good morning, everyone. it's monday july 13th. i'm ayman mohyeldin. tweeting out at 3:00 this morning that the agreement was unanimous including, quote, serious reforms and financial support. let's get right to that deal. julia chatterley joins us live. the deadline was yesterday. leaders kept hammering through. what more can you tell us about this deal and the shape that it's taking? >> well, as you quite rightly said marathon 22 hours worth of talks. it ultimately became about reaching an agreement to keep greece within the euro zone. they did that. they also agreed that they would talk about a third bailout deal

in amounts of money around $95 billion. but the ownness now is on greece to pass a number of measures through parliament in the next 2 1/2 days. remember all the redlines we've been talking about the last couple of weeks. pension reform sales tax reform. they've got to try to pass those through parliament the next few days. a separate fund setup, $60 billion. this will act as collateral to make sure that greece follows through on its promises. trust in these meetings was at an all-time low. greece has got to pass these measurements through parliament another six eurozone countries. the tensions between these two countries, germany and france also very very difficult in these talks. germany at one point looking like they were willing to see greece leave the eurozone i was watching these leaders leave the

last half hour greek finance minister and the french president back slapping each other, hging like there was some big victory here. personally and for many people way too early to celebrate. in greece just passing these measures will cause a breakdown of the coalition government. that's one thing to watch. other thing, of course eurozone leaders to talk financing, what to do short term about the banks, guys. it's been a long night. it's still going to be a long day. back to you. >> the drama as it unfolds from ss ss from brussels to greece. julia chatterley for us there. the u.s. has struck a deal with iran over it's nuclear program. in return for sanctions relief the deal will be announced some time today, we're told. most of the steps toward implementing the deal have been agreed upon final details are still being worked out.

let's go live to nbc news ali aruzzi. what are you hearing this morning in terms of a possible deal coming out of iran? >> reporter: well ayman, it's been 17 days of intense negotiations. we're hearing the two sides are almost there for an historic deal in the making almost 13 years. ups, downs, and missed deadlines. language out of vienna is very positive. head of iran's atomic agency said that all the technical annexes have been sold while kerry talked about positive meetings and being hopeful. iranian foreign minister zarif said there were still issues to sort out. he said the deadline would not be extended beyond today, indication that they're getting ready to announce something today or at the very latest by tomorrow. they may have a few small issues still to navigate. the feeling is that this is a

done deal. president made an optimistically cautious statement on state tv last night saying that he delivered on his campaign promise. he solved the nuclear issue and even if talks failed in these last steps he had delivered on his promises and kept his commitment. i can tell you, ayman, here in tehran there's a buzz of positive energy on social media that a deal may be announced and there may be big street parties in iran today or tomorrow. back to you. >> do we have any idea how this new deal may be different than the one announced several months ago, the interim deal? would it very much look like what we've seen announced in the past? >> reporter: well secretary kerry made it very very obvious that the deal has to be on the parameters of the agreement signed in april and march. so, i don't think they can detract very far from the parameters of what they had

agreed on there. the major sticking point was u.n. arms embargo and iran's missile program and buying and selling arms in the region and trading them. iran was sticking to its guns that that has to be lifted. the russians and chinese backed them. we're hear they go may have agreed to implement that arms embargo farther down the line to get this deal through now. that means iran has taken a few steps back but that's the nature of negotiation. >> ali arouzi thank you. the search is on for mexico's notorious drug lord joaquin "el chapo" guzman. a tunnel a mile long built underneath the shower in his cell. one u.s. official described the stakes if he isn't caught within 48 hours, quote, he may

never be captured again. mark potter has the latest on the international manhunt. >> reporter: when joaquin guzman the notorious kingpin known as el chappo was arrested after a 13-year manhunt, mexican authorities bragged they were cracking down hard on major drug traffickers and promised he would never escape from their maximum security prison. but he did escape in a daring highly sophisticated scheme involving a mile-long tunnel beneath the prison wall. a major embarrassment for the mexican government. >> they have no control over the powerful drug cartels that operate in their country and they have no control over the system of justice and incarceration in their country. >> reporter: authorities say guzman was last seen on a security camera entering a shower area in his cell at the high security altiplano prison in mexico city. from there he slipped out of camera range through a 20 by 20

inch hole climbed down a ladder, and entered an elaborate tunnel that stretched about a mile and went under the prison support bid wood and pvc pipe had a ventilation system and small motor car attached to a rail track. it surfaced in a half-built house in a farm field. former drug agents say for a team to dig from the house to a very specific spot in the prison took lots of coordination and expertise. >> they had to have very precise gps systems in order to be able to pinpoint the exact location where chapo's sell cell was at. traveling in france said he was disturbed by the escape. reportedly escaped 13 years ago from a prison in laundry cart. he is the head of the sinaloa drug cartel which authorities say supply most of the methamphetamine, cocaine and heroin flowing into the u.s. in chicago with its huge heroin problem, guzman is listed as public enemy number one. >> interesting story there. wisconsin governor scott walker wills expected to announce his run for presidency. even his inner circle admits he has a lot of work to do to sell voters he is smart enough for the job. quote, scott is working on that. approachable is worth its weight
