right now on "news nation," is donald trump still a birther. the trump campaign explains why he declined to correct a man that called president obama a muslim. and then hillary clinton hitting back on carly fiorina's claim about the videos carly fiorina claims she saw. controversy over the pope's visit to cuba just a day before he is scheduled to arrive in that country. good morning, everyone. i am tamron hall. let's begin with donald trump at the center of another controversy.

trump is taking heat for laughing off a supporter's controversy statement about president obama during a q & a last night in new hampshire. it was the very first question posed to trump. >> we have a problem in this country and it's called muslims. we know our current president is one, and you know he is not even an american -- >> this is the first question. >> anyway, we have training cramps growing where they want to kill us, and that's my question. >> we are going to be looking at a lot of different things and a lot of people are saying that and saying a lot of bad things are happening out there. >> the response drew fire from one of trump's republican rivals, chris christie. >> if somebody said something like that, i would say the president is a christian and was born in this country.

those two things are self-evident. >> trump said the questioner was ramblin rambling, and his response was to protect christian liberties, and to be clear mr. trump's response to the question about training camps in the country is we will look into it. and so katy tur, let's talk about the trump campaign response to this question and many people asking why he did not refute that man's assertion? >> reporter: we have seen him react similarly in the past when he has gotten a rambling question from somebody of that nature and he just tried to move on quickly and that's what he was trying to do in this case, but what is striking or problematic is his birther

history, and he doesn't like being asked about it, and in fact it was one of the main things his campaign and he and himself took issue with me in the sit-down interview a couple months ago, and he is not distancing himself that much from it, and he is not coming out and saying obama was born here and he is a christian, and he is trying to avoid that altogether. he has to come to terms with that at some point, and the most striking comparison being made right now is from him and john mccain a few cycles ago, and mccain took the microphone a you way from the questioner and although he disagrees with him on policy issues, he's a good person. donald trump needs to make a similar sort of statement today and come out strongly against the birther comments or he is going to continue to get haunted by this on the campaign trail, and that being said a lot of his

supporters are not necessarily bothered by that, and many do think that president obama is a muslim and he was not born here, but in order to get over the hump of creating enough support to get the nomination or general election, he's going to have to come to terms with that statement because it's certainly not something the majority of the country feels. >> it brings back a lot of comments he made during his birther quest, specifically, katy was on the record saying he sent investigators to hawaii and we wouldn't believe what they found -- >> reporter: but they didn't find anything. >> that's my point, they didn't find anything. there are many that say he is prone to exaggerating, and somebody said remember when you said your detectives returned with information we wouldn't believe, mr. trump what was that information?

>> i asked him that during that interview as well, and i said your investigators, what did they come up with? he didn't answer. how do people trust you in the future? i think this is an ongoing issue with the campaign, he exaggerates a lot of things from crowd numbers to the national debt to a lot of other very easily fact-checkable things, and at some point that will come out to haunt him and he has said in his books that he is a salesman and part of that campaign is to exaggerate his presence, and it's something that he does regularly and it's something he will not back away from, but the question is at what point will they start to hold his feet to the fire, because it does seem to be a thing that he does in every single speech that he gives. >> thank you very much. let me bring in our political panel. our republican strategist and also our democratic strategist,

robert zimmerman mercedes. katy tur points out a lot of trump supporters may well believe despite president obama was born in the country, they may not be too upset with him today by not pushing back to her point, this tendency for trump to exaggerate, whether it's the crowd numbers or the detectives that found this information we have never seen, on to the policy issues, i will make mexico do that, if he is prone to exaggeration that may be something eventually his supporters or independents tempting to get to the trump train may be questioning? >> i think his supporters, his core supporters will stick with him despite what he is saying or not saying for that matter, and then it's a problem of the building on to the support,

right? so is he capable of doing that? when you are seeing his performances on the debate stage, you know, he went from being sort of this energetic tackling issues and just very saying things like they are, very straightforward to all of a sudden, and it has created a lot of emotion, to awful a sudden, realism has set in for a lot of the gop primary voters. we have seen the shift going with some of the voters to the ben carson camp or after carly's performance, where you were seeing especially women, and i predict will go into the carly camp, and i think it's catching up to him, the exaggeration part and it's going from we get to the fresh approach but we need a little more of the substance. >> you point out that many of the women may switch over to the carly camp this morning, and yesterday carly fiorina being pushed on whether or not she presented false information during that debate, whether or not she exaggerated. let me play what she said at the time about a video involving

planned parent hood during the gop debate. let's play that. >> i dare hillary clinton, barack obama to watch these tapes, watch a fully-formed fetus on the table, its heartbeating and legs kicking while somebody says we have to keep it alive to harvest its brain? >> we have the wall street journal, we know, it often has been known to be conservative leaning, and what she is described is not in any of the videos released by the group. >> here is the deal, when you look at the videos, it's these testimonies that are out there and you see planned parent hood senior medical directors talking about how they are being part of selling the fetal parts. again, what carly fiorina did is

developing now, a selloff this morning, the dow is down 182 points, you see it there. it's off the lows, and it was down 283 points at one time, so the plunge comes a day after the fed decided not to raise interest rates for the first time in nine years, citing concerns about global economic conditions. those concerns apparently are troubling investors today and this would be a volatile day, and it's called the witching days, and it's when options and contracts expire at the same time. meantime as for the fed's decision to hold interest rates steady, it's good news if you are planning on buying a home or car or making a big purchase soon. the rate hike is likely by the end of the year. and then the threat of a government shutdown looming in two weeks, the fight over funding planned parenthood is center stage on capitol hill

today. the house is debating and will soon vote on a republican-backed measure to defund the measure for a full year. meanwhile, as the planned parenthood funding fight continues to play out on the campaign trail, hillary clinton defended the organization during an appearance on cnn. >> there's no debate and there should be no argument that planned parenthood does cancer screening and helps for family planning and works to provide, you know, some of the most difficult kinds of counseling when it comes to giving an hiv test, for example. what this is about is the fact that some of the planned parenthood facilities perform abortions which is legal under the laws of the united states. i understand that the republican party and particularly the candidates we heard from last

night wish that were not the case and wish that abortion were illegal and they could turn the clock back. i think it deserves not only our support but the continuing funding from the federal government. >> nbc's kelly o'donnell joins us now from capitol hill. let's talk about the dynamics playing out here including the pressure on speaker, john boehner? >> there has been considerable pressure on speaker boehner because the most conservative members of his republican conference are checking, will he really carry the ball for them in a big fight and planned parenthood has been a target for the republicans, and they view the facts differently than hillary clinton, and there are concerned there were illegal abg taeuf tease, and they have been debating all day about the secret videos posted on youtube that purport to show conversations relating to fetal

tissue being sold, and that set off a firestorm that has been playing out here on capitol hill. it does come at a time when the specter of a government shutdown is hanging in the air and comes right before the pope is expected to visit next week and address congress, and all of those influences are part of this very emotional brew on capitol hill, and democrats fiercely defend this organization for the reasons hillary clinton laid out and we have heard it over and over on the house floor today and democrats believe it's the wrong fight and it will affect women that need medical services apart from abortion, and republicans are saying this organization does not deserve federal funding and it should be held for at least one year, and this bill deals with a one-year period and it's a much bigger argument than that, so john boehner is really on a hot seat here, will he take the fight that conservatives want? at the same time, boehner and mcconnell and other leaders in congress have great fear about a government shutdown and don't want to see it go that far.

in the way u.s. companies can do business and americans can travel, the way banking is done, and this does not affect the trade embargo and that would require a congressional change but a lot of people are interpreting this in the early hours as far as the administration could go without congressional action. let's talk about some of the very specific things that are going to happen and that highlight that you mention. for the first time u.s. companies can establish a presence in cuba, and that means officers and warehouses and retail outlets and allowing a larger u.s. business presence, and then expanding between countries traveling, and that means more people will be able to go. there were already categories of people that can travel, for example, a journalist, people who are on charitable missions and educational projects and now their close relatives can go as well, and as a practical matter,

cruise ships will be able to dock there, and they could not go to a third country but could go there and dock and stay up to a couple of weeks, and all these things are being reviewed right now by lawyers and that's the first step, companies and businesses are looking at these and saying what will this allow us to do? there has been speculation that would allow companies like fedex and ups to have officers there and travel could be facilitated by airlines opening upti ticketg offices, and one of the big things here is hire cuban nationals and the second part of it beyond the legal aspects being look the at now, is what will the cuban government allow? this is about what the united states will allow, and we still have to take a look and see how cuba will handle this, but there's no doubt in the 53 years since that trade embargo was first put into place, tamron,

decision not to meet with any dissidents thereafter four days? >> this is in line with the vatican's long-standing position, and the pope with rarely meet with any political opponents on any trip and it's quite possible that francis would raise the issue of human rights dissidents, political freedom in private conversations and he is meeting with the president, raul castro, and it's quite possible the issue will come up, but privately and not publicly. >> and there is concern about who will be invited to the welcoming ceremony here in the united states, and in washington, and there is concern, the vatican has taken the stance about the obama administration invited transgender activist to the

ceremony. what can you tell us about this? >> reporter: again, remember, this is a ceremony where there are going to be about 15,000 people on the lawn of the white house, so yes, there's a broad spectrum of religious leaders who have been invited, and a few people might be problematic for certain parts of the catholic church in the united states and even in rome, and that's understandable. pope francis has done many things that make people uncomfortable in different parts of the church, again, president obama has a long history of engaging faith leaders from across political and ideological spectrums so this is in keeping with that. >> "the wall street journal" reporting according to a senior vatican official, they worry that any photos of the pope with these guests could be interpreted as an endorsement of their activities, and it's a strongly-worded off the record quote -- apparently an anonymous

quote from an official within the vatican. >> reporter: as i said, i am sure there are many officials in the vatican and the united states that have that concern. this is a massive crowd. they are expecting 15,000 people, and one or two people in the crowd that cause problems, i don't know that they will get anywhere near the pope much less get a photo with him. these are not part of people of the delegation, and these are just guests that represent different parts of the american church. >> and let's quickly talk about, this is a grueling schedule, one that surely will bring a lot of excitement to the faithful around this country, but for francis himself, i read an article just the other day in the new york times discussing in some ways i guess a bit of nervousness for pope francis even coming to the united states, and really the excitement and expectations that come along with that.

aftershocks in the earthquake dammed chile, and that tops the news around the nation this morning. eight aftershocks have rocked the country since the 8.3 magna to the take, and at least 12 people dead and more than one million displaced, and damage is expected to run into the billions of dollars. nbc boston affiliate is reporting police made a big break in the case of baby doe. the station says police identified the little girl and one person is being questioned in connection with the case, however the local district attorney's office says the investigation is still active and there are no new updates. new video shows what appears to be nine california police officers involved in the forceful arrest of a 16-year-old accused of jaywalking. the video does not show what led up to the incident although a witness says the teen was

getting off a bus when a police officer stopped him for jaywalking and when the teen kept walking the officer grabbed his arm and hit him with his baton, and the police they the teen did not comply with a lawful order to stop walking in a bus-only lane and he cursed at the officer and attempted to grab the officer's baton. and then a friend arraigned moments ago on the charge of making false statements. he knew about dylann roof's plan before the shooting but did not tell authorities. if you live in new york, minnesota, or new hampshire or america saw phoepla, a driver's license will not be enough to get on a flight. standard license will be considered noncompliant with the security standards outlined in

the real id act. the new rules go into effect next year. and turning to the now clos one of its border crossings with serbia as it struggles to deal with the recent influx of migrants and refugees. croatian officials say they had no choice with more than 11,000 people entering the country earlier this week after hungary fenced off its border with serbia. in a news conference today, croatia's prime minister blasted hungary for failing to live up to its obligations as a member of the eu. we are in a small croatian town where thousands were left stranded after crossing the eastern border. >> reporter: i'm standing at one end of what is a very long and very hot and frankly pretty miserable line for the bus. there are hundreds of people in it, waiting for coaches which
