you would probably end up at this restaurant. it's the one there with the lights around all three sides over the door and both sides. see that. i am a lot of different ethnicities, polish is not one of mine. nobody in my family speaks polish. we called one of our producer's cousins, and asked if she would leave us a voice mail telling us how to pronounce the name of this expensive restaurant in warsaw. here is how cousin donna sells you say the name of this restaurant. >> so one polish person who grew up in elizabeth, new jersey says it that way. that's as close as we can get. probably right. it's possible that she might be pulling our leg. she might have swore to all of you but i couldn't know. i think that's the name of this restaurant which is very important. can we play it one more time.

in any case somebody we don't know who placed a hidden microphone inside the dining room. and through that microphon conversations that took place between various high level polish government officials while those officials were having very expensive meals at this very, very expensive restaurant. and i mean really expensive. bottles of wipe at this restaurant that cost $1200 each. and part of the scandal here is that government ministers were eating a lot of meals a it this spectacularly section spen sif restaurant and charging it all to taxpayers. the real meat of the scandal is about what these government officials were caught talking about on these tapes. these were ministers 40 am the ruling party in poland that has been in the ruling party that's been in power for almost a decade. from an american perspective what is probably most important to us is that party has been and

therefore the polish government has been very very supportive of the united states. they have been aggressive about pain training a strong relationship between poland and the united states even on stuff that's a hard call like even supporting george w. bush and his inif vags of iraq. so one of the things that the scandalist about the conversations caught on tape in this restaurant is that government ministers from that very pro american government turns out in private while they are drinking $1200 bottles of wine they talk tons of smack about the united states. specifically about poland going out of their way to have a good relationship with the united states. pond la's foreign minister at the time of these tape recordings at this restaurant he was foreign minister caught on tape saying that poland having this strong relationship with the united states was bull pucky, he said bull bleep. it was worthless. and then he described how it was

worse than worthless for poland to bother having a good relationship with the united states he said quote we'll get into a conflict with the russians or the the germans and we'll think that everything is super because we gave the americans -- we gave the -- i don't know how to bleep that. the way to say it he said we gave the americans a thing that rhymes with snow mob. we think everything is super because we gave the americans a snow mob. losers he says. complete losers. so, he's the foreign minister at the time he was saying that. he is in charge of their foreign policy, in charge of maintaining this robust excellent relationship with the united states. but privately he says it's worthless, it's bull losers complete losers he says. he was foreign minister when he said that. he has since become the equivalent of speaker of the house which is a really powerful job in that country's government. then these tapes came out, super explosive and that guy ended up

having to resign in disgrace. four top ministers from the government and this guy now speaker of the house had to resign in disgrace because of these tapes. they had to resign this week. they resigned on wednesday of this week. including that guy who said the relationship between poland and the united states was worthless. he resigned on wednesday. then on thursday the next day jeb bush went to poland and met with him. the day after he had -- again, what this guy said about the united states being bull and being worthless, he says poland has been giving americans snow mob, complete losers the day after he has to resign for saying that jeb bush goes to poland to do a big photo opp shaking hands, smiles all around. on this the trip jeb bush was asked if that wasn't an odd choice given what the guy resigned for the day before this

meeting. >> met with morning with the now former speaker of the polish parliament caught on tape saying not so nice about the u.s. did you consider canceling that and specifically in your conversations did you get him to clarify what he meant about his feelings about the u.s. because it seems to be -- >> in our conversations was clear to me he is a strong believer in strong ties with the united states. >> actually the guy's on tape saying strong ties to the united states are worthless. literally. worthless. remember when george w. bush looked at putin and said he could see into his eyes and see what a good guy he was, saw his soul. this guy said poland having a good relationship with the united states is like one aspect of oral sex, as if oral sex were a bad thing. this guy was not subtle how worthless and terrible he thinks it is for poland to have a

strong relationship with the united states. >> he is a supporter of the united states, and a friend of the united states and i felt like it was more than appropriate to meet with him. >> but he just resigned the day before you met with him for all of the things he said about the united states. that didn't even come up? this is weird, right. this is supposed to be jeb bush's chest pounding tough guy defend america take no guff tour. he does this photo op with this guy who got caught on tape calling the united states losers and worthless. he meets with that actual guy the day after he has to resign for saying all of that about the united states. and jeb bush is taking the whole thing as actually i think he really likes us. >> he's a strong believer in strong ties with the united states. >> which he lit early calls worthless to have those ties. so that happened.

we have a great strong free press in this country. it's really something worth being proud of as an american. the beltway press is sometimes slightly less awesome than the press at large. today some people said that the shining star example, the epitome of what is wrong with the beltway press was this. the lead supposed political reporter for bloomberg politics mark hal perren he will be coleading a pilates class for republican donors attending the romney's summit at one of their houses in utah. i don't know anything about pilates, i don't know if one of the poses is holding their feet to the fire. does pilates have posing? some said this was the sign of the apocalypse.

leading a pilates class with the politician's wife is the epitome of what's wrong with the beltway press. that may be. i would also like to suggest this as a contender. after jeb bush goes to poland to meet the guy who just resigned the day before for talking all sorts of lourdes swearing smack about the united states and how worthless and worse than worthless the united states is jeb bush goes and meets with that guy the day after he has to resign for saying that and says i think the guy seems like he liked us and the beltway press look, about this trip. the beltway press is like well jeb bush didn't eat his own tie. he didn't fall down a flight of stairs. look likes he's still got the top of his head in both hands. looks like a successful trip. gaffe-free. i know it's poland this guy's

name isn't even hard to pronounce. it's not hard to figure out this was an embarrassment, right. i guess unless the beltway press gets that spoon fed they can't figure out that sort of thing. gaffe-free. the jeb bush guys said it was so it must have been. amazing. there are basically three things going on right now in presidential politicking, one of them the republican field. this amazing republican field being so huge so flat in terms of there not being obvious front-runner and so far i think so poorly covered in terms of the differences between the candidates and how well or how poorly they are doing on their campaigns. jeb, i think he likes us bush will be back from poland soon, declaring his presidential run formally on monday. apparently donald trump will be declaring his presidential run on tuesday. even with what i think are the beltway press i'm surprised that hasn't been a bigger deal in the press. maybe he's too hard to pronounce

too. i don't know. i mean there is the gop field which is amazing. that's one thing that's going on. i think now emerging issues how the gop field is being covered maybe the prels is spread too thin. but there's also the process and how the process is really unusually in flux now. we reported last night in the face of this the giant republican field of candidates that the first republican debate is basically now off with new hampshire in particular, a lot of the republican candidates as well, rejecting the terms that were agreed to by the republican party and fox news to cut off eligibility for the first debate at 10 candidates when there will be closer to 20 potentially viable candidates running. new hampshire's largest newspaper has announced plans to hold a simultaneous event, simultaneous to the first fox debate that will put the candidates in the position of choosing whether they want to do the fox debate with 10 or they want to do the new hampshire debate. they won't be able to do both. it that's a crisis that is just started since the new hampshire

union leader announced they are going to do that simultaneous event. we have no idea how that's going to play out. if republicans hoped that an informal event might play more serious than usual role in helping to whittle down their field those hopes were dashed when the iowa republican party voted unanimously to abolish the iowa straw poll. they aren't going to hold it. so the the process of how republicans are going to choose their nominee from this historically enormous field, there's never been a field like this the in either party, that process is in flux in a way that has never been true before. that is fascinating. then the third thing going on right now is happening in the democratic field. and the democratic field tomorrow is about to have its biggest moment yet. and that story in our interview on that is next. stay with us. i help make beneful. after working here, there's no other food i'd feed my pets. each ingredient is tested by our own quality insurance people.

hillary clinton 50 state organizing campaign. particularly for liberal also and democrats there's lots of questions about what kind of president hillary clinton might be. lots of questions about what her style would be as president, about how her policies might stack up against this current democratic president or the last democratic president who happens to be her husband. maybe she will be nothing like either of those previous democratic presidents. before we get there, though, while the democratic party has yet to pick their presidential nominee although everybody thinks it's probably going to be her, there is also really substantive questions about whether or not she can get there. historically speaking it's hard for a president's party to hold on to the white house after a president has two terms. whoever the republicans pick it's going to be a hard row to hoe for the democrats to put another president in the white house after barack obama's two terms. does hillary clinton's campaign have a plan that can win? no matter who the republican nominee is how are they going to run their campaign? is it likely to put her in the

but that's just adding to the fun. most of the time it's fine. good luck. it's called roosevelt island named after franklin delano roosevelt. there is a lovely relatively new park on roosevelt island called the for freedoms park. he talked about freedom of speech freedom of worship, freedom from want and freedom from fear. tomorrow thousands of people are expected for a speechly hillary clinton. secretary clinton has already technically announced she is running for president. she did did so with this video nine weeks ago. since then she has been doing small scale events with small numbers of voters mostly closed to the press, not all but mostly. mostly been in iowa and new hampshire, also traveling to other places around the country. this tomorrow is going to be her first big large scale hello america public event.

they are basically considering tomorrow to be her campaign kickoff. supposed to be 85 degrees and partly sunny tomorrow for the event. people are expected to be filtering on the island all morn prince george's 11:45 eastern her speech is due to start. the campaign says this will basically be secretary clinton stating her case saying who she is and why she's running. against this giant chaotic republican field when there are so many different republican candidates running, but honestly almost no policy differences among them. against the unexpectedly spunky challenge that secretary clinton has got from the unabashed left in the form of vermont senator bernie sanders, fascinate as this campaign already is i really, really really want to hear why hillary clinton says she is running. honestly, i know that she is running, i want to hear from her the mission statement for her campaign. i want to know why she is

running. when it comes to imagining her in the white house and her making it to the white house, honestly, i also want to know something about how she's running, about how she is planning to get there. and why she thinks that plan will work. joining us is marlynn marshall director of political engagement for the hillary clinton campaign and right, you'll be the emcee tomorrow? >> a little pushing there but yeah, i'm going to be emceeing the event. i'm excited. excited to be here. >> uchk that. nice to have you here. in terms of the way i explained, i think they are right. in terms of the goal of the campaign is this the mission statement, is this hello america, here's who i am and here's why i'm running? >> yes. this is you're going to get a chance to hear from her directly why she's running, why she's doing it which a lot goes back to her personal story, to her mother, how her mother was a fighter, she was abandoned at an early age, then when she was 14 years old she kind of -- she was abandoned at 14 years old, and

then -- sorry losing my train of thought. >> that's all right. you won't be nervous tomorrow. >> i won't be. just on your show. it she was abandoned at an early age, then when hillary was a teen ager her mother told her the story of how she was abandoned. she said hillary was shocked that her mother was able to keep moving. she said why. throughout all my life people kept giving me chapsnces. that's why hillary is running. she wants to be the fighter for americans. >> to give more chances. >> yes. >> when i look at the challenge ahead of you, i know that you guys, and you in particular in charge of making sure this hillary clinton organization in all 50 states. >> right. >> i look at the challenge historically of holding on to the white house after a president from one party held on for two terms as barack obama

has. it's a really uphill thing to do. why does it help you to think about putting staff and money and energy in a place like utah in a place like alaska? >> first of all, for competitive primary and we expect a competitive primary. we have a large staff out there organizing, they have done over 3500 meetings with individual supporters to talk about how to get involved in the campaign. we have stuff in every state as well. they posted meetings getting people in. they want to be ready. to get past the first four states you want to be ready to have a competitive primary. the real reason, though i'm a true believer that organizing is about the power of the personal story. when you get an organizer in a room you get volunteers together and you share the story about why they support a candidate, what is it about them. for me it's my mother. i support hillary clinton goes back to my mom. my mom was a teacher for 36 years. i saw her teach every day fifth graders and seeing that really i

wanted those kids to have -- i don't know how to describe more my mother's vision for children is what drove me every day as i was growing up. having those stories, having people organize telling those stories, that's why people are going to give their time and energy to the campaign and important that we start that early and build shows relationships. >> you expect a competitive primary. bernie sander i described as a spunky campaign. do you see him as the chief competition for the nomination? how do you see the democratic field? >> i think we're preparing for anything. so we're again preparing for competitive primary, if you look at iowa unless you are the incumbent president no one has above 50% in iowa caucuses. anything can happen. what you got to do is earn everyone's vote.

earn the support. that's what we've been doing putting organizers on the ground this early and that's what you'll hear about tomorrow. why. why should you vote for hillary clinton for president. you'll hear it tomorrow. >> the reason i asked you specifically about bernie sanders, one of the things he is doing another one of his events tonight where he has a big turnout. boisterous, a lot of support and i think people saw him as more of a dennis cookucinich carry. does that unsettle you you see the big crowds? >> look we had a lot of excitement too. we had organizing meetings. 1100 people have gone to be part of those meetings. we had 3500 individual conversations, we have events for iowa new hampshire, nevada south carolina next week. we're excited about our excitement we're seeing on our side too and feel good about it. >> marlin marshall will you please put in a good word that secretary clinton should come on

the show. >> i'll tell her. >> thank you. i'll check. >> i know you will. >> thank you. lots to come tonight. stay with us. >> an active standoff in dallas, texas dwen police and suspects inside what withins call an armored van. negotiators are on the phone with one suspect in the vehicle identified as james bowelwear, after a night of violence which started past midnight. one or more struck a police squad car and opened fire on officers. the incident happened outside the dallas police department headquarters, the officers then chased the van into the next town where there was another exchange of gun fire in a, paing lot. in a news conference dallas pd said four suspicious bags were left. one of those is believed to contain pipe bombs. officers have been injured in the shoot out. joining me is retired agent and

contributor jim cavanaugh. good morning, jim. can you tell us what's your take on this situation here? >> look likes an attack on the police, you know when they have the armored van and of course go to the police headquarters, shoot it out with the officers and then they have these bags of pipe bombs, so looks likes they are pretty deliberate attack on the police. at this point from the information we have now, it's not unprecedented. we've had numbers of cases over the years of people attacking police and police headquarters police stations. it's not an every day occurrence but it does occur. >> this is on going because they attack, the first outside the police department then they went to a restaurant because the police followed them. why do you think that this is now continues? why wouldn't it be one blast at the police and they are gone? >> right.

well, they steam determined. they want to hurt officers. we had two las vegas officers who were murdered by anti-government extremists just about a year ago, killed there. so it happens. now they are in the stand-off. the negotiators have to find out you know who they are and what's their purpose and try to figure out the -- see if they can get them to surrender. being in an armored van it's -- shows a lot of planning the am bops, a lot of you know strategy planning so this is really a multiple suspects planned attack. >> jim, you are very familiar with these kinds of negotiations. what is going on in the minds of the negotiators, what are they trying to get? >> once they have the people contained in the vehicle, really, and they are alone, they have no hostages or anything law enforcement is in control.

so they are in the winning posture there and they will be able to deal with it. so we call that a barricade situation, barricading in the vehicle. they will be able to drop that emotion down over time. but people like this that are extremists for some reason we don't know who they are or their purpose, we know they want to attack law enforcement, they are very deep-seeded beliefs and hatred for any one who would do an act like this for whatever reason it is. so they are going to be fanatics if you will. you know fanatics sometimes can be suicidal, so you know may be that they will want to die in a shoot-out with the officers and they won't be able to come to a conclusion to surrender so it's hard to tell. but if there are no hostages the police have it surrounded they are in control, you don't have to deal with the explosive packages containing the pipe

bombs at police headquarters. and they will be able to deal with it and see if there's any other, is it a group, a gang what's it related to is it domestic, is it international, is it revenge is it a grudge. is it related to bikers we don't know who is related -- there are so many people after law enforcement all the time that it's going to be hard to figure out who exactly it is why exactly they are doing it. >> thankfully no officers have been injured. however, isn't it odd that they now have found these four suspicious bags along with the van and the shoot-out? it seems like it's a double-fold plan going on here. >> right. it obviously seems like a well-planned deliberate attack that somebody is trying to do something there. you know i have seen sometimes there are plots like this as diversions for large robberies or something. on a saturday morning, but

people do some kind of a bomb or attack one part of town and then they want to rob a jewelry store, a bank in another part of town. in other words a diversion, could divert law enforcement one way and they go the other way. those kind of cases happen from time to time as well. so is the attack on the police for the purpose of the attack of the police? that always has to be into the investigation, what is the purpose. >> did did the -- the police are talking with this one suspect in this vehicle. we have him identified as james boulware. i'm sure the police are doing background checks trying to figure out more. what are they talking with him about? you have any idea what's going on in the police's minds as they are trying to figure out what's going on and why they may be having this shootout? >> yeah. they're talking with him, basically as long as he's talking and they are not shooting that's a good thing no

matter what they are talking about. that will be the negotiator's position and the commander's position as well. i mean talking and nobody dying is a positive thing. as they talk they are going to try to find out why are you doing this who is with you, are you wounded, you know we want you to surrender. and the conversation continues on and on. so and try to convince him that the right thing to do is surrender. and during that conversation they will gain a lot and he'll probably tell them flat out what he is doing and why. they are not going to hide their reason or purpose at this point. after all that's gone on. so picture is pretty clear to dallas pd about all of that stuff. >> we're getting word now, jim, that the suspect vehicle has been disabled this is coming in from the dallas pd saying that they disabled the vehicle. so where does that put negotiators now?

>> it keeps them really in the same place. they want a static situation, static barricade so they can't leave. so again, once they are surrounded, the vehicle is inthe operable, then law enforcement is in control. and we don't know how many are inside the vehicle. we don't know how many are in there. we don't know if the they are held -- holding anybody against their will. we just know that there's a van with bad guys. and the police have it surrounded. if it's only the actors then the police have a much easier time than if they are holding somebody hostage. the best thing if it's just the bad guys they disable the vehicle, you know they have rifles, maybe machine guns but the police can deal with all of that. >> with an event like this where you have these vans sort of pull up and have police shootings do people give warning? sometimes they say hey, there is

an attack police will have an idea that something like this is going to happen. how do they handle it when it comes so out of the blue? >> there's always threatsen on law enforcement. lauft operates in a threat environment. always people who want to hurt or kill or seek revenge. of course the level of that and the tempo of that changes, in particular texas has been under a lot of threat after the biker shoot-out in waco. which was about 90 miles east. i used to be the assistant special agent in charge of the atf in the dallas division and my office was just blocks from that police headquarters and i've been in that police headquarters many times. you know it's a famous building it's where lee harvey oswald, the building we're talking about, where he was killed by jack ruby in the basement. and so you know police are

under threat. there's always threat. and you know sometimes people act them out. is it anti-government, revenge or something else like i say a diversion, internationally based, somebody connected with somehow believes in some international reason to attack. who knows. >> we know that the s.w.a.t. teams are also involved. we have the p.d. the s.w.a.t. teams and this area is barricaded off and they disabled this vehicle. that's what the police are reporting now. so what's the next step? >> well there's a lot of simultaneous things going on. first you have the incident at the van, and that's going to be on scene tactical commanders dealing with that, the negotiators talking with the people in the stran. either being a cell phone or via a rescue phone.

that they delivered to the van. or through a bull horn maybe yelling at each other. they want to establish that communication as quick as they can. and so that's one thing that's going on. the second thing that's going on is going to be the bomb disposal at the site of the headquarters where the packages are. that's the second thing that's going on. so bomb squad's going to have to be taking those devices apart. rendering them safe, using robots. trying to make sure that all that's taken care of and thirdly there's going to be a command post at the police headquarters where there are detectives and agents fbi, atf, dallas p.d. texas state troopers rangers, everybody is going to be involved trying to find out who, what, where, when, eyewhy, what's

the reason we need search warrants, you know. backtrack it all. >> jim, we're going to hold on for a second and bring in charles hadlock who is outside the dallas police headquarters. charles, what do we know right now? >> reporter: dallas police headquarters came under attack this morning about 12:30 local time, by someone, one or more people in a black armored van. gun shots were fired from automatic weapons, police returned fire. the black van rammed several police vehicles, all of this caught on cell phone video. it happened over a course of several minutes, enough time for people to grab phones and begin recording what was happening on the streets below them. police say there could be one or more people inside the van. they are not sure if there are more people outside the van, perhaps shooting from elevated position. they are still investigating this crime scene. left behind as police chased that van to hutchins texas left

were four bags and at least one of the bags contains pipe bombs, and police surrounded this neighborhood evacuated people around the two-block area as they investigate the crime scene and try to detonate those bombs. dara. >> we see that it's still dark because the sun has not come up yet in dallas. is that making this more complicated? >> reporter: a little bit. you have darkness they have to locate all of the shell casings fired in this shoot-out at police headquarters. this is a busy street between city hall and the police station here, just on the south edge of downtown dallas. the standoff scene is at a jack in the box restaurant about 20 miles from here on interstate 45 in the town of hutchins. police surrounded the van there, there have been more gun shots fired from there. police have been negotiating with the man, they have him on the phone, say he is upset about a custody battle. he said quote you took my child and claimed i was a terrorist

and now i'm going to blow you up. >> that's an interesting because that's changed the whole context of this because we were on the phone earlier with jim cavanaugh we were talking trying to figure out what kind of a standoff this was, who are the players involved. this sounds like it's much more personal than more of a terrorist attack. >> correct. they describe him as a white male about 36 years old, 5'10", 200 pounds he has a police record apparently arrested in corpus christi, texas, threatening his family. police there say he gathered armored vest and weapons about there before his arrest in 2013. we don't know the circumstances of that arrest but police are familiar with him although we're not sure what the connection is with the dallas police department. >> do we know if this fellow is working alone, if there are other -- he dropped off the four bags so he did have intentions of hurting the police.

>> reporter: we don't know. police are working on a scenario that there are multiple shooters. until they rule that out they are going with that looking for other suspects who may be involved, perhaps helping this man in his cause. >> you mentioned that he had prior arrests. was it similar to this? any sort of attack against police? >> reporter: from our understanding it was family violence situation somewhere in south texas, we don't have all of the details on that yet. but police are investigating it. we just heard another loud pop. police have been detonating some of the bags to see if they would cause a larger explosion. that was small. police are continuing their investigation on the ground. >> and how have the police reacted, when this started nobody knew what it was about. could it have been attached to the waco incident from a few weeks ago, there are so many different scenarios. now that they understand that

this gentleman is talking about it there is a custody battle going on and they know who they are talking to has that changed the scenario in texas? >> i think so. people were on alert, the so called war on police as it were this may be an isolated incident, someone that has a grudge against the police department because of what happened in their case. >> you said this is happening at jack in the box in the parking lot. how close is that to residential apartments? >> reporter: i'm not sure. it's right off interstate 45 very busy interstate as it intersects interstate 20 about 20 miles south of downtown dallas. police obviously car donned off the area. we don't know the scene now. we're concentrating here on what's happening behind us with the four bags that police have found, at least one of the bags contained what the bomb squad called a pipe bomb inside. >> charles, we know that no

restaurant parking lot. they are in a jack in the box restaurant and police are trying to negotiate with this james boulware. police did have a news conference and right now we're going to listen to david o'brown, the dallas police chief and hear what he had to say. >> on june 13 at approximately 12:30 a.m. witnesses observe what had they believed to be multiple suspects firing guns at the dallas police department's headquarters. located at 1400 south lamar street. the suspects were parked in front of police headquarters as police officers arrived, the suspects rammed dallas police officers' squad cars and began shooting at the officers striking the squad cars but missing the officers.

officers returned fire at which time the suspect fled the location of 1400 lamar location and what witnesses say is an armored vehicle. officers gave chase in their police cars of the suspects south of dallas to the parking lot of a jack in the box at 121 south interstate 45 service road in hutchins texas and the car parked and stopped there at around 12:44 a.m. while in the parking lot there was another exchange of gun fire between the suspects and officers. squad cars were struck during that exchange however, no officers were injured.

the suspects refused to exit the vehicle at which time officers set up a perimeter. our s.w.a.t. team was called it has since began negotiations with the suspect. s.w.a.t. officers are currently talking with the suspect by cell phone, and trying to find a peaceful solution. the suspect gave a name to identify himself but we hadn't confirmed that's him, that name he gave us was james boulware. he is a white male 5'10", 200 pounds. witnesses at police headquarters gave preliminary information that there might be more than one suspect, there might be up to four suspects and of these

suspects, they were shooting at police headquarters and police officers from different locations. possibly elevated locations. but we have yet to confirm that witness information. dallas police headquarters and our substations are secure. our dead nation unit is investigating four suspicious bags left in front of dallas police headquarters. >> i want to bring in former atf executive matthew is here with me. thanks for being here. i know you handled situations like this before. can you tell us what's going on? >> this is a several tiered investigation at this point. one, you have the dallas police making sure that they ascertain exactly what they have, identifying the suspect, what the motives are, how many suspects are involved. at the police department they are trying to identify if the those packages in fact have explosive devices in them using their explosive mitigation

resources to do that and ensure that there are no other parts of the scene. >> we were talking about this before we know that they are in a jack in the box parking lot. if this is a business district. what do we know? >> i don't know those facts but the command level people on the scene do. >> they had s.w.a.t. teams involved, they had the police department. this sort of a random shooting in the beginninging and obviously police made the chase and now saying it's possibly a custody battle that this man is angry over something. does this change the scenario how they handle this? >> it doesn't. whether it was random or not there is some measure of calculation on this incident because they used armored vehicle, they used guns there was gun play gun fire and the possibility of explosive devices so i don't know how random it is but the dallas police are doing a phenomenal job. you look at the way the situation developed there were any number of times during the night where there could have been a totally different result.

they are taking time approaching it methodically and now the s.w.a.t. team is on the set establishing negotiations and trying to bring this to a successful peaceful and non-violent resolution. >> we were listening to david o. brown, the dallas police chief, talking to us about how the night unfolded what they have discovered and they say there mighting four suspects they might have elevated positions. how do negotiators handle this situation when they really don't know what's going on around them? >> they are going to re-create the scene from the beginning, talk to the people at the dallas p.d. and part is going to try to determine the safety of the public. in doing that they are going to have to figure outow many were involved and try to solicit that information from the suspect who they established communications with. >> we know that it's obviously dark in dallas and we can see from the video that the police are -- they have taken this area but the sun is coming up now. does this change the scenario?

>> it may in fact if there are other people involved it may still be at the scene at the dallas p.d. maybe sunlight will reveal some answers. >> we're getting a live picture of the scene. the police are -- it's obviously a very active position that they are taking. we don't really know much about the man in the van other than that police say he identified himself as james boulware. we do not know if the there are other suspects. how are the police handling negotiations? >> very slowly and systematic systematically systematically. it remember, because he says that's what his name is doesn't mean it is. this the was a cold and calculated attack, so we can't take anything for granted and the dallas police won't take anything for granted until he is in custody and the security and the safety of the public and the police officers has been established. >> we do know that the shoot-out began and that four suspicious bags were left around the police department. how did they decide how they are going to dismantle this or how that plays into this hostage,

possibly a hostage situation, we don't even know if anybody else is in the van, so how are police handling that? >> any time you have the potential or the possibility for explosive devices you're going to treat this differently. the public safety police officer safety is number one, they are going to take time use all the resources they have in their bomb dissupposal and ordnance they are going to use all of the specialists to make sure if there are devices they are disposed of properly and no one gets hurt. >> matthew, thank you for weighing in. we're going to clint van sant former fbi profiler on the phone with us now. good morning to you, clint. what can you tell me about the situation? what do you see going on here? >> well looking at reports that i've been able to pick up on this if this is the individual using the name he says -- who he says he is this is somebody with a history of mental health problems that goes back a number

of years. there's been interactions with his family violent interactions, this is an individual who has allegedly threatened that he was going to shoot up schools, he was going to shoot up churches. he's had access to guns ammunition, body armor in the past. it looks like again, should this be the individual whom he identifies himself with there has been a recent custody incident concerning his 11-year-old son where the court supposedly adjudicated that neither this shooter by name nor his wife were fit parents for their 11-year-old child and that child was taken from him. so, all of this the mental health issues the ongoing history of violence against others the threats against the community, looks like this is something that has continued to escalate to this point and why

the police probably because the police could have somewhat been involved perhaps with social services when the 11-year-old son was taken from the believed shooter and his wife. now, this is all information based upon that name but it would appear to be consistent with these type of actions. the question that arises is how does someone with these significant mental health issues get two, three, or four other people to support him in something like this who would they be what element of the community. and of course what is their dedication to the shootout at this point. >> we know this is obviously an escalation or we're learning that this could be an escalation of a custody battle. would this be consistent with something like this? this seems rather outrageous go shooting at mess and holed up in an armored van. this is a little beyond a custody battle.

what do you think is going on in this man's mind? >> i think you've got ongoing mental health issues i think you're going to find out that part of the mental shelt going to have to do with paranoia i think this is a guy who likely would be hearing voices in his head. he may well feel threatened by forces outside of the community even outside of the country. i mean to have an armored van, this is something, this suggests that he has prepared himself for a situation where the situation was a confrontation with the police, or a confrontation with black helicopters, that could be swooping in the country that we've seen other individuals get ready for. but the positive thing right now and realize my background is as a profiler as well as fbi hostage negotiator they have this situation as far as the shooter or shooters inside that alleged armored vehicle,

stabilized. stopped in the jack in the box parking lot, they got the vehicle stable meaning they knocked out the tires, knocked out the engine. they could, if the they wanted to start pumping that vehicle full of gas and try to drive him out of there. but i think, i worked with the dallas police i taught hostage negotiations there. this is a very good professional police department the negotiators are second to none. and they are going to get them every chance as long as he doesn't present a threat to the public or to police officers they are going to give them every chance in the world to get out of that vehicle and surrender. as your other guest suggested something sells going on there are other individuals potentially. i saw the video clip of the initial confrontation, the shoot-out where the black stran the subject was in rammed a police car. there were multiple shots from multiple locations going on.
