said more rain on the way. >> so heartbreaking for these families. we talked about the ramirez family. this is daniel the brother of alyssa that died in the terrible storm. >> it came across my mind the road might get flooding. it was storming bad. it crossed my mind once while i was sitting there in bed. i was too lazy to go tell my parents, maybe we should warn her about it. that's something i'll never do again. >> jay, we can't imagine what the ramirez family is going through today and forever. >> reporter: just horrible to hear the regret the pain in the voice of their family.

frankly, they're not the only ones that feel that way. talk to relatives of families here that lost loved ones got one last phone call and had nothing they could do. i can't even wrap my mind around what they're going through right now. just unbearable and unbelievable. >> jay gray in wimberley. we'll bring you the news conference of officials and surviving family members when they come towardforward. the centers from disease control and pentagon are investigating accidental shipment of live anthrax. 26 people are receiving antibiotics but not showing symptoms. this is protective. shipmentes were sent through fedex from utah. dougway's base commander says there's no use to worry. >> there's no risk to the general public and no cases of

the infection at the labs in the state of the arts. >> jim joins us now. they say there's no risk of exposure. 26 people are taking antibiotics. is this the prescribed medication? >> cipro was made famous in 2001 when five americans were killed because of anthrax shipped by envelope at the time. here at the pentagon they're going to extraordinary lengths to insure the public there's no safety hazard no risk to the public itself. they are saying that again there are no even suspected or confirmed cases of any anthrax infection, even though those 26 are receiving those antibiotics. it was somewhat of an eye opener andrea to learn this potentially

hazard hazardous and dangerous kind of material is sent commercially by fedex. according to officials here, the shipping packaging was all done in accordance with strict guidelines to assure the public safety. one additional fact. cdc is collecting all samples from those 19 locations in the states and south korea in an effort to determine if there are any other live anthrax spores included. they're so confident in the procedure they're having those samples fedexed to atlanta. it raises a lot of questions in a lot of people's minds what about is being shipped publicly over these commercial carriers. >> jim, it does indeed. now the latest recovery

since the tragic flooding we've joined in a search effort to find the loved ones trapped in the house on the blanco river. many of you heard accounts of that evening. here's what we know now. jonathan mccomb is treated for injuries at a san antonio hospital. physically he's expected to make a fulle recovery though emotionally he has a long road ahead and will need the love and support of all of us. at this time jonathan's wife laura mccomb and their two children andrew and leighton are still missing. yesterday afternoon, we received word that the body of michelle charba had been found. michelle's husband randy, their son will and parents ralph and sue kerry are still missing.

it's impossible to express in words the tremendous loss pain fear we are feeling. still we find comfort in our faith and in the support of our family friends, community. over the past few days we've been absolutely amazed and overwhelmed by the generosity of others even complete strangers. at times when it could be easy to feel cynical about the world around a us this experience strengthened our faith in god and in humanity. at the same time we feel a tremendous sense of responsibility and resolve. this effort is not over. we are 100% committed to finding laura, andrew leighton randy, will, ralph, sue. we will need your support to keep this mission and the stories alive in the days weeks, months ahead. we know that our loved ones who

able to provide in the search for missing in our region. texas task force one was called in on the official operation under a rescue mode and have continued in rescue and search procedures since that time. they employed an asset of 60 task force one members, 30 texas military members and nine canine units. we divided into squads of six to eight individuals in those squads. complexity has included heavy timber, large debris fields several strainers of trapped debris and investigating trees and strainers that night entrangle a trapped victim. the search is texas parks and wildfire austin ems, austin fire task force one, wimberley and kyle f.ire departments and

other private entities. aerial flights from texas park and wild life with air capabilities. did texas department of public safety with operations and visual search. we've had several private entities as well with visual searching in the area. we've got ongoing searches and boundary departments such as blanco fire department. we've got kyle fire department and through the san marcos area. we've got ongoing search efforts that continue at this time. we're still in search and rescue mode for our area. >> wanted to give an update on some of the ways we're asking for the community to continue to support our teams.

everyday since sunday morning, hundreds have gathered here in wimberley at the first baptist church as part of the families and friends search method. today there remains a team of 250 friend and family working closely with state agency to canvas looking for our loved ones. yesterday based on those findings, we turned focus to more specific areas. today we will focus even more. we're taking a safe slow, deliberate approach to searching the areas where we see the greatest promise. many people have expressed interest in supporting our efforts. here are several ways to help. we're still recruiting volunteers to join our search and recovery team. we're meeting each morning at first baptist church at wimberley at 8:00 a.m. if you'd like to volunteer other, please be aware of the extremely difficult conditions

questions. >> again, i'm carly smith. i'll be happy to take questions unrelated to the family's statement. >> how is the weather forecast the next few days? >> it is expected to affect search efforts. we have a 40% chance of rain this evening into tomorrow. we're not expecting another search of the river, but it's going to shift debris piles and affect the already searched areas they have previously completed. also the safety of the first responders in the area is a top priority. any concern for thunderstorms is a concern in that effort. >> this is a long area that you guys are searching, many miles down the river from this house where the families were. are you focussing on any specific areas you can see shows promise? >> we have collaborated with air

support corporations in some areas that have larger amounts of debrie and focused on those areas. we have additional departments and services throughout the stretch of the river that are aiding in the search. >> since the last update have there been changes in total number of people? >> still have eight confirmed missing and four fatalities. three of which are identified and one is pending identification. [ inaudible question ] >> actually the county and local authorities have established volunteer registration centers. we're asking volunteers go to see the different needs that are in our area. in the wimberley area the volunteer registration center is cypress creek church and san marcos, it's the old fish hatchery on the parkway.

>> is there any concern about additional flooding? >> no, sir. we haven't received any information there's added concern for flooding. of course there are plans in place. as far as contacting volunteer others, first responders making sure that our residents are aware of the search yes, ma'am. >> were you able to go back and see who got an advanced warning as it started raining and flooding that saturday night? >> we have an accurate account of what land lines and cell phones were contacted as well as what cell phones were contact a a -- contacted our abilities. in effort to capture local visitors we used go coding for cell phone notification as well. again, with door to door

notification from law enforcement. >> do you know how many you contacted? >> no, sir. i'm sorry. [ inaudible question ] >> is there a we to determine how effective the go system was to visitors in town? >> there's not a mechanism on the cell phone to indicate which phone calls were answered or not answers. >> as residents go back to their homes, some of them are worried they may not be able to rebuild. will they be able to? >> we're going to re-evaluate our flood plain area. we're going to be in contact with officials on what areas

they'll be able to rebuild. >> should the state of texas asked for federal assistance? >> i don't believe it's by now. they're anticipating asking for that. i can't speak to their behalf but they're in discussions, yes sir. >> one more question. >> is there anything you'd like to send? >> we're not going to turn away donations. whether family assistance or monetary donations. we need the help we can receive. at this time, we want to serve our citizens in the best way possible. >> there's a lot of support from around the country. what can you say about the strength -- >> the strength of the family is what we do our job for. we know the pain that they must be going through. we feel the pain as first

turning to events in washington and politics around the country. new york republican congressman peter king who serves on homeland security joins me now from long island from west babylon, long island. thank you for waiting as we went through that very sad press conference from texas. >> terrible. >> as your constituents got through super storm sandy, you know the devastation these people in texas are now going through as well. wanted to ask you about our reporting from jim about anthrax. how does it get sent to nine locations around the country and military base in south korea by fedex potentially exposing employees on base? >> i can't believe anthrax is sent by fedex.

i thought this would be highly secure and protected. we saw what happened september 11th when anthrax was mailed around. to me, to allow anyone whether fedex employee or receiving end of the lab, company to access this or allow for a mistake in shipping. i don't care how good fedex is i would never take that chance to have this kind of live anthrax being shipped around the country and around the world. nine labs in 20 states and south korea. it just to me -- it's beyond me. it makes no sense at all. >> is this something for armed services, for homeland security. is there oversight congress should get into? >> i think first of all you have dodd department of defense has to explain what they're doing, what's in place to make sure it doesn't happen again. department of homeland security has to be involved because of the threat of any of this anthrax being distributed around the country.

being misled misappropriated. homeland security should be involved. health and human services should be involved. in the event that this causes anyone to become ill or affected by it. also, i would think that local and state health and police officials have to be notified. i'm hoping this is the full extent of it. again, despite all the assurances we're getting right now that no one is in danger after hearing this is being shipped around commercially, it's hard to believe anything now. >> i want to ask you about the republican race. senator rand paul sat down yesterday on "morning joe" and went after fellow republicans on the subject of isis. i wanted to play you that and get you to react on the other side. >> lindsey graham would say isis exists because of people like rand paul that said let's not going to syria. >> i would say it's exactly the

opposite. isis grew stronger because of hawks in our party that gave arms. these hawks also wanted to bomb assad to make isis' job even easier. they created these people. >> okay. have at it. what do you think? >> i think rand paul should be a leading contender for democratic nomination for president. this is the classic, liberal, left wing anti-bush, anti-republican type of propaganda spewed over the years. rand paul does not belong in the republican party when he carries that message. you can have honest opinions of what should be done in iraq or syria. to say it was republican policies, lindsey graham or john mccain that caused the growth in isis that's untrue. isis was basically destroyed by end of 2008. rand paul should know that. why he's playing this game --

president obama at the national hurricane center in miami just spoke about the deadly floods in texas. this is what he had to say. >> our conal ledolences go out to family that's affected. there has to be a lot of work to be done for rebuilding. craig just informed me gave me an update on coordination we're doing before federal and state and local respondents, the coordination is good. they appear to have the assets they need at this stage to

respond. there's going to be a lot of rebuilding. we as a station are going to help the same way we do any time folks are affected by this these natural disasters. so we will stay in close coordination with them to make sure that our response is quick that we're cutting through bureaucracy and we're helping them recover. there's still going to be weather events over the next several days that will potentially make things tougher for folks. i'm confident these communities will ultimately get back on their feet. it does -- >> and that was president obama in miami at the national hurricane center speaking about the floods in texas. obviously the federal help is on the way. meanwhile, overseas fifa president promised to cooperate with authorities. he's feeling pressure a day away from what a could be a close election vote.

husband which certainly soured a lot of people including the powerful leader congressional leader from south carolina. chris cillizza this is an uphill battle. this is not going to be easy for any democrat. >> she's not going to win south carolina in the general election. i'm sure bill clinton has some plan south carolina as well as arkansas kentucky west virginia are competitive. the truth of the matter she doesn't need those states. i'm with susan on this. i think the argument you played in the clip leading into the segment andrea is the best possible argument for her to talk about which is i know what this job entails. this is a difficult time for this country domestic clially and internationally. i know i have the resume. i've spent the time. i'm ready to do this job on day one. i don't need to worry about the

vulnerable. they feel there's a fight for the soul of the republican. those that favor strong national can defense and those that are isolationist and those that appeal to independents. after eight years of president obama and problems hillary clinton has shown, there's a feeling that -- a strong feeling of belief that 2016 is at least a 50/50 chance and republicans should be the favorite. >> this is one of the things judge pataki said today in his argument going after hillary clinton. >> our justice department will treat all fairly and uphold the constitution. no one will be above the law, not even if you're a former secretary of state who's name happens to be clinton. >> congressman, when you spoke to governor pataki yesterday, did he ask for your support? did you give it? >> told me he was running.

i told him i would be deciding as we go along. i think george would be a very good candidate as would marco rubio, lindsey graham, jeb bush. they'd be the four i'd look at the most. >> do republicans face potential down side to all of this choice in that hillary clinton is out there pretty much besides sanders and o'malley announcing monday. she's on her own in terms of the teed democratic field. are there too many candidates in the republican field? >> it's going to narrow down to a few candidates. we'll see where it goes from there. i'd rather have a lot of opposition than none at all. hillary clinton has not run for office in almost eight years. she hasn't been tested lately. i think -- actually she hasn't

run in almost ten years since she ran the last time. i think it's important we have competition on our side. i think senator clinton, unless she has competition, she may go in the ring a little rusty. >> at the same time, a lot of folks are saying -- democrats are saying they think marco rubio because of the generational contrast might be the toughest challenge as well as his ability to draw on hispanic americans who otherwise be this the democratic camp. do you agree with that? >> i think senator rubio could be a strong candidate. the fact he is taking a strong pro defense, national security stand. the fact he's able to articulate his view. it represents a new generation. he also does open up a part of the election to the republican party. i think senator rubio could be a very good candidate. >> are you keeping your own powder dry in terms of who you might support?

by reason of instan sayanityinsanity. the prosecution presented holmes' notebook filled with details about his mental state and deadly plot. jacob rascon joins me now. this was surprisingly they got to introduce this testimony. i guess the defense tried to keep it out. what do the notebooks tell us about what was going on? >> prosecution says andrea this is a window into his mind of national planning. the defense says it's a lot of crazy. at first it's a notebook full of questions about life death, justice and existence in general. there are eight pages of just the question why. he goes into a self-diagnosis he calls it of a broken mind. he calls it insight into the mind of madness. pages of diagnosis for himself. he says he's schizophrenic and

many other things. he writes the obsession to kill since i was a kid, with age became more and more realistic. then he writes and finally the last escape mass murder at the movies. he said it was an obsession he had ten years or longer. he had pages and pages of diagrams of different theaters and questioning whether he should carry out the attack an airport. he decides against it. he talks about police response times, about exits. he's very thorough in his planning. the prosecution says that's evidence it was rational. it was months before the attack he was writing out these plans. again the prosecution is going to say this is a lot of crazy. >> wow jacob, thank you so much. the psychiatrist is going to be testifying today. that does it for this edition of "andrea mitchell reports." thanks for being with us.
