welcome to "weekends with alex witt." i'm dara brown. breaking news an active standoff in dallas is under way between police and at least one suspect in what witnesses call an armored van. police negotiators have been on the phone with one suspect inside the vehicle who has identified himself as james boulware, this after a night of violence which started past midnight when one or more in a black van struck a police squad car and opened fire on officers. that incident happened outside the police department headquarters in dallas. the officers then chased the van into the town of hutchins where

there was an exchange of gun fire. in a news conference dallas p.d. says no officers are injured but bags left with pipe bombs inside. the motive is unknown but here is what dallas p.d. had to say about the unconfirmed identity of james boulware. >> the suspect has told our negotiators that we took his child and we accused him of being a terrorist, and that he's going to blow us up. and then cut off negotiations. >> let's bring in former atf hostage negotiator and analyst jim cavanaugh. what is the most pressinging issue for these negotiators? >> right, well stop the shooting and the killing, attempted killing here. the guys in the van, one or more suspects in the van, dara with the rifles and they have to stop that. but it seems like they have that

at a static position now. they disabled the vehicle, this described armored vehicle. and dallas p.d. s.w.a.t. has it surrounded and they are negotiating. this is all you know professional police operations dallas p.d. is one of the best in the world. all police operations are great s.w.a.t. team negotiators and they have it locked down there. and they are going to be able to deal with that static situation as long as it's only one or more you know actors in there, suspects in there as opposed to them holding anybody against their will. so it's a barricade on a vehicle, they more than capable of dealing with that. >> i want to bring in matthew horris. you know the area well and you handled situations like this. can you tell us what's going on here? >> you have several scenes the police department, you have the possibility that there may be explosive devices in packages, so you need that mitigation

there on site. you have the police investigation. they need to find out how many people are involved in this case, where those guns are, how many rounds were fired and start to do the background. then, at the scene, as jim alluded to you have the hostage negotiation. we have to determine if the in fact this is who he says he is if he is a convicted felon, stop the bleeding and stop the violence now. >> is you mentioned stopping this the police have done an amazing job of keeping everything quiet and peaceful and none of the police officers have been injured in this. what's their next step as day breaks? >> as jim alluded to we have to stop the violence mitigate that vehicle. bring to this a successful non-violent end if possible and work back and determine all of the facts. the dallas police have done a phenomenal job. you look at that video there were any number of points where there could have been gun fire and hostile gun fire but there wasn't. when the armored vehicle rammed the police car, certainly lethal force would have been justified,

rounds being fired, a gun fight could have ensued so they carried this out through a chase, through the streets and now they are at a point they are trying to bring it to a successful conclusion. >> jim, how long do you think this is going to -- this standoff is going to last? >> well that's hard to predict, dara. fanatic in there which seems like what we have a guy bent on revenge on the authorities, the dallas police is who he attacked, i mean who he is after could be a little more cloudy than that because it's a custody battle apparently over his 11-year-old kid, he has some sort reef veng on the police, is it the police in general, is it in general, dallas police specifically. in any case, this is irrational behavior so the the guy doesn't operate in a rational manner. you know the negotiators there, the chief negotiator they will develop a strategy on how to talk to him, how to reach him,

there's going to be a lot of listening to what he has to say. he is going to get plenty of time to talk about with all his grudges and grievances you know action against the police or the the courts or the judge or whoever he is mad at. he may be mad add all of the above. of course he is going to be making demands, want this that want his child brought to him, money, you know who knows. fantastic demands, helicopter to take him to mimine or something, all that's going to be normal course of business for negotiators. it's going to take time. they are going to have to talk with him, work him through it. one of the unanswered questions that you talked about, matt alluded to, who is in the van, first of all. how many are in the van, who are they? is it just him? and the other question is were there other suspects involved that are not in the van. that's still unclear. people talking about multiple shooters but rarely do you get

to an active shooting scene where witnesses don't tell you there are multiple shooters. sometimes witnesses see one thing, another witness half a block away reports it differently. it sounds like a different person but could be the same person moving along. gun fire can be echoes it can be police officers so we're not quite sure if the there's other actors there. i don't know if dallas p.d. knows for sure yet either. so we have to see. it is hard though to get people to help you in your -- it's not impossible to get people to help you in revenge against the government but if revenge is sort of loopy it's a little harder to get people to help you although you can good det a family member to help you. maybe a spouse or brother or something. but it's more difficult when your cause is not you know sort of a political activist cause, a terrorist conspiracy cause, anti-government movement cause, when it's just your personal

sort of distorted mental cause, it's hard to get people to say hey, you know help me attack mess headquarters. and people don't normally want to get involved with that. so it remains to see if there are other actors in there, if the there are likely some of his family or could be other people who sort of sympathize in some sort of anti-government bent. >> we're going to some police -- the dallas police had a briefing earlier this earning and we're going to go to them now to see what they had to say about the situation and how it originally began. >> on june 13 at 12:38 witnesses observed what they believe to be multiple suspects firing guns at the dallas police department's headquarters. located at 1400 south lamar street. the suspects were parked in

front of police headquarters as police officers arrived, the suspects rammed the dallas police officer squad cars and began shooting at the officers. striking the squad cars but missing the officers. officers returned fire at which time the suspect fled the location of 1400 lamar location and what witnesses say is an armored vehicle. officers gave chase in their police cars of the suspects south of dallas to the parking lot of a jack in the box at 121 south interstate 45 service road in hutchins, texas. and the car parked and stopped

there at around 12:44 a.m. while in the parking lot this was another exchange of gun fire between the suspects and officers. squad cars were struck during that exchange however, no officers were injured. the suspects refused to exit the vehicle at which time officers set up a perimeter. our s.w.a.t. team was called. it has since began negotiations with the suspect. s.w.a.t. officers are currently talking with the suspect by cell phone and trying to find a peaceful solution. the suspect gave a name to identify himself but we haven't confirmed that's him, that name he gave us was james boulware.

he is a white male 5'10", 200 pounds. >> matthew, i'd like to bring you back in and get your perspective. it started out as a van and police shooting and then there is a chase, now we're getting word that this is possibly over a custody battle and this james boulware who the police identified as the man inside the van that they are speaking to that this is a custody battle and potentially over his 11-year-old son. how does this change the scenario for the s.w.a.t. team and for dallas p.d.? >> this doesn't change the scenario. what we have is a planned and calculated and unmitigated assault on police. we have a threat to public safety and m pes safety and now they have to reconcile that threat and work ourselves backwards. the reasons for the attack are less important than stopping the attack at this point and keep in mind while this negotiation is still going on the other piece that officers have to establish is did he booby trap the vehicle, are there explosives in

the vehicle, are there other explosives among the scene and go back to the initial scene and determine if the there were explosives left there. >> there are many different moving parts to the scenario. we do have a reporter at dallas police headquarters and we'll get a live report in just a few minutes. to another major story developing this morning and we're getting our first look at prison worker joyce mitchell at her arraignment last night. she has been charged with sneaking contraband into the prison for escaped murderers rich art matt and david sweat. here is the latest. 800 law enforcement officers from local, state and federal agencies are now involved. police are doing gridded searches going door to door along route 3 fofrn 4. police believe the escapees are together but there have been no confirm theed sightings. joining me now along the search area is john yang. good morning john. what do we know right now about

what joyce mitchell is accused of doing here? >> reporter: according to the charging dock unlts they say she smuggled into the prison hack saw blades, chiselles, a punch and a screw driver drill bit. they say she did did this around may 1. so this is five weeks before the escape. she's pleaded not guilty to this the, she's accused of aiding and abetting the escape she is in county jail on $110,000 cash bail. her next court appearance will be 830 chock thirt:30 monday. she is the prison worker who worked in the taylor shop. she has told investigators that she was supposed to have been the getaway driver got cold feet and instead went to the hospital with what she described or what is described to us by investigators as a panic attack. she has also been told

investigators that she thought she was in love with one of the escapees richard matt and had previously been investigated for having an improper relationship with david sweat. so now this woman who was working with inmates inside prison is now behind bars accused of helping some of the prisoners escape. >> john yang from morrisville, new york thanks so much. how much longer will the escapees be able to avoid police? joining me is zeke younger, veteran bounty hunter. he is an expert adviser for law enforcement agencies across the country. zeke, if this was one of your cases what would you be doing right now? >> we have to look at the particular situation in the totality of the situation. we're not seeing a lot of activity, we're not seeing carjackings, any home inthe vags, which tells me that the suspects are together comfortable and planning calmly

what they are going to do next. we don't know if there is a body count yet. we don't know if they have weapons, we don't know if they changed their appearance. we have to investigate, we can't speculate. so law enforcement did a very good good job of setting up the perimeter very quickly. i think that within the next 72 hours we should come up with some information as to their whereabouts, i don't think that they breached the perimeter at this time. i just think that they are hunkered down and trying to figure out what their next move is. >> is we're hearing concerns from some people that the recent rain is making it harder to follow their tracks and for the search dogs to keep on their scent. how big of an issue is that? >> canines are an amazing law enforcement tool. the thing is that they have to rest and the moisture and rain depending on the weather there, will wash out the scent. those dogs have done a great job so far.

police headquarters. charles, do you know the status of the negotiations right now? >> reporter: they are still going on. we were watching a live feed from there, nothing changed. apparently the man is still negotiating, he was on the phone earlier with police officers when he told them that you took my child and called me a terrorist and now i'm going to blow you up. whether the negotiations will continue we don't know. but that is the basis of the starting point for negotiations with the dallas police there in south dallas. we're here at dallas police headquarters. you see the police road block, the headquarters is a couple blocks down they have evacuated people keeping them out as they investigate a very active crime scene. they are finding shell casings, finding bags, at least one of the bags contains pipe bombs. we heard several small explosions as police blow up those bags to see if they can blow up the bombs themselves to see if they can detonate

anything inside. so far all is quiet on that front. but police are still wondering what started all of this and how it's going to end. dara. >> charles, we've gotten word that this is possibly over a custody battle that this -- this man james boulware they say they believe they are speaking to, has a custody issue. and that this potentially could be over his 11-year-old son. do we have word on the whereabouts of the son or the former wife? do we know that they are safe and there has been no attack on them? >> we don't. police say that the man gave them a name. we're not saying the name at this time because we have not confirmed it. police have not confirmed it's him but working on that scenario if the it is him, he has had run-ins with the law before in south texas, apparently was arrested in 2013 threatening his family. >> charles hadlock live in dallas. thank you so much. we'll talk to former fbi profiler clint van zandt with his take on how the standoff

might end. more developing news this morning, over three hours from now hillary clinton will publicly kick off her candidacy for wpt a major event on roosevelt island. it's perhaps a fitting location for the clinton campaign halfway between the center of money and power and the middle class strong hold in queens. joining me from the event is msnbc's alex. what are you expecting to see today? >> reporter: this is hillary clinton's first big rally of her campaign. so far she's done these very low key small events but this is the first thing that's going to look like a presidential campaign. there's going to be symbolism, this is an island and a park named after franklin roosevelt one of the greatest democratic presidents of all time and she is clearly invoking that. and the pitch is very different from the hillary clinton we've seen so far. it's going to be personal she's going to talk about her mother and say her mother's experience

being abandoned as a child is what motivated her to get into public life to try to help people who have been disadvantaged like her mother and it's going to be progressive. she's clearly trying to shore up her left flank with bernie sanders, martin o'malley and avoid 2008 taking strong assistances, all of these issues that are firing up the left. >> alex this is a switch because clinton's campaign has been official for two months so what are her staffers saying about the strategy of waiting so long to have this first big rally? >> right. this rally was actually originally supposed to take place in may, but they pushed it back. part of that is out of the concern for fundraising. they got very concerned by how much main jeb bush and some of the republicans were raising so they wanted to give hillary clinton more time to fly around the country and meet with donors and bank a large war chest before she headed on the trail to campaign more in earnest.

welcome back to weekends with alex witt. we continue to follow developments out of upstate new york where a man hunt enters the eighth day. zeroing in on a wooded area near the prison. the search continues as a prison worker joyce mitchell pleaded not guilty to giving contraband to the inmates at the clinton facility. if the convicted she could face up to eight years in prison. joining me is miguel near the prison site. what's going on up there? >> reporter: the search continues, investigators believe the suspects are in this area they may be cold desperate and on the run. this as the woman who allegedly helped them is now behind bars herself. a

arraigned joyce mitchell face as felony and misdemeanor. the the taler shop supervisor criminal facilitation. this complaint says mitchell snuck hack saw blades chisels, a unpunch into the prison five weeks before the escape. >> investigations are ongoing as to potentially other charges we may file relative to joyce mitchell. but those will be determined at a later time. >> sources close to the investigation tell nbc news mitchell thought it was love when she agreed to be the get away driver for daft sweat and richard matt. sources say mitchell got cold feet and never showed when the convicts surfaced from this manhole. >> this is one large piece of the puzzle in our quest to find these two escaped murderers. >> reporter: the district attorney told cnn mitchell's husband lyle is now part of the prison probe and could have been

involved or had knowledge of the break-out. >> her husband has not been charged with any crime. her husband is not in custody. >> reporter: the search for sweat and matt is now entering its second week, the small community surrounding the prison a fortress offs believe the inmates may be nearby holed up together. 800 officers on the ground are following 700 leads. every day police swarming a different neighborhood, many living in fear. >> they could be in my back yard any night you know. >> choppers are overhead. >> you can hear them. they get close. the other day i thought they could land on my roof. >> reporter: investigators confirm there have been no official sightings of the suspects but they believe they are still in this area and they believe they are also closing in. back to you. >> miguel almaguer thanks. joining me now is john a retired u.s. marshal who led

investigations in the northeast. good morning to you. >> good morning. >> joyce mitchell was arraigned on bringing contraband in the prison and providing material assistance in the escape of richard matt and david sweat. it's been alleged that she was going to provide the getaway car too but got cold feet. if you were running this investigation, even if she doesn't know where they are now, what could you hope to learn from her? >> well, during the planning phases while in the institution, any information regardless how small or how benign it might be would be critical to the investigators, okay. one man's garbage is another man's treasure. it could have been a kmentd, anything. the way i'm looking at this these, this is a well-planned escape obviously. because they succeeded. these two guys formed a symbiotic relationship in the prison and needed someone that they could exploit to get them to the goal line. when that are fell apart and the

getaway car was not there it put them in a tail spin so they are in a frenzy now. they need each other. they have to play off each other. i don't see these guys separating because they had that relationship. however, with the weather and so on is going to work for law enforcement. it's hampering the search obviously but it's going to further fatigue these guys and make them more -- forcing them into making a mistake, surfacing or making a mistake that's going to lead to their capture. we just hope that obviously for everyone's safety that they didn't come across any weapons, a remote cabin or along that line. >> you did mention it was raining. we know the rain might have hampered the search. now we think they are literally living off the land. might be in a cabin. we don't know or a remote home. what kind of shape do you think they are in? >> if they are still in that area which we believe they are,

they are probably hunkered down going to be fatigued it we got to figure unless they came across fresh clothing in all likelihood still have the same clothes on. this is not if first time it rained during the week. the temperatures fall at night. one of these guys has a medical condition that requires -- sweat has a medical condition and requires pain medication. so they could be agitating each other. but having said that each though they might be agitated with one another they are going to keep that bond to achieve that goal to get out of there. i think that not being mountainous type guys not being survivalists they are in a frenzy and sort of trapped though it's with the mountain terrain it's difficult for law enforcement to get to them. but with this media effort and the cooperation of the public and the law enforcement staying on this that combination will lead to a successful outcome. >> we'll see where another day of searching takes us.

>>. >> where will the it lead? we'll look at that in a few minutes. we want to get to breaking news we're following out of dallas overnight where a van slammed into a police car outside dallas headquarters a suspect opened fire. police say as many as four suspects may be involved. >> officers chased the vehicle into the parking lot of a jack in the box restaurant in hutchins, where they cornered it. a standoff continues at this hour. at a press conference earlier police said they have been negotiating with one suspect by phone who says he is angry his child was taken from him and he wants to bloat blow them up. pipe bombs were found outside earlier, the dallas police department responded to questions about the dangerous exchange of gun fire. >> as of now, we don't have any officers injured. during the negotiation the suspect mentioned that he had

been shot but we are unable to confirm that. >> joining me now former fbi profiler and contributor clint van zandt. we heard the chief say the suspect reported being shot. how does that play into the negotiations with him? >> well it's something that a negotiator can offer. you can suggest you know nobody's been hurt nobody's injured perhaps but yourself. we're here to help you. we want to resolve this. a negotiator can use that as part of his or her way to bring this to a peaceful solution. >> the suspect who identified as james boulware says she angry over a custody battle. what can you tell us about talking down a man who is clearly motivated by something so emotional? >> well this is someone who has it appears a significant mental health history. back in about two or three years ago he was arrested after he was choking out his mother got in a fight with another relative then his mother allegedly hit

animating the base getting people middle class folks to have the same opportunity and the same chance to advance and bring up wages. that is a big part of her policy message. her personal message we were told is about her mother. she's going to invoke her late mother who had a rough childhood, she's going to say that dorothy rodham's life inspired her to go in public service. >> do you think hillary clinton explained why she should be president? >> she hasn't really laid that out. there are so many ways that we can see she feels she's ready for this she's had an amazing career in public service, one of the most famous people in the united states if not the world, she ran for president once and came very close to defeating then candidate obama. it was a race to the finish as you recall. she got the preparedness. what her message is this is why me this is why not the republicans, why not another

we're continuing to follow breaking news out of dallas where a standoff continues. negotiators talking with a suspect who slammed a van in a police car then opened fire on officers. pipe bombs were also found outside police headquarters. police have been negotiating by phone throughout the night. charles is live outside police headquarters in dallas. what can you tell us about negotiations at this hour? >> reporter: negotiations apparently are going on about 20 miles from here in the town of hutchins along i-45 in the jack in the box parking lot. we have a picture of that live feed now. negotiations apparently going on with a man who was driving an armored van that came here to

police headquarters at midnight last night and shot up the place, there was a huge shoot-out with police. the armored car rammed vehicles and then sped away police chasing him, coming to a stop there in hitchens. we're watching the situation. we'll have more coming up later in the day. >> charles, thanks so much. later today former and current major league baseball players will gather in baltimore to celebrate one of the oldest african-american youth baseball leagues, this event at a time of increased violence and murders and follows violent protests in april and may over the death of 25-year-old freddie gray. joining me now from baltimore is rob, nbc sports ventures senior vice president. what can you tell us about this event to honor the youth league? >> reporter: well, it should be a great day here. back at the end of april when of course there were so much negativity going on in the city of baltimore major league baseball players association thought how they could shine a

positive light on this city on the efforts of people in the community to make a inks did and also to bring their game of baseball to young kids in the inner city a difficult thing to do in recent years. so they went out and actually found this league the james mowsier baseball league operating continuously in baltimore since 1960. today they'll have a special day with former major league baseball players, the head of the players union will be here tony clark, as well as hall of fame baseball player frank robinson, current orioles. it should be a great day. expecting over 300 kids here at this beautiful field in west baltimore. they've done a great job with this field, with this program. it should be a great day, a positive day here in the community. >> rob, how much of an impact did the unrest in april and recent up take in violence play in organizing this which seems to be a wonderful event? >> well it really was that week in baltimore.

you're looking at new york's roosevelt island, the setting for hillary clinton's campaign kickoff speech scheduled for 11:45 east earn. you can watch it all here on msnbc. now to the breaking news we've been following all morning long. a standoff in a dallas suburb after a van slammed into a police squad car and then at least one suspect opened fire on officers. police say pipe bombs were also found outside their headquarters. here is a look at a photo they tweeted. officers have cornered a van outside a jack-in-the-box in nearby hutchins texas. more on this story throughout the morning. one week after the escape police believe these convicts are still in the area surrounding a prison. police have been doing grid searches and going door-to-door along route 374 near plattsburgh, new york. joining me is nbc's john yang. with hundreds of officers

searching in this relatively small area how close do you think they are at this point? >> reporter: well they're telling us they feel they're getting closer. as you see, it's a relatively small area south of the prison. it's been a week but instead of expanding in larger and larger circles, the focus remains here. they say they have no evidence that they've left the area even though there have been no confirmed sightings of these two guys here or anywhere else for that matter. meanwhile, joyce mitchell the prison worker is now behind bars. she's accused of smuggling in hack saw blades chisels, a punch and a screw driver drill bit that helped these guys escape. according to the charging document, she brought these in a full five weeks before the escape took place. she's accused of bringing in this contraband and aiding this escape. she could face up to eight years in prison.
