each other. police are saying they were not proertsers. the man fired multiple shots at four plain clothed detectives and the detectives returned fire. moments ago attorney general loretta lynch condemned the violence. >> i strongly condemn the violence that was perpetrated against the community, including the police officers, in ferguson last evening. not only does violence obscure any message of peaceful protest, it places the community as well as the officers who are seeking to protect it in harms way. >> joining us is tremaine lee. walk us through what went down and has the protests died down right now. >> good to be with you. so earlier this afternoon you had 100 or so protesters march

from the church all the way down to the u.s. courthouse. this was all part of an act of civil disobedience. by no means was this bedlam or violence or disarray. this was planned and protest organizers said they wanted to fill the jails as an act of civil disobedience. to keep pushing. you did have folks saying their whole intent was to get arrested. they staged a sit in and marched closer and closer to the entrance of the courthouse. a bunch of others were there watching this. a number of them stood up and that is when police one by one in an orderly fashion arrested each one. again there were still 100 or so protesteres on the other side of the barricade. they didn't push through. those who wanted to be arrested were arrested and coming off last night when we saw the bursts of violence.

they say those weren't protesters. those weren't the folks who have been working all yearlong to make change in this community and this country. so last night there were a bunch of organizers at protest meetings. at a free concert. they were a couple of miles from the violence. and in this response we have the county executive announce a state of emergency. business owners at least one who appeared to own one of the liquor stores armed with a long rifle or a shotgun. folks have been very concerned. and as always the case here in ferguson, things are teetering on the blals. always fragile. tonight with the state of emergency we'll only see what is to come in terms of any violence or any mass protests. >> let's pick on the point you were talking about tremaine which is what happened last night. as we heard, those individuals involved were not protesters. again you were just mentioning a little about what happened and

the peoples reactions in terms of what the activists are trying to do in that community. what has been the reaction so far to last night's events. and going into tonight's state of emergency as we approach the evening fall there. what can we expect from the activists on the ground? are they going to be going back out into the streets? what is the objective tonight. >> i've been talking to folks all morning and almost to a person it is either frustration, sadness or anger. there was st. louis county police chief had a press conference last night. he said this simply is untenable. he's been meeting with protest organizers for months now. and they have been building this positive relationship and taking positive steps forward and to have the incidents we've seen. last night butn't the only shooting. a night before someone shot in the arm. and the next morning someone shot in the foot. there is chaos here and it is overshading a lot of hard work that city government and the police and organizers have been

working to achieve. and a number of them said tonight if the police come out en masse as we saw last year, many said it kind of approve indicated a bunch of the violence. that that show of force kind of escalated things. but again this one year anniversary of michael grown's death and many are describing it as the ferguson up arising, a moment to remember that young man but also celebrate what really became this national conversation, national momentum towards addressing serious issues with policing and gun violence and other issues folks have been talking about. but again it is always like this calm before the storm here in ferguson. so tonight we'll see how things go down. >> thanks a lot for that update. turning now to politics and the donald trump show still dominating head lines in the polls today. donald trump is not backing down from his controversial remark about fox host megyn kelly,

saying if anyone isaoed an apology, it is him. >> the fact is she could really be apologizing to me. >> after the weekend front runner spent the weekend in full damage control mode following this comment about megyn kelly friday night. >> she gets out and starts asking me all sorts of ridiculous questions. and, you know, you could see there was blood coming out of her eyes. blood coming out of her -- wherever. >> several of trump's rivals have since slammed the remarks as derogatory and offensive. but it doesn't seem to be hurnting him in the polls not yet. a new reuters ipsi poll shows his lead holding steady at 24%.

let me begin with hillary clinton's reactions. she just reacted in new hampshire to trump's remarks. >> i thought what he said was offensive. and i certainly think that it deserves the kind of reaction that it's getting from so many others. but i think if we focus on that, we're making a mistake. what a lot of the men on that stage and that debate said was offensive. the republicans are putting forth some very radical and offensive positions when it comes to women's lives, women's reproductive health. women's employment. >> i'm curious on your take in this james. you have been in the game very long. you have seen it all. that's a complement of course. i mean that more about experience, sir. >> i know. >> have you seen anything like this before in your time?

>> well gene and i were talking in the men's room and together we've been around this for god knows how long. i don't think either one of us seen anything like this. it is really remarkable. and to some extent. donald trump is a creation of fox news. media matters study shows he's been on fox news more in the last three months than any other candidate in the republican nomination. seems as though they have gotten kind of what they want now. i've never seen anything like this. i'll confess to that right now. >> we're working on this in double ends. let me get your take as well. the monkey poll has trump --. a far distant 7%. when does the dynamic at the top change do you think? or does it not. >> who knows. literally james was saying, we haven't seen this before. we heard when he made the comments about mexico and mexicans and again when he made

the comments about john mccain and now with the megyn kelly comment, every time we heard from the republican establishment, oh it's over now. it is going collapse. this is not a viable candidacy, in fact he keeps going. and he's at a quarter of the republican party, at least, is with donald trump. and the interesting thing from that survey monkey poll is that it is not just trump but also carson and cruz who are also protest candidates. and so you have got a big chunk of the republican party having watched that debate and just essentially turning their back on the republican establishment candidates. i would call it a party in total chaos right now. >> and we should emphasize that. the nbc survey monkey is actually a survey and not a scientific poll but shows donald trump still in command. let me ask you. several candidates have condemned his remarks. lets play one reaction. take a listen.

>> they were completely inproep and offensive comments. >> the language that he's using is absolutely inappropriate. not just for a presidential campaign. it is inappropriate, period. >> do we want to win? do we want to insult 53% of all voters. what donald trump said is wrong. >> i like him. i think he's a good guy. i think he's got a lot of skills. but i just don't think for this. i think he's not right for this. >> you heard a montage of republican front runners and others who have been critical of him. if trump does fall, who is the likely benefactor. >> let me back up. we play just as much outrage when he said what he said about senator mccain. thus far, as of now it hasn't had effect. the guy that seems to be positioning himself for the inevitable fall, which, you know, i guess it will be, is ted cruz. and he seems to be the person if you look at the survey monkey

poll, which is in concentration with the university of pennsylvania and on another online poll that came out and showed trump even stronger today. i think cruz is positioned himself to try to take advantage of it. because trump can go away. but he speaks to a good 30% of the republican party. and those people are not going to go away. and they are interested in something other than in their mind they think the country is going down the drain and he's the only guy that's trying to stop it. and those 30% are going to be there whether trump is there or not. >> and eugene, you know one person that a lot of people felt came out of the debate was carly fiorina. and even though people are saying you should not be attacking here, donald trump went after her and tweeted this. i just realized if you listen to carly fiorina for more than 10 minutes straight you develop a massive headache. she has zero chance. [ laughter ] >> he doesn't care that she, you know, came out of debate strong. he's still going afterher. >> yeah. you know, he just has a way of

gettings himself on television, doesn't he. and he has a way of making us pay attention. look, carly fiorina, i thought did really well in the undercard debate and she has done really well in the sort of postdebate. arguably she has won the post debate. and you are going to hear more people attacking her because she becomes a threat to especially the establishment candidates who are going to look up in a few days and maybe she her numbers higher that be theirs. >> and hillary clinton. we're going the talk about hear a little bit. bernie sanders got a crowd of 28,000 last night in portland. the biggest of any candidate to date. how much of a threat is sanders in new hampshire where hillary was today today? and the wmur state poll, clinton at 38%. sanders at 36%.

>> i've talked to him quite primarily. hilla hillary's people are not surprised by this. and generally iowa, always a contest among democrats. i think you are going to see the same thing in new hampshire. he draws big crowds. but i thought she had the most spectacular events of any candidates so far today on the college affordability thing which is a huge issue. the difference is that the people who are voting for bernie sanders, actually most of them really like hillary clinton and the people voting for hillary clinton a lot of them like bernie sanders. the people voting for donald trump, they do not like the republican party. they do not like boehner and mcconnell and the other establishment republicans. so that what is going on on the republican side is a little different than what is going this democratic side. >> james and eugene, thank you both for that insight. >> thank you. >> thank you.

with one month until congress votes on the iran nuclear deal, president obama is continuing his campaign i against critics. a new interview released today the president accused many republicans opposed to the deal as playing partisan politics.

>> most of the democratic senators have taken the time to actually read the bill and listen to the arguments. a sizable proportion of the republicans were opposed before the ink was even dry on the deal. and that gives you some sense to the degree by which this is driven by partisan politics or ideology as to opposed an analysis. >> these comments come from the president as 58 members of congress travel to israel on a trip funded by a jewish american group opposed to the deal. senator chuck schumer made his first public remarks explaining why he came out against the deal last week. the president is on vacation in martha's vineyard, a vote to approve or reject will come in mid september. joining me now in martha's vineyard is chris jansen. thanks for joining us.

let me ask you right off the bat, to what degree is this going to be a working vacation for the president? will he be making phone calls around this particular issue to lawmakers? >> good afternoon. the president never rests in terms of what is going on in the world. but they really tried to line this up so they got their ducks in a row before they came here. remember that chuck schumer made that announcement which was not unexpected but still a blow given his statuer on these kind of issues before he left. you just played a clip from one of the them that have coming out. but yes, the answer to your question is if the white house feels they need the president make a call, if he feels he needs to make a call he will. other members of the administration have not stopped working the phones or taking calls and they have said if there is any single member of congress who feels they need more information, that they will

make people available to them. including secretary of state john kerry and ernest moniz who is the energy secretary who helped negotiate the deal and is a nuclear physicist. so they believe that the facts in the end will help to convince democrats. they know ayman that the republicans are largely almost unanimously against it. so it is those democrats who aren't decided yet who they are focusing on. >> and you talk tkt demonstrates. one most important, senator schumer who announced his opposition to the deal. he said today that we should go back and get a better deal. let's listen to that sound bite. >> this is one of the most difficult decisions that i've had to make. i believe we should go back and try to get a better deal. this deal has too many flaws to support. and therefore i must oppose it. >> so chris, you were talking about those democrats, those ones that are on the fence so to speak. shumer is the third ranking

democrat. obviously very influential figure. as he's been calling for his fellow democrats to oppose the deal, could it have an influence on in this? >> as the president has said that many of the rvps came out even before the deal was official to announce that you are opposition to it. so it was always going to hinge on whether or not he could maintain democratic support. having said that the numbers are with him. what is going happen is that there will be a resolution of opposition expected to pass. the president will veto it. he needs one-third of both the house and the senate to sustain that. and remember even though chuck schumer is very influential and the timing is difficult because it does give people time to consider his arguments, they still do believe that the numbers are going work in their favor. >> nbc's chris jansen live from martha's vineyard. thank you. now a gun night at the u.s.

consulate in turkey. at least one gunman opened fire near the compound. the consulate is closed while the incident is being investigated. joining me now from istanbul is nbc news chief foreign correspondent richland engel. what is the latest there? >> aiman there was a series of attacks across turkey today. bombings by kurdish gorillas. and a bombing at the police station here. this is normally a very safe city. and almost exactly at the same time that the bombing of the police station took place there was a shooting incident right in front of the u.s. consulate. [ gunshot ] >> nbc news obtained this video. it appears to show police confronting a woman they say had just approached the consulate with a gun. she's cornered in a crawl space.

a police officer opens fire but misses. he shouts for the woman to surrender. she appears confused and angry. the attack starts around 7:00 a.m. the consulate in a well-fortified compound was not breached. witnesses say the woman fired at least two shots outside. i woke up hearing police yelling stop, stop get on the ground. and then the area running. >> the entire area has been sealed off. witnesses say after the woman dropped a bag, took out a pistol and was confronted by police she started running. she ran to the end of the block and then hid in a building. that is where the standoff developed. at one stage the woman seems to hold up her hands in surrender and then throws something at police. police keep pyring and she's wounded. and later arrested. >> and the woman in that video has since been identified as the

51-year-old known militant. a woman who had been in jail before because she was a part, according to authorities of a radical band left wick group. a far left organization that has been responsible for carrying out attacks against u.s. diplomatic facilities in the past. ayman. >> nbc's richard engel. thank you. coming up an unarmed teen shot and killed during a burglary. and we are live this arlington texas. also tense moments in the sky over a major u.s. airport. planes spot a drone while preparing to lane. and we'll go back to st. louis where a state of emergency was just declared. ♪ ♪

four planes reported. all fore landed safely but it was at least the third drone issue reported at local airports this month alone. though the faa is still in the process of developing regulations on commercial drones. they say flying a drone quote anywhere near an airplane can bring criminal charges and fines up to $25,000. the environmental protection agency now estimates it accidental spilled a total of three million gallons of toxic waste into the river. three times more than originally estimated. this is what the river looked like last week. this is what the river looks like now as the water continues to move downstream. colorado's governor says it is too early to determine who should be held accountable. there is no timetable yet for cleaning up this spill. >> coming up. hillary clinton just spoke out on the ferguson violence last night. we'll have that for you. plus ted cruz takes his message to the south.

plain clothes detectives and the detectives returned fire. that man is in critical condition today. >> no, they were criminals. they weren't protesters. protesters are people out there talking about a way to effect change. there is a small group of people out there that are intent on making sure that we don't have peace that prevails. i don't know how else to say that. what is your reaction to the arrest today and the violence last night? >> it almost made me speechless when i found out everything that was going on. there was a barrage of gunfire that took place near the protest and it put everybody's life in danger. and it really made me and a lot of other people in this community just very angry. we've been doing a lot of good work. we got the police to back off on

the aggressive tactics. they finally seemed to be getting some of what we're talking about. and as we're making steps forward, this takes us back. >> and we know those involved in the violence were not protesters. so important to make that distinction. but let me get your thoughts on this. hillary clinton just spoke out o about ferguson. let me play that for you. >> my thoughts are once again with the people of ferguson as they mark this painful anniversary. and in light of the continuing violence that we saw last night. you know, violence has no place in our streets. and we should all be working for peace and justice there and everywhere in our country. how big a setback was last night's shooting to reform efforts in ferguson? when you sea all day it was peaceful protest and most has been peaceful. but once again we're seeing violence, gunshot, confrontation

with the police. not by protesters but still how does it set back the community in their efforts? >> it makes everyone really frustrated. i'm positive to see that for about a year we've been going back and forth with law enforcement and media and getting the language and the communication correct, there is now a clear distinction that is being made between people who come from a criminal element to hide in the protest and those of us who engage in the demonstration part. now that we've got that right, we need to focus on this overall issue of violence. what we really want to focus is taking violence out of our communities all together. not just police violence. >> and you talked ab this past year and it's been a difficult year. one year after michael brown was shot, ferguson police now wear body cameras. half of the city council is now black. what other reforms would you like to see in the city? >> well it's been my understanding that they are still in discussions about how

to line up the civilian review board that is needed for ferguson. that needs to happen and it needs to get enforcement. it needs to have teeth so we just aren't citizens discussing what is going on with the local policing. they actually have some buy in in being able to make policy changes. bod cameras are fantastic but we need ordinances and restrictions around them so that way we can have the footage, keep the footage and it can be used. there is still a lot that needs to be done so make things more progressive. we've made small steps. we've got to keep going. >> thank you very much for your time this afternoon. >> thank you. to 2016 and ted cruz taking his campaign south. kicking off saturday in south carolina. cruz is making his way through multiple events in tennessee today. including one in chattanooga where he talked up the gop field

on display during that showdown. >> what an incredible array of a talent were on that stage. what an amazing testament to the young dynamic inspirational leaders we have standing up to lead this country. and what a contrast. >> halle jackson is along for the ride. she just interviewed senator cruz on the bus and joings us from tennessee. cruz appears to have nothing but glowing reviews of his fellow republicans. what is the word from the cruz country tour bus? >> yeah this tour going through seven states including this one in tennessee, folks are filing out right now from the rally that just ended. and yes, you have been hearing cruz say those complementary words about his fellow republicans but he's also trying to draw a very clear distinction between him and the rest of this very crowded gop field. and that is that cruz believes

he's the most consistent conservative in this race. one person you won't hear him talk much about. cruz is one of the few opponents in this race that has not directly condemned donald trump's comments. he says that is essentially a waste of time for american voters. that people do not want to hear this bickering between members of the republican party. so i asked if he's trying to make a play to get trump supporters on board with him if and when trump's candidacy implodes. >> i'm making a play to pick up the supporters of every other candidate in this race. we're running a primary where our object is to unify republicans. i don't think it is beneficial to the party or the country for us to be bickering like a bunch of children. >> and may be unusual to see a candidate this early in states like tennessee, georgia and alabama and other places the senator is visiting. this is a deliberate strategy to

try to lock down some of these sec primary states and build momentum from the traditional early states of iowa and new hampshire. >> halle, thank you very much for that update. and enjoy that cruz ride across the south. be safe out there. >> for more on cruz and the rest of the 2016 race we're joined by washington post national political correspondent phillip rucker. we heard praising the gop field on the debate stage and he's notably not among those criticizing donald trump. for a guy happy to go after mitch mcconnell, what does it tell you he's going mum on trump. >> it's interesting. and clearly he wants to win those trump voters. there is a belief that if trump were to somehow drop out of this race or decline in his support this that those supporters would be up for dwrabs and ted cruz is a candidate who can benefit. a another candidate who would

not criticize trump is marco rubby o rubio. all of these candidates want to move on and talk about their own campaig campaigns. some of the issue, the iran deal. economic plans. tax reform. they don't want to talk about trump and megyn kelly. >> let's talk about your recent piece you wrote. you talked about donald trump's advisor. he recently departed from the trump campaign. and you talk about a memo that stone gave trump before the campaign. and trump decided to wing it. and is that his biggest strength and his biggest weakness. >> interesting. it is clearly a strength at this point. he acts not like any other politician and that seems to be what voters like. hee's not scripted and speak his

mind and acts on gut. but over the course of a long campaign that can be tricky. a campaign is not just calling into the television stations but you have to run sort of a long and strategic enterprise where you are getting votes out in these states and laying out some plans. you are telling people exactly what you would do on the economy, on immigration beyond just building a wall. and i think that the point now for trump is to try to become a little bit more serious and detailed in his proposals. and that is what he's told us. and other news organizations over the weekend that he plans to do. >> and we referred to him earlier as the teflon don because nothing is sticking in terms of criticism. our new survey has trump holding onto the top spot. cruz leaping to second. followed by ben carson and carly fiorina. could fiorina be the big winner from the debate fall out? >> clearly she's one of the big winners. if she's actually surging in all of these polls into the double digits that is a huge leap for her to make. she was at 1 or 2% in a lot of

the surveys before that debate. she seems to be playing to win. she's not only going after trump. but she went after jeb bush, the establishment front runner. she's very aggressive and very polished on the trail. and she has the potential to do quite well here. >> phillip, thank you very much for joining us. >> glad to be here. coming up an unarmed college football player shot and killed by a rookie police officer. what does the surveillance tape reveal? that's after the break.

police in arlington are asking the fbi to join the investigation of a fatal shooting of an unarmed teenage by a police department trainee. police say the shooting happened during a confrontation after taylor was caught vandalizing cars at the dealership. the security video doesn't show the fatal encounter. and the officer has been placed on administrative leave while authorities are investigating the shooting. adam reiss joins us from arlten, texas. what do we know about the shooting and the key questions that this investigation is focused on right now? >> ayman, good afternoon. i can tell you just within the last hour, the arlington police department has released unedited

dispatch tapes to counter some claims on social media that police arrived here and shot christian taylor within one second of confronting him. they say that is completely untrue and that is why they are releasing the tapes. the fbi joint the investigation today and will be looking into seeing if deadly force was justified in this case. they want to be thoroughly transparent with everything they learn in this case. they will share it with the media and share it with the public. the medical examiner will expedite the autopsy and the toxicology results that could come back in 30 days. typically it is about 60 days. and finally brad miller, the officer involved in the shooting is expected to speak to the authorities and give his statement of the events today. >> we put this in the context of everything else that is happening around the country and comes amid more protests of the one year anniversary of michael brown's death. what is the mood there in the community and are authorities

concerned about possible tensions in arlington? >> we haven't seen anything that you are seeing in ferguson and st. louis. we are not seeing that here yet of course. there is a rally planned tonight. there is another planned for tomorrow and yet a third one on wednesday. that one will have the family members of christian taylor holding a vigil in memory of him. and that is on wednesday night. but each night so far this week we do expect some sort of a presence on the street, a vigil. and whether or not it is a protest we just don't know at this point. >> and the fbi has been asked to help out in this investigation. anymore information on the fbi? what specifically are they looking at? >> well we haven't heard. we've reached out to the fbi. we haven't heard much from them yet. we did hear from the arlington police department that they are now part of the investigation. they know it is a lengthy investigation. they say they will give us information as it comes out. as i mentioned earlier, they released unedited dispatch tapes. that was to counter claims that
