everyone. this is news nation. shocking new details emerged about the alleged terror plot in boston. the fbi says the suspect who was shot and killed on tuesday planned to attack police officers that very same day. also officials say he originally planned to behead the woman behind rallies many see as antimuslim. a second suspect is being held without bail. we'll get the latest from pete williams who is following the story in boston. >> reporter: boston police and the fbi say they stopped a man at the center of the plot as he waw preparing to attack police officers here in massachusetts calling them an easy target after they say he discarded of the idea of attacking a woman in new york and beheading her. investigators say when boston police and the fbi shot usaamah rahim tuesday they feared he was about to board a bus carrying a

knife preparing to attack police officers. investigators say the fbi already had him under surveillance. newly filed court documents revealed that the fbi was watching when he went on amazon twice last week and bought three military style knives with long blades. four days ago court documents say rahim told two people he planned to behead another victim. it was pamela gellar the activist and commentator who organized the draw contest in texas. she said they targeted me for violating blasphemy laws. they overheard rahim say on a wire tapped phone call that he changed his mind and decided to attack massachusetts police officers later that day or the next. the fbi says he told a friend quote, i'm just going to go after them those boys in blue because it's the easiest target. the man investigators say rahim was talking to on the phone,

david wright appeared wednesday in federal court charged with encouraging him to get rid of evidence. congressional leaders briefed on the plot say social media played a role. >> this is a growing trend, a growing problem in terms of our counter terrorism atmosphere and terrorism gone fierl. >> reporter: saying it proves that officers were backing away as he advanced on them with a knife. a third man in rhode island has been questioned by the fbi. as for the idea of attacking that woman in new york one official calls that strictly talk a fantasy. >> thank you. also developing the pentagon confirms the mistake involving live anthrax being shipped to labs across the country was much worse than originally reported.

the pentagon admits the samples were shipped to twice as many labs as reported last week. officials warn the number could grow as the investigation continues. but they insist the mistake posed little if any danger because the samples contained low concentrations of anthrax. nbc news chief pentagon reporter joins us now. one would think when the initial report came out there would be an accurate count on how many were sent out. we see that's not the case. >> that's exactly right. it appears they haven't been keeping track of shipments. they keep a record of it but in terms of testing each and every shipment they were well behind. in fact they're going to test some 400 large batches of anthrax for any possible live anthrax at four different military facilities.

and when they do that they are almost certain that they are going to find more live anthrax shipments and officials believe it can only get worse. by the pentagon's own count the number of potentially deadly shipments of live anthrax has more than doubles. 51 research labs in 17 states district of columbia and three foreign countries received the shipments over the past ten years and still counting. >> we expect this number may rise because the scope of the investigation is going on. >> reporter: anthrax shipments from military labs are supposed to kill any live anthrax spores before they are shipped to other labs for research. >> we actually issue a death certificate that says this organism is now dead. >> reporter: in at least two shipments the labs in maryland and canada the system failed and the anthrax was very much alive. despite the potential threat the

pentagon set out to assure a wary public demonstrating how anthrax is shipped in small viles in several sealed containers and packed in dry ice. >> as of this point we see absolutely no danger to the broader american public. >> reporter: experts agree. >> the chances of getting anthrax from the dilucien of these samples is virtually none. >> here is why pentagon and private officials believe there is no real threat to the public. this is a sample of the vial. it's very small. one milliliter. and the amount of anthrax solution whether alive or dead is considered so small that it really does not pose a huge risk to the public. they have a bigger problem. the positive test for live anthrax which was thought to be dead go back ten years so they

didn't discover this problem for about ten years. >> thank you very much. a federal judge has granted a retrial in the case of the man convicted of killing chandra levy. his attorney has been pushing for a new trial since he was convicted in 2010 saying a key witness gave false or misleading testimony. her disappearance made headlines after the california native was found to be romantically linked. an investigation into the shooting death of tamir rice is in the hand of prosecutors. findings were turned over from the investigation after cleveland police officer shot and killed 12-year-old rice. last november this happened after he and another officer

arrived at a recreation center responding to a 911 call about a juvenile with a gun. rice was playing with an air soft pellet gun. police say it was indistinguishable from a deadly fire arm. rice died in the hospital the next day. adam what happens next? >> good morning to you. all eyes focused on prosecutor as he handles this very sensitive case and presents it to the grand jury. the sheriff's department had it for four months. they handed it over to the prosecutor without guidance or recommendation. the prosecutor says he will take his time and evaluate the case before presenting it but you can bet they will be studying the video of the shooting and the 911 call. in the video you can clearly see the police cruiser pulls up into the park and within seconds officer timothy loman jumps out and shoots tamir rice.

his sister is tackled to the ground, handcuffed and put into the police cruiser feet from her dying brother. i spoke to the attorney for the family. here is what he had to say. >> so one has to weigh who is at fault, i would think the adults not the 12-year-old boy playing at a playground seeing the eyes from the 12 year old. >> he had previously resigned from a small town police force because he was quote emotionally unstable and unfit for duty. both he and his partner remain on restricted duty. >> thank you very much. just a few hours mourners pay final respects to vice president joe biden's son beau. biden served at delaware's attorney general from 2007 until earlier this year. he passed away from brain cancer at the age of 46.

president obama will deliver eulogy saturday. and what can you tell us regarding how events will play out today? >> it's been a long week in delaware. i live and work in delaware. it has been a long week. here it will be a tough day. the bidens are processing down. it's airport like security. they have shuttle buses that are waiting at malls in the area to take people here so they can pay their respects to the biden family. this is the first time we have seen the biden family publically since we found out about beau's death. it will be here in dover. they wanted to make sure everybody in the state got a chance to pay respects. tomorrow up in wilmington they will have the public viewing, two sessions and then saturday is the funeral. that neighborhood it was a

popular hangout for the bidens. joe biden would take the grand kids there on the weekends. there is a big italian festival happening the day after the funeral. the church is decked out in streamers. it looks like a carnival outside for a somber event held inside with the president of the united states. a lot of people jokingly said beau would like this and would think it is cool it is going on because they are to delaware as kennedys are to massachusetts. maybe not with scandals but with tragedies and people in delaware that are going to be heavily inconvenienced by a lot of things going on this week not one person i talked to this week has said anything but whatever happens we are happy to help the bidens. that is the level of respect they get here. beau not just because of his name biden, he was a successful attorney general. he worked hard prosecutor cases protecting children. there was a pediatrician that he

convicted of molesting hundreds of patients and video taping some of them. he basically turned down what would have been an easy election for his father's senate seat after he became vice president. he chose to stay on to make sure that case got properly prosecuted. again, that is the level of dedication beau had to the state of delaware and the respect level. it's coming back to the family today. they will be overwhelmed by the support from fellow delawarens. meanwhile, senator ted cruz is apologizeing for comments he made about joe biden at a republican dinner. here is what cruz said. >> vice president joe biden, you know the nice thing you don't need a punch line.

the duggar parents speaking out about the scandal involving their son, josh that forced their reality tv show off the air for now. for the first time since the allegations became public jim bob and michelle duggar say victims include four of their daughters plus someone outside of their family. also, for the first time we are hearing from one of those daughters. >> i think as parents we felt we

are failures. >> reporter: appearing on fox news they recall the first time their oldest son, josh approached them with a confession. >> josh came to us on his own and he was crying. and he had just turned 14. and he said that he had actually improperly touched some of our daughters. >> reporter: at first the duggar's said they dealt with it internally but the problems continued. >> after the third time he came to us is where we felt like we have done everything we can as parents to handle this in house. we need to get help. >> reporter: according to a police report by in touch magazine document that was later sealed for court order josh duggar confessed to his father three times over the course of a year, march 2002 july 2002 and march 2003. it's that delay that concerns some. >> josh duggar should have been removed from the home. he should not have been allowed

to stay there. >> reporter: after the third confession the duggar's say they sent josh to a training center for boys who made bad choices. >> for days and days i was saying josh has done some very bad things. and he's very sorry. >> reporter: the duggars say the training center worked. he was not charged. the duggars say they never felt an obligation to tell authorities sooner. >> as parents you are not mandatory reporters. the law allows for parents to do what they think is best for their child. >> reporter: why do a reality show on tlc five years later? >> we had no fear because everything was taken care of. that was actually a sealed juvenile record. >> reporter: the fact the records are public upsets two daughters who also spoke out. >> this isn't -- they can't do this to us.

>> that was joe friar reporting. a psychiatrist at the medical center. thank you for joining us. let's start where the report ends with the two daughters jessa and jill. you heard jill saying that we are victims and people can't do this to us. and jess quickly says i do want to speak up in his defense against people who are calling him a child molester or pedophile or rapist some people are saying. she says that is so overboard and a lie. and we'll hear more from them in this interview that will air tonight. what do you see there? first of all your concerns about the two girls and the media attention and being identified? >> i think it is very difficult for the entire family the victims because there is a lot of ambivalence. what bothers me is minimization of what happened and daughters

defending their brother. i can understand this is a family member and when talking about childhood sexual abuse when this does happen it is someone close to the family perhaps a family member and one out of five girls will at some point in their life be a victim of sexual abuse. i'm afraid that the message that this is sending is that you need to stick by the perpetrator and that's something that bothers me. >> in the interview the parents say that this happened three times. they thought that they could handle it internally in their home. they also talked about the law and parents being compelled to turn their child in but that varies from state to state. what advice would you give to a family facing something like that? is it right to try to handle it within your home? >> i don't agree with that at all. i think there has to be a zero tolerance policy. you have to understand that a lot of times references were

made to like treating the heart. spiritual counseling is one part of the picture but we are forgetting psychological after math. i deal with people who come to me who are victims. we are talking about low self-esteem self-esteem, eating disorders, substance abuse. we are dealing with so many problems. this is a traumatic experience. i think as much as the family sort of wants to keep the stigma, guilt, shame as most parents have why wasn't a better parent and recognize this? you need outside help legal interventions, removing the person from the home. we see this happened on more than one occasion and often it is. every parent wants to believe my child was curious and exploring. while curiosity might have a part of this we are talking about childhood sexual abuse. i don't want to take away from that point. >> to your point received a couple of online comments from

people who have said the media is going overboard. this is childhood curiosity. kids are curious and diminishing what is happening here. we are looking at four sisters and another person outside the family. >> this in my mind is sexual abuse. what is interesting is that sexual abuse is not just about touching or fondling or molestation or rape but voyeurism and exposing children to pornography. >> people say he touched his sister in their sleep. how is that sexual abuse? >> it is because you are not deal wg two consenting adults. you are dealing with both minors. this was not known to them and at some point when they are awake and this is happening to them you are causing a sexual act to somebody who is a child and violating their privacy and respect for their body. >> a lot of focus on what josh duggar is being called. his parents said that a

pedophile is an adult that preys on children. they feel he is not a pedophile. does the description of the words matter at this point? >> the only thing is that we are not dealing with adults but somebody who has an adolescent brain and not to take away from what happened but adolescent brains. we are not talking about a brain that is full developed but talking about exploration might have happened in any other family outside of the home. again, i think that the terminology is we can debate that but we are talking about someone who needs help and there was a wrong act taking place. >> thank you so much for your time. greatly appreciate it. coming up investigators are focusing on one man with a close connection to the d.c. family found murdered in their home. the new clues police have now uncovered that are leading them to that man. we'll update it.

money on the day of the murders. that morning according to the post the woman responded i wonder how much it is. wallace wrote 40. the woman responding jesus. an hour and a half later wallace wrote texting him package delivered. >> this morning three weeks after the murders of the family and their house keeper d.c. police are focusing on this man, 28-year-old jordan wallace. the man who delivered the ransom to the multimillion dollar home. in newly unsealed search warrants police say wallace admitted he lied and changed the account of the ransom including how he received the package, where he left it and when he was told to get the package. detectives obtained a search warrant for calls, texts and locations beginning three days before police believe the terrifying ordeal began. nbc news has been unable to

candidacy official revealing he will make announcement in miami. but today it's rick perry's turn to join the gop presidential field. the former texas governor will announce his run in about an hour from now. hillary clinton is also in the lone star state today. the democratic front runner will call for an end to voter i.d. laws in texas and other states at a speech at a historically black college in houston. joining me now mark murray. we missed you the last couple of days. >> let's launch into this jeb bush making his announcement. hope you will join me for a special day. there is a silhouette of bush as well as june 15. what if he says he is not running? just mixing it up. >> that's not going to happen. there is no response on what he is going to say. the timing is interesting here. he has been exploratorying a

we are back with troubling findings. a new study by the ncaa and public policy group finds minorities who work in retail get paid less and promoted less than their white counter parts. they found black and hispanic cashiers make almost a dollar an hour less than white cashiers while black and hispanic sales people earn nearly $4 less an hour and minoritities in management roles make less money. 17% were almost one in five

african-american retail workers. and joining me now is senior policy analyst. thank you so much for joining us. we this study looks at race here and other than these numbers what is the reason for this? >> i have been looking at the retail industry since wal-mart workers went on strike. that and the conversation about income inequality inequality of opportunity both been unable to really integrate the racial implications for inequality. what we found looking at the retail industry is that black and latino workers are shrewdexcluded from -- >> is this an issue of discrimination in the work place

based on race? >> it is easy to jump to conclusion hat this is about direct interpersonal racism. occasions where that is true but not necessary to paint with a broad brush those individual circumstances rather there are a lot of problems in the labor market that just simply push through racism and racially different outcomes from one market to another. for example the common practice at retailers of just in time scheduling means that a worker can be called into work at the very last minute and sent home in a moment's notice while black workers who face longer commute times face a higher cost of getting all the way to the job, paying the bus fare finding child care for children only to show up and be sent home. there are policies that have seemingly race neutral implications that actually when you look at the outcomes have

widely disproved facts. >> people are watching maybe working the afternoon shift at a retail store and say i'm making less than my white counter part. i want to know why. maybe their commute is about the same. what are the other factors here? >> sometimes it is about whether or not people of color have access to the same quality of labor market as white workers. so that is residential segregation, segregation in public schooling. all of those kinds of biases get filtered into the labor market so it is not necessary that your employer is acting on racist incentives in order for these problems to arise. >> we painted the picture and scenarios. what can the retail industry do to fix this problem? >> there are many areas for growth around this problem. one is we have seen a number of equal opportunity cases settled over the last ten years where retailers were practicing real

discrimination on the job. following those experiences, places like wal-mart wet seal walgreens all in the last several years they should be following up with new management training, new enforcement and new monitoring as well as really taking this information as an opportunity to analyze what outcomes are of practices they believe to be -- >> i should point out they say they take issue with the report saying retail industry is color blind. the national retail federation senior vice president says the industry provides jobs and opportunity for millions of americans regardless of race age, background or experience. they say the industry is color blind. >> i am sympathetic to that perspective because i think it reinforces the fact that the seemingly neutral policies can have really racially disparate effects if we are not paying attention to the outcomes that result. >> interesting study. thank you so much. >> appreciate your analysis on
