sanders pulls ahead of hillary clinton. plus, here we go again, another comment from donald trump that some are calling offensive, what he said about gop candidate carly fiorina's looks in a new interview with "rolling stone" magazine. i'll talk with the reporter who got that scoop. and it's called a case of domestic terrorism as another highway shooting is reported in arizona. that is now ten incidents in two weeks. we are live on the ground in that state. good morning, everyone. i'm tamron hall. this is "news nation." we begin with major developments in both the republican and democratic presidential races. on the republican side, a new national poll out just this morning shows donald trump surging to 32% support among gop voters, becoming the first of the republican candidates to top 30% in a poll. his closest competitor, retired

neurosurgeon ben carson is second at 19%. and jeb bush is in third with only 9% in this poll, that is down four points since last month. and trump's surge comes as he continues to unleash fiery rhetoric like he did in that rally he headlined alongside ted cruz and sarah palin. >> never, ever, ever in my life have i seen any transaction so incompetently negotiated as our deal with iran. and i mean never. we are led by very, very stupid people. very, very stupid people. >> and let's talk about the democratic side. more troubling poll numbers for hillary clinton. a new quinnipiac university poll out this morning shows senator bernie sanders now leading clinton by one point in iowa. clinton had a 19-point lead in

the same poll two months ago. meanwhile, "the new york times" reports this morning that as hillary clinton's campaign shows signs of weakness, democratic party officials are discussing a, quote, big-name plan "b" as alternatives. those big names, vice president biden, secretary of state john kerry and senator elizabeth warren as well as a name we heard a few weeks ago, former vice president al gore. let's bring in politico's roger simon and john fiore. roger, let's start with hillary clinton here. this iowa poll showing this number now closing in, one-point lead in iowa for bernie sanders. she had a 19-point lead in that same poll two months ago. yes, "the new york times" says democrats are looking at a plan "b." we've known that. that's not a big reveal there. all of those names we know as well. the question is whether or not these donors, whether or not joe biden will all make a move on her.

>> she's really digging, trying to dig herself out of a hole. the campaign now realized that she has made a number of mistakes, including a very late apology for creating that e-mail server. but more than that, she just has not been connecting with people on the stump, in the field, with her speeches. the commercials haven't worked. she spent a couple of million dollars on commercials in new hampshire and iowa. they drove her poll numbers down. some people think that the more you see of her, the less you like her. that's a real problem when you're campaigning for president. >> what's also interesting is -- we've heard from a number of bernie sanders supporters who i think rightfully point out that he is not getting his fair share of media coverage. obviously we have a responsibility to report this e-mail situation as hillary clinton and her campaign continue to respond to it. so it's not as if this story is being made up.

she's responding. she has to testify here very soon as well on this committee. but with that said, bernie sanders not getting the same kind of coverage that some of the other names are and he is closing the gap. what do you believe is the key here? >> i think the key is that people -- bernie sanders had become the vessel for discontent with hillary as being crowned the nominee. democrats don't want a coronation. they want their nominee to earn it. voters got impression from her behavior that she thought she was just going to waltz into this thing. she could make jokes about her e-mail account. she didn't have to take it very seriously. well, bernie sanders says there to take advantage of that. they do disagree on a few issues. they're both progressives. they're both liberals.

bernie sanders is to the left of her. but mainly he represents for the democratic party a choice for hillary clinton. >> and what's interesting in their battle, bernie sanders is not pushing hard against hillary clinton. but on the republican side, we are seeing from ben carson now to carly fiorina, donald trump's rivals pushing hard against him. we have this back and forth with ben carson. carson was asked what is the biggest difference between him and donald trump. let me play what he said. >> well, probably the biggest thing is that i realize where my success has come from. and i don't in any way deny my faith in god. and i think that probably is a big differentiator. one of my favorite bible verse, proverbs 22:4, it says, by humility and the fear of the

lord are riches and honor and life. and that's a very big part of who i am, humility and the fear of the lord. i don't get that impression with him. maybe i'm wrong. >> so, john, first of all, what do you make of the distinction there? it's as if the republicans are looking for a humble preacher, maybe jesus, but donald trump is far from that and is quite proud that he is flashy and all of these other things. >> i think that donald trump is a lot of things. humble is not among them. i think that ben carson is someone who offers -- strikes a chord with a lot of evangelical voters in the republican primary. he's got this deep faith in god. he also is not a politician. and a lot of these evangelicals, not unlike the progressives on the democratic side, they want change. they want to change the status quo. >> but, john, you just named donald trump.

donald trump is an outsider. he is leading with evangelicals. he's over 32% in this latest poll. so how does ben carson match up against that right now? >> well, we'll find out. it's awfully early. i don't think anyone should panic that we'll have a bernie sanders versus donald trump final. i think that for ben carson, that humility works. it's actually a nice way of juxtaposing his kind of outlook on life with donald trump -- i'm somebody who will never get sick of winning what donald trump said yesterday at the rally -- >> but republicans like what they're hearing. your party from these numbers like what they hear at this point. 32% in this latest poll after the summer haze, the summer of trump, whatever you want to call it, the real time after labor day, he's at 32%. >> yeah, i know. it's amazing. we'll see what happens. i'm not -- if i owned donald trump's stock right now, i would

start selling it. i wouldn't by more. >> bold statement. let me play into the interesting comment from this rally yesterday on iran. from sarah palin, i want to ask you a question after we play it. let's play that. >> only in an orwellian obama world as he's peeking through a pretty pink kaleidoscope was he see victory for safety for america or israel in this treaty. >> so obviously she's there and donald trump has kind of partnered up with sarah palin a few times. what does she bring to his moment -- seems like those who would like sarah palin have come on bard the donald trump train here when you hear a sound bite like that. does she benefit him in any way? what does sarah palin bring to the table and motivate donald trump to go along with the fairy

tale story? >> looking at this, i think of sarah palin as someone who's a celebrity in her own right with that certain evangelical crowd. fairy dust was a term first used by president clinton to describe president obama. and she keeps coming up through the media. and i'm stunned because i think she tends to trivialize big issues that are important like this iran deal. i don't think she adds anything to donald trump. >> roger, you wanted to get in on that? >> i think what she brings to donald trump is that she makes limb look like winston churchill. she is so wild and crazy and some of her statements, you sort of turn to donald trump and say, okay, this guy is reasonable at least. it's wonderful to have someone further to the right of you to make you look a little more centrist and a little more

palatable to the rank-and-file -- >> interesting that you both agree on sarah palin. didn't see that coming. thank you, guys. another issue today involving donald trump. this morning, trump clarifying his remarks in a new "rolling stone" magazine cover story about his gop presidential rival, carly fiorina. trump is quoted as saying, look at that face. would anyone vote for that? can you imagine that, the face of our next president? i mean, she's a woman and i'm not supposed to say bad things, but really, folks, come on, are we serious? carly fiorina took on her republican rival's comments. >> well, i think those comments speak for themselves and all the many, many, many thousands of voters out there that are helping me climb in the polls, yes, they're very serious. but maybe, just maybe i'm getting under his skin a little bit because i am climbing in the polls. >> joining me now in studio, the writer of that article that's getting so much attention right now, paul, thank you so much for your time. donald trump just recently tried

to clarify what he meant regarding the quote. let me play his clarification now. >> i probably did say that about carly or something about -- in a jocular manner, obviously. but i'm talking about her persona, not anything else. and her persona doesn't work. >> paul, you were there. what did you think? is that the clarification you were expecting? >> not exactly. but understand that donald trump is brilliant at a couple of things. first of all, at turning everything precisely on its head so that he comes out looking like the smarter, the stronger, the better. i think donald is two guys. i think he's this brilliant political animal who was born with a nose for what people want, for being able to read into their hearts and minds and say things back to them that they don't even know they're thinking but once they hear them, register very deeply. and the other guy is the

15-year-old or 14-year-old who got bounced out of this very posh prep school in queens precisely by calling attention to himself constantly in ways that didn't really advance his best interest. >> carly fiorina's response was she's climbing in the poll. but the newest poll she's only at 3%. another rival now going after donald trump is bobby jindal. let me play this ad where he compares him to charlie sheen. let's play it. >> giant marquee name comes through on your caller id -- >> i'm winning in all the polls. >> winning. >> i'm winning in all the states. >> i make a choice to win. you win. >> i'm winning everywhere. >> wow, winning. i'm winning. i win here and win there. now what? >> just looking at that rally with iran, he said, never have we been led by very, very stupid people, very, very stupid. he's known for this rhetoric of everything is huge, everything is this extreme here. when talking with him, do you

believe he's just thinking this out in his head before he presents it in this brilliant marketing way or is he just a person prone to these extremes? everything is over the top because he lives in this guilded tower in the heart of new york? >> but he's not speaking to the guilded tower crowd. he's speaking to the folks on the ground, not on fifth avenue, he's speaking to the guys and gals in coatesville, pennsylvania, in these small towns in kentucky and west virginia. and all of these towns that have essentially been obsoleted by the outsourcing of jobs. and what's extraordinary about this guy is that from that gilded perch of his, he was able to read into the souls of these people and say things to them that the hacks of the political right, the jeb bushs, the scott

walkers, the gatekeepers of the republican message had no clue was being felt broadly. and in so doing, what he did was to take that enormous segment of the republican base and kidnap it out from the republican tent and take it in a place they will never find it again. >> did you sense any fear tt with things tightening up and trump being pushed on things like iran where he can't use the rhetoric, very, very big he needs to provide more substantive information, that he is worried that one of these gotcha questions will eventually derail the whole thing for him? >> i don't think he's worried about that at all. i think he knows that his power over his base is precisely that emotional, bully boy rhetoric which they've been yearning to hear since the days of ronald reagan as the very least. >> it's a very interesting article. paul, thank you for joining us. >> thank yous, tamron.

we're also following developing news in the migrant and refugee crisis playing out in europe. nbc news has just received this disturbing video. it appears to show a police officer in macedonia beating migrants with his baton, including a man holding a child. this happening along the border between greece and macedonia. at one point in the video, we can see police forcing the migrants to kneel in the mud, children weeping there. another shocking image emerging from europe amid this humanitarian crisis. we'll continue to follow the latest and get more of what's happening on the ground there as people are fleeing in desperation for safety and being met in some cases with hostility and violence. coming up as well, another developing story here in new york, retired tennis star james blake says new york city police officers used excessive force when they brutally slammed him to the ground right outside of his hotel on his way to the u.s. open.

parker is preparing to address a gun violence rally taking place in washington, d.c. parker was shot and killed alongside her cameraman adam ward during a live broadcast in virginia last month in the aftermath of the shooting. her father vowed to do, quote, whatever it takes to get gun legislation passeded. we'll bring you andy parker's remarks live there as you see. tim kaine is as this event, a number of other lawmakers there as well. just in the corner there is her father and he will speak since obviously that tragedy happened, he's been vocal about wanting to effect change in this country as it relates to those who are able to purchase weapons. now to the next big war brewing in washington. congress is racing against a september 30th deadline to fund the federal government and avoid a shutdown. but a group of at least 28 house republicans is vowing to block any deal that continues to fund planned parenthood, even if it means shutting down the

government protest. that effort gained momentum following the recent release of undercover videos by anti-abortion activists accusing planned parenthood from selling tissues of aborted fetuses. and planned parenthood says the videos were heavily edited. the issue also threatens to fuel an effort by a group of house conservatives to remove john boehner as speaker. joining me now, republican congresswoman diane black. thank you for your time here. your stance is very interesting in that you want to look at defunding planned parenthood but you oppose those within your party, republicans, willing to see a government shutdown. explain to me where you stand. >> my bill would place a

moratorium for funding on planned parenthood for a year until it is investigated for what is on those undercover videos that shows they are skirting the law. so there are three different pieces on there that must be investigated by committees. we've asked the attorney general to investigate. we still haven't heard back from her whether she will or not. but there are obvious areas on there that do break the law and we want those investigates. we don't believe money should go to an organization that is breaking the law. >> as i mentioned, you have at least 28 house republicans saying that they are willing to shut down the government. why are you opposed to what some within your party are willing to do? >> shutting the down the government does not defund planned parenthood. if you shut down the government, that funding continues to go to planned parenthood. that's the reason why bill

completely defund them of mandatory and discretionary dollars. you have to understand the process of funding the government -- we are funding discretionary funding. but planned parenthood receives about 80% of its funds from the mandatory side and closing down the government does not defund that piece. my bill does. >> there are a number of criticisms coming in -- a series of hearings related to this effort to investigate planned parenthood. just yesterday representative john conyers, the committee's ranking minority member, called the hearing one-sided because only one person on the panel was there in support of planned parenthood. let me play priscilla smith's remarks. >> i'm very reluctant to rely on anything in these videos given the findings of a team of forensic experts that's been

submitted to this committee which found the videos have been edited and have no evidentiary value. >> some people could say, yes, investigate, but why have a panel with only one person on the opposing side here? >> there are three different committees that have jurisdiction over this issue that are doing the investigation. and this was just one of those panels. so this is going to be something that's going to go on for several months, i feel. and there will be full, open disclosure. i invite the folks, especially ms. richards, from planned parenthood, to come before the committee, open up the doors, open up the records and say, come in. if there's nothing to hide, why not do that? >> with this moratorium that you have proposed here on the funding, we both know the hyde amendment prevents funds that go to planned parenthood to be used for abortion. that has been since 2011. we now that $500 million of government funding mostly through medicaid and federal family planning dollars go to

subsidize birth control, cancer screening and women health services. what do you tell those women who would be affected in your moratorium if it goes through that they will not have some of those services? those women watching right now and see you as a female representative of this country, one of a very few in that city on capitol hill, what do you tell those women? >> i'm so glad that you brought this issue up because there are 13,000 different agencies that provide these women's health services across this country. planned parenthood puts most of their facilities in urban areas. but these facilities that would get this money if it doesn't go to planned parenthood, it has an opportunity to go to these other facilities that are like health departments, faith-based organizations that provide these women services and in many ways provide more than what planned parenthood does. they actually provide mammograms whereas planned parenthood does not provide those. if there's a problem, they have to refer them to these organizations. we did this in the state of tennessee. we have found that there's been

an increase in the services to women in preventative services and the money is not being used for abortions, which means women are getting more of those services that the money is really meant to give rather than it going to abortion. and let me also clarify and i will point you to a report that was done just last year by the congressional research services, a report that i had asked for and took four years to do. if you have a building on one side of the wall where you do abortions, on the other side of the wall you're doing women's health services that are preventative services, the money is fungible. how do you say how the money is being used for the rent, for the gas and electric and for all of the services that are provided within one building? and so there is definitely a question about how much of that money is being used that it goes from one side to the other. >> i think my question was, though, an investigation can still take place, the resources still be in place while that happens. i know you mentioned 13,000

other agencies. but as you pointed out, planned parenthood services many urban areas. so you are saying in your example, you're able to go to the doctors of your choice that are available to you as a member of congress. why eliminate even if it's one option for women, especially those who cannot afford it? why eliminate even one? >> because there are good resources out there for these women and we did it in the state of tennessee and we have proven this can be done. as a matter of fact, our health departments -- and i was still in the state senate in tennessee when we did this. our health departments were saying to us, we have to compete against planned parenthood. it's too difficult for us to compete. but when we were able to defund these health department folks came back to me and said, thank you, we can have more money and serve more women and we can produce even more services to them so they lose no services and the money is going truly where it needs to go and that is to provide women with good health services. i'm a nurse. i want to make sure women have the services they need. and this money can go to those

facilities without providing money for abortions. >> and you feel as a nurse, someone who's taken the pledge to provide the best health care possible, i would imagine, to those in need, again, going back to my question of removing this option, why can't you have this investigation which your colleague, your democratic colleague has already said is a sensational nature of a hearing that is no pretense of being fair or impartial and she was outraged that you have several millions of women in our country who depend on planned parenthood and yet the first hearing in a series of hearings has one person on the panel representing the other side. do you understand why people might say this investigation is not truly one about women's health, it's about john boehner or about the ongoing conservative battle against planned parenthood and in the end those who are hurt are american women? >> let me also go back to the fact that planned parenthood has been asked to come before the committee. they have refused to bring the doctors that were seen on these

films to the committee. they are talking about they have to have their lawyers. if nothing is being done inappropriately, why is ms. richards not saying, i want to come before these committees, i want to be there? they've been invited and they will be invited again and i hope that they will show up to defend what's going on. by the way, i've seen these films in total. they are not cut-and-paste. you can go and watch them. and you can see they are not a cut-and-paste. they are a full picture of the veil being broken of what's going on behind closed doors where fetal tissue is being harvested for profit by planned parenthood. >> and you know they say that's not the case. >> we'll see in the investigations. watch the films. >> absolutely. we'll continue to follow this story. thank you for your time. still ahead, another vehicle targeted along a busy highway in arizona, police stepping up patrols frantically searching for suspects after ten shooting incidents in just two weeks.

new york police commissioner bill bratton is responding to allegations that a police officer used excessive force on former tennis star james blake in what police say was a case of mistaken identity. the police chief a few minutes ago after watching surveillance video he agreed to put the officer involved on modified leave. >> the assurance i have about what i witnessed on the videos as well as briefings i've received, the inappropriateness of the amount of force that was used during the arrest, the investigation will attempt to determine was that use of force appropriate, we have not yet talked with the involved officer. we have interviewed the other five officers who were with him at the time of the incident. >> blake claims he was tackled

without warning and cuffed by police yesterday while standing outside his new york city hotel. the former world's fourth ranked player says a plainclothes officer suddenly charged at him and threw him to the ground and he was then swarmed by police and held for 15 minutes before officers realized their mistake happened. this morning, blake demanded an apology. >> i'd like an apology. i'd like an explanation for how they conducted themselves because i think we all need to be held accountable for our actions and police as well. they're out there doing a very difficult job. i do think most cops are doing a great job. but when you police with reckless abandon, you need to be held accountable. >> speaking moments ago, the commissioner said he and both the mayor of new york, bill de blasio, tried to reach out to blake. trymaine lee joins us live. horrible incident that took place to blake. what else is the commissioner

talking about regarding the next steps? >> they're trying to determine what exactly happened. but bill bratton said from an early view of the videotape he was concerned about the use of force, whether it was appropriate or not. he said he believes there was a suspect that could have been blake's twin. but mistaken identity and they're investigating further. >> this was supposed to be, as i understand it, a fraud investigation -- these officers -- you see this a lot, especially in new york, there's usually a van of some sort and these officers are in plain clothes. but they were investigating some sort of fraud? >> these suspects are british citizens in the united states on a student visa. they racked up $18,000 worth of fraudulent charges through a fake american express credit card buying designer shoes. they thought the third person might have been blake. >> we'll continue to follow this as we know that the mayor and the commissioner say they personally want to apologize to

we are following breaking news in baltimore where a judge has just ruled he will not move the trials for the six officers charged in the death of freddie gray. demonstrators have been gathered outside that courthouse since this morning ahead of what was a closely watched pretrial hearing. attorneys for the officers argued the widespread demonstrations, riots and the curfew instituted in the days after mr. gray's death would make it difficult for a fair trial in baltimore. that ruling comes just a day after the city approved a $6.4 million civil settlement with freddie gray's family.

times" particularly, but quite honestly, just about every aspect of the media criticized from bernie sanders supporters for not, as they like to call it, feeling the burn. >> well, i just kind of argue that you look at the coverage of all the polls, including the new quinnipiac poll that has bernie sanders ahead today, even our nbc/marist poll from over the weekend that had him leading in new hampshire. there's been a ton of discussion about bernie sanders and even from nbc's standpoint when he has events in iowa and new hampshire, nbc news is actually covering it. i think it might be complaining with other news organizations. but bernie sanders, if the conversation isn't hillary clinton as far as the candidates who are in, bernie sanders is the person who's getting the most attention on the democratic side. >> but i guess their point is he's being compared to donald trump in that they are the candidate bucking the establishment. and when you look at the number of hours of coverage, for example, of donald trump, versus

less than nine hours the nfl regular season officially kicks off. the new eng glanld patriots are set to face-off against the pittsburgh steelers at gillette stadium. anticipation could not be higher just a week after a federal judge lifted tom brady's four-game sussuspension. as the league and patriots hope to put the turbulent off-season behind them the deflategate saga, yes, it does continue. bombshell new espn report points to the so-called spygate scandal, remember that in 2007, during which the patriots were disciplined for videotaping new york jets coaching signals. a move that is illegal under nfl rules. according to espn's outside the lines report the patriots system of spying on opposing teams was

much more wide spread than originally revealed by the league. the report alleged the nfl's extensive efforts to punish them was something of a, quote, make-up call for how the league handled spy gate approximately joining me now espnw columnist is joining me again. how much of the game will we hear deflategate, spygate, this report or will the nfl put the a bash on that? >> the nfl is probably just ecstatic there's going to be a game on the field tonight. this isn't going any anywhere. i'm assuming in the lead-up to the game and in the middle of the game there will be a lot of talk about deflategate and spygate because we're not done with this issue. with the judge's ruling and putting tom brady back on the field that would be the end of it. the nfl and goodell is going to appeal that appeal. i don't think that's something that's going to be on a day-to-day basis throughout the season because that's a long legal process.

tom brady will play this year but this issue is not just about the deflated footballs from last january. this is about a power struggle between the nfl and owners and a players association which doesn't have a ton of power when compared to other players associations in other sports. >> i mentioned that report from espn regarding the cheating with the patriots gond spygate. it says many former new england coaches and employees insist that the taping of signals wasn't even the most effective choating method the patriots deployed in that era. several of them acknowledge that during pre-game warm-ups a low-level patriots employee would sneak into the locker room and steal the play sheet listing the 20 or so scripted calls for the opposing team's offense. they would have someone rummaging through the visiting team hotel for playbooks and soughting reports. every drama needs a villain and you need a hero here. will this be the story line throughout this season, the

villain nous patriots and will they rise to the top again and is it really something that fans are concerned with? >> i don't think they are concerned with it. i think because cheating in sports is just a predominant story line across basically all sports. olympic sports, certainly cycling. you've got ped use in baseball. there's some ped use in football. you got guys suspended for four games even from the steelers tonight. >> stories of redemption, a-rod a cheater, now praised. >> i don't think the timespan is long enough. we got a-rod maybe now has come the full circle because of the time and distance that has been put between a-rod and his cheating. but the patriots, they're in the thick of it. this report just came out. the patriots are denying it. a lot of times with the redemption stories it's kind of like you take ownership and then we embrace you again and lift you up. this is not what's happening with the patriots. they are public enemy number one except if you live in new
