mother dorothy. she was abandoned by her parents at the age of 8, sent from chicago to l.a. to live with grandparents who didn't want her. but people showed her kindness gave her a chance. like the teacher who saw my mother had no money for food and started bringing her extra from home whispering, you know, dorothy, i just brought too much food today. she went to work in somebody else's home at age 14. and it opened her eyes. for the first time she saw parents who loved and cared for their children and that is the kind of loving family she provided for us. when she needed a champion someone was there. i think about all of the dorothys all over america who fight for their families who never give up. that is why i'm doing this. that is why i've always done this. for all the dorothys. >> the other ad highlights clinton's work fighting for american families. >> my mom's life and what she

went through are big reasons why standing up for kids and families became such a big part of my life. >> after law school she could have gone to a big firm but instead went to work for the children's defense fund. in arkansas she fought for school reform to change lives forever. then as first lady she helped get healthcare for 8 million kids. you probably know the rest. the senator who made sure the heros and families of 911 got the care they needed. the secretary of state who joined the cabinet of a man who defeated her. because when your president calls youcall s serve. and now a new title grandma. >> i believe when families are strong america is strong. >> the two commercials will run for the next five weeks at the cost of roughly 2 million dollars. this as reports of a biden presidential run are heating up.

the "new york times" reports they are starting to actually explore a presidential campaign. the super pac has been working to recruit the vice president to run for president. a recent poll shows biden has room to grow. among democrats he's in third place with 13%. clinton still has a commanding league and bernie sanders in second place with 17%. things get interesting when you look at favorableility and trustworthiness. 49% of voters have a favorable opinion of joe biden. 47% have a favorable. opinion of hillary clinton compared to 51% who don't. for more senior fellow at media

matters for america. msnbc political analyst and professor of politics at occidental college. what is hillary clinton trying to accomplish with this ad? >> she needs to tell her people, you know, the 55% who are for her that she is going to, you know, be competitive, not just careful sit on the sidelines. and by being visible on tv especially when there are a lot of republican attack ads on tv already, a directive against her, more than $30 million directed mostly against her, she needs to indicate that she's in there. the spots are good. i don't know if i'd call them great. and i think she needs to pick up the pace a little bit in her reading from prompter. but she -- you know, she has to lay down the biographical frame

for her campaign. she did not do that in 2008. she assumed people knew who she was. they don't know her background they don't know about her mother. they don't know her arkansas years. >> are these ads in response to her favorability numbers or part of a long term plan to humanize her or both? >> i think they are probably long-standing. these are very transitional first run ads. you lay out a biography. from what i understand this is about the same time she ran her first batch of ads in 2007. you talk about the favorability, the press is really going all in on the favorability ratings. 40 points ahead in the democratic primary. and i think the d.c. ads really want to find a hook and going for favorables.

>> the trust numbers are very misleading. >> on this trustworthiness question, have we seen a poll anywhere thats and same question of republicans of the? >> not many. >> it's in almost every clinton poll. there might be one for jeb bush. >> they don't matter. bill clinton was elected twice with very low trust ratings. people trusted george h.w. bush much more than they trusted him in 1992 and they trusted bob dole more than they trusted him in 1996. what people want is somebody who is going to fight for them. who is on their side. most people don't trust any politician politicians. >> that's true. caroline, the story has been all about joe biden might jump into

the race. if he does what does that mean for hillary clinton. >> i think it's great for her. i think the bernie sanders run is also great. she was criticized in 2008 for having this air of inevitability. and if she has a strong democratic race meaning strong competition, that air will dissipate a bit. and i think he probably needs to get ready for the ugliest race we've ever seen in politics. she needs to get beaten up a bit in the primaries to get ready for that. i don't think joe biden will run. but there is a slim possibility and i think it would be good for her. >> i think should go down the table. jonathan do you think vice president biden will jump in the race? a lot of people are skeptical. >> you know i can't really offer a prediction. my guess is that when he takes a hard look at it he's more likely to say no.

but there is a decent chance that he goes for it. and i agree that i think it would be good for hillary to have real spring training beyond bernie sanders. >> eric? >> i'm skeptical of the reporting around this. this is all based on an anonymous source in a maureen dowd column. all of this seems to spring from that. it's been two days and wii haven't seen any fresh information to say this is going to happen. that said i don't know. >> joe biden's chief of staff i think has been going around and talking to people about this. and i'm sure that that's, you know, plausible. but i'm not sure how meaningful it is. ultimately this is a decision that joe biden is going to make. the draft biden efforts are not really news because it is not like somebody else is going to convince him to run for president. he's going to decide on his own. >> what is news is the "new york times" essentially endorsed nit the last 48 hours. >> also let's pretend heads

jumps in. what would this mean for bernie sanders? >> i think it would be a problem. again i'm look algt the media, the "new york times" today talked about biden getting in. they didn't even mention bernie sanders' name. he's not really an entity in terms of them. i think he would have a problem. >> i don't agree with that. think hie's drawing you have a ideological ae base of the party. >> caroline what would vice president biden jumping into the race mean for republican candidates if anything? >> well i think that they would be facing a much better prepared hillary clinton in the general election. but in terms of selection choice on their side amongst the 17 candidates i don't think it would be much. >> 50% of americans don't trust

hillary clinton compared to 58% who trust biden. why do you think -- even though you said the numbers don't matter. why do you think her numbers can't continue to stay bad on trust. >> i don't think it is irrelevant that the trust numbers are headed in the wrong direction for her. that could lead to eroding support and hurt her in general election. you know she's taking a lot of incoming. there have been a lot of stories that have taken a lot of shots at her. and she hasn't handled them all that wayell. and there tends to be a pattern where, with the clintons going back many years, where there is a cover up without a crime. there is nothing underlying any of these e-mails that was all that terrible but they make it look like something bad happened by the way they handle it. by the way they let the details dribble out. and so she needs some time without these kind of these news

stories to get some trust back. but as i said earlier, it is not something to focus unnecessarily on. people ultimately are going to make their decisions on other factors than whether they trust any politician. >> i'm going to end with caroline and eric. and how much of this is part of a desire among democrats to have vice president biden in place in case secretary clinton flames out? >> i think that is a really good point, john. and then there is some possibility, right, with all candidates that something will happen. some october surprise or some scandal will come forward that will thank their candidacy. so it is good to have a back up plan. although as someone who may be supporting the democratic party, i don't think that joe biden is the strongest candidate. hillary clinton certainly is. he's good for a back up. but i don't think he could win a general election against the republicans. >> what do you think of that?

welcome back. earlier today the obama administration announced the most ambitious climate change policy to date. the clean power plan is designed to cut greenhouse gas emissions from u.s. power plants. each state will be given goals and can decide how to meet the goal through the use of natural gas, or energy efficiency programs. the epa expects carbon emissions will be cut 32% by 2030. president obama highlighted the need. >> there have never been federal limits on the amount power plants can dump into the air. we limit amount of toxins like mercury and sulfur in our air and water. but existing power plants can

still dump unlimited amounts of the harmful carbon pollution into the air. for the sake of our kids and health and safety of all americans that has to change. for the sake of the planet that has to change. >> 2016 presidential hopefuls are weighing in on the president's plan. jeb bush released a statement that read in part president obama's carbon rule is irresponsible and overreaching. the rule runs over states governments will throw countless people out of work and increases energy prices. after the plan was released on sunday hillary clinton released a statement, the obama administration's clean power plan is a step forward in meeting the threat of climate change. it is a good plan and i defend it. as president i will launch a clean energy challenge to give states cities and rural communities that are ready to lead the tools and resources to succeed. by combining the clean power plan with my clean energy challenge we'll achieve two big

goals. we'll have a half a billion installed solar panels by the end of my first term. and have enough renewable energy to power every home if america within ten years off my taking office. and will make america a clean energy super power and global looerd leader in the fight against climate change. bernie sanders. we must move boldly towards renewable energy and also kill the keystone xl pipeline which will facilitate the excavation and transportation of some of the dirtiest iestiest on the planet. the proposal sounds to me like a step forward in ending our dependence on fossil fuel and i support that effort. now we should point out that

hillary clinton did not mention the keystone xl pipeline in her statement. for more let me bring in naomi klein. she's the author of "this changes everything: capitalism versus the climate" now available in paperback. how big a deal is today's proposal from the president? >> well look it is neither the apocalypse that we are hearing from the republicans or this history-making history-making breakthrough here hearing. it is historic but only historically because so little has been done. this is not a plan that is in line with what scientists are telling us we have to do. we have to be cutting our emissions much more rapidly and more deeply than this plan will allow by its own measures. you know, we hear things like 32%. but that is just talking about electricity. the economy has a whole is going to be seeing around a 6%

emission reduction pathway at a time when we need to be seeing things like 80% emission reductions. >> can the economy handle the enormous cuts that you are talking about? >> well actually, if we were to take climate change seriously, if we had an action plan in line with the kind of rhetoric that we hear in the obama administration that rightly calls this the challenge of ore generation, kerry has talked about climate change as being akin to weapons of mass destruction. if we took that seriously it would create enormous numbers of jobs. it would be a huge stimulus for the economy. germany, which has rapidly transitioned towards renewables has created 400,000 jobs. so it would be tremendously good for workers if we did it right but obviously it is going to cut into the profits of the most powerful industry on earth which is oil and gas so they are fighting to block that type of

progress. >> in your fwook you make the point that it is not carbon that is the problem. it is capitalism. do i have that right? >> well it -- >> and if so how does that work? >> the reason we haven't transitioned to the next economy, the economy that would create these jobs and get us on a stable pathway is because the profits are so great in the existing economy. and we have an economic system that rewards profits above all else. we have this deregulated market fundamentalist system that rewards very short-term thinking. so what i argue in the book is that the reason why we have failed to make progress despite the fact that the technological breakthroughs are there, we have the means to do this. prices are -- have even dropped dramatically. the reason why is because we have liberated the market to such a degree that we have huge players like the koch brothers just buying the political process. we've prooifzed so much that we

lack many of the tools that we need to transition. we're locking ourselves into more free trade deals that allow corporations to sue governments. that is what i mean by we have to talk about capitalism. we have to talk about this economic statistic in our tway. the problem is not the technology. we have a systemic problem. >> back to the president's plan. how will the president's plan be enforced? can states refuse to participate? >> we will find out. but this gives more leeway to states. allows them to opt in. i think is encouraging them to opt into to cap and trade schemes. and so that is why i think the devil is in the details a lot on this. we'll see what loopholes are in place. but it is more -- one thing i think is very positive in the plan is that there are more incentives for renewables. in the last phase of the plan it was more geared towards natural gas and less towards renewables.

and this is encouraging putting more incentives in place for states to roll out renewables more quickly. and i want to be clear this is definitely a step in the right direction. the problem is that we also have a lot of steps in the wrong direction simultaneously. last thursday shell started drilling in the arctic doing exploratory drilling. and they were given that permit by the obama administration. and you just quoted bold promises from hillary clinton. but at the same time i think we're getting to this point where we have a lot of support for the yes, you know, we want renewables. we understand they are jobs but there is still a lot of resistance to standing up particularly to the oil and gas lobby. you know the coal lobby is getting weaker and weaker but oil and gas is still very very strong. so we're still seeing waffling on keystone both from obama and hillary clinton. and, you know -- and there is, you know, drilling in the arctic which i don't think there is any excuse for.

and even if we reduce emissions -- coal fired emissions in the united states we're still seeing leases handed out for coal mining in the powder river basin and plans for big export terminals in the pacific northwest to export that to china and india. so even if we reduce emissions in the united states if we're just exporting that coal to be burned somewhere else it is not a net gain. >> i have to ask you. hillary clinton's refusal to answer the question on the keystone pipeline do you think she should? >> i absolutely think she should. and her excuse is well, you know, this is something i had a direct hand in while i was at state. but, you know, she doesn't seem to have those same qualms about all kind of other issues she was directly involved in at state on foreign policy. i see no reason why she can't comment. and i think it is a little suspicious that she won't, frankly. >> naomi, thanks for joining us. up next an intense man hunt

take the stage tonight in manchester new hampshire. from washington following the vote to defund planned parenthood. the republican front runner will also be absent. trump declined to participate. his lead as opened up as debate season begins. the latest poll puts trump at 26%, double his closest opponent jeb bush. only one other candidate scott walker had double digit support. despite the big lead trump has been tempering expectations ahead of thursday's fox news debate. >> i'm not a debater. i've never debated before. i've never been on a stage debating. i guess my whole life has been a debate in one way. i've never been on a formal stage debating. you have nine other people shooting at me. and that may be true maybe not. but i really don't know.

>> and will trump be prepared for the big stage? >> i certainly, i think i know most of the subjects very well. i've been through it. a lot of people have been asking me a lot of questions for three or four months and we'll see what happens. but i don't think you can artificially prepare for something like this. >> trump will share the stage with many experienced debaters thursday night including five governors. several more candidates are scheduled to take part in a forum earlier in the day. former irs commissioner mark eberson filed a complaint today alleging fox news is using an unfair and unlawful process to select candidates. he says he's the only candidate in the straw poll who has been excluded from the upcoming debate.

chiral ion, how much of an impact do you think will the first debate have on trump? >> well i think all of the candidates are going to be firing at him. and i think that he will not do well because despite what he thinks these are very intense moments. and there are things you can do to prep. and that is why candidates have spent months on it. and we have known for months since trump put his name in the hat that he hasn't been focusing on debates. so i think that this might be his last big moment if not at the -- right at that moment maybe within a few weeks he'll be out of race because i don't think he's going to do very well. >> eric, how do you think trump will fair at the debate? he's trying to downplay expectations here. >> i don't think if it's going matter. nothing to date has mattered. he's at 26%. more than doubled jeb bush's lead. a month ago we would have all said that is crazy.

i don't even think it matters. they try to limit it to ten but even with ten people on the stage they are going to talk collectively five our six minutes each. i'd be surprised if this is a turning point. but every head line is going to continue the republican nightmare and be about trump. >> how do you think trump will fair jonathan? and do you think he's underestimating how difficult the debate is going to be? >> i think he is. but he also is a talented publicity hound. a talented communicator over the years has a lot of experience with the media. and he's also unembarrassable. the idea that somehow, you know, he's going to be like embarrassed off the stage and drop out after a couple of weeks because his numbers go down i don't think the people who like him right now, call it 20%. the polls are 15 to 20%. those folks are not going to go oh i used to like him and then saw him in the debate and then decided i didn't like him

anymore. he is gaffe proof. they like the fact he'll say anything. they like the fact he'll turn to these guys who are kritd sizing him and deck them. that is going help him. i'm not saying he's going to necessarily go up in the polls. he may because he's taking it so lightly go down. but the idea that he's not going to be in this race at least to the republican convention a year from now i think is wrong. i don't see any reason for him to drop out. he obviously has plenty of money and this is a transformative event in this race. >> let's talk about the guy whose not -- who is complaining he's not in the debate. mark everson. what's your take on the debate process so far? >> he should be filing with fox news. they are running this primary. after 2012 a lot of republicans thought well that fox primary was so messy. they didn't see anything. this is -- is being literally

run out of their office. they are meeting to tonight to go over the polling to send out the invites. it is very unusual. fox has clearly sort of taken control of the republican party and this is the most obvious example. and it doesn't seem to be going that great for the republican party. >> and one reason is trump. and i got to talk about trump's latino support. latino voters are still weary of trumpb even though he says i'll win the vote 75% view him unfavorably. do you think there is any way he turns this around? and when does this impact him in the polls? we already said he's bullet proof. >> it only impacts him in the polls if he runs as independent, in which hillary clinton is a lock on being the next president. but the real danger in those polling numbers is for whoever does become the republican

nominee, whether it is jeb bush or scott walk ore john kasich who has a better chance i i think people realize. marco rubio. if they have to say well i agree with the donald on this or that that relates to the border that is going to cause them some of the same problems with latinos that mitt romney had. remember how he locked himself into self deportation and these other things that are very hurtful and he only got a low percent of the latino vote. wow can't be a president of the united states in this era unless you can get well over that. this is a huge problem for the republican party. >> and caroline, is donald trump hurting the republican party. and what can they do, the party that is, if anything to fix it in time for 2016? >> well i think that he is really attracting people who like this populous

law enforcement in kentucky is dealing with drone showdown a man is facing felony charges after shooting a drone out of the sky flying over his backyard. william meredith said a drone and stopped where his daughters were sitting. he got his shotgun and took matters into his own hands. >> it was invasion of privacy. had he been flying around and never stopped at my house, we wouldn't be having this conversation. >> after he shot the drone down he was approached by four men. was i the guy that did it and i

said absolutely and i said i would defend my property. >> the men called police and that's when mer death was arrested and charged. meredith has hired an attorney and plans to fight the charges. the faa encourages drone users follow certain safety guidelines including flying below 400 feet keeping the aircraft within your sight at all times, and not flying near people. it's the legal repercussions of this incident where the lines are blurred. i'm joined by jeff roberts, law and policy reporter for "fortune magazine." thank you for being here jeff. last year you explored the legal aspects of shooting a drone invading your land. >> normally the law says you can't take matters into your own hands. call the police but there is some more, i don't know if i call them radical but aggressive people that say wait a minute, these are flying cameras and could be taking pictures and

invading privacy. it could be self-defense against aggressive robots. that's not what most think but you can see where they are coming from. >> in the meredith case it's a drone hovering over his teenage daughter sunbathe income a bikini in the backyard. what is the difference between that drone and a peeping tom? >> it's pretty close. if you rush this to a logical conclusion, everyone carries guns and we're shooting drones out of the skies. amazon wants to fill the skies with drones. if we blast away that could lead to accidents and in this case, that drone was $1800. the people whose drone it was are understandably ticked off but maybe he has a point, too. >> does meredith have a legal argument for shooting it down? >> he's got a couple. he could say self-defense doubt that will work and the drone owner is probably going to sue them for their $1800 but he might be able to counter sue for invasion of privacy. this law is fluid. >> the association for unmanned

vehicle systems safety guidelines say recreational users could not conduct surveillance or photograph persons in areas where there is an expectation of privacy without the individual's permission. did the operator the one whose drone was shot down did they need meredith's permission to fly over his property? >> well, i mean the common law says from the ground to the sky, that's the old school rules. in this case we're a new territory here and probably would have been a good idea to say hey, we're shooting my buddy's real estate property but we don't know the facts. if he was hovering over the pool looking at this man's teenage daughters, he's got a case. if they were simply doing is survey it would be better to ask. during the time when the drones are new to us they are creepy and until we have social rules, like when our phones take pictures of people. at first it really alarmed people but know we know what they are, what they do and when
