it was with dennis hastert. cyber attack. personal information for 4 million stolen from computers. the suspect is china. >> this is cat and mouse. every time chinese or someone find a way in and we patch that that adversary looks for another method to get in and look for information valuable to them. naming names, hillary clinton challenges republicans over voting rights. >> today republicans, former governor rick perry, governor scott walker, governor chris christie, jeb bush are systematically and deliberately trying to stop millions of american citizens from voting. and good day.
9:01 am
i'm andrea mitchell reporting from orthotic. a sister of a man who died in 1995 has told abc and associated press that her brother had told her he had a sexual relationship with hastert while he was still in high school. this report from abc "good morning america". >> i asked him stevie when was your first same sex experience? he just looked at me and said it was with dennis hastert. i just -- i know i was stunned. i said why didn't you ever tell anybody stevie? he was your teacher. why didn't you tell anybody? he luked at me and said who is ever going to believe me in this town who is ever going to believe me? >> was it your sense this happened more than once? >> uh-huh. >> nbc john yang has been following from our chicago bureau. nbc news has not independently verified this clap. we should be clear the woman
9:02 am
says her brother was not individual a from the federal indictment of hastert, the man allegedly paid for his silence. john what more do we know today? >> i tell you andrea that's all we know frankly. hastert has been silent about this invisible on this since he was indicted. the indicted was handed up last week. he has not been seen in his hometown of plano, illinois or in the town yorkville where he was the wrestling coach. his court date had been scheduled to be a arraigned and enter a plea yesterday in federal court here in chicago. that date earlier this week was suddenly rescheduled until tuesday without explanation. nbc news has not been able to confirm the jolene burgess account. we've been trying hard to do
9:03 am
that and find hastert's attorney. that's all we know right now. this allegation reaching back some 40 years. thousand he's been indicted on unrelated charges or actually charges of banking and lying to fbi as part of payments to conceal prior actions which are sexual in nature and involved a student when he was wrestling coach and teacher in illinois. >> that student was another student, referred to in the indictment as individual a, not the student described by his sister on abc. here's another bit of that interview. >> i just looked at him and i said i want to know why you did what you did to my brother? he stood there and stared at me. i continued to say i want you to know your secret didn't die in
9:04 am
there with my brother. i want you to remember i'm out here and i know. >> the claim as you say has not been verified by nbc. there's certainly been a lot of conversation about what went on in those years. now the statute on limitations on anything hastert did or didn't do has run. he's not charged with sexual misconduct. he's charge add under aspect of banking law where banks are to report if there are withdrawals of more than $10,000. he's charged with trying to skirt that taking out money less than that large withdrawals and lying to fbi about trying to get around this whole issue. one thing we should point out, one of the reasons there's so much interest in this dennis hastert was one of the most
9:05 am
powerful men in the house. he voted repeatedly against any legislation that would not only advance same sex marriage or same sex relations but voted against to roll back protections, to roll back marriage rights for those in states like massachusetts which already approved same sex marriage. this is an issue of political hypocrisy a side from allegations of pedophile we hear today. >> there are no charges of sexual misconduct against him. he's charged with trying to skirt those banking laws. actually violating the banking laws with large cash withdrawals according to the indictment. he had an agreement with this individual a to pay this individual $3.5 million as the indictment says compensation for
9:06 am
prior misbehavior or prior behavior. also to insure that prior behavior never became public. >> john i know we'll continue to report. later in the program we'll talk to barney frank, former democratic congressman openly homosexual who was married. he has the track record if nothing else of dennis hastert. a big scandal not involving sex but cyber attacks. millions of americans checking their banking accounts after what could be the biggest cyber attack in american history. the main suspect, china, despite denials. >> we hope the united states side could discard this suspicion and stop groundless accusation. we would like more trust and cooperation from the u.s. side
9:07 am
in this regard. >> "new york times" national security correspondent david sanger joins me thousand. in your reporting, this is a big deal. personal data stolen from the office of personal management. this is the agency that clears and hires and fires 90% of federal workers. so we're talk about at least 4.2 million workers now are told to check their bank accounts. they'll get free credit insurance from federal government. these are current and former government employees. >> that's right andrea. what's interesting in our reporting, it looks like the group involved in this which does appear to trace back to china, may or may not be a state sponsored group. it's entirely possible when the chinese government comes out and says we don't know about this group, they don't know how the u.s. may not know about the group of private hackers in the u.s. i recognize that's a harder case
9:08 am
to make. the group signature, the way they went into this the kind of cyber tools they used seem very similar to what was used to go into at least two major american health care insurance cases. those involved anthem inc. which runs blue cross programs. that suggests whoever is scooping this stuff up andrea is looking for mass amounts of data for purposes of espionage or ultimately to sell. >> other officials i spoke to in law enforcement felt the signature did lead to official government entities in china. if that's the case according to briefings held on the hill, they're talking about inging retale
9:09 am
yags -- retaliation. we did retaliate though we didn't acknowledge it with north korea after the sony attack. >> we did have economic sanctions announced in january. it wasn't terribly effective. with china, it's a much more complex thing. first of all, doing economic sanctions on china isn't terribly use. they have a lot of ways to do them back at us. north korea does not. secondly the united states has been trying to put together norms with the chinese. that discussion got interrupted last summer when about a year ago the justice department indicted members of the people's liberation army unit for the theft of intellectual property
9:10 am
from american companies. if you ask the justice department, that was a big success is. they named individuals and indicted them even if they may not see the inside of a courtroom. if you ask strategist they tell you it was not a big success because it froze this conversation about cyber with the chinese. >> david sanger this story has yet though the played out in full. thanks very much for your reporting. >> thank you. edward snowden who's disclosures continue to drive the debate over government surveillance and public privacy is speaking out reacting to this week's new curbs on nsa mass collection of information. for the first time since the attacks of september 11, 2001 he writes we see politics that turns from reaction and fear in favor of resilience and reason.
9:11 am
joining me now from rio, glenn, thanks for being with us. i want to ask about snowden's writing and your take away from the latest writings from the "new york times" about this expansion about internet traffic ironically to try to curb state actors of cyber threats. >> well i mean it's interesting the snowden in the new york times was published today, second anniversary the day we published the archive he furnished about this program that did end. it was an opportunity to look back at last two years and say one of the most important things that has happened is for the first time since september 11th we reduced the power the government has in the name of terrorism rather than increased
9:12 am
it and resisted the politics of fear. as long as terrorism gets uttered enough times, we submit to what the government wants. that's been the case for the last 14 years in the united states. this is the first time that didn't work. as far as the most recent revelations, the most important take away from that is every time the government goes to defend the program of masseur have a lens, they justify by trying to scare people about terrorism. revelation after revelation shows including this last one, the bulk of the system has nothing to do with terrorism. >> the latest information about the cyber attacks confirmed by everyone. i don't know if you trust the confirming sources. talking fbi, homeland white house, congress. do you think there's a legitimate cyber threat from places like china, north korea, adversaries? >> yeah i mean that's always the case. there's all kinds of legitimate
9:13 am
threats. the question becomes to what extent do we trust the government to invade and weaken the internet, how much oversight is needed. i don't think anybody grudges the country's trying to weaken those threats. trying to build back doors into the internet expand the surveillance they're doing makes the internet weaker and more vulnerable. if nsa weakens protocols to let them get into our systems, it lets the chinese government use the same back doors, hackers or people more malicious than that. we wish the government would spend a fraction of what it's spending on weakening internet privacy and protect the internet from that invasion. >> can you talk to edward snowden and share how he feels? he's written today. does he feel a sense victory
9:14 am
with scaling back of bulk collection of telephone record this is week? >> definitely. i've spoken to him many times over the last several weeks about the debate. he feels gratified and feels a big part of what he set out to do has been fulfilled. he feels this is what democracy is supposed to look like. things decided not in secret by security officials but having informed group that debates in congress what they want the law to be. like most that care about privacy, he feel this is law is inadequate lot more to go as far as our government spying on us. i think he feels this is a step in the right direction and he feels gratified because he triggered these debates.
9:15 am
>> do you think he can find a way to come back to the u.s.? does he want to? >> sure. he said so many times. this is his home and where his family is and friends are and career has always bchblteen. he's not going to come back to spend three or four decades in a cage which is what the u.s. government wants to do with him. a lot have come forward in journalism and politics that said i was wrong about snowden. i thought he was a traitor. i see he's a hero or patriot. there's been calls like that in the last month. the government wants to make sure future whistle blowers remain fearful. they don't want snowden coming home to a hero's welcome. hopefully, i think people are opening their eyes to how important this was for democracy
9:16 am
is seeing him in a different light. >> do you think he's any closer? negotiations or talks to find a path home for him? >> i think the talks -- there have been talks over two years. they've pretty much gone nowhere because of government's insistence he spent many years in prison. that's something he's not going to do. i don't think there's beenism improvement in that regard. >> thanks for checking in with us. the hastert abuse allegations, how does this change the view of the former speaker of the house that led the marriage protection act. barney frank joins us coming up next. ♪ and i'll never desert you ♪ ♪ i'll stand by you ♪ yeah! yeah. so, that's our loyalty program. you're automatically enrolled. and the longer you stay, the more rewards you get. great. oh! ♪ i'll stand by you ♪
