tv   Hardball With Chris Matthews  MSNBC  September 28, 2015 4:00pm-5:01pm PDT

4:00 pm
live on this monday. i'm craig melvin. "hardball" starts right now. will joe biden challenge hillary clinton? let's play "hardball." good evening. i'm chris matthews in washington. can there be a bigger question for the democrats right now? what will it do to the democrat chances if vice president biden jumps into the race soon? will it split the moderate vote and give senator bernie sand arias real chance to win? will it switch attention to the big questions of competence and policy and away of the e-mail. will it forge hillary clinton's team into a fighting stance? a biden campaign, a real one would turn the tables on the status quo and bring alive a political party that's been drilled on its left but dormant at the center.
4:01 pm
it could make the fight on the democratic side as exciting as the king of the hill wildness among the tame republicans. it could bring "hardball" to the progressive arena when bill clinton is charging back into the action. hillary versus biden, you can forget. david corn is washington bureau chief. eugene robinson is a pulitzer prize winning columnist for "the washington post." gene, are we looking at an entry by joe biden in the near future? >> our reporters, my reporters are very much on alert because there are certain drop-dead dates that are approaching. the debate on cnn october 13th. we heard from his staff -- >> two weeks from now. >> two weeks from now. we heard october 1st was floated. we reported that. we heard he might wait until after the debate.
4:02 pm
in that window though, next week looks really like a prime target moment because it would be past all the business of with the pope of this week. past all this. got a nice clean week and the debate following it. >> david corn, you are not a fellow religionist, i'm thinking joe biden made a point seeing the pope off last night that. was an opportunity you can't beat among a lot of people watching our coverage. a great chance to get in on the action on the scmaltz level where he is good. >> he's been out there on labor day and other events over the last couple of month or two after coming out of this grieving period. >> seizing every opportunity. >> the thing about biden which makes him a particular threat to hillary clinton, when he's out there, he looks like he's having fun. he looks engaged.
4:03 pm
he is excited and enthusiastic. sometimes it leads to gaffes, but he does like to be out there pressing the flesh and being what he thinks is a real guy, real politician. until there is a decision, there is no decision. he can see it going either way. the people around biden, the staffers and money people and advisors, they want him in. it's good for them. >> you are smiling why. are you smiling? what would stop him at this point? >> well, thinking he can't win. thinking that -- >> what is wrong with a college try? >> he made the college try before. he hasn't grabbed the brass ring. he hasn't been able to do it. i don't think he wants to go out, have the last act of his political career be another flameout. >> how about the last act being,
4:04 pm
i let it go? hillary got into more trouble than i thought she would. there was an opening two or three weeks after i would have announced. i didn't announced. i kissed it good-bye even though my son told me to do it. >> that is a big part what he's got to consider, regrets. he didn't go for it. this time he is in much better shape than the last two times. if he doesn't go for it, he's got to live with that for the rest of his life. that's a really hard thing. >> do you know how many men won on their third and fourth try? reagan won on his third try. i'm talking about these guys normally many get the bug. it doesn't go away. they ultimately die trying. >> mow udall said the cure for the presidential fever is formaldehyde. once you get the presidential bug, people who are in a
4:05 pm
position to run for president credibly usually do. mario cuomo, colin powell chose not to. >> why would he jump in now? >> i don't care about real politic for a second. hillary owned this until recently. only recently there are doubts. i still think she is the nominee. there are doubts out there the other part is i talked to biden. he's only working two doors from the president all day long the last seven years. whenever the president wants him, he's in there. he's that close. as close as hillary was, but he's there. i think once you ran twice and you're there for seven years, i can do this. i can sit in that chair. >> he's not a dan quayle. >> what our reporting is he wants to run because he thinks he would be the better president. >> i think he heard that. i don't think he is a big fan of the clintons.
4:06 pm
our new nbc/"wall street journal" poll shows bernie sanders gaining on hillary clinton. leads sanders by seven now 42-35. that's with joe biden taking 17%. it's very close. translate that to the electoral college, that is not good for hillary clinton. without the vice president in the contest, clinton's lead over sanders grows to 15 points. 53-38. that is of course down from her 34-point lead over sanders back in july and 60-point lead in june. she was much better off three, four months ago when he might have made the decision to go in. two, the hard one is that he takes away from her synergy. he doesn't take away from bernie's left. >> exactly. you have two candidates of the center in there. >> hillary calls herself a centrist. >> if you're bernie, are you rooting, come on in? >> i talked to people bernie
4:07 pm
strategists. they want biden in. bernie's campaign is not a media campaign. it's not a stealth campaign but biden and hillary are punching over there, they are happy to go with the same game plan they had up to date. >> if all thee go into this jamboree and bernie wins iowa, which he could, wins new hampshire and somebody knocks him off in south carolina. >> biden is looking at south carolina as a loss. >> that's his win. >> hillary has to win new hampshire. that's where she's got to win one of them. >> or else what? play this out. >> play it out. bernie wins iowa, bernie wins new hampshire. joe loses -- wins in south carolina. she is a three-time loser going into super tuesday.
4:08 pm
>> someone else comes in? >> no i think one of them picks up momentum. >> bernie wins nomination of the party? >> no. you have biden in there, too. the other problem is not just breaking up middle or center. he takes minorities from her. that's where she is really got it over bernie. >> looks like a big tease from our competitor cnn. announced today they will hold a spot for joe biden should he announce a campaign for president right up until the very day of october 13th. this is show business. >> it is. you've got it, you milk it. >> he might get up? >> please not three hours of it. >> the ratings will go up by double fold if biden gets in. >> here is bill clinton adding this weekend on the e-mail
4:09 pm
fight. ignore the topic. the interesting thing here -- you should ignore e-mail, the fact big bill is coming in. is that good or bad? does she need him or is he a calvary to the rescue? >> the other party doesn't want to run against her. if they do, they would like her mangled up as possible. and they know that if they leak things and say things that ises catnip to the people who get bored talking about what's your position on student loan relief or dealing with the shortage of mental health care or what to do with the epidemic of prescription drugs and heroin out in america. you can't complain. this is not -- this is a contact sport. they are not giving the job away. >> here is secretary clinton warming to her husband's remarks. >> first of all, i love my husband.
4:10 pm
he does get upset when i am attacked. i totally get that. we also get the fact, look, this is a contest. it's fair game for people to raise whatever they choose to raise. as he said in that same interview. they are not giving this job away. you have to get out there and earn it. that's what i'm trying to do. >> tag team. he says it's not fair and she says i can take it. >> he is one of the biggest assets in her campaign. >> first woman for president neegd t needing the husband. nixon didn't want help. >> everybody knows he's there. it's almost like the last time she didn't want to admit she was a woman. and her what is would be a historic win. >> now she is admitting she's his wife. >> yeah. we are past let's pretend it wouldn't be historic. >> they can do these tag team
4:11 pm
