records. telephone companies will control the data and the nsa will need permission from a special court to review the records. it is a victory for senator mike lee of utah the bill's main republican supporter in the senate, but also seen as a defeat for senate majority leader mitch mcconnell who argued the measure jeopardized national security. >> this is a significant weakening of the tools that were put in place in the wake of 9/11 to protect the country. 60% of americans are in favor of the bulk data collection program, so i think congress is misreading the public mood if they think that americans are concerned about the privacy implications of this. let me say again, as other speakers have said repeatedly nobody is listening to your phone calls. there's some of us who feel very strongly about this and we were not going to simply just roll over and accept the house bill

without debating it and attempting to amend it. >> i've covered capitol hill for six years, that was the most angry i've ever seen mcconnell. senator rand paul voted against the bill claiming it did not go far enough to protect civil liberties. possible 2016 rival and governor chris christie took him to task yesterday for his opposition to the patriot act. >> of all the people in this national conversation i'm the only person who's ever used the patriot act. i was the united states attorney in new jersey for seven years. i was nominated to be u.s. attorney by george w. bush on september 10th 2001. what is happening in washington, d.c. today, is making america weaker and more vulnerable. senator paul is wrong. he is wrong. you can protect civil liberties and they have been protected over the last 12 years but i will tell you this he'll be and those folks up there arguing about this now will be the first

world cup 2022 we'll see how that one goes. winter may be over but republican contenders flocked to florida yesterday hoping to impress governor rick scott and other leaders in the 2016 battle ground state. where else would they go? the forum held at walt disney world and mostly featured talk about the economy and candidates' records with little contrast between other republicans in that race but wisconsin governor scott walker well, he walked back comments that he might skip the republican primary there in florida to let former governor jeb bush and senator marco rubio duke it out for their home state. >> the only pause i gave was in difference to two favorite sons here in florida that i thought governor bush and senator rubio certainly will have a competitive advantage over anybody because of their presence as favorite sons in this state having won statewide elections. if i were a candidate not only would i compete anywhere in the ro primary and caucus season we

think it's important for florida primary or not in the general election, because the next republican president we elect will need to have votes here in the great state of florida. it's why i mentioned in my comments i've been here. >> now walker will probably focus on the midwest but he'll play there and says he has not made a decision about the 2016 race that's going to come after the wisconsin budget. i would put my two cents he's probably running. another republican has announced or at least he's going to perhaps. louisiana governor bobby jindal will share his plans on june 24th in new orleans. just after his final legislative session. jindal has been among the most aggressive in the field so far, calling senator rand paul unsuited to be commander in chief and making this provocative comment about former president clinton yesterday. take a listen to this. >> you know the biggest lie that bill clinton ever told was not about monica lewinsky. it's when he said the era of big government was over.

>> new polls show by a slim margin republicans would rather have one strong candidate than allow a large field to fight it out. that candidate has yet to emerge. a new cnn/orc poll and "washington post"/abc poll shows emerging tiers combination of rubio, bush huckabee walker and paul are at the top. ben carson and ted cruz within striking distance as well. in "the washington post" poll the top candidates are within 3 percentage points of one another and with all the money they can get from super pacs this is going to be a long race folks. strap in. all right. meanwhile, that pair of new polls, well, it shows hillary clinton has some intangibles headed in the wrong direction. this is a fascinating story. her favorability falling to its lowest level, i'm going to repeat that since 2008 and the abc news/"washington post" poll

the lowest since 2003 and the cnn/orc poll. over the last year people's opinion of her honesty has seen more than a 20-point swing in the wrong direction. and over the same time period her numbers have declined when people are asked whether she cares about voters like you, it's an extremely important question if you want to be president. still, clinton sits comfortably atop both polls, leading the next closest candidate by more than 40 points on the democratic side. in both polls she's down and other candidates even bernie sanders appear to be climbing probably not enough to take her out, but those numbers are worrisome. president obama beat mitt romney so far on that question about does someone care like you. let's go to boston now, developing news overnight in massachusetts. a plan was arrested in an ongoing terrorism investigation in boston and could face charges as soon as today. hours earlier authorities shot and killed a man who they say was under 24-hour surveillance.

officers say they opened fire after they approached usaama rahim and he lunched at -- lunged at them with a knife. >> reporter: officials tell nbc news they were concerned rahim had become radicalized by isis inspired social media and actively considering an attack on police officers in boston within the next few days in a city still traumatized by the terrorist bombings of the 2013 boston marathon. although they had no warrant for his arrest they say they wanted to question him, fearing he was preparing to take action soon. >> obviously there was enough information there that we thought it was appropriate to question him about his doings. >> reporter: his brother a former boston area imam said the family is grieving but wrote on facebook rahim was shot in the back three times while talking to his father on the phone, saying i can't breathe. police say he was shot twice in the abdomen and torso, not in the back. police and federal agents searched rahim's roslindale home. another address in the boston

suburbs and in rhode island. officials say they're investigating whether rahim was in touch with others who might have also been radicalized by isis inspired propaganda. >> pete williams, thanks so much for that report. let's go overseas now to growing fears that isis could soon be in control of the largest city in syria. the islamic state is advanced towards aleppo after seizing territory 20 miles away. syrian opposition forces are now hoping reinforcements can turn isis back. the u.s. embassy in syria is also accusing syria's government of launching air strikes near aleppo to help isis. syrian officials deny doing anything to assist the militant group. we have a triangle of warfare over there. iraq's prime minister says air strikes and training iraqi forces will not be enough for the u.s.-led coalition to, in fact defeat isis. this all comes as republican senator and presidential candidate lindsey graham tells our own chuck todd that the u.s. should keep a permanent presence in the middle east.

>> how do you get out? >> you don't get out you don't get out. >> that's what you have to set up the country for. guess what we're never going get out. >> you're still in japan. >> militarily -- i was going to say you believe we have to manage it the way we've managed japan and germany. >> you have to be involved in the middle east militarily politically, economically. it you're not you're making a huge mistake. if we had left germany and japan, only god knows what would have happened. here's what i'm telling the american people. it's not the day we leave that matters it's what we leave behind. i don't see this ending in my lifetime. i don't see us being able to disengage from the middle east. let's turn to business and as walmart reveals plans for its next phase of employee pay raises, starting next months the nation's largest private employer says it will pay managers in its produce, electronics and auto care products of $13 an hour. another bump is expected next february to $15 an hour.

they now make $10.30 an hour. managers in other departments will get a $1 pay bump to $10.90 an hour. labor advocates praise the announcement but say the raises fall short of the income needed to raise a family. let's head over to london where cnbc's jeff cutmore standing by with a look at the morning's other business headlines. i want to begin with this story making news. instagram, we see a lot of ads on there, what did we learn? >> yeah. this is interesting. facebook finally i think really wants to cash in on their billion dollar investment in instagram back in 2012 and while we've seen some ads turning up on instagram, it hasn't been the commercial success perhaps so far that facebook would have liked, which means that your instagram photo feed is likely to become more targeted by advertisers, at least that's the plan here. so those 300 million users on instagram may increasingly start

seeing targeted ads on their photo feed. the advertisers as we know particularly retailers, they want to go after the high-income teens and people in their 20s, the so-called millennials who apparently will have money to spend in this area so that will be the new focus. it might turn some users off, but, hey, you know what facebook will be happy to start to see a return here. i want to talk about gun makers. we've seen a pop in the share price of a number of manufacturers, smith & wesson included here and they benefited from some data that's just been released that shows for the month of may, the number of individuals having their authorization to take a handgun, jumped some 5%. so something like 918,000 new inquiries to have background checks done for opening a

handgun and that helped lift both the gun makers and some of the ammunition manufacturers in this area. kind of curious, though, because the previous two months we actually saw people going through that verification process, decline. so i don't know what's happening in north america, but somehow we saw a jump in inquiries in may. back to you. >> yeah. certainly a fascinating story there on the guns. and geoff, another thing that jumped out to me is i grew up with these iconic commercials, men's wearhouse founder george zimmer got ousted last year making a comeback. i think this is great idea because i'm someone who hates to go to the tailor, uber forte lors. what's he trying to do right here? >> this is a fascinating story. this is him trying to deliver his revenge cold or, indeed, he is on to something here. he's become something of a tech entrepreneur with that gravelly

voice and gray beard. the 66-year-old decided it's tailors to go. so the idea here is that you go to the website or you use the app and if you need some emergency tailoring done or maybe you want to buy a new suit, you go through the service, and the tailor will come to you. now i think this is very exciting, it's very interesting, particularly for those in the world of men's fashion who don't have much of a clue as to what they should be wearing and how they should look. so getting good advice from a tailor would probably help you. this service will make it very easy to do. i guess he's described it as the uber of tailoring if you like. it remains to be seen, though, if it's anything more than just an interesting idea at this point. we'll have to see whether he can commercialize it. given his past experience you wouldn't bet against the man, would you? back to you. >> not at all. geoff cutmore live from london thank you so much.
