good morning, it's wednesday, september the 16th. i'm louis burgdorf, we begin in southern utah where the search will resume this morning for four people still missing after those deadly floods. it comes as the death toll continues to rise in the small polygamist town of hildale. we've now learned that four hikers are also among the dead. killed after becoming trapped inside a narrow canyon. that comes after monday's tragedy when a wall of water swept away a van and an suv carrying three women and 13 children. those dramatic moments caught on camera. >> oh, no. there's two vehicles. >> we're going to get wet. >> oh, no, there goes john.

>> oh, my goodness. oh, no! . >> there goes john's yard. >> just make sure -- it's going up here. go downstairs and get in. >> oh, it got the van. oh, my goodness. oh, dear it went over the fence. oh, dear! >> great people that we knew, went to church with. and you know. now they're gone. just over a freak accident, you know. something came down and swept them away. they didn't have a chance. >> 12 people were killed inside those vehicles. three children were rescued. however, one woman still remains missing. now let's turn to politics where just hours away from the second republican debate and the man who will take center stage at the reagan library in simi valley, california, is donald trump. trump has led in every republican poll taken in the last 65 days. including the one released yesterday. except that poll shows trump with his tightest lead since

july. just four points over retired neurosurgeon ben carson. who has climbed 17 points since his performance in last month's debate. now the stakes are high for trump and the other ten candidates that will take the stage. many of whom are setting their sights on him. >> so, the debate. i hear they're all going after me. whatever. whatever. no, i hear it. >> and while the prime-time debate includes the top 11 candidates, the four taking part in the earlier debate may find themselves in the main event as well. the rules allow for the later candidates to respond to sharp points made earlier, meaning trump might have even more critics to take on. this all as republican voters are growing more inclined to think trump could win the presidency. in "the new york times"/cbs news poll 39% say trump is their best shot at a victory. that's up from 26% in august. just 15% of gop voters said they would not back trump if he wins

the nomination. while the vast majority would still commit to voting for him. meanwhile, trump took his campaign to the deck of a decommissioned battleship yesterday aboard the "uss iowa" in los angeles. trump addressed a group of veterans and talked about how he would lead the united states differently. >> and we're going to have a president who's respected by putin, who's respected by iran. now, obama, obama and his people call him the supreme leader of iran. obama talks about the supreme leader. well, i'm not calling him the supreme leader. you know, i've been saying hillary clinton is the worst secretary of state in the history of this country. right? all right. i've been saying it. but it's possible, the world blew up around her, it blew up. just blew up, the whole world it's like a different place. it's possible that because of

this deal, made by secretary kerry, who has absolutely no clue how to negotiate, it may be that he's going to supersede, and i understand that he may want to run for president. he has no chance. the problem we have is that the leaders of mexico, japan, china, and every other country that we do business with, they're smarter, more cunning, sharper, than our leaders. i love free trade. the concept is great. but you need smart people. i have the smartest people in this country lined up. i know the smartest. i have the best business leaders, and they all want to do it. they're wealthy. because they make good deals. like me. i make good deals. you know, it's a talent. it's a talent. >> a powerful conservative organization has begun the battle to redefine donald trump. the club for growth, which specifically attacked the establishment candidates announced it will spend millions on ads casting trump as a

liberal, and quote, the worst kind of politician. >> which presidential candidate supports higher taxes, national health care, and the wall street bailout? it's donald trump. >> in many cases, i would probably identify more as a democrat. >> trump wants us to think he's mr. tell it like it is. but he has a record. and it's very liberal. he's really just playing us for chumps. >> the club announced a million dollar ad buy in iowa, which is the same amount that trump says the club's president asked for in a june 2015 letter. trump repeated the accusation last night. >> club for growth is a phony outfit. they came to my office a few months ago. they asked me for a million dollars. i said no. right after i told them no, because i don't even know who these people are, right after i told them no they came out with a negative kind of an ad. >> now some new polling on the democratic side that once again has hillary clinton's lead slipping both nationally and statewide. cbs news/"new york times" poll shows clinton in first place and

20 points clear of the rest of the democratic field. but vermont senator bernie sanders has cut her lead in half since august. it comes as a new monmouth university poll out of new hampshire shows sanders ahead of clinton 43% to 36%. sanders spoke to nbc's andrea mitchell yesterday, and had this to say about his surge. >> when we began this campaign, the polls had us at like 3%, or 5%. 80%, 85% of the american people didn't even know who bernie sanders was, let alone what i'm trying to do. and the views that we're espousing, the changes we want to see. and i believe that the more the american people become familiar with the issues that we are fighting for, i think we are going to see us do better and better in the weeks and months to come. >> we're also getting a look at which candidates voters find the most honest and trustworthy. according to "the new york times" poll, none in the field, democrat or republican, finished

higher in the yes category than vice president joe biden. 81% of all primary voters said they think biden is honest, and trustworthy. while just 64% said the same about hillary clinton. the poll also found that nearly 6 in 10 democrats want the vice president to jump in the race for 2016. it all comes as biden unleashes the obama administration's most direct attack yet against donald trump. here's the vice president yesterday at a hispanic heritage event. >> i don't want anybody to be down right now. about what's going on in the republican party. i mean this sincerely now, this is not -- no. i'm being deadly earnest about this, i want you to remember notwithstanding the fact that there's one guy absolutely denigrating an entire group of people, appealing to the baser side of human nature, working on this notion of xenophobia in a way that hasn't occurred in a long time.

what made me think of this i walked out of the house just as trump was talking, on the television. folks, this will not prevail. this will not prevail. this will pass. the trump, and that stuff you're hearing on the other team, and not just, you know, this isn't about democrat/republican, it's about a sick message. this message has been tried on america many times before. we always, always, always, always, always overcome it. >> the latest on the clinton e-mail controversy scandal, the senate's number two republican is now asking attorney general loretta lynch to appoint a special counsel to oversee the investigation. in a letter to lynch senate majority whip john cornyn argues the american people need greater assurance that any possible wrongdoing will be investigated independently. he writes the attorney general has a special duty to pursue justice even when political considerations run counter to

doing so. now let's turn to business as the eyes of the financial world focus on the fed today. it's the beginning of atwo-day meeting that's likely to end with a decision on interest rates. cnbc's julia chatterly joins us live from london. julia, what's the latest? >> good morning, louis. this is the killer question, isn't it? will they or will the fed not hike rates tomorrow when they give us their decision? there's a lot of suggestions around how or which way they're going to go. and opinions still very much divided. on the one hand we've got economists out there saying look the u.s. labor market is strong enough to take a rate hike. then on the other side you've got financial market players who are saying there's just too many wild cards out there. they're concerned about volatility. they're concerned about china and the risk about the growth outlook there. they're also concerned about inflation in the u.s. are prices rising quickly enough? no, they're not. there's lots of excuses on both sides. and i think that plays to the rally that we saw in the u.s. session yesterday the likes of the dow and the s&p up more than

1%. financial market players betting that the fed won't choose to hike rates tomorrow. i think one thing though we do all agree on is if they don't hike rates tomorrow, then a lot of the uncertainty, a lot of the volatility that we've seen in recent weeks will probably continue until the next meeting in october, the guessing game will continue. >> we'll wait and see what happens. let's turn to one of the biggest names in the tech industry, hp. they announced a huge round of job cuts yesterday. >> absolutely. so this is hewlett-packard now slashing a further 10% of their workforce. they're saying they're going to cut back costs, they're going to try and shore up their enterprise business. remember they're going to separate that now from their pc and printer business. but remember it comes off the back of 54,000 job cuts in the last three years. so it's another whammy for this stock. what the ceo said yesterday was, this is it now. this is going to avoid any further corporate restrict youring. i wonder whether that ties to what we saw in the stock price, pretty muted down 1% in

after-hours trade. but certainly one to watch today. >> cnbc's julia chatterly live from london, thanks so much. now border crackdowns in europe are showing little sign of deterring the massive flood of migrants looking for sanctuary. nevertheless austria became the latest country to do so, imposing new restrictions along its borders at midnight. in neighboring hungary thousands of migrants stranded at the serbian side of the border protested the closure of a key crossing point with a sit-in and hunger strike. the result more than 180 people were arrested for trying to cross the border illegally. and in the mean time, the tragedy continues to plague asylum seekers still trying to reach the continent. at least 22 people, including four children, drowned when an overcrowded boat from turkey to greece sank. another endorsement for the iran nuclear deal. this time for the vatican ahead of the pope's speech before a joint session of congress next week. the vatican's foreign minister said in a statement that he hopes the deal will act as a quote, definitive step toward greater stability and security in the region.
