today's announcement from president obama will discuss that. and later, jessica alba's billion-dollar company built as eco-friendly is under fire after people take to social media claiming they've been burned by the company's sunscreen. good morning, everyone. i'm tamron hall. it is now just three days until the first republican presidential debate. in exactly 30 hours we decide who makes the cut to be on that prime debate stage. right now here's the race where the 17 republican candidates stands. our wall street journal poll shows donald trump in the lead with 19% of the gop vote. wisconsin governor scott walker is not far behind. look at his number, 15%. former florida governor jeb bush is third at 14%, followed by ben carson at 10%. the rest of the field is in the single digits and the final four

in our poll are at less than 1%. as for who will be on the 10-podium stage thursday night, right now the final two spots would go to new jersey governor chris christie and governor john kasich. rick perry would be left out. it's at 5:00 p.m. eastern time when they determine who will be on that stage. in the meantime, candidates are spending hours in practice sessions as they prepare to face trump who will take part in his first debate. the strategy so far, it seems, a kinder, gentler trump. >> i think frankly i would like to discuss the issues. i'm not looking to take anybody out or be nasty to anybody. as you know, chuck, when i made harsh statements about various people, that was always in response to their criticism of me. you know, rick perry, i always thought he was a nice guy, but he started hitting me hard so i hit him harder.

i'm not looking -- i don't know what they're going to be doing. i'm reading so many -- >> so if they don't attack you, you're not going to attack them. >> i think it's highly unlikely, i really do. >> but if they attack you -- >> i've always counterpunched and you have to counterpunch. turning to the democratic side as first reported by the "new york times," there is now speculation that vice president joe biden will jump into the race for president. however, former senior white house adviser and top strategist for both obama-biden campaigns, david axelrod, says he would advise against that. >> i really have such a high regard for joe biden. i think he's been a great vice president, great public official. i would hate to see him risk it all on a campaign that likely wouldn't succeed. >> joining me now live, republican strategist rach gailen, political columnist roger simon and colleen nelson. thank you all for joining us. great to have you all on. rick, i'll start with you since it seems like the lights, the

shining bright lights, are on the republicans right now. we have 5:00 p.m., that's the cutoff time tomorrow. do you believe that rick perry and governor chris christie will make the cut at this point? >> who knows. the nbc poll that you were referencing earlier, tamron, had it equaling 1,000. but the difference between 1% and 5% is five voters. no pollster in america would bet their reputation on half a percentage point on a thousand-person poll. so who knows what's going to come up. i don't even know what polls they're going to use, so we'll see. someone is going to be left out and there will be hard feelings, but the beat will go on. here's the thing that everybody has to remember. we got a long way to go. this is august of the off year. the first vote in new hampshire next february will be after the super bowl. so there is a long way to go,

and i think we're putting a lot of pressure on people about this first debate that nobody is going to remember six or seven months down the road. >> you know, what we end up remembering, for example, when governor perry had that now infamous moment and we did not forget that and that still lingers over his head -- >> something stupid. that will remain, that's true. >> that will definitely remain, colleen, so while this is very early, to rich's point, these moments that last, it seems a lifetime certainly could be made on thursday night. >> that's exactly right. the general wisdom here is that you can't win the race in the first debate, but it's possible that you could lose the race in the debate. and rick perry is the cautionary tale. we all remember his oops moment from 2011. it effectively ended his campaign, and there are also some moments that it may not end your campaign at that particular day, but it lingers, and so look back to 2012, there was a republican primary debate, and that's where mitt romney brought

up the prospect of illegal immigrants self-deporting. and that wasn't too harmful to him in the republican field, he obviously emerged as the nominee, but it came back to haunt him in the general election, and it's a phrase that stuck with him for months and months. >> and roger, it's fascinating this weekend to watch all of the seasoned politicians focus on donald trump and how they are preparing to battle him -- not how they're preparing to present their policies or where they stand, it's how i'm going to counterpunch or first punch donald trump. let me play a round-up from what we heard from rick perry down the line. let's play it. >> well, i full well expect to be on the stage, but as a lot of people recognize, this is not a one-shot pony here. we got a full campaign in front of us, lots of things going on. >> for me and for every one of us who is going to be on that stage. once you're on the stage, it doesn't matter if you're number 1, number 5, number 10.

you'll have the opportunity to make your primary pitch to voters across america. that's what i plan to do and i'm confident i'll be there on thursday night. >> as it relates to the polls, i'm the governor of ohio. i wasn't traveling around the country trying to take care of myself, i was concerned about ohio. not a lot of national reporters wanted to come here and cover things that were going well. approxima if we wanted to blow things up, they would have been here. >> rick perry was the first guy to say i'm going to take this guy on. what do you think of the attention they're paying to one individual? >> this campaign is and has been for some months now all about donald trump. it is amazing how he has focused the attention solely upon him and what the republican field is going to do about him. frankly, although i expect perry to be the most predictable in terms of attacking trump, i think the rest will be smart enough not to attack him.

you know, one thing that donald trump is not is an object of sympathy. you beat him up for two hours on network tv and make him an object of sympathy, and his poll numbers are likely to double. it's just not a good strategy. it's fine to disagree with his positions, some of which are genuinely wacky and impossible, but to take him on personally, i think it would be a major mistake. >> and i think that would be a mistake for any of the candidates to focus on the other person besides them personally, but rich, let's talk about who will stand up in that group to take on donald trump's immigration policy, for example, which is the very thing that got him in the headlines and got that focus group folks that we talked about at the end of the week saying that they are, at this point, seriously considering a trump presidency.

>> yeah, well, let me disagree a little bit with roger. i think if i were advising some of the second or third-tier candidates, the people from 6:00 to 10:00 on the stage, i'm going to take a wack at trump just to get in the news on friday morning. >> let me hear a scenario. >> immigration would be fine. the fact he's never been in politics, he's never had to deal with an equal -- like an article of one branch of the federal government. >> listen, the reason why i ask that is because when you combine the polling numbers right now, ben carson at 10%, donald trump at 19%, that's 29% of the voters' poll who wanted an outside or non-politician. >> well, that's true, but let me remind you that four years ago, at some point michelle bachmann, rick perry, herman cain, rick santorum and newt gingrich were

all at the top of the polls at some point in the process, and of course mitt romney. it may very well be that trump is the nominee, i don't have any idea. but i think the better bet is that this will burn itself out. >> colleen, let's talk about this "new york times" article, columnist marlene dowd reported this weekend that vice president joe biden has been urged to make a run after his son urged him as he died. she wrote, he tried to make his father promise to run, arguing that the white house should not revert to the clintons and that the country would be better off with biden values. joe biden knows what beau wants. now he just has to decide if it's who he is. he doesn't want the party to hover over his legacy, but how do you deny someone, if he does move forward, say he is inspired by his son's words? >> right. i think that's a really good

question. and there is no doubt that beau biden's wishes, joe biden's family's wishes will be a factor in this decision. and in talking with friends of joe biden, they've made clear that beau expressed, even after he was sick, expressed to his dad that he would like to see his dad run. hunter biden, the bidens' younger son, has even reached out to friends in recent weeks even after beau biden's death and has said that he still wants to see his father run. so certainly that has to factor into this decision. and at this point, it appears that joe biden is at least listening to his friends and political allies who are urging him to jump in the race. he's at least giving this some consideration, but it's worth noting that hillary clinton still has a very big lead. this would be a steep hill to climb for joe biden. it's not as if he's secretly been building a campaign organization during this time. and so he would be coming to this essentially from a standing start and would have a lot of catching up to do. >> is it a standing start when

you're the vice president, you're highly identified, you've run for president? it's not like, as rich pointed out, a donald trump who has no legacy or no political background. is it, roger, a standing start for joe biden if he gets into this race? >> i think he would have a lot of support. he has a lot of friends. he's a great campaigner. he knows the machinery of how to run a campaign. what i think really all joe biden has ever wanted from the beginning is to establish the fact that as the sitting vice president for the last eight years, he has a right to run, that he has a place in the field, and that to count him out, as many people did in the beginning, they didn't even factor him in as a possible candidate, i think that upset him. and i think as long as he establishes the fact that he has a right to run and can decide

developing now, we are awaiting a statement from the family of a memphis police officer shot and killed in the line of duty this weekend as the manhunt intensifies for the suspect. police say 29-year-old ray wilborn gunned down officer shawn bolton during a police stop friday night. police believe shawn bolton interrupted a drug deal. they had to use the officer's own radio to call for help because residents said the 911 lines were busy. >> please, please, hurry up. >> there was a traffic stop and he was armed. the subject bailed out. it was a traffic stop.

>> checking. you are advising that the officer is down? or the suspect? >> msnbc's adam reese is in memphis with the very latest. adam, before we talk about this concern over the delay with 911 response, what do we know happened during this traffic stop and the latest on the search for this suspect? >> reporter: police and u.s. marshals, tamron, are on the hunt for wilborn. he was out after serving 10 years in jail on a bank robbery charge. on saturday about 9:19 patrolling alone, officer bolton came on this car that was illegally parked. he shined his light on the car, not knowing he was interrupting a drug deal. wilborn in the passenger seat gets out of the car, there is some kind of struggle and wilbourn shoots him several times. he was lying on the ground. according to residents, two of them called 911, but there was

no answer. someone came to his body and used his two-way radio and called for help. okay, so we don't have that sound bite. the police chief calling wilbourn a coward. now, officer bolton was 33 years old. he had served in iraq for four years as a marine. he served here for five years. he's the third officer, tamron, to be killed here in the line of duty in the last four years. >> all right, adam. thank you very much. we'll continue to update our audience on the search for that suspect. that's an absolute horrible crime there. coming up, a sentencing showdown set for today over defunding planned parenthood. it would be more difficult than it seems for republicans. what our team is saying about that, and this. 33-plus veteran firefighters who say they've never seen fire

everyone loves the picture i posted of you. at&t reminds you it can wait. developing now, a round of severe weather that killed one person and injured 20 others in the midwest is heading toward the northeast right now. near chicago, a violent storm forced dozens at a festival to try to take shelter under a tent, but heavy winds toppled that tent over and killed a 35-year-old father. now more than 19 million people are at risk of severe thunderstorms, downpours and hail this afternoon. nbc's john yang has more. >> reporter: severe weather turned deadly over the weekend when high winds caused a tent to collapse at a small festival in suburban chicago. >> we have one fatality, three

serious injured and about 17 to 20 minor injuries. >> johnny anderson said his band southern jack was just seven minutes away from performing at prairie fest, 29 miles west of chicago, when this storm hit sending festival goers scrambling for cover. >> basically, i was on stage left and i just walked away from underneath the canopy, and the poles started falling the other way. i see that the whole tent had fallen over. and from there it was just chaos. >> i was really scared. i saw all these ambulance coming, and the thunder was just so terrifying, and the lightning, and i was really, really afraid. and then it just all happened, flashed before my eyes. >> reporter: the dangerous storm systems across the midwest also brought tornadoes to the region. a huge twister touched down in iowa near the town of nebbinville on sunday evening. the tornado picked up debris and reportedly destroyed a few barns, but no reports of injuries. in the suburb of gray's lake,

we are back with our first read on politics for you this morning. a showdown is brewing in the senate this afternoon with the upper chamber set to vote on a measure to defund planned parenthood. the new push comes after release of videos produced by an anti-abortion group allegedly showing staffers discussing the sale of fetal tissue to researchers. planned parenthood says allegations that it profits from tissue donation are untrue. also we're in the final countdown before the first gop presidential debate. a handful of gop candidates are back on the trail today. after attending this week's donor summit convened by billionaire koch brothers in california. an in attendance were scott

walker, ben carson, ted cruz. noticeably absent was donald trump. with us is senior editor mark murray. let's talk about the showdown in the senate. thif quote, republicans may find that defunding planned parenthood is harder than it looks even if it overcomes obstacles like a democratic filibuster, a presidential veto or a battle royal over shutting down the government. they may still collide with medicaid law. the fight could leap from congress to the courts. >> if every republican ends up voting for it, that gives them 66 votes and they still need 6 democratic votes. nobody is expecting to be able to get the 60 votes necessary. the other big obstacle is that

invoc -- invoked civil rights. he said, look at the american revolution, the anti-slavery movement, the women's suffrage movement, the sifrl rights moomt. all of these struck a moral chord with the american people. they all sought to overcome an injustice. and we are, too, seeking to right injustices that are holding us back. >> that describes the koch brothers' idealogy pretty well. they don't want the government to play a big role on things whether it's the economy, environmental regulations or also being for criminal justice reform. so tamron, this is really consistent with their libertarian idealogy, but it also makes for very strange bedfellows. >> absolutely, and we have the new poll out. tomorrow at 5:00 p.m. eastern is the cutoff time and we'll know who makes that debate stage. how much protest do you think we'll see by 5:00 p.m. tomorrow by those who don't make the cut on the main stage. >> tamron, you'll see a

tremendous amount of protest, and i think the question is, is this really limited to the top 10 or do they end up getting an 11th or 12th person because of rounding? it's important to note that fox, who set it up, said there was not a cap at 10. if there is some tie involved in the roundings, you might get 11 or 12 on that debate stage, but we'll probably get the final word from fox news tomorrow night, tamron, and it will be interesting to see who makes the cut and who doesn't. >> it will be so interesting. thank you, mark. we'll see you tomorrow. meanwhile, developing today in just a few hours, president obama will unveil what he is calling, quote, the biggest, most important step we've ever taken to combat climate change. the clean power plant limits the amount of carbon power plants can emit into the atmosphere. it's the final stricter version of the epa proposal draft it was based on. now, power plants in individual states will be forced to slash emissions. the initiative also encourages a move to renewable sources like energy, wind or solar. and joining us now, msnbc's tony

dekolpel, host of "inside the greenhouse." the "new york times" made the point over and over, this is a more substantive and stronger plan than what was proposed. a big step here. >> it goes further in the long term. power plants would have to cut more emissions, 32% by 2030, and there is going to be a stronger shift toward renewable, about 28% instead of 22% by that same time period. but states have an extra two years to comply. they don't have to do anything until 2022. >> by the numbers here, 2014 was the warmest year on record. june 2015 was the warmest june on record for the globe. first half of 2015 also record warmth there. we've got this republican debate happening on thursday. this is likely incredible timing or well-planned timing by the administration to put some of those candidates on the hot seat

regarding where they stand on climate change. >> it's going to force us into the presidential campaign for sure. president obama's advisers are saying he's about to embark on an all-out push to sell this plan. he's going to the arctic, he's going to nevada to talk in the desert. hillary clinton came out and said, i support obama's plan and i'm going to go even further. that will force the republicans to take a stance and you'll see that at the debates. >> does this give states wiggle room not to make these bold changes that are necessary to improve our climate situation? >> there's not much wiggle room, and you'll notice the administration doesn't use cap ask trade and trade at all, but what it does is force states into these legal cap and trade limits. there is a system in the northeast using this and there's one in california. they're going to be plowed into that for sure. cap and trade, aka cap and tap, as the republicans say, that's coming back big time. >> what about those states like west virginia already

anticipating a big pushback from lawmakers there saying, this is costing jobs, this will inevitably hurt the economy in west virginia, and major coal producers here? >> it will. they are saying this will be transformative. two major coal companies have announced bankruptcy in the last few months. the energy world is changing and coal is the loser. >> just for those at home and they look at some of the stats, they wonder immediately, how does this affect their state. what is the true headline from this, not in long ball terms, but at least in the next 10 years? >> if you're a coal miner, you might want to think about retraining. your lights will still go on when you flip the switch, don't worry about that. but your energy bill may go up a bit. that's happening. >> which is something people don't want to hear, but in the larger scale -- >> it's much more necessary to make the shift, and hopefully in

that's huge for my bottom line. what's in your wallet? this morning there is new outrage over big game hunting. first it was the killing of cecil the lion, now today wildlife officials in zimbabwe are accusing another american, a doctor in pennsylvania, of illegally killing a lion back in april. they say his guide, quote,

hunted without a quota and a permit. nbc's kristin b ardalouf joins from london. are we only hearing about this killing in april because of cecil the lion? what's going on here? >> and those who study the lions say they've never seen this type of outcry before. the second illegal killing happened in april of this year by a doctor from pennsylvania. we can see him on internet posts with some of his other kills. he is accused of shooting a lion without approval on land where it isn't allowed. the landowner has already been arrested, but they tell the associated press he acted in good faith and that the correct paperwork was in place. there is still no word on whether zimbabwe will seek that doctor's extradition like they are doing for walter palmer. palmer is accused of illegally

killing cecil the lion. he says he relied on his guides on whether that hunt was ille l illegal. it was first reported that cecil's lion jericho was also killed. he has been spotted alive and well, and it's also reported that he has accepted and is taking care of cecil's cubs. but this ignite az debate of big game hunting, both legal and illegal. they've exploded with criticisms of not just doctors in these cases but big game hunters, making for a pretty nasty back and forth between the two sides. zimbabwe has suspended hunting of lions, tigers and elephants until this is resolved. that office is closed for the day. >> we greatly appreciate it, kristen. a tragedy at an amateur baseball game tops our look at stories around the news nation this morning.

nine-year-old kaiser carlisle has died from injuries sustained during a game on saturday. kaiser was a bat boy for the whipple b. jays from south city, kansas and was recovering a bat from home plate when he was accidentally hit in the head about fr a batter warming up in the home circle. he was wearing a helmet at the time. the team sported k.c. on their uniforms in their game on sunday and joined a prayer circle in honor of that little boy. also, on to another story. firefighters are struggling to contain unprecedented wildfires out west. 21 fires are burning in california alone, and 12,000 people have been ordered to evacuate. the largest of the fires, dubbed the rocky fire, tripled in size over the weekend to 84 square miles, roughly the size of st. louis. the fire has destroyed two dozen homes, threatening over 6,000 more. governor jerry brown declared it

a state of emergency, and helicopters and air tankers are now assisting. after a flurry of criticism, the pro hall of fame will allow nfl great junior sales' daughter sidney to speak at his induction ceremony, reversing their decision not to allow anyone other than presenters and recipients to speak during the ceremony. seau committed suicide back in 2012 and was posthumously diagnosed with a disease followed by head trauma sidney just wants to give the speech he would have given and that it's solely about him. there is major backlash this morning about a popular brand of sunscreen, saying the honest company's non-toxic sunscreen doesn't work and they mainly used the product because they didn't want toxic chemicals on their body.

with that, are they sacrificing product? >> reporter: known for their safe and eco-friendly products -- >> we created the honest company because we had to. >> reporter: the honest company, co-founded by jessica alba, is now under fire by some customers claiming the brand's sunscreen has failed them from the scorching rays. angry customers taking to twitter, posting pictures of themselves, showing serious sun burns after using the product described on the company's site as an spf 30 sunscreen having broad spectrum protection. frustrated reviews on the product's amazon page claimed it does not work and warned others to not use. mom greta stabler says she bought the sunscreen on a recent trip to costco. >> i trust the brand and i trusted the product. >> reporter: the result? after applying it early and often as directed, she said -- >> she got really burned on her shoulders, her arms, her legs and her face, so she was burned everywhere. i was very angry.

>> reporter: the possible reason for the negative feedback could be attributed to a recent change of ingredient. our nbc chicago station reporting that just this year, the company dropped the amount of zinc oxide from 20% to 9.3%. to put it in perspective, a majority of other sunscreens using zinc oxide as a main ingredient contain around 18 to 25%. when it removed the zinc, the company says, it did add other ingredients to keep it effective. in a statement to nbc news, the honest company says after the product was tested by a third party, the results show that our product is effective and safe for use as an 80-minute, water resistant highest rating spf 30 sunscreen lotion and in accordance with fda regulations when used as directed. added to that, the number of complaints represent one half of 1% of all units actually sold at honest.com. >> all natural isn't necessarily

realm? >> i was excited to have the opportunity. i thought it was due time for me to be able to address issues that aren't always pulpit appropriate and yet they are necessary. >> what's not pulpit appropriate? >> you will get into some cracks and crevices i don't want to go to. but from the talk show we can talk from a broad array of subject, faith, family, politics, life, issues, things that concern us all. i'm just so happy to have the opportunity to have a new space to operate? >> it's interesting when you look at the landscape of daytime stalk, you have shows heavily focused on gossip, others focus on what might some feel are the superficial things in life. with that said you want to bring the substantive life conversation. what oprah really did for many years out of that studio in chicago. >> it's really ministry. people don't recognize it as such but it really is ministry to help people think through in a common sense way how do i go on with my life when i've had setbacks or through grief or divorce or trauma or tragedy.

we're really good on tv about hoe showing the problem but not the solution. i think a lot of people feel trapped right now so the opportunity to do the talk show is so exciting to me. it's going to be a limited markets throughout the summer but hopefully if the fall of 2016 it will go across the country. it's a great opportunity for me to be able to give my insights and help people evaluate where they are in life right now. >> as i mentioned another successful book "destiny" hits book shelves tomorrow. is there a common question that you find that you're asked by men, women, people of all backgrounds? >> you know, the thing, tamron, so many people feel like they're like rats in a maze. they're busy, running, but trapped and can't get out. they're running fast but they're not making steps. this book is about how to make destiny steps and to move your life towards your purpose and not your problems. so many people are so distracted by their problems that they're always in repair mode. and i'm trying to get them out of repair mode in this book and to focus on what's in front of you rather than always trying to fix what's behind you.
