to be a partisan political exercise, i feel like it does a grave disservice and dishonors not just the memory of the four that we lost, but of everybody who has served our country. good day. i'm chris matthews in for andrea mitchell and right now hurricane joaquin is strengthening a category 3 barreling towards the east coast, and this as a separate weather system is going to be posing a threat for h historic flooding. bill karins is tracking it all. bill, what's up? >> well, chris, we are getting the new information in from the american computer model called the gfs model pumped out by the super computers and last night they shifted the track from the gfs model to more new england,

and then this morning they shifted it to off of the coast with no landfall and now the new update, and it updates every six hour, and the new update is great, because it follows the european model far out to sea and clear of the carolinas and the virginia coastline and well out of the coast, and good update and great information, and just getting the updates now, and when it populates, i will give you bet ter intoer ma, but this storm hurricane joaquin is against the bahama islands right now, and it is trying to form the eye in here, and has been tryinging the do it in the last couple of hours, but it does not have the classic clearing out of the cirrus field, and this is crooked island down heres and a couple of the resorts that is taking the worst battering here. and when you see the pictures, that is where the worst damage would be, and in freeport and nassau, some fringe of it, but it is far enough that it should be a glancing blow.

the winds right now at 125 but we believe it will get up to 140 when it peaks. this is is the 11:00 a.m. advisory, and they did not want to change much, the national hurricane center, and they are looking to see what to do with the tracks but they have inched it away from the carolinas and the virginia coastlines. so it all sounds great, and you say, well, we are just fine, but still a couple of the kcomputer models are taking it to the carolinas, and hopefully today, these will trend away from the coast. so far as the storm goes it is maybe not joaquin that gives us the worst impacts throughout the mid-atlantic. and we have a stall front, and we are seeing the waves churning, and the erosion of the coast, and high tide in the carolinas had some problemsk too, but as far as we are dea g dealing with, the next high tide cycles are a problem. so the time line for the storm, it will treng strengthen to category 4, and we will get

dangero dangerous, and surf conditions along the east coast, and that storm is well off of the coast, and we will get the onshore flow, and we are getting significant rainfall, chris, and even though joaquin is far off of the coastline and we could easily see homes with some flooding and 10 to 15 inches of rain in the carolinas. and chris, a lot of people are going to be scratching their head, how can we get this horrible weather if the storm is well off to sea. that is my job. >> and i guess you have dope it. at this hour, the talks are under way with the u.s. and russia as the military is launching a fresh wave of air strikes in syria. russia says that it is targeting isis, but the pentagon indicates, that is not the case. >> it does appear that they were in areas where there were

probably not isil forces which is precisely one of the problems with this whole approach. what they are doing is going to backfire and it is counter productive. >> if it looks like a terrorist and it acts like a terrorist, and it walks like a terrorist and it fights like a terrorist, it is a terrorist, right? >> this video obtained by msnbc news shows the strike, and they say that isis is not a particular threat in that area. joining us now is chris jansing at the white house, and jeff kiran on the phone. and chris, it seem ed in a strange way it would help us to gather up the forces in a coalition there, and now since the president has spoken to the u.n., it is like there is no way that the because the russians and the americans are different pages. >> well, they couldn't be

further apart on so many issues, but as you well know, chris, the question is what to do in terms of bashar al assad. let's just look at where we are right now, because we have the most powerful militaries in the sky over syria, and not just the united states and now russia, but of course france and the uk, and they need to coordinate at the very least, they have to coordinate these flights. what is going on right now, as we are speaking is that they are having the high level meetings by teleconference to figure out the basic part of it, but the second part of it that is far more complicated and goes to the point of how far apart the u.s. and russia are, who exactly are they targeting? they claim to be targeting isis, but you say and the folks yesterday who are on the ground said it was not isis, and this is just another instance of where vladimir putin likes to catch the united states and the

allies by surprise, and he did it once again, chris. >> he sure did. thank you, chris jansing at the white house. we go the keir simmons in moscow. and kooer, what is up offthere, and what does putin want to do? does he want to win the war against isis or prop up his friend assad or what? >> well, yes, chris, all of the them. and i just came from a meeting in where he was laying out the view of the u.s. and the allies' campaign gainsts isis has failed. he then made his claim that there is no shade in terms of the different kinds of groups in syria. he said that they are all terrorists, and that is going to give you a picture of exactly how this is approached by the

russians, ba because they are of course allies with president ass assad, and so if president assad sees all of the rebels in syria as terrorist, it is likely to be perspective taken by the russians, too. so the russians now are -- launching fresh air strikes while at the same time reuters is reporting, chris, that the iranians are sending in more troops and recording and reporting sources saying that there is a ground push for those against assad supported by russian air strike, and perhaps that is a glimpse of the real plan here. russia at the same time insisting that it does not intend to put boots on the ground, as we would call it, but then of course, there is concern amongst the russian population about where this leads to. you have to remember that russia is a country that got so bogged down in afghanistan some decades

ago that they are talking about that here. they don't want something like that again, but at the same time, they appear to be fully behind president putin, because he is saying, we are fighting terrorism. >> well said. thank you keir simmons in moscow. israeli prime minister benjamin netanyahu who is speaking at the general assembly. let's catch him. >> and now from hezbollah through and from the syrian territory. every few weeks, iran and hezbollah set up new terror cells in cities throughout the world. three such cells were recently uncovered in kuwait, jordan and cypress. in may, security forces in cypress raided a hezbollah agent's apartment in the city of

larnaca, and there they found 5 tons of ammonium nitrate which is roughly the same amount of ammonium nitrate a that was used to blow up the federal building in oklahoma city. that is just in one apartment in one city in one country, but iran is setting up dozens of terror cells like this around the world. ladies and gentlemen, they are setting up those terror cells in this hemisphere, too. i repeat. iran has been doing all of this, everything that the i have just described just in the last six months when it was trying to convince the world to remove the sanctions. and now, just imagine what iran is going to do after those sanctions are lifted, unleashed

and unmuzzled, iran will go on the prowl devouring more and more prey. in the wake of the nuclear deal iran is spending billions of dollars on weapons and satellites. you think that iran is doing that to advance peace? you think that hundreds of billions of dollars in sanctions releaf and fat contracts will turn this rapacious tiger into a kitten? if you do, you should think again. in 2013, president howanni began his speeches here at the u.n., and since then they have rapidly

expanded the global terror network. you know, they say that the actions speak louder than words, but in iran's case, the words speak as loud as the actions. just listen to the deputy commander of iran's revolutionary guard quds force in february. he said that the islamic revolution is not limited by geographic borders. he boasted that afghanistan, iraq, lebanon, syria and palestine and yemen are among the countries being, quote, conquered by the islamic republic of iran, end quote. conquer kw -- conquered. and for those of you who believe

that the deal in vienna will bring a change in iran's policy, listen to what iran's supreme lead lead leader ayatollah khomeini said. our arrogant ways against the arrogant policies of the united states will not change. while giving the moolahs more money is likely to fuel more repression inside of iran, it will definitely fuel more aggression outside of iran. as the leader of a country defending itself everyday against iran's growing aggressi aggression, i wish i could take

comfort in the claim that this deal blocks iran's path to nuclear weapons, but i can't. because it doesn't. this deal does place several constraints on iran's nuclear program, and rightly so, because the international community recognizes that iran is so dangerous, but here is the catch, under this deal, if iran doesn't change its behavior and in fact, if it becomes more dangerous in the years to come, the most important constraints will still be automatically lifted by year 10 and by year 15. that would place a militant islamic militant terrorist regime weeks away from having the missile materiel for an

entire arsenal of nuclear bombs. it just does not make any sense. i have said that if iran wants to be treated like a normal country, let it act like a normal country. . but this deal, this deal will treat iran like a normal country even if it remains a dark theocracy that kconquers its neighbors, sponsors terrorism worldwide and chants "death to isra israel, death to america." does anybody seriously believe that flooding a theocracy with cash will curb its appetite for aggression. does anybody believe that to a theo kratic iran with sharper claws and fangs will be more likely to change the stripes? so here is a general rule that i have learned and you must vt

learned in your lifetime, when bad behavior is are rewarded, it only gets worse. [ applause ] ladies and gentlemen, i have long said that the greatest danger facing our world is the coupling of militant islam with nuclear weapons. aam gravely concerned that the nuclear deal with iran will prove to be the marriage certificate of that holy union. i know that well intentioned people, sincerely believe that this is the best way to block

iran's path to the bomb, but one of history's most important, yet least learned lessons is this, the best intentions don't prevent the worst outcomes. the vast majority of israelis believe that this nuclear deal with iran is a very bad deal. what makes matters even worse is that we see a world celebrating this bad deal. rushing to embrace and do business with a regime openly committed to our destruction. last week the major general of

the iran army proclaimed this, quote, we will annihilate israel for sure. we are glad that we are in the forefront of executing the supreme leader's order to the destroy israel, end quote. and as for the supreme leader, himself, a few days after the nu nuclear deal was announced, he released his latest book. here it is. it is a 400-page creed planning to destroy the state of israel. last month khomeini once again made the genocidal intentions clear before iran's top clerical body, the assembly of experts. he spoke about israel.

home to over 6 million jews. he pledged, quote, there will be no israel in 25 years. end quote. 70 years after the murder of 6 million jews, iran's rulers promised to destroy my country, murder my people, and the response from this body, the response from nearly every one of the governments represented here has been absolutely nothing. utter silence. deafening silence.

perhaps you can understand why israel is not joining you in celebrating this deal. if iran's rulers were working to destroy your countries, perhaps you'd be less enthusiastic the about the deal.

if iran's terror proxies were firing thousands of rockets at your cities, perhaps you'd be more measured in your praise. and if this deal were unleashing a nuclear arms race in your neighborhood, perhaps you'd be more reluctant to celebrate. but don't think that iran is only a danger to israel. besides iran's aggression in the middle east and the terror around the world, iran is also building intercontinental ballistic missiles whose sole purpose is to carry nuclear warheads. and now, remember this, iran already has missiles that can reach israel, and so the intercontinental missiles that the iran is building, they are not meant for us, but they are

meant for you, for europe, for america, for raining down mass destruction, any time, anywhere. ladies and gentlemen, it is not easy to oppose something that is embraced by the greatest powers in the world, believe me, it would be far easier to the remain silent. but throughout our history, the jewish people have learned the heavy price of silence. and as the prime minister of the jewish state as someone who knows that history, i refuse to be silent. [ applause ]

i'll say it again. the days when the jewish people remain passive in the face of genocidal enemies, those days are over. not being passive, but it means speak up about those danger, and we have, we are, we will. not being passive also means defending ourselves against those dangers. we have, we are, and we will.

[ applause ] israel will not allow iran to break in, sneak in or to walk into the nuclear weapons club. i know that preventing iran from develop i developing nuclear weapons is israel's determine to protect itself from those who seek our destructi destruction. for in every generation, there were those who rose up to destroy our people. in antiquity we face destruction from the ancient empires of babylon and rome, and in the middle ages we faced inquisition and expulsion and in modern

times we faced the holocaust, and yet the jewish people have persevered and now another regime has surfaced swearing to destroy israel. that the regime would be wise to consider this, i stand here today representing israel, a country 67 years young, but the nation state of the people nearly 4,000 years old. yet, the empires of babylon and rome are not represented in this hall of nations, and neither is the thousand year reich, and those seemingly invisible empires are long gone, but israel lives. the people of israel live.

heil israel heil. the rebirth of israel is a testament to the indomitable spirit of my peoples. for 100 generations the jewish people e dreamed of returning to the land of israel. even in our darkest hour, and we had so many, and even in our darkest hours, we never gave up hope of rebuilding our eternal capital the jerusalem. the establishment of israel made realizing that dream possible. it has enabled us to live as a e free people in our ancestral homeland and enabled us to embrace the jews from the four

corners of the world to find refuge from the persecution. and they come from war-torn europe, and iraq, and ethiopia and soviet union and from 100 other land, and today, as a rising tide of anti-semitism once again sweeps across europe and elsewhere, many jews come to israel to join us in building the jewish future. so here's my message to the rulers of iran, your plan to destroy israel will fail. israel will not permit any force on earth to threaten its future. and here's my message to all of the countries represented here. whatever resolutions you may adopt in this building, whatever

decisions you may take in your capitals, israel will do whatever it must do to defend our state and to defend our people. distinguished delegates, as this deal with iran moves ahead, i hope that you'll enforce it -- how can i put this? with a little more rigor than you showed with the six security council resolutions that iran has systematically violated and which now have been effectively discarded. make sure that the inspectors actually inspect. make sure that the snapback

sanctions actually snap back. and make sure that iran's violations aren't swept under the persian rug. of one thing i can assure you, israel will be watching. closely. what the international community now needs to do is clear. first, make iran comply with all of its nuclear obligation, and keep iran's feet to the fire. second, check iran's regional aggression, and support and strengthen those fighting iran's aggression beginning with israel.

third, use sanctions and all of the tools available to you to tear down iran's global terror network. ladies and gentlemen, israel is working closely with the arab peace partners to address our common security challenges from iran and isis and others. we are also working with other states in the middle east. as well as countries in africa, in asia and beyond. many in our region know that both iran and isis are our common enemies, and when your enemies fight each other, don't strengthen either one.

weaken both. common dangers are clearly bringing israel and its arab neighbors closer, and as we work together to thwart those the dang danger, i hope that we will build lasting partnerships, lasting partnerships for security, for prosperity and for peace. but in israel, we never forget one thing, we never forget the most important partner that israel has has always been and will always be the united states of america. the alliance between israel and

the united states is unshakable. president obama and i agree on the need to keep arms out of the hands of iran terror proxies. we we agree on the need to stop iran from destabilizing countries throughout the middle east. israel deeply appreciate's president obama's willingness to bolster our security, and help israel to maintain the qualitative military edge and help israel to confront the enormous challenges that we face. israel is grateful that this sentiment is is widely shared by the american people and those in congress who supported the deal and by those who opposed it.

president obama and i have both said that differences over the nuclear deal are a disagreement within the family. but we have no disagreement about the need to work together to secure our common future. and what a great future it could be. israel is uniquely poised to seize the promise of the 21st century. israel is a world leader in science and technology, in cyber, software, water, agriculture, medicine, biotechnology, and so many other fields that are being revolutionized by israeli inje knew ti and israeli innovation, and israel is the innovation nation.

israeli know-how is everywhere. it is in your computers' microprocessors and flash drive s and it is in your smartphone, and when you send instant messages and navigate your cars and when you water the crops and keep your grains and produce fresh, and it is in the universities when you study the nobel prize winning discoveries in chemistry and economics and it is in your medicine cabinets when you use drugs to treat parkinson's disease and multiple sclerosis, and it is even on the plate when you eat the delicious cherry tomato, and that is, too, perfected in israel, in case you didn't know. and we are so proud of israel and the long strides that our country has made in such a short time.

we are so proud that our small country is making such a huge contribution to the entire world. yet the dreams of our people enshrined by eternity of the profits of the bible, and those dreams will be fully realized only when there is peace. as the middle east descends into chaos, israel's peace agreements with egypt and jordan are two cornerstones of stability. israel remains committed to achieving peace with the palestinians as well. israelis know the price of war. i know the price of war.

i was nearly killed in battle. i lost many friends. i lost my beloved brother yoni. those who know the price of war can best appreciate what the blessings of peace would mean for ourselves and our children, our grandchildren. i am a prepared to immediately, immediately resume negotiations with the palestinian authority without any preconditions whatsoever. unfortunately, president abbas said yesterday that he is not prepared to do this.

well, i hope that he changes his mind, because i remain committed to a vision of two states for two peoples in which a demilitarized palestinian state recognizes the jewish state. and the peace process began over two decades ago, and yet despite the best efforts of six israeli prime minister, rabin, perez, barack, shimon, olmert and myself, the palestinians have consistently refused to end the conflict and make a final peace with israel. and unfortunately, you heard that rejectionism yet again only yesterday from president abbas. how can israel make peace with a palestinian partner who refuses to the even sit at the e

negotiating table? israel expects the palestinian authority to abide by its commitments. the palestinians should not walk away from peace. president abbas, i know it is not easy. i know it is hard. but we owe it to our peoples to try. to don't -- to continue to try, because if we actually negotiate and stop e negotiating about the negotiation, and sit down to try to resolve this conflict between us, and recognizing each other, not use a palestinian state as a stepping-stone for another islamic dictatorship in the

middle eastk but to have a two state, then we can do remarkable things for our peoples. the u.n. can help to advance peace by supporting direct unconditional negotiations between the parties. the u.n. won't help peace, certainly won't help to the advance peace by trying to impose solutions or by encouraging palestinian rejectionism. and the u.n., the u.n. distinguish distinguished delegates should do one more thing. the u.n. should finally rid itself of the obsessive bashing of israel.

here is just one absurd example of the violence. more than one quarter of a million people have lost their the lives, and that is more than ten times, more than ten times the number of israelis and palestinians combined who have lost their lives in a century of conflict between us. yet last year this assembly adopted 20 resolutions against israel, and just one resolution about the savage slaughter in syria. talk about injustice. talk about disproportionality. 20.

count them. one against syria. well, frankly, i'm not surprised. to borrow a line from yogi berra, the late great baseball player and part time philosop r philosopher, when it comes to the annual bashing of israel at the u.n., it is deja vu all offagain. -- all over again. enough. 31 years after i have stood here for the first time, i am still asking when will the u.n. finally check its anti-israel fanaticism at the door? when will the u.n. finally stop slandering israel and advance

peace. and when will you stop reconciliation, and stop libelling israel and stop inciting hatred and violence. president abbas, here is a good place to begin. stop spreading lies about israel's alleged intentions on the temple mounts. israel is fully committed to maintain i maintaining the status quo there. what president abbas should be speaking out against are the actions of the militant islamists who are smuggling bomb s into the mosques and preventing jews and christians from visiting the holy sites ash and this is the real threat to these sacred sites.

1,000 years with before the birth of christianity, more than 1,500 years before the birth of islam, king david made jerusalem our capital and king solomon built the temple on that mount, and yet israel, israel will always respect the sacred shrines of all in a region plagued by violence and by unimaginable tolerance in which islamic fanatics are threatening the beacon of light and tolerance of israel, and far from endangering the holy sites, it is israel that ensures their safety.

because unlike the powers who have ruled jerusalem in the past, israel respects the holy sites and freedom of worship of all, jews, muslim, christians, and everyone. and that, that, ladies and gentlemen, will never change. because israel will always stay true to its values. these values are on display each and every day when the fiesty parliament eagerly debates each and every issue under the sun, and the chief justice sits in her chair at the fiercely independent supreme court, an when our christian community continues to grow and thrive from year to the year, and that as christian communities are decimated elsewhere in the middle east, and when a brilliant young israeli muslim student gives the valedictorian

address at one of the finest universities, and when the israeli doctors and nurse, and doctors and nurses from the israeli military treat thousands of wounded from the killing fields of syria, and thousands more in the wake of natural disasters from haiti to nepal, this -- this is the true face of israel. these are the values of israel, and in the middle east, these values are under savage assault by militant islamists who are forcing millions of terrified people to flee to distant shores. ten miles from isis, a few hundred yards from iran's murderous proxies, israel stands in the breach proudly and courageously defending freedom and progress. israel is civilizations front line in the battle against

barberism, and so here is a novel idea for the united nations. instead of continuing the sha shameful routine of bashing israel, stand with israel. stand with israel as we check the fanaticism at our door. stand with israel as we prevent that fanaticism from reaching your door. ladies and gentlemen, stand with israel, because israel is not just defending itself, more than ever, israel is defending you. i'm joined by nick burns

former ambassador the nato and now professor of the harvard kennedy school of government, and am bbassador, thank you for joining us, but i was impressed by so many moments there, but the flourish of going silence to replicate what he calls the silence of the general assembly members toward israel's situation in the world and no concern to the threats against them particularly from iran. >> chris, i was struck by the same thing, and in many ways it was effective speech, and not in all ways, but when he drew the fact that the supreme ruler of iraq has recently threatened the existence of the state of israel and routinely done it in the past, and the prime minister drew the attention to the listeners that the u.n. has done nothing to it, and no resolutions to condemn it, he was right the do it, and right

to call attention to the hypocrisy of the united nations, and that is the strongest part of the speech. many weaker moments, but it was an effective way to present israel's foreign policy. >> and let's try to find the news here. did you hear him say that the world leaders including the united states do not enforce the deal on iran, and refusing to have the right to have a nuclear program, and if it looks like we are sweeping it under the persian rug, did it look sound like to you that israel will act militarily? >> i think that he was saying indirectly that israel retains the right to use military force should it be absolutely necessary if nobody else is around to stop the iranians in the hypothetical that iran would break the nuclear deal. he did not say that israel would intend to do this, but he wanted to tell people that israelis and

jews around the world will no longer stand by and let their world be assaulted and he referred to the bar bare ti of the holocaust to make that point. this is the weakest part of the speech, but he was campaigning to the u.n. against the nuclear deal, and the nuclear deal is going to go forward and president obama has achieved that victory, and he needs to close ranks with president obama and quiet the criticism, because the iranians are trying to draw a wedge between the united states and israel, and the u.s. and israel needs to close it, but he did not make it any easier for president obama to do that today. >> thanking you, ambassador. >> and secretary of state jay jason is apologizing -- jay johnson is apologizing to senat senatortz who was investigating the scandals of the agency, and today, well, the details were

released in a new inspector's investigation, and there was quote, some information that he might find embarrassing needs to get out, just to be fair." and the director said he was unaware of misconduct, and now, joining us from capitol hill is jas jason chaffetz, and what do you see there? >> well it is a little bit of the skull dugger ri, and this is totally inappropriate, and i wonder if they are doing this to me, what are they doing to other people? >> what are you making of the next possible speaker of the houts, and the republican leader kevin mckcarthy going on shawn hannity the other night, and

saying that the strategy of the leadership has been successful in regard to using the benghazi hearings to bring down hillary clinton's poll number, and to the say it is part of the strategy and why would he want to say that publicly? i don't get the politics of that statement? >> i am supportive of kevin mccarthy, but those statements are inappropriate, and they should be withdrawn, and he should apologize and it is not right. once upon myself it was me and trey gowdy who were working on it, but it has expanded to find the truth, and that is why we are still involved, because there are unanswered questions, and to suggest that there is any political motivation is not fair to mr. gowdy and myself and most importantly to the four families of the loved ones, and that is not why we are doing this. >> kopgman, you want him to recant? >> yes, he needs to withdraw
