good evening. in philadelphia for president obama and millions of others it has become apparent and now roseburg that we are seeing a cluster of inaction on gun safety. asked about the government's role jeb bush today said this. >> we are in a difficult time in our country. i don't think more government is necessarily the answer to this. i think we need to reconnect ourselves with everybody else. it's very sad to see. but i resist the notion -- i had this challenge as governor because we have -- stuff happens. there is always a crisis. and the impulse is always to do something. and it is not necessarily the right thing to do.

>> stuff happens. here is what the president had to say in response to that remark. >> i don't think i have to react to that one. i think the american people should hear that and make their own judgments based on the fact that every couple of months we have a mass shooting. and in terms of -- and they can decide whether they consider that stuff happening. >> and the president said people would need to become single issue voters for gun safety. >> this will not change until the politics changes and the behavior of elected officials changes. and so the main thing i am going to do is i'm going to talk about this on a regular basis and i will politicize it because our

inaction is a political decision that we are making. the politics has to change and the people who are troubled by this have to be as intense and as organized and as adamant about this issue as folks on the other side who are absolutests and think that any gun safety measures are somehow an assault on freedom or communistic. >> i'm joined by connecticut governor. i don't think i have seen such a sharp distinction between one side saying leave things the way they are basically don't cause trouble with more laws and the president saying we need to become single issue fundamentalest as people who are so pro gun. >> part of the problem i suppose for the former governor of florida is the nra and the industry have already won. there is about a weapon for

every man, woman and child in the country which is the way they like it. they want to get two and three for everybody. the problem is we are losing the battle. it's our kids who die in our schools, our college students get killed in college shootings. it's the rampant crime on the streets of our urban environments frequently fed by guns that come to us from loop hole sales where they have gun sales or don't do background checks. i do have a message. when you have good laws you going to lower crime. connecticut's violent numbers are about half the national average. our number of homicides is dropped precipitously over the last few years. you can make progress. i wish the governor bush was a more hopeful person because we could do something about this if we could find resolve and wrou have to love the president. i think that he has had enough of this and he had enough of it

a long time ago. i spent time with him when he was kind enough to come to sandy hook. he gets it. his willingness to take this on and speak in terms that are undeniable are quite exceptional. go back to governor bush. i guess if it was up to him there would be no seat belts because there is nothing to do about cars running into each other. >> president obama said yesterday that this country has become desensitized to mass shootings and described the action to being routine now. here is the after math in each of the ten major shootings in his presidency. let's watch this. >> there has been a tragic shooting at the fort hood army base in texas. a number of american soldiers have been killed and even more have been wounded in a horrific outburst of violence.

>> a number of people were shot in suton, arizotucson, arizona. this is a tragedy in arizona and for our entire country. we may never understand what leads anybody to terrorize their fellow human beings like this. such violence, such evil is senseless. it is beyond reason. these kinds of terrible tragic events are happening with too much regularity for us not to do soul searching and examine additional ways we can reduce violence. the majority of those who died today were children, beautiful little kids between the ages of 5 and 10 years old. and we are going to have to come together to take meaningful action to prevent more tragedies like this regardless of the politics. we are going to be investigating

thoroughly what happened as we do so many of these shootings sadly that have happened and do everything that we can to try to prevent them. any shooting is troubling. obviously, this re-opens the pain of what happened in fort hood five years ago. that sense of safety has been broken once again. i have had to make statements like this too many times. once again, innocent people were killed in part because someone who wanted to inflict harm had no trouble getting their hands on a gun. this has become routine. the reporting is routine, my response here at this podium ends up being routine. the conversation in the after math of it. we have become numb to this.

i hope and pray that i don't have to come out again during my tenure as president to offer my condolences to families in these circumstances. >> governor, let me ask you about donald trump because he took the same position when clearly the same let it be that jeb bush took. he basically said we will have this problem for a million years. people with mental and emotional problems fall between the cracks. that is what we have to live with in a free society. >> it's the wrong attitude. listen, we can't prevent every shooting, but when you have mandatory background checks we know that we stop tens of thousands of people from buying guns. that is what we have done when it is enforced. and the idea that i can get on a plane and have to be subject to a background check because it is automatic but i can go to a gun show in some states and buy a

gun and nobody does a background check makes no sense at all. we see it play out from florida through maine is a gun show highway where people buy guns and ship them to urban environments in states that have tighter laws. let's agree that we should do universal background checks. if we can simply do that we would make america safer, not from every incident but from a lot of incidents. i have a couple of seconds with you. if you have a gun your child is far more likely to die as a result of gun play. the reality, the number of children who shoot themselves in the homes is higher whether by accident or suicide. we are approaching 20,000 suicides by guns in america per year. we have actually over the last ten years seen more deaths as a

result of use of guns than we saw army combatants in the second world war. we have to do something about it. we can't stand still. quite frankly governor bush and donald trump should be ashamed of themselves. if it touches their family i suppose they would get it. i think to some extent this is personal. i spent a lot of time in newtown. we passed the kinds of laws and we know you can do something about it. even his replies have become routine i think was the turning point where he said he is not going to put this aside and he is right. >> i just want to say before we quit with you that you did a great job. i was so impressed the way you gathered the people together. i thought that was a great example of how to deal with really bad stuff. not just stuff happens but bad

stuff happening. i am joined by joy reed. remember, i'm much older than you and i remember when robert kennedy was killed, johnny carson who was very nonpolitical, never talked politics. he came out and said write your congressman after bobby was killed in los angeles. i did it. and there was tremendous emotion. imagine the emotion of a guy running for president who we all loved almost getting there and getting shot to death. and that was about the height of emotion train ride down to washington. it faded. and the president said become as nutty as the gun nuts. he said you have to think about this again and again. you have to vote against members of congress again and again and again. if you see them voting wrong or not voting to take action on gun safety. that is a hell of a mission to

change people's emotions so they sustain and maintain the same level of heat that the gun people do. >> chris, you are talking about an era within a five-year span. we actually in that era passed federal gun control laws. as you recall ronald wilson reagan who was the governor of california who was alarmed by notion of open carrying by black panthers who supported the banning of open carry firearms. and the irony, of course, is i'm sitting here in ohio which is a total open carry state. you can carry any manner of weapon in full view of anyone but when a 22-year-old black man was gunned down inside a wal-mart for carrying a gun he picked up in the toy aisle and

where 12-year-old rice was killed by a police officer because he was open carrying a toy pellet gun. open carry is not for everyone. it doesn't really work that way. >> how about the guys who won't go to restaurants unless they can bring their guns in? they want to carry guns into the bar where everyone is drinking. alcohol and guns all together. exciting idea there. in the country we are a cowboy carry. we like to have our own car. we like to live in a separate house with as much distance from the neighbor as possible. there is something about our cowboy nature that is dangerous. how do we keep the good side of it? the sense of self reliance without this. how many guns this guy got? >> the thing is when you have seen the preponderance of laws

after sandy hook after little kids were gunned down and slaughtered inside a school which you think now or after charleston the tendency has been for states like georgia and ohio to liberalize the holding of guns. the expansion of guns into waba and churches. college campuses happening in florida with liberalization. i think we have a country where fear of one's fellow man is almost becoming a defining characteristic of our interactions with each other. that kind of constant fear of your fellow human beings drives police on civilian violence, the fear that everyone is armed and people are using the fear within the gun lobby. that's their jaubjob to sell mo product. >> always keeps in the lane. today he went out of the lane. he talked about the crack pots

out there. he rarely talks about that. he talked about crack pots who think he won't give up the presidency after his term is up, that he will somehow seize power by seizing all the guns. did you catch that? he went into that lunar orbit where the real crazies are and began to talk about them. what did you make of that? he began to address the looniness on the right. >> and by the way, i have talked to those people. i recall during the re-elect i was down in orlando, florida and actually talked to a guy who told me he was stock piling weapons, stock piling ar-15s. he sounded quite fine before that. he said he believed the re-election of barack obama would mean the door to door confiscation of guns and that was his primary reason for voting for mitt romney who he didn't like but felt he needed to vote for him to prevent door to door confiscation of weapons.

there is so -- just feeding incredible paranoia and people are paying to listen to it. in that kind of climate you understand why the gun lobby is not successful in getting more customers put people who have guns to buy more. there has not been a raw increase in the number of americans buying guns but stock piling, people with ten getting two more. that's what we are seeing. >> if anyone is out there like that i recommend you take the following self-test. when do you think this is going to happen that the black helicopters are going to arrive and take away your guns? let's say they arrive within a year and then say i must be wrong or say within five years they do it. at some point test reality. that's all. thank you. we have new information now about yesterday's real-life campus shooting where nine people were killed in addition to the shooter. latest now from roseburg,

oregon. give us the details because we haven't had a chance -- we have been in the politics so heatedly. tell us what we didn't know at the beginning of our investigation out there. >> reporter: the identities of the victims have just been released ranging from 18 years old to 67. on the ground there are, of course, questions about the shooter, the six guns at the crime scene, seven at his home. what was the motive and why did he ask some of those he shot whether or not they were christian? you can feel a collective desire between the local law enforcement, those at the state level, the media, those online, a desire to make sure that this shooter is not the center of attention. the local authorities won't say his name. and you will notice that today the name of the shooter wasn't trending on twitter or facebook but in a refreshing contrast the name of one of the heroes was trending. at this hospital where i am all nine of the wounded were

brought. six of them are still hospitalized but all are expected to survive. one of those is chris mintz. the story is from witnesses inside and his family members that he was in the classroom next to where the shooter opened fire. instead of hiding and running away he went towards the shooter and tried to convince that person to stop what he was doing and he was shot seven times. he was brought here and under went surgery. he is now in stable condition and being hailed a hero. his name is more popular than the name of the shooter. what a refreshing way to remember a tragedy. >> how do we know he was able to walk into seven bullets and keep standing and going to the killer, the shooter? >> reporter: the story is from some of the witnesses and family members is that when he approached the shooter he was shot almost immediately. when he dropped to the floor he

senator bernie sanders who is wonderful on so many issues that i agree with him on but snault as good on guns. in a way president obama just gave secretary clinton a huge politicali political gift by saying supporters of gun control maybe we need to become single issue voters for a little while and only support the person strongest on guns even if we like the other guy or gal a little better. maybe we need to make this our issue. if democratic primary voters do that hillary clinton will get a boost because senator sanders is from vermont. he voted against the brady bill. he made it harder and voted against letting gun victims sue manufacturers. he tends to like to leave it up to the states. this is an issue where there are clear differences and where hillary clinton is the more liberal one. >> heidi, i think the same question must go to the heart of the bernie supporters. if they think aa profile

encourages that's the opposite of profiling. any politician can do what they wanted to do. so ben and jerry's country bernie is not so courageous. >> i don't think his supporters who tend to be on the left are really going to bother with the fact that he is pro gun. they are going to let him get away it. >> right now i don't think they know it. this will be an tupt. they will learn it because i think this is an opportunity that hillary clinton will not pass up if given in the debate. joan cited the history but even though he did vote for the background check recently just in 2013 a lot of people don't know this he voted to allow veterans to keep their weapons. he is walking a tight rope on this issue. i think another thing is highlight her husband's history and her history of pushing for

at half staff at the white house, public buildings and military installations. back to "hardball." back to "hardball." the tragic events in oregon yesterday are just the latest in a pattern of deadly school shootings that have gone on now for decades in this country. the first to make major headlines was 1966 texas tower shooting at the university of texas. using a sniper rifle an engineering student fatally shot 16 people and wounded 32 others before he was killed by police. the students who perpetrated columbine massacre executed a perfectly planned siege on the school. they killed 13 before committing suicide. the virginia tech shooting of 2007 was deadliest on record

equipped with multiple hand guns shooter left 32 dead. and in 2012 the gunman behind the gut wrenching massacre at sandy hook elementary school killed 26, many of whom as young as 6 years old mptd former new york congress woman caroline mccarthy whose husband was murdered along with five others on the long island railroad in 1993. she has become one of the most vocal advocates for gun safety. thank you for joining us. you have had some experience with the ebb and flow of public concern about gun violence cht what have you learned? >> i have learned that we still have to do an awful lot of work to convince the american people that the gun safety that we're looking for at the background checks. i still think and listening to the sheriff talking today about

the massacre that happened, these large magazines. he was very strong about what he said that no average citizen should be allowed to have these. we know for a fact that when the assault weapons bill was passed going back so many years ago we saw a down turn in those kind of magazines not being out there. we didn't see a really large amount of these mass killings that we are seeing. you know, in august -- july, i'm sorry. they came out with a report. up to july of this year we have had at that time 204 mass shootings. now, the statistics are going up and i happen to agree that there is something that we can do. probably not going to ever be able to do a stop from doing the

shooting, but we can make it harder for them. the background checks as your speaker before me had mentioned, i mean, most nra members are for background checks cht why is the nra putting out this propaganda that you shouldn't be able to go for a background check? of course, you should go for a background check. the bottom line is we are seeing these kinds of killings. they need to stop. i have to say i was very disturbed when i heard governor bush basically saying that this stuff -- my husband wasn't this stuff. the victims across this country, they have to deal with this whether their loved one was killed or whether their loved one was severely hurt and are now still trying to take care of them. where is the anger? where is the anger that this

it's just beyond my comprehension that we are seeing these mass murders happen again and again and again. as i have said we have got to get the political will to do everything we can to keep people safe. i know there is a way to have sensible gun control measures that help prevent violence, prevent guns from getting into the wrong hands and save lives. >> welcome back to "hardball" that was hillary clinton reacting to the shooting in oregon just yesterday. as you can predict the republican candidates for president voice opposition for gun control laws even in the wake of the tragedy yesterday in roseburg. >> you have very strong laws on the books, but you are always going to have problems. i mean, we have millions and millions of people.

we have millions of sick people all over the world. >> i find it interesting that the reflexive reaction is to say we need more gun laws. criminals don't follow gun laws. there is no evidence that these laws would prevent the shootings. it would prevent law abiding people from defending themselves. >> one thing we can do is prosecute those folks who have guns and are not supposed to have guns. before we start calling for more laws i think we ought to consider why we don't enforce the laws we have. i found the president's comments last night premature at best. and at worst a really unfortunate political. >> he was continuing to shoot, what stopped him? it was a police officer with what? a conversation? reading from a book? it was a cop with a gun that

there was a lot of nervousness about maybe we pushed assault weapons or gun control too hard. and that assault weapons ban and the resulting election loss in 1994 actually did resonate for years. i think it still resonates in the democratic party sflmpt can i think this is a strong issue for hillary clinton. something she is forceful on. something her husband has been forceful on. not necessarily a good issue for bernie sanders who is pro gun because of where he is from. then you have the spectrum of republicans. not jeb bush's finest moment with the stuff happens. >> david? >> you know, it's become theology for the republican party to not even consider any element of gun safety or gun control legislation. that's partly because they have

we're back with the "hardball" round table. robert, francesca, and david. well, there were wild swings on wall street after the release of a poor jobs report this morning. employers added a mere 142,000 jobs this september, although the unemployment rate did hold steady at 5.1%. but what was most worrisome was that the employment report for august, the month before, was revised today sharply downward, showing the economy create only 136,000 jobs in august, well below the 173,000 originally estimated. robert reich, you're the expert

on this. when you meet regular people, family members, when i talk to people, i get a sense that things are not as good as some of the rosier descriptions even given by the president today. >> absolutely, chris. the recovery to the extent there has been a recovery for most people, seems to be petering out. this is the first time we've had two months with such lousy jobs number in over a year, but the thing that really worries me is you also have a labor participation rate. that is the percentage of working-age people who have jobs is lowest since 1977. and the average work week is shrinking. now, i'm not predicting a recession anytime soon, but this is not a recovery any longer. >> how can you -- i want to stick with you for one more question. if we have monetary policy which is basically free money, how much further can you go in that direction? what tools do we have left to stimulate this economy? >> you have fiscal policy. >> fiscal, yeah. >> you still have a congress that has embraced austerity

economics. any other time you would expect if this was a rational congress, now would be the time to invest in infrastructure. i mean, roads and bridges that are crumbling. you can borrow money very, very cheaply, you can put a lot of people to work. that has a multiplier effect in the economy. the fact that they are not doing this, the republicans in congress, they bear some responsibility for these job -- these lousy job numbers. >> let's get that message to kevin mccarthy. what do you think, robert? i wish he would buy into that because americans, republicans and democrats, loved road building. they used to love this stuff in both parties. it was called pork barrel. those were the good days. we knew what to spend money on. thank you, robert. and good luck with the book. francesca chambers, thank you. david korn. hardball's back after this.
