agents had gone to question was shot dead after he reportedly came at officers with a knife. at least one additional suspect has been arrested. authorities are trying to figure out whether or not others might have been connected. nbc's tracie potts is live in washington for us this morning. tracy, what is new this morning on this investigation? >> well what's new is today they'll continue to try to make those connections and see if anyone else may have been involved in this. a senior law enforcement official tells nbc that the arrest that we saw after the suspect wkilled was, in fact, connected to the same terror investigation. authorities tell us this man could face federal terrorism charges as soon as today. he was arrested in connection with the investigation of usaama rahim, officers shot and killed rahim in boston tuesday after they said he came after them with this knife. it was all caught on surveillance video. >> it's important that the public know that the officers approached this individual

without their firearms drawn. >> the officers are retreating and that's from the video we have available as well as witnesses account. >> reporter: a joint terror task force had been watching rahim 24/7. they were trying to question him, fearing he had been radicalized through isis inspired social media and was planning an attack on boston police within days. >> we've seen a sudden like attitude change in him basically. >> my parents told me to stay away from him. >> reporter: after the shooting authorities searched two homes ins massachusetts and rhode island. rahim's brother claims the suspect was shot in the back while on the phone with his father saying i can't breathe. authorities deny that. in fact boston police say that he was carrying that knife and threatening officers with it. that's why they insist the shooting was justified. >> all right. tracie, thank you so much for the update. a new investigation by the associated press is shedding light on the fbi's secretive airborne surveillance program.

it involves ordinary looking planes with extraordinary capabilities including video and locking on to your cell phone signal. stephanie gosk has the story. >> reporter: fbi investigations often rely on surveillance to either find criminals or catch them in the act, but what many may not realize is how often that surveillance comes from the sky. an associated press investigation found that fbi controls a fleet of planes mounted with sophisticated video cameras and often cell phone tracking devices called cell tower simulators. >> these are fake cell towers that send out a signal and force every phone within their range to send back identifying information. >> reporter: the planes possibly more than 100 are registered using fake companies. the ap identified at least 13. the fbi flew above 30 cities in 11 states in just one month. this plane with a camera underneath was used to conduct surveillance over baltimore this spring after riots broke out

over freddie gray's death. flight radar 24 tracked the plane's route, circling the city. the fbi says they have been conducting surveillance from the air for years. that it is easier from the ground and done legally. fake aviation companies are created to protect pilots and the secrecy of operations officials say. but civil liberty groups openly question whether current laws reflect new and potentially invasive technology. at a time when the public is openly debating what surveillance powers the government should have the fbi's program is creating even more concern. stephanie gosk nbc news, new york. now to china and the frantic scene at that capsized cruise ship. it's been two days since the eastern star overturned in the yangtze river. it was hit by hurricane-force winds and torrential rain. now most of the 456 people on board are still reported missing. for relatives waiting for word on their loved ones it has been agonizing. more than 3,000 rescue workers

lighter to start the fire. the explosion blowing him out of his car. police think he was trying to commit suicide. the driver is hospitalized in serious condition. the officer suffered minor burns but are okay. to south carolina a man is trapped inside another burning car. an officer does a arrive and quickly springs into acship. he puts out the fire and then he pulls the man to safety. the guy was allegedly intoxicated and cannot remember how the fire started. well the most powerful man in the world's most popular sport is abruptly stepping down. just days ago, he was re-elected to an unprecedented fifth term. now, fifa president sepp blatter says he'll leave office after a new election. that amid a whirlwind of alleged corruption investigations against several members of soccer's global governing body. blatter has not been charged, but a source familiar with the investigation confirmed to nbc news the fbi is looking into possible wrongdoing specifically by blatter. yesterday, the world reacted.

short list. as far as the weather today, yesterday, another brutal day in southern new england. cold and dreary. that has exited. still clouds left but the rain is down here in the carolinas. not a pretty morning for the early golf round in myrtle beach. probably rained out. wilmington same for you. raleigh scattered showers and storms and will continue throughout the day. the wider view shows one cluster of strong storms and all the severe weather today, the bad weather, tornadoes, damaging wind, hail will be in the central plains. one strong line of storms approaching the omaha area starting to weaken. kansas city we'll try to watch that as it approaches you. that's starting to week. additional strong storms nebraska wyoming and colorado today. two areas of enhanced, the orange, that looks like wind damage threat possible for kansas city towards topeka. if we're going to get tornadoes likely they will be in areas from denver northwards up into wyoming. we'll have to watch that towards cheyenne later today. otherwise, nice day today.

favorable. the unfavorables 49 and 50. that's a tremendous drop for somebody who was enjoying approval ratings in the 60s when she was secretary of state. i think it's a problem for her and i think it is reflective of some of the secrecy she's shown on her e-mails and also some of the stories that have come out about the clinton foundation. >> but even with these numbers, though jonathan is she still so far ahead of her challengers it doesn't make a difference at this point? >> certainly if the democratic primary she looks set to run away with that. obviously things can change but she's in a much better position than she was in 2008 on that. in terms of the republicans the field is catching her. nobody has yet gotten ahead of her. rand paul in one poll was one point behind her and the poll had a three-point plus or minus margin of error and several other candidates were within that margin of error. if you're a democrat you're looking at that and thinking her numbers don't look as good today as recently. >> i'm going to shift gears because on the heels of caitlyn
