to "way too early." all the fun stories you slept through and sports and weather. we're coming to you live from washington d.c. and we begin this morning up north in boston where new details are emerging about the disturbing alleged plot to behead police officers in an attack possibly inspired by isis. one of the suspects is in custody after facing a judge wednesday. the other dead after he confronted authorities with a military style knife. police believe execution of the plan could be hours away. pete williams has more on the latest case of civilians akuszed of targeting police officers. >> reporter: investigators to were back at the scene where an fbi agent shot the man they say was plotting to behead police. nbc has learned that three weeks ago based on social media

postings they put him on 24-hour a day surveillance. they disclosed they were watching as he went online ordering three knives with long blades from amazon. they say he and two others met last sunday and talked about the plans to behead a victim in another state. the fbi says he changed his plan saying in a wiretapped phone call that he wanted to attack police tuesday or wednesday adding imt just going to go after them those boys in blue because it's the easiest target. alarm bid that call the fbi decided to break cover and question him before he got on a bus with one of his knives. officials revealed that when five boston police officers and fbi agents approached he drew this knife and refused to drop it. they say he was shot as they were backing away. hoping to calm community leaders, boston police showed them surveillance video of the shooting. those who saw it called it inconclusive but disputed a claim by a brother that he was

shot in the back while talking to his father on a cell phone. >> what the video does reveal to us very clearly is that the individual was not on the cell phone. the individual was not shot in the back. >> reporter: one of the men the fbi says was in on the plot appeared in federal court arrested after police and federal agents searched his house and shocked neighbors. >> we say hi to them every day and they're out to hurt us and the police. >> reporter: he was charged with encouraging the suspect to get rid of evidence by destroying his phone. >> thanks to pete for that story. he also reports one official dismiss -- officials don't know whether the suspect even knew where to find the target. we'll have more on that story as it develops throughout the day. let's go to politics. six months after he launched his

exploratory committee. jeb entush ready to decide. bush will announce his decision on monday june 15th, just a few days after hillary clinton. a spokeswoman tells the paper he chose miami dade college. rick perry will launch his second bid for the white house in just a few hours. and on the democratic side hillary clinton is headed to perry's home state of texas today where she will call for nationwide early voting. in a policy speech at texas southern university she will call for early voting periods of at least 20 days in every single state. she'll also lend her support to democrat's lawsuit against republican enacted voting rules in states like ohio and wisconsin. meanwhile the rest of the democratic field is filling out. lincoln chafee the former rhode island governor and senator and a former republican, he kicked off his bid yesterday.

chafee who unlike clinton voted against authorizing force in iraq in 2002 focussed on foreign policy and recognized the long odds. >> i enjoy challenges and certainly there are many facing america. today i'm formally entering the race for democratic nomination for president. just think of how better this money could be spent. we have to change our thinking. we have to find a way to wage peace. >> chafee also said he wants the u.s. to go to the metric system. we'll see how that works. make sure to catch more presidential can candidates on "morning joe" this week. south carolina senator lindsey graham is coming up later this morning and rick perry will join joe and mika tomorrow. and get a load of this. george w. bush's poll numbers

are back. in expresident receives a favorable rating. 42% see him in an unfavorable light. that puts him in a better position than president obama right now whose numbers are even at 49st. the predecessors both received positive feelings at 64%. get away from the tv camera and people start to love you. the anthrax scare we first told you about last week is twice as bad as the pentagon initially claimed. officials say an army testing facility in utah sent live samples to up to 51 labs in 17 different states plus the nation's capitol, washington d.c. shipments were also sent to our friends australia, canada and south korea. at least 31 people are being treated for possible exposure. most are dod employees in south korea.

so far there are no cases of infection. the pentagon says an investigation is underway to determine the scope of the problem but warns it could expand in the coming days. let's go overseas in the ongoing debate about whether the united states is winning the fight against islamic militants. tone tony lincoln praised american air strikes for killing more than 10,000 isis fighters. they say the comments were not supposed to be made public and the remarks come after the pentagon said body counts were not a important figure. >> this is sort of one fact and figure. this is not the metric by how we judge the effectiveness of the military action. there are a variety of ways to do that and it was the second to

last question he got asked. it's certainly not the metric we use to judge success here. >> meanwhile former cia director david petraeus is offering a grim picture of the current u.s. efforts to defeat isis. >> isis clearly is a threat to the united states, to our alleys and partners around the world and of course very much in the region where it's showing instability and so forth and far beyond iraq and syria. it's also into north africa and trying to recruit in afghanistan and pakistan. >> are we winning or losing at this moment? >> well you know these are fights where if you're not winning, you're probably losing because time is not on your side. >> and we are not winning. >> it's arguable in iraq. we'll turn it around. we will win again in iraq. i do think iraq can be handled and kept in intact. we have got to do a lot more in

syria. this is already a long war. it's become longer because of the advent of the islamic state and we have to recognize that and we have to be in it. >> all right. let's turn to business and good news from the job market. according to adp may was the best job growth since january. we'll get the official numbers when the labor department releases numbers tomorrow. there is also word of another big merger in the works. for more on that we go to geoff cutmore who is live from london. mergers are so hotd right now. what's the latest one? >> barely a day passes without merger news in the media and telecom space. we get to today and the talk is that dish the satellite tv service provider and t mobile

are going to get into bed together. at this point we don't have details on the financials or the structure but it sounds like talks are fairly well advanced at the moment and the ceos are carving out positions for themselves. we expect one to be chairman and one to be ceo. worth pointing out, this comes as we've had time warner, charter and at&t has been in the game here. it's all about how americans are going to consume their media going forward and the telecoms networks want a slice of that action. that's why they're trying to mop up some of these media businesses. i want to move you on from this. it is happy fifth birthday to uber the taxi service celebrating its fifth anniversary and it's not always been an easy ride as you know. there have been controversies around the world about the safety of passengers, particularly in india and other

countries in the emerging world. in new york, declarations of illegality from the yellow cab drivers from and elsewhere claims that uber drivers have sabotaged drivers from other companies. it's not been pretty over the years, but a bit of good news, i guess, for uber. it sounds like the south carolina senate is green lighting uber now for that state. one of a number of states of course, who are looking at how they use uber and whether uber should be allowed to operate on the roads here. and, of course as you might expect, the ceo addressed all of those issues and talked about the anniversary. let's listen. >> five years ago, the idea that you could seam leslie travel across a city was unimaginable and we face resistance. all we ask of local officials is they say yes to allowing people

to serve their cities. we ask they don't deprive people of a service because of some outdated regulation. i realize i can come off as a fierce advocate for uber and i also some have sized a different a describe to describe me. i'll be the first to admit that i'm not perfect. and neither is this company. like everyone else we make mistakes. but at uber we are passionate about learning from them. >> well there you go. he has been known to be spiky in the past and the pr hasn't always been good from uber. but five years on they seem to be getting a cleaner message out in south carolina it seems the senate says we'll have to see thousand goes through the state house. >> they've also hired a bunch of people from the political world. they're getting the messaging down a lot better these days.

getting their money's worth. >> i have to ask you a question. the next big issue for the house is trade. this is interesting because president obama is fighting nancy pelosi and harry reid right now but there are republicans that don't like tpp. you and boehner are going to try to get out through. how many republicans do you think you can get for the vote? how many do you need from the ds? >> it would be nice if you had a -- at least a pretty good group of democrats that were going to join you. it doesn't look like that number is growing a lot. this is going to be the majority of republicans passing this. trade is important to america. i mean if we want to look for economic growth, we look at gdp in a negative sense in the last quarter. this is our opportunity to grow the economy and also when you look strategically around the world, if you want allyies to grow as well this is something that makes not just america
