proves the e-mail issue is not just a media frenzy but perhaps damaging her campaign. donald trump and ted cruz appear to team up together in a rally protesting the iran nuclear deal in washington. also ahead -- people have rallied and you are a strong people! just keep on pressing. >> she's out of jail, but what happens when she goes back to work? we're live on the ground in kentucky. good morning, everyone. i'm tamron hall. developing right now, hillary clinton makes an abrupt shift in how she's dealing with this e-mail controversy that's dogged her presidential campaign. she's gone from being defiant to now apologizing for using a private e-mail server while secretary of state. >> i do think i could have and should have done a better job

answering questions earlier. i really didn't perhaps appreciate the need to do that. what i had done was allowed. it was above board. but in retrospect, certainly, as i look back at it now, even though it was allowed, i should have used two accounts, one for personal, one for work-related e-mails. that was a mistake. i'm sorry about that. i take responsibility. i'm sorry that it has raised all of these questions. i do take responsibility for having made what is clearly not the best decision. >> overnight clinton also posted on her facebook page, quote, i wanted you to hear this directly from me: yes, i should have used two e-mail addresses, one for personal matters and one for my work at the state department. not doing so was a mistake. i'm sorry about it, and i take full responsibility. she went on to say she could have and should have done a better job answering questions earlier.

the apologies came just a day after clinton insisted there was no apology needed, telling the associated press, what i did was allowed. all of this, of course, follows six months of dismissive comments. >> looking back, it would have been better had i simply used a second e-mail account and carried a second phone, but at the time this didn't seem like an issue. >> i understand why reporters and the public are asking questions, but the facts are pretty clear. >> you may have seen that i recently launched a snapchat account. i love it. those messages disappear all by themselves. >> would you like to swipe? >> what, with a cloth or something? no. >> democratic polls showing she's dropped 10 points in the past month, and some of other donors are also expressing concerns about the lingering

e-mail issue. meantime, a couple hours ago the former secretary of state turned her focus to the nuclear deal with iran, expressing her support and laying out her strategy for dealing with iran if elected. >> either we move forward on the path of diplomacy and seize this chance to block iran's path to a nuclear weapon, or we turn down a more dangerous path leading to a far less certain and riskier future. my approach will be distrust and verify. i will not hesitate to take military action if iran attempts to obtain a nuclear weapon. >> and right now donald trump and his republican presidential rival, senator ted cruz, are getting ready for a, quote, stop it r the iran deal rally on capitol hill. sarah palin will also join that rally at 1:00 p.m. but it may be a day late.

yesterday they mustered 40 deals in the senate. not all 42 democrats may be committed in the filibuster right now. katie, this morning we started with hillary clinton addressing how she would deal with iran if they decided to violate the deal potentially in place here, and we have an unusual pairing of ted cruz, donald trump and sarah palin. i say unusual, because at some point if we're following trump's track record, he has to turn on ted cruz. >> at some point, you would expect him to. he hasn't ruled out on turning on ted cruz, but right now he has been all smiles and niceties with ted cruz so far because ted cruz has not trashed him or said anything negative about him or criticized him in any way as the other candidates have done. right now they're holding hands and get along.

they are approaching this event a little differently. ted cruz is the keynote speaker. he said he would rip up this deal if he got elected into office, where donald trump said he would not do that, he would enforce the contract even though it is a terrible deal, as he said a number of times, including in the "new york times" op-ed today, that it a terrible deal and he would do what he could to make it a really well-enforced deal. it's also the same thing jeb bush and hillary clinton have said today, but they're definitely coming at it from different angles. >> it's interesting that donald trump is making an appearance at this iran deal. we know that many perceive his foreign policy beyond immigration as his weak spot, being criticized as not being knowledgeable as well as seeking, as he said, military advice from watching tv and some of the analysts that have been

featured on a number of programs. here he is now discussing iran, an area again that's seen as a potential weak spot for him in this upcoming debate. >> yeah, you would think that maybe he would stay away from that, but i'm not sure his gotcha questions, if you will, or his lack of knowledge of how things -- who the leaders are of isis, et cetera, are necessarily going to hurt him. it's not necessarily a sarah palin moment where we saw what newspapers, what magazines do you read? she couldn't answer that question. it was very easy for the public to understand that, how could she not know what newspaper, what magazine she raeds, whereas not nks the leaders of former terrorists' groups is something the public has a hard time understanding. not only that, but he's the person he said he could put in power who should be in power. he's a delegator.

a lot of people talk about "the apprentice," thinking this guy knows who to hire and who to be in charge, but he necessarily won't be in charge of it himself. >> i'm sorry, i have to laugh at this, and this is a serious election, but when someone looks at expertise on who to hire or fire on "the apprentice" when i don't think anyone on that show has gone on to be the head of anything major. >> it does sound absurd, but this was a show seen across the country and millions of people saw it. it's embedded in them that donald trump is a negotiator, he knows what he's doing, he's a billionaire and brilliant businessman. it may seem absurd to people really looking at it an

and dissecting it. it is a reality tv culture, the kardashians are more popular than -- >> but we won't vote kim kardashian as president. he's made billions as a businessman in real business versus amarosa, who is probably a wonderful person. there seems to be more sub stantive, solid business association to point to rather than gary busey. >> when everybody gets into the voting booth, we're going to be able to see if this logic is taken to the finish line. when you're thinking about it, a lot of people do think of "the apprentice." so the idea of not knowing the

leaders of these various groups, not aken expebeing an expert on policy being the death of this election, i think it's a little too early to tell. remember, we're in the primary. we're a long way to go. >> we do know we have a debate coming up, and that's something we'll be talking about this time next week. let me bring in my republican strategist mercedes, who worked with president bush. just picking up on the conversation, this is not to dismiss donald trump. i think by now we all know that is not the case. there are people who want to vote for him and will support him until he wins or drops out of the race. but, again, going back to looking at his business savvy based on "the apprentice" based on actual numbers of what he's done as a businessman, i can

i'm waiting for trump to land on the helipad here on capitol hill any minute, i'm sure. i think for the foreign policy discussion, this is a rally. so eyhe's going to come in here and just talk sort of the basics of iran, iran is bad. we have to renegotiate this deal. it is just going to be the way trump talks trump, right? i don't think you're going to see much of the change in terms of his language. we're definitely not going to be specifics in this rally. >> i have to get in on hillary clinton with you. i know you would love to launch in on donald trump, but what about hillary clinton here? she's now apologizing. we've heard her say everything from the media. she says the public is not asking questions, it's pretty clear the facts are where they are. how do you describe where she is now with this apology and why did it take this long? >> obviously this whole issue was a distraction to the

a marriage license to which she objected because of her religious beliefs? >> could she have some other job where she wouldn't have to do that? >> why can't she be a county clerk and have licenses issued under the name of the state? >> texas senator ted cruz was also there. this video appears to show huckabee blocking senator cruz from proepg the miapproaching t microphones. the question is when miss davis will actually return to work. what more have we heard other than this week? >> reporter: her attorney says she's taking a couple days to kind of regroup. they expect her to return either friday or monday, and the big question now, tamron, is how is this going to go? is she going to interfere with her deputy clerks issuing these licenses? they started doing it on friday. her deputy clerk brian mason says even if she tries to

interfere with him issuing those licenses, he will continue to do so. part of the judge's order in releasing her was to instruct her, not to interfere. for her attorneys, nothing has been resolved in this case. we asked will she interfere. the answer repeatedly was, she will not violateer conscience. this morning an eighth couple who traveled here from california were issued their license. they have 30 days to obtain their marriage from the day of getting that office. davis' attorneys, her legal team, is arguing that since her name and signature are not on these licenses, it's the deputy clerk's name and signature, that they aren't, in fact, valid, but the county clerk and the governor of the state say, yes, these are valid.

federal investigators are headed to las vegas today to determine what caused a packed british airways plane to catch fire on an airport runway, triggering an emergency evacuation and sending 13 people to the hospital. it all happened at the mccarren international airport yesterday. the london boeing 777 was preparing for takeoff when the engine burst into flames. the pilot quickly aborted takeoff and ordered people to evacuate. they used the plane's slides. hallie jackson has more. >> reporter: we're learning more with the investigation of what happened with the british airways plane that is still out here on mccarren, although the runway has been opened up again. the ntsb will be sending three investigators to figure out what went wrong with this engine failure. the passengers involved say they know what went right, a fast and orderly evacuation that may have

helped save lives. on the tarmac, a terrifying scene. thick smoke swallowing the british airways plane on fire on the runway as all 157 passengers, including leth letha dunn, evacuated, sliding down emergency chutes. >> as soon as they hit the tarmac, they just sprinted, because behind us are giant flames. >> reporter: at the airport, planes grounded, people watching in shock. >> please be off the plane. this is insane. >> reporter: airport officials say the boeing 777 was taxiing for takeoff to london's gatwick airport just after 4:00 p.m. when the engine caught fire. crews rushed to the plane, hosing it down. four minutes later, the fire was out. >> at the top of the chute, i could see the smoke and flames and i'm thinking it could go up any time. >> reporter: donna worthington, preparing for the flight,

watched from the ground, shaken but safe. a dozen people hospitalized with only minor injuries. >> as soon as the crew said, the plane is on fire, there was no hesitation. the exit doors were open, the chutes were open. it was scary for them, too. >> reporter: pilots, like the three on this flight, train for these kinds of scenarios. they and the 10 cabin crew members, made it off the plane, too. british airways said they would give them anything they need. >> i feel lucky to be on the ground right now and i'm so glad everything went so well. >> everyone hospitalized has been released today. meanwhile, tamron, the ntsb will look at, among other things, the process of the evacuation off the plane and whether passengers followed flight attendant instructions to leave their bags and carry-ones on board. >> thank you very much.

the officers charged in gray's death. >> in looking at the settlement, i acknowledge that it is relatively unusual for the city to choose to settle a civil claim involving alleged police misconduct prior to the resolution of a criminal case. but in the limited number of cases involving unique or extraordinary circumstances, the city has made a decision to settle civil liability prior to the final adjudication of criminal charges. the purpose of the civil settlement is to bring an important measure of closure to the gray family, to the community, and to the city. >> now, before the board's approval, the settlement grew strong criticism from the head of baltimore police union who said to suggest there is any reason to settle prior to the adjudication of the impending criminal case is objescene and without regard to the fiduciary

responsibility owed to the taxpaying citizens of the city. the mayor said it is not due to any wrongdoing by police. the settlement comes just a day before a judge argues about moving the trials for the six officers. joining us, officer mark quentes. the argument is you're strapping taxpayers with a $6.4 million bill without this making its way through the courts here. let's talk about the case that the mayor made today, saying that she is looking at the overall health of the safety of the city. >> well, as the mayor said, she decided to settle this pretty quick. the baltimore sun looked at several hundred lawsuits in the past four or five years. not one of them was settled

before anything was resolved. the critics were saying could the mayor have done this by insurance policy so there were no riots? the mayor claims today that they wanted the city and the gray family to have a sense of closure and to start to move forward. >> as you pointed out, the pace that this moved so quickly is one of the headlines, but also the size of the settlement. as i understand, it's more than the combined totals of 120 payout and other police brutality misconduct cases since 2011. >> that is correct, and the highest of those 120 was $500,000 that went to two individuals. most payments in baltimore city average about 30 to $40,000. that's been the police union's biggest complaint in the past year is the city is too quick to settle these cases. they would rather go to court and fight the cases. >> in your article, at least one that was critical was michael

anderson, a state delegate who is also a democrat. >> he's been pretty critical of policeman conduct and wants to change some of the rules, how police are treated. he said it was too quick. the signs were out there saying justice for freddie gray. not that freddie gray's family needs a payday. he's not against the compensation, but he said it comes too quick. >> what are you hearing from attorneys representing these officers, if they are worried, even though the mayor says this does not indicate any wrongdoing by the police, settling like this and settling for such a large amount of money? what are the attorneys saying they believe with tomorrow's decision. >> tomorrow will be a significant day when there is a hearing in court for a change of venue. i haven't seen any documents. legal annists inside the city and outside the city saying this

joining us now, senior political editor mark murray. mark, let's talk about this hearing focused on planned parenthood. we've covered these videos. planned parenthood say it's edited and does not properly convey what's happening there, but regardless, they're talking about a shutdown. >> at least 25 republicans have sent house speaker john boehner a letter saying they will not support any effort to fund the government after september 30th unless planned parenthood is defunded. it's important to note that any of the money planned parenthood end up getting is for abortions or planned parent practices. nevertheless, if these 28 republicans end up shutting out john boehner, that wipes out his functioning majority with republicans and essentially is a potential replay of what we end up seeing in 2013 with the

government shutdown over the health care law. >> let me play a little more of hillary clinton's apology. she apparently said a similar thing that will air on the ellen degeneres show on thursday, but we'll play what she said yesterday. >> i should have used two accounts, one for personal, one for work-related e-mails. that was a mistake. i'm sorry about that. i take responsibility. >> so, obviously, mark, on the one hand you have clinton supporters who say the media is drumming this up, get over it, even though she's now apologized, that this is somehow raised up by the media and kept in the headlines. on the other end, today you have conservatives and some republicans saying the tone was in s insince insincere, the apology meant nothing. how do you see this playing with the people in the milddle? >> the clinton campaign just wants to turn the page and talk about things other than e-mails.

today she was talking about the iran deal, about policy. yesterday she wanted to talk about campaign finance reform. that was overshadowed by the e-mail story. tamron, i think there is legitimate criticism that she could have done this three or four days ago, particularly during her interview with andrea mitchell. she sort of made half an apology saying, i'm sorry people were confused, not for the practice itself. but make no mistake, this e-mail story is not going away until october, but an apology does allow them to be able to say, look, we're trying to be able to turn the page, trying to be able to talk about other things, and just like any kind of spat with a loved one, sometimes an apology is the best way to kind of move on and move on to other things. >> let's quickly talk about this rally with donald trump, ted cruz a cruz and sarah palin here. as it was pointed out, it seems

but a 13-year-old girl was injured in one of the shootings. a $20,000 reward is being offered for information leading to an arrest. and more than 50,000 seattle students have the day off after contract talks between the school district and the teachers union broke down. the primary issue is teacher pay. the school district offered an increase of 9% over three years. the union wants an increase of 10.5% over two years. the school board voted to seek legal action to stop the strike. and former miss america. vanessa williams will serve as head judge of the 2016 miss america competition. the actress and singer won the title in 1984 but was forced to surrender the crown amid a nude photo scandal. vanessa williams was the first african-american to be named miss america. and developing now, a texas board overseeing all school athletics is holding an emergency meeting right now to

discuss that brutal incident involving two high school football players accused of charging a referee. the uil committee says it is, quote, extremely concerned about the actions portrayed during friday's game and will take appropriate action once the investigation is complete. meanwhile, an assistant coach is now being investigated for possibly coercing the players involved to target the ref. an attorney for the referee said his client remains under a doctor's care this morning, and nbc's craig melvin has more. >> reporter: this morning for the first time, we're hearing the referee's side of the story. >> this wasn't passionate turning to violence, this was premeditated crime. >> reporter: the attorney for referee jordan wass was srks sa attack was a heinous crime. >> very, very ugly.

david samson, who ran the port authority at the time ran a vacation home. united was seeking millions of dollars in project funding for its hub at newark airport at the time. tom costello joins me with the very latest. when people saw this headline, i saw it last night, i couldn't believe what i was reading that a route could have been added here as this favor. >> reporter: that's right. law enforcement sources are telling nbc news that this investigation actually grew out of the bridgegate scandal in new jersey where port authority managers allegedly created a traffic mess on the george washington bridge to punish one of chris christie's political opponents. now the ceo and two others are out of a job at united. federal investigators and united airlines have both been looking into whether united added these twice weekly flights from newark to columbia, south carolina, to curry favor with the chairman of the port authority, as you mentioned, david samson. united wanted port authority

dollars to expand united's hub at newark. at the time samson owned a vacation home in columbia. he allegedly called those flights the chairman's flights, referring to himself. he was forced out as part of the bridgegate scandal. united canceled those flights three days after samson left the port authority. in a statement united airlines says the departures are in connection with the company's previously disclosed internal investigation related to the federal investigation associated with the port authority of new york and new jersey. there's no indication of any financial or accounting issues here. the ceo is being replaced by oscar munoz, a former railroad executive. in addition to whether united was trying to curry favor with the port authority, united's performance has been a big issue since its merger with continental, delays, computer failures, complaints about poor customer service. they have aggravated customers and caused the stock price to underperform its peers.
