>> good afternoon. we begin with that scary start to the holiday weekend now in d.c. this morning. millions of us woke up to those reports of an active shooter at the navy yard only to learn about an hour later that it was all a false alarm. as you would expect the whole place was put on lock down. 16,000 people work inside the complex. the yard spans some 2.2 million square feet. fbi and federal marshals had a lot of ground to cover and they responded within minutes. security sweeps found no evidence of a gunman. >> people were running for exits and running for shelter. stuff like that. a little bit of confusion. we heard someone yelling. get out of the cafeteria and everyone started running toward

the exits. and go into the office and lock the door. >> the concern was justified. not only do we have an increased threat alert about isis but today's scare happened in the same area where that 2013 mass shooting left 12 pnt people dead. obviously the terror of that day was still fresh in everyone's mind there. d.c.'s top cop moved quickly to calm nerves. >> you have a city very well prepared. a city way lot of local, federal, law enforcement assets well coordinated and we work together every day. it's not only what you see. it's what you don't see. we do that behind the scenes as well. i feel very comfortable that this type of response does happen. >> tom costello was one of the first on the scene this morning. and joins us from the washington newsroom. a lot of us were taken back by the show of force and how quickly the agencies arrived on the scene. >> i was at the exact same

intersection nearly two years ago for the 2013 shooting in which 12 people were killed. i have to tell you i thought the scene was reminiscent of that. it was a robust response with multiple agencies. they came under criticism after the fact for having poor coordination and poor communication. radio is not able to communicate with one another. today it looks very similar. very robust response from multiple agencies there to police atf, fbi but the police chief said today they had better coordination better tactical information and coordination between the agencies but as we said he had radio problems two years ago and the issue has been could they address these issues and get them resolved in a post 9/11 world.

the discussion was about that. it was not an active shooter situation and a good test to see whether all of the things they have been working on over the past two years have improved their response time and ability to coordinate and get things done. she says that was the case and we'll have to see what the post analysis actually looks like. >> pretty incredible response this morning. tom costello in washington for us. law enforcement agencies were already on heightened alert heading into the weekend. this morning might have been a false alert but is it a sign that the government is prepared. peter, two big takeaways, first being just how on edge everyone is right now and two as we were just talking about the officials taking action. >> a lot of it is you have to

see what's gone on in the last year. with isis and athe attacks in france and it's everything with concern with the national holiday going on. especially during the ramadan time period. so i think that is one of the reasons and the concerns and i think people need to know that government is aware of that and just putting out information saying you need to be aware of that too. with regard to this morning, one thing about the quick response it's the result of, for example, you have commute going on and in that case you have federal agents commuting and the word went out by radio when you had that fast of a response because people were already in cars. which is a good thing and the response. they had a plan and reacted to the plan. the message went out to all the federal agencies. they responded since they were out on the streets already and that helped a lot with that

quick response in addition to the fact that the police departments were ready and that's part of the quick response to these reports of gunfire. >> absolutely. savannah guthrie had a chance to speak with nypd counter terror chief that was able to reassure folks going into this holiday weekend here in new york. let's take a look at that. >> what's your message to somebody that wants to come out in new york and watch the fireworks. >> we want to assure them that they can come and enjoy the fireworks and celebrate the country and be secure and confident in the police department and other agencies that will police the event. >> he's clearly wanting to reassure folks everything is under control which raises the question, where do you draw that line of making sure that we are safe and secure but not freaking people out? >> this happened every year after 911. if i did it one time as an fbi agent in charge in buffalo i did

it 50 times and most of it is making people aware, this is the new normal. we're used to going through these. it's the public thinking another the sky is falling, is it true or is it not? it's a possibility and i don't think there's any harm letting people know that and that's what they did. having the specific threat is something that you can deal with. having unspecific threats keep you up at night and make the hair on the back of your neck stand up when you're looking at what that vierlt is out there-- environment is out there. you have to assure them that it's safe to do it or the terrorists win. for the rest of my lifetime we'll be going through these types incidents. that's the way it's going to be. >> folks like you're that are part of the apparatus of those

that protect us have the hairs on the back of your necks raised all the time. can you talk about the things that those who are tasked with protecting us will be doing differently in a holiday situation like this? >> you won't see things much different behind the scenes a lot more people working with the federal law enforcement, homeland security. you're probably going to see actual -- you'll see the joint terrorism task forces at their heightened state of alert you won't see anything really different. this happens every year and you're always ready. if you recall we used to have that red yellow green system and my response was always -- it is today and i'm sure with the fbi, we never looked at the color issue. we were always at red. we were always always ready to

go and working with active threats and making sure our investigations were covered with the people that needed to be covered with at this time. so i think people have to realize we're always dealing with this. >> during the bush administration when they had the color coding and the president was talking about that you're saying the fbi didn't buy into that? >> no it's not that they didn't buy into it but when you thought about it we were always at a red level. we didn't do anything different. >> wow that's interesting because at the time we were told when we went to reddit was a big difference. >> well it would have been a big difference in things you would have saw maybe at an airport. i'm specifically talking about the fbi. you probably would have seen more police or more armed people on the street. i think you're seeing some of that in new york city now. that presence of officers on the street but i'm talking about most of what the fbi does isn't in the public's eye and you have to realize that. it's just you're always at that alert. you're always worrying about it. doing analytics. working with the intel community

>> big news guys. we have got a cycle special thursday addition of jobs report friday. now all you veteran cycle watchers know the jobs report comes out on the first friday of the month. but since the cycle will not be on tomorrow because of the 4th of july holiday weekend the government decided they should issue the report today. well, i mean technically the report was coming out today even if we were on tomorrow but i digress. let's go ahead and get to the numbers. 223,000 jobs were added last

month. that is a little bit below expectations. the unemployment rate fell to 5.3%. that is the lowest in 7 years. but before you do your happy dance ari, the primary reason for that is that labor participation rate. those in the work force stand at 62.6%. that's the worst since october of 19 7. enough of me. let's bring in our firm so peter i'll start with you. how can we have a summer june recovery with a 38 year low of people out there looking for work. >> the economy is not growing terribly rapidly and some people are discouraged. it's a matter of matching up the right people with the jobs. it's also about location. a lot of people that lost jobs during the recession are in rural areas and the new jobs are in cities and thing of that nature and the service sector

and technology. so we have to do a lot of realigning. that doesn't mean we can't solve the problems. 220,000 jobs is nothing to sneeze about. it's fourth of july weekend. let's pop a fire cracker. >> all right. you know the report this month is sort of a mixed bag here because you do have new jobs created but what seems to be the case every single month is this long-term unemployment. those without a job continue to be without a job. 2.1 million are unemployed and 25.8% of those are long-termed unemployed. question is what has to happen for that to change? for these individuals to come out of unemployment and actually get a job? >> it's an important question. that's the same dynamic behind the weak labor force par participation rate. i wouldn't take comparisons too seriously.

we had a much younger labor force back then and now you have old guys there and it pushes it down a little bit as aging boomers like myself as well start to get out of the way. look the thing that's going to both lower the long-term unemployment rate and pull some of the sideliners back into the job market will be stronger labor demans stronger job growth stronger wage fwroeth. i agree with peter we're on the right track and, in fact if you just look at the payroll numbers we're doing pretty well but if you look at the sectors that haven't been doing as well lately manufacturing is adding a hot of jobs if you go back a year or so but the overseas market slowed down and employment has been flat for five months running. we have more work to do. >> why do you think he's calling you old? is that his own securities coming out?

>> i think so. i addressed this last weekend and i said when i'm ready to be old i will issue a memo to that effect. >> i will tell you not to get too sidetracked in this jobs report. there is a segment but my grandmother who lived to 100 said that she only felt old when she looked in the mirror. the rest of the time she was looking out at the world. >> i like that. jared, back to the economy, a lot more people are work overtime. what does that mean? >> one of the things i means this week is when this new rule change that the president just announced goes into effect a lot more of those people are going to get time and a half for their overtime work. going back to the fair labor standards act for the 1930s if you're working overtime you're supposed to get time and a half. that's 1.5 times your hourly

paycheck. however, because the salary threshold below which even salary workers don't get overtime isn't adjusted for inflation. so once this rule is in place more people that should be getting overtime pay will be getting overtime pay. >> i'm sure he's modest and wants to give all the credit to the president but he did co-author a very influential payment. >> kudos to you jared. speaking of that big huge vote on sunday. the greek people will go and vote which way they want to go with their future. some characterized the decision between going into a death spiral or choosing the worst of the worst possible outcomes. it's a tricky situation. i want each of you to tell the greek people which way you think they should vote. >> on cnbc this morning i said

they should society no. too much has already been expected of the greek people. it's time to restructure their debt. it's unfortunate that needs to be done but greece just needs a clean sheet of paper and a fresh start and it's time to cut the debt in half and give them the opportunity to spend some of that money they're paying in interest on creating jobs. rebuilding their economy, infrastructure, putting people back to work. >> for all the reasons peter said and more i would also say a no vote makes sense. here's the other reason it's important. with a no vote the greek government has more leverage to go back to the table and try to negotiate a better deal. >> doesn't that risk them getting out of the eu? >> i'm not saying that won't be the end game. it may be that once they -- if they vote no and there's a default they'll be out of the eu but i think that's probably coming anyway but they have more leverage. i'll say this. there's been reports to this effect. a lot of greek people do not understand this referendum.

has to do with the word federal investigators say have been used a lot by airline executives discipline. usually in referring to keeping the number of available seats or capacity low to keep profits high. >> maintaining capacity discipline, is kind of a code word that the airlines use which is a fancy way of saying let's keep the number of flights lower so we can raise prices. >> the justice department tells nbc news it's now investigating possible unlawful coordination by some airlines. from 2009 through 2014 they rose 14%. meanwhile there's fewer big airlines competing for customers. since 2007 nine airlines shrunk to just four controlling 80% of the market. today the airlines are earning report profits through higher ticket prices fewer seats, extra charges for luggage, leg room even overhead bin space but some say that doesn't mean

>> that's all that matters. >> so if you want that classic iconic, we're in it for the fireworks and the hot dogs american experience where are the best places to go. >> chicago, navy pier. but new this year rigly field is having the first fireworks ever. it will follow immediately after the cubs game. the macy's spectacular in new york is having additional barges up the east river in addition to under the brooklyn bridge and the boston pops is one of the most iconic and incredible fireworks displays. so all the major cities in the u.s. are going to be doing it big this year. >> love it. so if you're one of those people that hasn't even thought about the fourth of july weekend and are like i don't want to stay at home. what are options for people that haven't really taken the time to consider where to go? >> sure. we did analyzing and found that in miami, flights to miami are down 15% year over year. so that's a great option.

>> oh yes. >> with just seconds left in stoppage time defender laura bassett actually scored on her own goal ending england's unlikely run at the cup. but now all eyes are on team usa on sunday and joining us now is former us national team goalie who was in the net the last tile that the u.s. won the world cup in '99. nice to see you. >> hey, how are you? good to see you. >> very good. so let us know for people just jumping on the team usa band wagon. who do we need to know about? what's the character of this team. >> one of the great stars we have seen this world cup is number 10 carly lloyd. she's the central midfielder. not only scoring goals but creating goals. she has been fantastic. she's from new jersey. also we have alex morgan who is number 13. she is a fantastic player. plays up top. creates goals as well. created the penalty kick that we had against germany.

and has also been very very monumental in creating space for other players because every team has to pay a lot of attention to alex morgan. >> you talk about two great offensive players there but i want to talk about people on your side of the field. the defenders because this team is all about defense. they haven't allowed a goal since the first half of the first game. something like 500 minutes since anyone in the world has scored on them. how are they doing it? >> that's amazing. >> i tell you what they have had an absolute lock down defense. i don't know what it is about them but they are communicating. their space is fantastic. they are really really aware of exactly where the other team is at all times. the ball doesn't even really get that close to hope at all the last few games except for the first time and that defense has been fantastic and the cool thing is they're all pairly young. they haven't played together for that long so you would think they would be -- someone who has been together 10 or 15 years but it's only been a few months.

>> she was asking what we should know about the team and the players, what makes them so special. if this were the men's u.s. team this is all we would be talking about. everyone would know every single detail about the team and this is a huge deal to have the women's team in the finals here. is it frustrating that women don't get the attention that men get. not to mention they have to play on different grass than men do. on fake grass. that has to be a little bit frustrating? >> it's always been an uphill battle for women's soccer. when i played in 1999 in the world cup we had 90,000 people at the stadium. we had 40 million people watching on tv and it's a very hard sell sometimes but i think it's interesting that our women's team has always been expected to do well. to win. that's the standard for the women is to win the world cup. to win the olympic games and for men it's a little bit different. so right now what's encourage as good we have social media that's really helping the visibility of the team and i think going forward we'll hope any get more attention and more due.

>> absolutely. i also wanted to ask you about an issue that i know you're an advocate on which is protecting players from head injuries and there was a very scary moment in the u.s. germany game where two players collided midair. the u.s. player ended up down. was checked for a concussion. that was morgan bryan. she kept playing. the german player had a cut and her head was bleeding into her blonde hair. she also kept playing. do you think that fifa is doing enough to protect players? what do we need to know here? >> i had a concussion. that is what ended my career. one of the things i have been doing recent leslie is i have been a big advocate of concussion awareness protection and fifa has to take up a more aggressive stance with head injuries. first of all they have to acknowledge that they're happening and second of all they have to do things like have the players not only be voluntary to wear head protection but

recently have partners with a company that makes the head band that you've seen. this is an example of the head band that she is wearing. this is the unequal halo. this is the more colorful version than she's wearing right now. >> but we're trying to start a movement. we're getting fifa to move forward with the rules. there's a time when shin guards were voluntary and now they're mandatory and some form of head gear should be mandatory because that horrible train wreck of a head collision that you saw was very sickening in the germany game and i hate to see that happen to too many players especially these players that i think right now with the world cup going on its a good time to start talking about the hard questions with concussions and what to do and how to prevent them. >> you can't invest anything to

protect the players from headacheheart ache. let's go back to english offender laura bassett. she loves her team so much and loves her country. that's why we saw her crying on everybody's shoulder. can you imagine? i know you're a goalie. but can you imagine what it would be like to score an own goal that kill yours country's chances? >> i was sickened when i saw that. she was doing her job. if she doesn't stick her leg out at that moment that ball gets through to that japan player and she probably ends up scoring. she was doing her job and doing it incredibly well and my heart goes out to her. for one because england did sufficient a fantastic job this world cup and they were doing really well that game. they held the world champions to one goal. and they have had a lot of visibility, a ton of support in england. i have done a couple of

interviews with their radio shows. those guys on that show they're talking about how thinked they were about howell they have done so it's heartbreaking for me to see their world cup journey end on that kind of a play because they -- >> something that you never actually imagined could possibly happen. talk to us about what team usa has to do to win this thing and the significance if they do pull off a win here. what is that going to mean? >> incredible things. when we won the world cup in 1999 it was an explosion of women's soccer not only many this country but in the world. other countries started pouring money into their women's programs and that's why we now have women's soccer growth that's so big and 24 teams in the world cup now. i feel it's because of our win. right now these girls have an incredible opportunity. they have won a chance to revenge the loss from 2011 that i know all of them are so bitter

the last thing i want to do right now is talk about donald trump on national television it actually pains me to do so. i think he's a phony and desperate for media attention. but as they say, desperate times call for desperate measures this is one of those times, bear with me the next couple minutes are less about trump and more of a warning to the republican party. for now, the party seems to be brushing him off like it's not worth taking the guy seriously. i'm sure they're probably secretly hoping he doesn't last very long and there's also something to welcoming all different types of voices into

the race especially this early on. it does make for a good debate. and allows the party to show they have a diversity of candidates. the gop lacks options. take a look at that photo right there. here's the problem in the near term about trump staying in the race. every time he says something offensive, he's no longer just a businessman with a loud mouth. he's now a presidential candidate for the republican party. so what he says is ultimately at least in some way a reflection of the party. and as it stands now, much to my surprise and probably even to trump's surprise. he's a top contender in a number of the polls. let me take that back he's probably not surprised at all. beyond the short term annoyance, 2ru78p could be quite dangerous and potentially lethal for the gop. and here's why they should start taking this whole thing a little bit more seriously. polling history and just general logic would suggest trump will not be president. this is a man who revels in

publicity, which means he's going to take this thing as far as he possibly can. do you really think this is a guy who's going to bow out of the race gracefully and quietly? letting the media have the last word? i don't think so there could be a real scenario when he doesn't become the republican nominee, he decides like he did back in 2012, he's done with the party all together. not just done with it willing to ruin their chances of winning many remember when he announced he was an independent and considering a third party run? take air listen to this. >> the republicans are worried i am going to run as an independent. i looked at it even in my new book i disclosed my net worth and my cash and assets and lots of other things and i am looking at it if the republicans choose the wrong candidate, which is a possibility. >> the only difference this time around, he may run as an independent. my executive producer thinks i'm crazy for thinking he'll go through with it i stand by it.
