telecommunications to factories. they're not going to take well to taking orders from united states or iaea. one of the most sensitive issues is visiting sites where tests have been made. some believe that may be a problem when inspectors want to come into the country. it's been said the military sites are off limits. that could be a problem. we'll find that out in time. they're not going to open willy lam bass this agreement because senior officials in iran signed this deal. there could be problems later down the line. we'll see how that unfolds and how much pressure the revolutionary guard put on them

and if they feel they've been sidelined. that's an important point. only time will tell. >> let's leave it there for a moment. we'll come back momentarily. let's cross over to the white house where our senior cnbc core spontaneous respond ent is at the white house. >> as you well know this has been a long negotiation including the last 17-1 straight days arguably the longest the secretary of state has ever been on foreign soil to work toward one deal in history. they knew this was going to be tough all along. we're going to hear from the president shortly. key among what we need to look at here is what comes next. they won't have time to really breathe a sigh of relief or celebrate. there's a sense of accomplishment here. what they're going to have to do

is sell this to congress. congress is going to have 60 days to review it. they feel confident for a couple of reasons. one i think what we'll hear from the president later this morning besides thanking the team for tireless work over the last several weeks, is that this is a deal he believes makes the u.s. safer, makes israel safer. they have issued statements from the contrary. makes friends in the middle east safer and makes the world a safer place. this is an issue for the president. it's arguably the biggest diplomatic achievement following on heels of cuba discussing that diplomacy can work on thorny issues facing the the united states around the world. they are recognizing this is not immediately transformative besides the fact there's a fight in congress to get this through.

there is also the idea that we have to wait and see how does teheran react to this? does it become less hostile and less of a threat? how can does it play out? for this morning, the white house busy preparing so we can hear from the president about this deal. >> there was the deal and politics behind the deal obviously. that's going to begin in both countries. we saw the last time around when the agreement was announce had the when both sides went back to respective countries, there was interpretation of tax and terminology used. it's seen both sides were trying to spin the agreement in their favor. do we have any sense of mechanism this time around whether the text of the agreement is something both sides have already agreed to? is there any process that is still to continue more or less? >> unlike what we saw, this is a

written agreement. it's important to point out this is not a treaty. they have 80 plus pages written down of what they have agreed to. i think from the president's point of view and one of the things you'll hear this morning is this is not a deal the united states made. you have germany, china, france russia. this was a diplomatic effort that the president pushed as part of the foreign policy is. the way he wants to approach is bring our allies together and in some cases folks less than our allies toward the common good. you heard iran go back and step back from many things united states negotiators were saying. this time it's in writing. >> chris, we'll come back to you momentarily. i want to bring in daphner.

we've heard reaction from opposing. >> that has been articulated best by prime minister netanyahu netanyahu. both came head to head on the iran issue. israel worked hard to put pressure on the negotiators, u.s. negotiators and european negotiators. they believe that iran would not stick to a deal that iran is hiding nuclear work that they could use for military purposes and not nuclear energy. in the last hours of the deal there were states out of tel aviv and jerusalem that this deal was going to be bad. we saw american jewish leaders

early this morning including the the head of world jewish congress saying this is bad, we want to see details. we don't just iran. for them to see iran leadership and cause of death to america and death to israel in the streets of teheran even this past weekend. they're threatened by iran i think from the other side. i would say iran sees israel as a nuclear power not one trying to get nuclear weapons but already established. iran has troops on the borders in afghanistan and iraq. it's felt they're in the dangerous neighborhood and felt threatened by israel. that relationship between iran and israel has been very very bad. it's as bad as between iran and united states for 30 years, three deck days. for israel they put everything in to try to work with congress to get congress to coming out

against this deal early on. a lot of lobbying a lot of investment. there was a contentious visit to washington from prime minister netanyahu since the agreement first are really started going 18 months ago as chris was saying. that's caused tension between the two sides. it's no surprise israel is feeling the way it. >> thanks. let's go back to london with joe friar has been monitoring the press conference. obviously reaction from foreign minister, represents of eu holding that joint statement with the iranian foreign minister. that's described by the iranian foreign minister as a win/win. what is coming out of that briefing? >> the deal described as a win/win solution on what it says was in our view unmess crisis. the statement today, could have been the end of hope on this issue but now starting a new

chapter of hope. let's build on this and consider it everybody's achieve. another note. this is historic moment we're reaching agreement that is not perfect for anybody but what we could accomplish and important for all of us. those are remarks coming out here as we prepare to hear an official announcement. described as a win/win as many involved. we've been talking not everyone is going to agree with assessment of the situation. that's what we're hearing from iran's foreign minister. >> there's been differences between the actual p 5 plus members. there were concerns from the french foreign minister and others. do we have sense what perhaps, in the course of negotiations and final day, allowed for break through to happen despite the fact there may be faltering in the final days? >> it's hard the to say. obviously a lot of determination with deadlines constantly

extended. we saw exacerbated diplomats outside vienna meeting and going back in. we're understanding we're hearing they went into the final session that involved john kerry and zarif meeting with everyone. we don't know what happens happening in there but what happens it was to get everyone going on the same page. we'll have to see if they disclose more about what was happening inside. were there sides not into this as others and what it took to get others on board. we're dealing with other countries with different interests. in the end, they were able to get everyone on board. >> we've been following breaking news out of australia where members of p 5 plus 1 including united states china, russia germany, france united kingdom and iran agreed to a historic

bla . welcome back everyone. we're monitoring the live picture there you can see coming out of teheran. we are expecting the president rouhani to speak in a short while about the agreement reached in australia between representatives of united nations security council u.s., also known as p 5 plus 1. there's going to be a tough road for president obama to sale this to united states and his own

party. you mentioned the president feels confident. is this going to be an easy walk to get this passed with congress? >> speaking very late last night to a member of the administration he said the president is going to work this will be working the phones. before that we may get a read out of calls to other world leaders like americamerkel and maybe netanyahu. 60 days from the point they get a written version of this deal, they can review it. if you want to look at that time line it's probably going to be -- they're going to house and senate going on brake.eak. then it usually takes three days to get pay bill up or written. it are will be september 10th or

11th before they can come up with anything. the white house feels confident they don't have the votes in the senate. the talking point coming out of the white house, i think the tough sale will be on the republican part to make a case if they're going to scuttle an international deal. something agreed to by all powers. which part of this deal could be potentially problematic? if you're looking at reports and we're waiting for this briefing to start and a full read out. the reports it could leave in place the infrastructure. they would have to dismantle nuclear facilities and put them in storage. obviously what israel and members of congress wanted was iran's nuclear program completely shuttered. will there will be debates on capitol hill. there will be hearings. there will be a fight. i can tell you that there is a

pretty high level of confidence here that this is going to make it through. >> chris, we though these talks lasted for the better part of 18 days non stop around the clock. do we have a sense what was the final break through from the white house in terms of what they may have budged on what they may have put on the table to seal this deal from their perspective or iranian one? >> i do not know that. there's not been a briefing on final negotiations. what we knew late yesterday in the conversations i had with folks here was many of the deeply technical issues had been worked on. much of this deal you have to understand is highly technical. one of the key players here -- we talked a lot about john kerry. obviously the energy secretary and his counter part in iran were dealing with many of the

nitty-gritty details of what is going to be involved in this deal. so i think as the day goes on and as we hear from the president himself and certainly background briefing in vienna and here in the united states we'll get a better sense of how this played out. as you moe, what were pretty intense moments, i can tell you in the last several days. they thought they had a deal and there wasn't. what they always said here every single administration official i talked to in last several weeks said it's not a deal until it's a deal. the reason they wouldn't talk about the final sticking point or here's what we agreed on because they thought they had put something side and then it would come back. these are intense negotiations with a lot of moving parts. what in the final moments that sealed the the deal is something we're waiting to find out. >> we're watching live pictures

we have nbc news bureau chief from there. obviously one of the questions about this deal is implications of iran not internally but on its role in the region. iran managed to do something other countries have not done to preserve it's own interests. we heard this time and time again. words like dignity, pride in negotiations. how do you see this playing out for a ran across the region given that it's still very much looked on with suspicion by the closest allies like saudi arabia and israel. >> this is a worrying deal for saudi arabia israel and other american allies this. worked out well for iran. if this deal hadn't happened iran has strategic interests in the region syria, iraq are lebanon. it would have put those sbsz in great danger if this wouldn't have happened.

they would have been stretched then wouldn't be cooperating with united states against isis. this secured their interests in the region. this is one of the reasons they wanted this to go through. they would have been under more pressure if the nuclear deal hadn't been signed. one of the reasons they wanted this deal to go through wasn't to make sure they secured the nuclear deal but to keep supporting all interests in the region. that's been important to them. they didn't want to loose strategic interests in the region. iran is the most important shia population in this reejgion. it wants to look into all of these places. if strapped for cash and threatened by israel region it can't -- [ inaudible ] now it can. iran gets a huge cash injection.

they extended a credit loan for assad regime for $1 billion. these things go hand in hand. people rely on iran in the region. >> if you're staff with us dafna, let me ask you in terms of reaction from the israelis obviously the israeli prime minister staked a lot coming to united states congress trying to prevent this deal from going through. what do we expect in the 60 day window that congress has to take this up? can you see the support from the israeli government from those trying to block this deal? >> that's a good question. we have to be on the lookout for. that at the moment netanyahu's efforts were intense but clearly failed this. deal is going through. what he could have happen in congress is another question. he has strong support and allies

on the republican side. i'm sure he'll use that to great effect. that doesn't mean he'll succeed and get this deal blocked. for iranians they started this in 2003 looking for a grand bargain. they didn't get that here. they looked for a nuclear deal. this is not u.s. iran relations. this is about freezing the nuclear program in place and -- and allowing iran back to the global party. >> let me ask you that question in terms of overall objective of iran and what this means for u.s. iranian relations going forward. there's syria and elsewhere. could this address regional issues put on the back burner for these talks?

>> deaffinitely opening between the two countries. i think that's what the president wanted. it's mutually beneficial for both of them. the isis thing suddenly came about and brought america and iran together. isis is huge threat to shia interests iran has. it's destabilizing countries like iraq and syria. the two could work together on these sort of things. they do have a common interest. it's in iran's benefit to have a relation shim withship with the united states. the supreme leader made a speech saturday night saying even if this signed it doesn't mean iran and america will have a relationship. >> we'll going to have to live with. that stay with us on msnbc.

welcome to "way too early." it is tuesday, july 14th 2015. a deal has been reached over iran's nuclear program. in the exchange of ease of economic sanctions and historic pac with the skpuszunited states and other world powers. iran and six world powers have agreed to a deal to limit iran's nuclear production next 10 years and also curb access to nuclear fuel and equipment for 15 years.

both are in return for hundreds of millions of dollars in sanctions relief. sanctions will not t be lifted until the iran proves to the iaea it met obligations under the terms of the deal. iranian president rouhani has taken the first step tweeting a photo signing the agreement. the agreement runs 80 pages and struck after pain staking review that stretch into early hours of the morning. the foreign minister says the agreement benefits all sides. >> i believe this is historic moment. we are reaching agreement that is not perfect for anybody, but it is what we could accomplish. it is important achievement for all of us. today would have been the end of hope on this issue, but now
