good morning, everyone. i'm tamron hall and this is "news nation." we begin with developing news. joyce mitchell the woman accused of helping convicted murderers richard matt and david sweat escape from prison just made her second preliminary hearing. during the initial hearing, mitchell dressed in striped prison uniform, looking down. on friday she pleaded guilty to helping those prisoners escape. she smuggled hacksaw blades and other tools into the prison. she allegedly not only helped the two men escape but also planned to run away with them. however, mitchell says she backed out because she still loved her husband. the d.a. also said she had an

unusual relationship with both men over the last 18 months. this morning we're learning more about the prior investigation involving mitchell and david sweat. multiple sources indicate the two were specifically investigated for a sexual incident. nbc's miguel almaguer is in new york with the latest on this appearance. miguel what did we learn about joyce mitchell's immediate future and what will happen to her? >> reporter: joyce mitchell will have another court appearance that has not yet been scheduled. we know she entered a plea of not guilty to misdemeanor and felony charges she faces for helping these two inmates escape. the district attorney says she was much more involved than just that. she said they also plannedshe also planned to run away with these two men and help them escape. they're reviewing this case here, and essentially they're

setting her up for additional charges down the road. >> have we heard from the clinton correctional facility regarding allegations she was investigated for this inappropriate, quote, unusual relationship with both men over the last 18 months, so why would they allow her to still have access or communication with these two individuals? basically, people are wondering, miguel, as you know why wasn't she fired? >> nbc news has learned that the investigation into mitchell with one of the inmates, mr. sweat, was of a sexual nature. she was not -- that investigation was carried out for several weeks, the prison saying they found no wrongdoing. sweat was then removed from the prison and she continued to have a relationship with the other inmate who is now on the run, according to our sources. investigators say they did look into the case. they weren't able to prove anything, so she continued to stay employed at the prison tamron. >> thank you miguel. i'm joined by lenny paul the

former commander of the u.s. marshal service, fugitive task force for new york and new jersey. thanks so much for joining us. obviously all eyes on joyce mitchell today because she's in court. the reality, though this manhunt continues now at day 10? >> we're at day 10 absolutely. it was an intense weekend. it's ongoing. they have a pretty good size perimeter set up up there. i know there are 500 homes they're tactically searching and a lot of them are open for the summer. day 10. >> local, state and federal agents have joined them through what we learned that joyce mitchell told authorities, she was the getaway driver. so as a result is it believed that they are on foot? >> you know what there's the manhunt and then there's the fugitive investigation. we're scratching our heads, my former task force is. there are leads that have been sent out all over the world, from canada down to mexico.

did they use joyce mitchell knowing that she probably would not pick them up? is there some you know sort of thought -- these guys had an elaborate plan. there is a plan b. >> i'm happy you brought that up. given that she was a little shaky, they knew i'm sure and studied much about joyce mitchell to the point where, again, it's alleged she had a sexual relationship potentially with both these men here that they had a plan b to joyce mitchell knowing their mark may not have been able to hold up. >> she was vulnerable. they used her and she probably doesn't even know it. this is my gut feeling. i'm hoping they're still contained and it goes down pretty peaceful. however, they knew law enforcement was going to target her. she has history with david sweat. they escape, they're going to go to her. they probably had a pretty good idea that she wasn't going to show. there's somebody else involved i believe. somebody picked them up. they had a six or seven-hour head start on law enforcement, so there's a good possibility they're in the area but i could

be wrong. >> they're violent criminals but they don't have survivalist backgrounds. we watched a case in pennsylvania where this man stayed on the run for some time but he had methodically left supplies and was a survivalist. eric went on the run for many years. >> five years. >> he also was getting sympathy here. when you're out for five years and you don't have a getaway car, how could he stay in the woods, no food no shelter without being prepared for that? >> it's ten days nothing is adding up there's no robberies, no carjackings, no break-ins. it certainly has law enforcement scratching their heads. you're right, 10 days provisions i'm sure there's none left if there was any at all. but they're still contained within that perimeter. >> so what's your gut feeling? do you think they're still in

that area? >> looking at everything they had a very elaborate plan. they came out of a sewer. if she's supposed to pick them up, they're not going to hang a smiley face saying have a nice day. they're a little upset she wasn't there. somebody else might have picked them up. >> i appreciate you coming here. my pleasure. two children are recovering from gruesome injuries this morning after two separate shark attacks along the same stretch of beach in north carolina. the attacks happened off oak island yesterday. that's about 30 miles south of wilmington over a span of 90 minutes. the first victim was a 12-year-old girl. she lost part of her left arm. the second victim a 16-year-old boy, also lost part of his arm, lost an arm, actually. the beaches are open today, and in a news conference just a short time ago, the fire chief urged people to be cautious. >> there is no way that we're going to stop people from going into the water. if they want to go in the water, they're going to.

you know there's rip tides out there, people shoot fireworks off on the fourth of july we tell them not to do that either. there's really no way to control that. would i swim in the water? i would swim in the water today. >> nbc's gabe gutierrez joins me now from oak isle. gabe, let's talk about the chaos and what happened. we see this image of at least what appears to be the girl there in the sand. i can't imagine what it was like for the people who witnessed that. >> reporter: that's exactly right, tamron. as you can see from those pictures and also some witness accounts, it must have been a simply terrifying experience. local authorities credit those bystanders for perhaps saving the lives of these two victims. in this news conference we did get some information. it was a 12-year-old girl. this call came in around 4:40 yesterday afternoon, and she was airlifted to the hospital about an hour --. about an hour later or so they get another call of a shark attack. this time a 16-year-old boy.

the girl had injuries to her left upper extremities and her left lower extremity. the boy had serious injuries to his left upper extremity. both of them were taken to the hospital in critical condition. this morning we understand they are recovering, now in stable condition. that is good news. but again, local authorities are crediting these bystanders from preventing a much more serious outcome. they're not sure if it's one shark or perhaps two sharks. >> do we know if there was a warning in place before these attacks? >> they said this was very unexpected. now, there have been many shark sightings in the last couple of weeks. on the north carolina beaches, fishermen have been reporting there have been many sharks especially so far this year. but there are no lifeguards on this beach, and authorities were asked about that and they were asked whether any lifeguards on the beach would have made a difference in this case and they say no. as you played that piece of the interview with the fire chief,

he was asked today, would he swim in the water today? he said yes. however, local officials are asking any beachgoers here to be very cautious if they do go out into the water, and they're advising to not go in the water. but they say they can't prevent people from doing so. tamron? >> thank you very much. developing now, jeb bush will be trying to regain lost momentum when he makes it official in a few hours that he's formally jumping into the race for the republican presidential nomination. the former florida governor will make his announcement at 3:00 p.m. eastern time at miami-dade college. his announcement comes with the latest poll showing he's in a tight race with the gop nomination, barely leading five other candidates. the former governor unveiled his campaign logo with no sign of the family name. he also released his first campaign video casting himself as mr. fix-it. >> i'm proud of the fact that many families now have the chance to live lives of purpose and meaning. you can improve the life of

people, whether it's in the programs for the developmentally disabled, or changing our economy, or fixing our higher education system. all of these things can be fixed. i'm absolutely convinced of it. what we need is new leadership that takes conservative principles and applies them so people can rise up. america's best days are in front of us and we are going to lead the world. >> msnbc's casey hunt joins us live from miami-dade college. obviously, casey, many see that mr. fix-it video, and they say the priority should be fixing his campaign even before its official launch. we've seen personnel change and a lot of questionable decisions. >> reporter: tamron well i think you've seen a lot of pressure on the bush campaign too. if anything it accelerates this announcement. there was a lot of nervousness as he was trying to walk this line of actually not being a candidate. i think this will free jeb bush up to be the person he wants to be on the campaign trail as an actual candidate. we're actually outside.

you mention dsed the logo. i would announce that j-e-b still has the name bush in it. this would only appear happen if you were expecting the president of the united states to be a contend contendant. we are expecting bush's wife his children his grandchildren to be here for this announcement today. he married a woman he met in mexico. it's a tale he tells on the trail quite a bit. his children are raised bilingual, they speak spanish. this is how he speaks to the spanish and latino community. it's one of the largest student bodies here in the college of miami-dade. this is a way he can reach out to constituents of the republican party that otherwise aren't responding to that. tamron? >> yes, we can say the name jeb

there along with other militants. libya says it's assessing results of the operation and cannot confirm his death. the pentagon also said they are responsible for serious attacks in algeria in 2013 that killed 38 people including three americans. nsa leaker edward snowden has now reportedly put u.s. and british spies at risk. the sunday times of london reports yesterday that because russia asknd china have decoded a million files leaked by snowden, as a result, the british has pulled its spies out of quote, hostile countries, and u.s. intelligence agencies are on high alert. nbc'sal alastair jamison joins us live from london. alastair, thank you for joining us. it is so encrypted, they say they would not be able to gather this information, but that

report is being challenged as well. it seems the allegations are that that is not the case. >> absolutely. there is a huge amount of skepticism about this report. this emerged on sunday in britain's sunday times newspaper which quoted that snowden's leaks are incaptureable damage in countries like russia and china. the reports say they have withdrawn agents from countries such as russia and china because of information that had been secured from these edward snowden leaks. however, they offered no evidence about where these agents have moved from or to and nor did the british government or the white house house comment on these numbers, so we don't know if this report which has unnamed sources is true or not.

they were reporting originally on the edward snowden leaks has described the sunday times report as shoddy journalism so we know that there is a great deal of skepticism particularly even if lawmakers belonging to britain's ruling party, the two very conservative lawmakers have come out in the last few hours saying the timing of this story is slightly suspicious coming as it does in the middle of a review of the domestics and foreign spy agencies in britain. in other words that the agencies might have something to gain from spreading stories about the outcome of these snowden leaks. but, of course until either side comes out and confirms details, we simply don't know. what we do know is that both the british and u.s. governments remain convinced that the information that's been leaked by snowden in the past has still done damage to western interests abroad, and they continue to maintain that position as they

seek edward snowden's trial. tamron? >> and as you pointed out, there are those that raise eyebrows about this report given you have unnamed sources here. but the sunday times, the headline alone would catch anybody's eye, particularly this quote from one official who says snowden has blood on his hands. what are the sunday times in london doing to support themselves since it has been incredibley criticized? >> indeed a lot of the reporting on intelligence matters is done on precisely that basis, so in many ways this is no different to any other report of its kind. and certainly the british government doesn't seem in any hurry to step on the report either so it seems to be encouraging the publication of this. so i guess we won't know either way, but certainly i have no doubt that the community believes these leaks and the

the archbishop of minnesota resigns yesterday after charges of child sex abuse. he resigned ten days after he was charged over his handling of clergy abuse claims. leaders failed to protect children from harmzs and turned a blind eye to reports of inappropriate behavior to police of inappropriate behavior with two boys. joining me now by phone is the associated press vatican correspondent nicole winfield. thank you so much nicole for joining us. >> thank you for having me. >> the pope accepted his resignation, this coming out a few days after the pope charged the archdiocese with how it

handled its clergy abuse scandal. >> that's right, this was unexpected. the archbishop had been defending his record and insisting he would not resign. so i think these charges were perhaps something of the final straw. >> in a statement, he said my leadership has unfortunately drawn attention away from the good works of his church and those who perform them. i leave with clear conscience knowing my team and i have put in place solid protocols to ensure the protection of minors and vulnerable adults. obviously, that is not an admission of any wrongdoing there by the archbishop. >> that's right, but clearly the pressure has gotten too much. he has been defending his record but his own canon lawyer two years ago came out with very damaging allegations that he had not been even abiding by the u.s. bishop's regulations on how to handle abuse. so clearly today the pressure got too much and he stepped down. >> can you talk more about the

complaints? i know the person the individual curtis waymeyer is a former priest at the church of the blessed sacrament in st. paul. he served a five-year prison sentence for molesting two young boys. what are the allegations of how the church handled or mishandled this case? >> this was perhaps the most damaging but the canon lawyer listed a whole list of priests who left ministries even though they had very credible allegations against them. she came forward two years ago in public with these allegations, gave affidavits, so it was publicly known how the archdiocese has mishandled these cases and yet he continued hanging on insisting things had improved. so the curtis waymeyer case was

just the most egregious of many apparently, in the archdiocese. >> as i mentioned as well the vatican created this vatican tribunal tribunal. with that that we're discussing, would the tribunal have stepped in and reacted in any way? >> this could have been a first step for the tribunal where now you have criminal charges against the archdiocese, so clearly prosecutors in the criminal sphere felt there was serious wrongdoing on the part of the leadership of the archdiocese. we don't know how this tribunal is going to work out. we only have the very vaguest ideas of what it's going to do. we don't know what types of punishments it could mete out against bishop to mishandle abuse cases, but this would have been exhibit a of the type of bishop who might eventually come before the tribunal with such

bush's announcement comes just days after hillary clinton resent her campaign with a big rally in new york city. both are looking, quote, to grind it out to get to the white house. and both are looking to separate themselves from their famous last names. joining me live now, nbc news senior political editor mark murray. they come from two very different places obviously. let's start with jeb bush a lot of people noticing and noting that the official logo is just jeb without the bush. casey points out that the b in jeb is for the last name of bush but are we kidding ourselves by breaking it down like that? >> no he's going by his first name there, and it is a logo that he had in his 1994 bid for governor of florida, but this is somebody that is not jeb bush he just wants to go by jeb. and in addition, the fact that his brother, george w. bush and

his father won't be attendance today, although casey hupp reports that his wife and family will be there at kickoff. he does tout himself to be different than his brother and his father but the difference there is when it comes to the policies. it's very hard to peel that away from what george w. bush ended up doing. when you look at jeb bush's domestic agenda he wants to pursue it sounds a whole lot like george w. bush back in 2000. >> and going back to the point why these candidates want to kind of distance themzselves from their last name we know how this economy was doing under the clinton administration. granted, she wants to distance herself because you have people saying we're not a dynasty here. this is not, you know england. bush needing to distance himself, even though his

brother's approval ratings are high right now, we know iraq carries that name. >> it's clear that bush has the higher hurdle and bigger challenge overcoming the last name. all the polls show that bill clinton is more popular than george w. bush and if 2016 turns into a general election where it's clinton versus bush even the public has conceded that's a dynamic that doesn't end up benefiting them at all. but i was struck by hillary clinton, and she is the former first lady former secretary of state, but she was really trying to come across in her big kickoff rally as hillary rodham talking a lot about her work before bill clinton was president, her defense fund talking about her mother who was abandoned at the age of 14. this isn't someone coming from this big political dynasty where your father was a former president and your grandfather was a united states senator. >> it will be interesting to see

exactly what did she do as president of the spokane naacp? most people have never heard of her, obviously. probably most have never heard of the spokane naacp. i actually took time and i urge other people to do this too. set aside for a second the big debate about what she did or didn't do what she said or didn't say, how she represented herself or didn't represent herself. the critical question is what did she do as president of that chapter? i took a look at it. i took a look at the record. i took a look at the minutes of some of the meetings that they had, and i got to tell you, tamron, i was absolutely bowled over on all the key issues: education, health care criminal justice reform police misconduct and civil rights. i got to tell you, she was spot on and the chapter was spot on. >> i believe that and i think you're right, there are multiple conversations here on her record as the leader of the naacp. what do you say about her lecture of being black and beautiful?

she gave advice on that. what does that mean? >> it tracks back to something else too. she said i consider myself black. okay. if that's the starting point, that's what you consider yourself despite what genetics and biology says different, then from there, if you want to talk about the essence of blackness as you understand it and you interpret it that's your right. now, there could be criticism of that, but i cannot tell her she cannot address it. >> absolutely and i don't think people should tell her how she should wear her hair or how she wants to live her life. but she did tweet a picture of her hair curly saying it's my birthday, i'm keeping it natural. i mean come on. that would count. if that's not your natural hair then is that telling the truth or telling a lie? i know we say the word lie because it's not politically correct. but if that's not your natural hair and you're saying you're keeping it natural, what are you saying? >> i think you're really going over the top on that one. i think on this point in time

a major ruling in colorado this morning regarding employees and the use of pot. that tops our look at stories around the "news nation" today. they ruled unanimously business in that state can fire employees for using marijuana outside of work. even in cases where the drug has been prescribed for medical purposes. the state supreme court ruled that medical marijuana patients who were fired after failing a drug test cannot get his job back. the ruling could have big implications for other states that have legalized medical or recreational pot. again, that decision just coming in. in the country of georgia, terrifying scenes of wild animals on the loose. residents in the georgeian capital, warned to stay indoors after they killed 12 people and

damaged a local zoo, setting free 30 animals including lions, tigers, bear shs even a hippo. many were shot dead to protect humans, while others including two bear cubs were tranquilized an rescued. many passengers are outraged this morning accusing united airlines of ignoring them after their plane made an emergency landing. almost 200 people boarded the flight from chicago to london friday. but three hours in that plane ended up making an emergency landing in goose bay, canada for maintenance issue. passengers spent the night in military barracks while the plane's crew stayed at a nearby hotel. united said the hotels were full. a replacement aircraft arrived and flew them to newark new jersey. another plane then took them on to london. the flight landed yesterday roughly 36 hours late. united says the passengers will get a full refund but many passengers say their biggest complaint was the lack of information and communication from united.
