good day, everyone i'm kate snow e. here's what's happening right now. shocking development, congressman kevin mccarthy drops out of the race for speaker. plowing the fields of iran. that's what one u.s. official is saying about the cruise missiles that were meant for syria but landed in iran. viva las vegas. donald trump is live in vegas. what he's saying on the strip. of course we're continuing to follow that shocking news from capitol hill today. house majority leader kevin mccarthy dropping out of the race to become the next speaker of the house. mccarthy had been seen as the overwhelming favorite to succeed house speaker john boehner. >> we've been going through the campaign. talking to a lot of members.

the one thing i've always said to earn this majority. we're servants. we should put this conference first. and i think there's something to be said for us to unite. we need a fresh face. i'll stay on as majority leader. but the one thing i found in talking to everybody, if we are going to unite and be strong, we need a new face to help do that. so nothing more than that. i feel good about the decision. i feel great to have my family here. my colleagues. i think we're only going to be stronger. >> that news came after a late push by the conservative freedom caucus in the house to oppose mccarthy e. it also follows the comment from mccarthy linking the benghazi committee to hillary clinton's falling poll numbers. mccarthy says he intends to stay on as house majority leader until his replacement is chosen. jason chaffetz and daniel webster remain in the race for

speaker. chaffetz is vow ugiing to stay the race. >> i was stunned and shocked and surprised that this happened. our conference will have to do a lot of deep soul searching. we'll see what happens. i do believe it is time for a fresh start. that was the whole genesis of my campaign. but we need to have a lot more family discussion. because we need to find somebody that our whole body can unite behind and do what we were elected to do. >> meanwhile, house speaker john boehner who was scheduled today appear on the tonight show with jimmy fallon has canceled that appearance. luke rusert is with us again on capitol hill. you've been working the phones and the hall ways there. what do you know now? >> well, kate, it seems that this morning, after kevin mccarthy first addressed the gop conference around 8:00 a.m. saying he wanted to become speaker. he was putting his name forward. between 8:00 a.m. and 12:20 he

had had the realization the job wasn't for him. what were the alarms that went off iphis mind? from an interview he gave to politico, they're going to eat you and then chew you up. and mccarthy realized that if he were to become speaker, which was certainly a possibility. getting 218 votes on the house floor would be difficult. getting those votes would put a lot of his friends on the hot seat. a lot of outside conservative groups have mobilized against mccarthy. saying he's boehner part two. i think mccarthy realized after the benghazi gaff last week after talking to a lot of members, maybe this wasn't the job for him. he would have been the least experienced speaker since 1891. he's never been a committee chairman and came to the realization, maybe my talents are better suited at the majority leader position. now, what does this mean? i think it's fair to say that

we're in a state of chaos on capitol hill. the house republican conference does not know who the next speaker will be. boehner will stay on as needed. paul ryan who could be the candidate says he does not want the job. conservatives as we saw earlier on your show in the 3:00 hour, said we don't want an enterm candidate. we want somebody who is going to move it forward. 218 votes on the house floor? it remains to be seen who will emerge. as of right now, there are ongoing conversations saying what can we do? what concessions can establishment make? what concessions can conservatives make to make sure we have 218 votes for somebody so we don't look rudderless out here in d.c. >> luke, i'm getting word here of a new report you don't know about yet. i'm going to bring in steve kornacki on the set. "the washington post" is reporting that boehner has been personally calling paul ryan

trying to convince him to take the job this afternoon. saying he's the only person that can unite the party? >> yeah, talk about a dilemma. if that is true, talk about a dilemma for paul ryan. he clearly doesn't want this job. what i would like -- >> he came out and said i don't want the job. >> for good reason. every four years sometimes when there's a presidential candidate you know is going to lose and he has his dream vice presidential pick and he does everything he can to avoid being asked. you don't want to have to say no. john boehner if this report is true is putting paul ryan in that position where he'll have to say no. the old adage when the president asks you to do something you can't say no. >> it's interesting we have representative peter king on a short time ago. a republican who has been with john boehner, a friend of john boehner. he mentioned paul ryan. i said to the congressman he said he doesn't want the job.

i think congressman king said well, we'll see. >> it makes sense, right? he's somebody that has a conservative bona fide because of everything he's done. he was the vice presidental nominee in te2012. i know him pretty well. he wants to be back in wisconsin with his kids. he's reiterated that this is a full time job. not only because of what you have to do you're on capitol hill of getting these votes through on the floor but the amount of fund raising you have to do. you have to be the face of house republicans. it's a fulltime gig. the other thing about paul ryan, paul ryan's grandfather and his father both died young of heart disease. paul ryan is in good shape. he's very shape. he sees the light at the hend of the tunnel. he knows time on the earth is fleeting. even though he'll get pressure

put on him. he'll say do i want to spend all my time having deal with this chaos which i have the job i've always wanted. i can push forward tax reform and write tax policy. i want to go into the lower income neighborhoods and become the new jack kemp. that's his dream. maybe after he does that he runs for president in four or eight years depending on what happens. being speaker of the house, having to corral all the conservatives, the last thing he wants to do especially with young kids at home. if he has to do it, he might do it. i don't see if he agrees to stay on beyond this year. it's not something he wants to do. >> let me bring in our political director in washington. sources telling "the washington post" that paul ryan is quote, undecided but listening. so i know nbc news has not yet confirmed this reporting, what does that tell you? >> just to luke's point. this is something that paul ryan

has never been interested in doing. in some ways had he could end up being like a cincinnatits where all of a sudden out of public service to republicans and the nation, that he decides, yes, despite all my other personal misgiveings maybe i'll be drafted for a limited amount of time. if luke was just mentioning, this is one of the toughest jobs in all of washington right now. the big reason is the math has been against john boehner or would have been against kevin mccarthy if he decided to be speaker of the house. if you have 30, to 35 house republicans that will be against you on major big votes, it is very difficult to do your job. or you're going to have to end up working with democrats. so this has been a tough situation. and let me add this about some of the instability we be seen from the republican leadership over the past year. you just a year ago, eric cantor lost his primary race in virginia.

of course ended up losing his position as majority leader. then john boehner just a couple weeks ago decided to step down from his job as house speaker. now we end up getting today's stunning news from kevin mccarthy who is the number two majority leader in the house decided not to run for speaker. that's a tremendous amount of instability on the top people iphouse republican leadership over the past year. of course, if paul ryan wants to be able to get into that, he would be stepping right into that chaos. >> right. steve, john boehner was supposed to have an easy day today. he was supposed to be a guest on jimmy fallon's show tonight. he's canceled that appearance and apparently according to "the washington post," is now working the phones. he's now in the position of having to fix this before he can leave. >> right. the question, too, is when can he leave? already it's going to be extended a few weeks now. he's postponing the election. we'll see how long that takes. there's a much bigger question

around boehner, if this gambit to get paul ryan to work. if ryan for all the reasons that's been discussed says i'm not doing it, what is the next choice that boehner or the republicans have in terms of somebody who can get? the goal here -- they are saying this, the goal here is to get consensing. 247. they want the people who have been loyal to boehner to all agree on somebody. paul ryan is the only one out there who logically can do that. the other option if you can't find somebody who is going to get to 247. somebody who will satisfy the house freedom caucus without being scary to the establishment. that's a tough combination to find. if you can't find that, the other option you don't have the election. and boehner sticks around and maybe boehner says i'll do it through 2016. i postponed my retirement because of a surprising loss for eric cantor maybe i could postpone my retirement one more time. >> for people who are just tuning in doern't pay attentiono

capitol hill, why would paul ryan be a uniter? >> i mean, during the obama years, he was the point man when it came to the budget for republicans. he put out the alternative budget for republicans year after year. a very conservative budget that went after attacking the size and scope of government. in line with the tea party economic sensibility. paul ryan was sort of seen as a youthful face of an anti-obama conservatism. he was very attractive to the base of the party when mitromney put him on the ticket in 2012. he's somebody who i think because of the work he's done on the budget and personal relationships would have a lot of trust on the right that's not internation there with john boehner. >> luke russert are you still with us? >> yeah. >> anybody further from your perch? anybody talking about the report in the post and paul ryan? >> paul ryan has been floated as a candidate for years, kate. he always says i don't want to do it. maybe this time around the

pressure is just too great. but i just personally from covering him, can i see him doing it maybe? i know he does not want to do it. the problem becomes, there's nobody else who can bridge that divide. and even if they were to put forward an interim candidate, conservatives aren't accepting of that right now. maybe they come around to it. i will say this, though, i think the longer this plays out. if we go week after week after week, and they can't settle on somebody, then that starts to have implications with the gerrymandering that occurred in 2010. that has implications on whether or not they can hold the house. that is a problem. people will look at the party and say these guys can't rum themselves. how are they supposed to run the country. democrats will harp on it. the longer this goes on the more difficult it is for their evernally nominee. how are they supposed to bridge this divide if it's happening in washington. it goes back to eric cantor last

year in 2014. anything is possible now with house republicans. anything is possible in the republican party. there's a fight for the soul of the party. it's happening today on capitol hill. it's going to happen next year out there in the primaries. no one knows who is going to emerge from it. we're seeing the chaos that's happening between the establishment and conservatives. it is playing out in full force. it's very ugly for republicans who like to keep all this stuff behind closed doors. they hate this playing out. this is not the way they like to do things. >> does this represent what's happening in the country broadly right mow? >> yeah, there's parallels between seeing the republican outsiders like donald trump, ben carson, carly fereena. and this instability we're seeing on capitol hill where all of a sudden the points of strength, you used to see

whether it's the political parties or the leadership no longer can be able to contain the rank and file. political scientists say in these presidential nomination contests it's the party elites that end up deciding things. that might be the case if you get a jeb bush or marco rubio that becomes the republican nominee later next year. right now we're seeing something where the party hasn't been deciding. the difficulties that john boehner has had in herding cats. it would have been a difficulty kevin mccarthy would have had had he decided to stay in and won the position. if paul ryan decides to be able to get in it would be a difficulty he would have. it's become a very big challenge for the republican party. one other point about paul ryan, as steve was mentioning his conservatism is well known. over the past couple of years, he has been someone who has cut deals with democrats. notably, senator patty murray. the democrat from washington

news this afternoon. donald trump wrapped up a campaign rally in las vegas which he commented on the house speaker race saying it was an example of bedlam in washington. he slammed hillary clinton. take a listen. >> here's a woman cheating the united states government for years with her e-mails. i mean, they gave petraeus a criminal record. he's got a criminal record now. they destroyed five other people for doing about one tenth of what she did. i don't know, i think she's going to get away with t. can you believe it? can you believe it? i look forward to running against her. frankly that will be such a big issue. believe me. >> at one point trump also picked a woman out of the crowd who was holding a copy of people magazine with him on the cover. here's what happened next. >> where are you from? >> i'm from colombia. >> is this the set up. did i ever meet you before? >> i'm hispanic and i vote for

mr. trump. we vote for mr. trump. yes. mr. trump. we love you. we love you. >> i swear to you, i think she's totally beautiful. i never met her before, i swear. >> i'm joined by nbc correspondent katy tur who is at the rally at las vegas and steve kornacki is still with me here in the studio. it was a lively affair. >> reporter: i don't think i've ever seen donald trump that on in any of his political events. he's always got a lot of energy. he was loving that crowd. hitting a lot of big notes for them, hearing a lot of cheers. they were loving him. clearly very entertained. we were watching from the overflow room which was in the weirdest over flow room i've ever experienced at a political

rally e. people were drinking daiquiris and taking shots of oxygen. while was interesting was he managed to hit every single one of his opponents, paul, bush, rubio, walker, perry graham, carly, carson and then hillary. all to rocket cheers. also that colombian woman who got on stage to say she was hispanic and for trump. whether or not these people are voters, though, that will remain to be seen. a lot of the ones we talked with were tourists who were entertained by him. when we asked a few about whether or not they would caucus for donald trump here in nevada. many of them did not know what a caucus was. they were not clear on how it works. while this crowd was big and supportive and they were enthusiastic. it's not necessarily true that they're all going to caucus for him. are you going to caucus for donald trump?

trade deal. he's referencing yesterday hillary clinton coming out against the obama administration's position against the trade deal with asian countries the president is trying to sell through congress. >> obviously, if you're in the republican primary and beating up on hillary clinton it's not going to cost you points. it makes sense -- when you start thinking about the general election and thinking about the potential for a trump versus hillary matchup. there's a potential issue there for trump, that has to do with the question of electability. there were three new polls out in florida, pennsylvania, ohio, states you got to win if you're going to get elected. hillary clinton was not doing well in any of those states against bush, rubio, even against ben carson. match her against donald trump she beats him in all three of those states. look at our most recent poll, do you have a positive or negative view of donald trump, it was 25% positive, 58% negative. so the question for a lot of republicans is, we know he has

his fan base. it is substantial. but how many republicans are going to look ahead to the general election and say if we want to beat hillary clinton, if we want to get the white house back, is this our best bet or should we be looking summary else? those polls numbers they're going to have to change for donald trump if people on the republican side are thinking of that. >> let's go back to katy tur. you've got a caucus goer with you now. >> i have a caucus goer. she said she lives in nevada and people you were sitting with are from nevada. >> i'm a proud nevada resident. i was surrounded by nevada residents who are proud to be here. and going to caucus for donald trump. he is speaking up for our veterans, he is speaking up for immigration. he is speaking up for jobs in america. i love donald trump. i love that he's bringing up all these topics that everybody else is afraid to talk about. >> reporter: if he doesn't make it there's someone out there you'll be able to vote for and be happy with?

>> there will have to be somebody that i vote for. it might be the lesser of evils. i believe that donald trump has the ability. i believe he has the staying power. he's not going to give up. we are all going to stand right behind him. >> reporter: a lot of supporters there. he gets a lot of flack for his demeanor and the words he use and being outrageous. do you find that to be an issue at all? >> i think that when you have somebody who has the ability to negotiate with people the way he does, he wouldn't be where he is if he was hated by everybody. and he has the ability to come to a table and sit across a table from somebody and actually negotiate. but negotiate that works for us as americans. not giving everything away and so, you know, do we all say things we wish maybe if we'd thought about we could take back? absolutely. he's now different. none of us are saints.

i think that he speaks the truth. and i don't think that he ever really intends to hurt anybody when he makes a statement. >> reporter: his unfavorability rating is very high. if he were to go against hillary clinton that wouldn't beat her. are you worried about putting him in the primary? >> i'm not worried not one bit. not one bit. i think that he is the one person who can make the changes that this country needs to see. >> reporter: thank you so much. >> thank you so much katy tur. donald trump spoke out about kevin mccarthy dropping out of the speaker race. we have something more to play that donald trump said moments ago at his rally in las vegas. >> kevin is a nice guy. and i hope they'll find somebody

that has the kwoilqualities whe can negotiate. there is nothing wrong with the republicans taking a tough stance and sticking with it. you know. >> so let's get up to date of the moment right now. steve. i've been handed some more news. mccarthy just speaking to luke russert told luke russert that paul ryan would be a fantastic choice for speaker. couple that with "the washington post" reporting coming out from robert costa reporter at "the washington post." saying that he's reporting that boehner has been calling paul ryan all afternoon. a couple times this afternoon asking him to run and get in the race. even though we heard paul ryan say he didn't want the job. >> clearly kevin mccarthy is weighing in. you can see that bostehner is panicked right now. if john boehner is going to be gone you need to replace him. and kevin mccarthy didn't have

the votes. you can count on one finger the number of people who potentially could get that kind of consensus. it is paul ryan. they need to get him into the race. we were talking earlier other names that have been floated who might be acceptable to the establishment, one of them was tom cole from oklahoma. that was floated earlier. >> two hours ago. >> he couldn't shoot it down fast enough. the exact problem that mccarthy had cole will have. you can go down the list. anybody that is close to the leadership and establishment -- that's sort of what animates the tea party. it's what animates the house freedom caucus. it's anti-establishment. it's anti-people who have had titles in government for a long time. that limits it to paul ryan. he's been able to bridge that gap because a lot of the work he's done on the budget and the heat he's taken from democrats because of the work he's done on the budget. paul ryan is their last best shot. short of john boehner saying i

got to stick around for another year, it's got to be paul ryan for them. >> robert costa of the washington post tweeting, sending out a number of tweets. one of them says boehner to ryan pitching the chair, per sources. pitching the ways and means chair. okay, in addition. so committee chairmanship -- >> he has that now. >> he's saying -- sorry. he says if you really want to change policy, do it from the top. you can be a policy guy/healer. according to robert costa that's the pitch bostehner is making. >> be a leader. i think part of the -- in addition to all the personal factors we've talked about that are keeping paul ryan from wanting to do this. there's the basic reality that the republican house speaker, whoever it is, is going to be faced with the same thing that john boehner kept coming face to face with. we've got to pass the debt ceiling we got to raise the debt ceiling. we've got to keep the government funded or it will close down. those two deadlines will keep

coming up. these guys on the right will keep insisting on strict conditions for doing that. whether it's we have to defund planned parenthood or keep the government open. we have to get rid of obamacare. they're going to keep attaching strings. paul ryan if he moves to the role of speaker and leader, he's forced to choose between do i want to lead this party and lead this nation into a default, a debt ceiling default or do i want to stand up to the house freedom caucus and get called a traitor. that's a dilemma nobody wants to walk into. john boehner can tell him be a leader all you want. kevin mccarthy had great personal relationships. has great personal relationships with the house freedom caucus, with the most conservative members of the house. the term young guns which has been used to describe him he helped to coin that term. it still wasn't enough for him. while paul ryan might be acceptal now.

jacob ras cone. >> it's a different scene than a couple weeks ago when he was welcomed to sacramento as a hero. this fight happened outside a bar after midnight. police say it was a fight between two groups of people for reasons unknown. surveillance video from across the street captures the brawl. it appears that the man we believe is stone is attacked by more than one person. and he's fighting them off. and it lasts about a minute and then police cruiser shows up. we're told this morning stone went through surgery. he's now doing okay in stable condition. of course, everybody remembering what he did to possibly stop what would have been a massacre over in france on the high speed train. awarded france's top medal, the legion of honor and welcomed home as a hero. a few weeks later outside of a bar this happens and of course we'll learn more details about what they were fighting about we hope as the story continues.

who ends up moving into the speaker's job. we have not at nbc news confirmed that. politico reporting that paul ryan has canceled his fund raisers. we'll keep track of that. let's talk about what we just mentioned. hillary clinton. yesterday, the big news, her decision to come out against this asia trade deal. what's being made of that decision today? >> well, kate, i think you have to look at it in the short term and long term. in the short term this definitely helps her. it deprives her critics, in the democratic debate coming up on tuesday. it potentially isolates vice president joe biden if he's thinking about getting into the race. he'd be the only candidate to be in favor of the tpp. it could win her support with labor unions. in the long term it could be problematic if it fits into a notion she flip-flopped or calculating and making her decision based on polling instead of her convictions. you know, these issues tend to

move through the blood stream quickly. i'm not sure how much it will hurt her down the line. >> how is the white house acting? this is one of the biggest breaks she's made with her former boss, president obama. >> absolutely. not only that, it's a key legacy item for the president. this is basically his top legislative goal right now. here he has his formal rival, former secretary of state, and his most likely democratic successor breaking with him. the white house says they got a heads up from clinton's campaign. they say they won't go into details about this. they understand it's politically difficult for democrats, all democrats here. they face plenty of opposition from democrats on this. so, you know, i think they realize it's in their interest to keep hillary clinton strong and not to make too much of the spat. i'm showing there are some people that are not happy with hillary clinton. >> thanks so much for being with us. let's go back to luke russert on capitol hill.

politico reporting now that paul ryan has canceled fund raisers for the next 48 hours. what do you know? >> well, that would indicate that paul ryan is going to give serious consideration to the desires of john boehner and kevin mccarthy he'd run for speaker. before i came on the air with you, i had the opportunity to talk with mccarthy e briefly, as he was walking to the house floor. i said will paul ryan run? >> he goes he would be a fantastic speaker. mr. mccarty, would he run? . he goes i hope so. the pressure on paul ryan is going to be turned up. quite heavily. and he is being looked at now as the candidate. when i tweeted this exchange, it goes to show you how difficult it is, laura ingram says he's a young gun we should do three young guns and they're out. so someone like laura ingram who has a huge following in the

conservative blog sphere and radio air waves. if she's opposed to it that will have influence on conservatives that might look skeptically on paul ryan. all that being said, ryan is trusted by many conservatives because of how he's gone after the president's programs and put forward a budget time and time again. i think it's maybe a 50/50 chance to see if he would actually do it. as i mentioned before, he has young kids, it's not the job he necessarily wants. it would saddle him with a burden if he had future presidential aspirations. the pressure on him is intense. it will be like that for the duration of the weekend. >> luke russert on capitol hillme hillme hillme hillment. we'll keep checking back with you. also talking about news with bill cosby, coming up. at safelite, we know how busy life can be.

syrian airspace, went through iraqi airspace where american aircraft are operating. so there is a real risk that there could be an accident, there could be unforeseen developments. already we've seen that at least two american aircraft had to divert their course to avoid a confrontation with russian aircraft. so what we're seeing right now is the u.s. is carrying out mostly air war in syria. and now russia is carrying out its own air war in syria. and the two are not deconflicting. and there is a -- that has an enormous risk. >> richard engel reporting from overseas thanks so much. let me bring in kevin baron. what's your read of what russia has done and explain the weaponry to us. >> these are a new style of cruise missile they've launched. this is just a latest wave of their insurgz into syria.

it's interesting to know they are denying any their weapons went off course. i heard from central command a few moments ago and they're also not publicly acknowledging what they know. they don't want to reveal their intelligence. there's not deconflicting happening. central command says they're making sure american airlines are staying away. >> what's the end game for the russians here? >> the end game is to keep assad in power. this is their only foot hold into the region. they want to fill the void left by the americans staying out of the war hoping the middle east would take care of its own conflict. >> what does this mean for the united states now? >> well, the u.s. has got to kind of sit and wait. before russia began this activity, already the white house was under pressure and beginning to reconsider what the american intervention is going to be or should be in syria.

the truth. that's our expectation, that that's exactly what they'll do. >> you've interacted a lot with his attorneys. do you think he'll answer all of your questions? >> well, we'll have to see what objections are made. if any. and then we will act appropriately under the circumstances. >> let me just ask you, yesterday you were arguing in court to have the transcript of this deposition released to the public. the court decided to seal it for 60 days at least and revisit it in december. cosby's legal team said in court filings huff and her attorneys, you, simply wish to embarrass and harm mr. cosby and further publicize themselves. they say you're in this for attention, gloria. >> well, you know, they'd like to probably do anything to divert attention from their client, ms. cosby. who is in ms. huff's lawsuit, you know, alleged to have inflicted an act of sexual misconduct against her, which

since she was 15 years old would constitute child sexual abuse if proven. that's a pretty serious allegation. so all of the -- what they said yesterday got them nowhere. they apparently said it in an effort to get her case dismissed. they sought what's called terminating sanctions. and that would include dismissing the case. and in addition, her going to pay $40,000. we were successful in opposing their motion. our case is not dismissed. it is going forward. the court did not impose any financial penalty on our client. we're proud of her. we're very proud of her courage. and we're moving forward in this case. >> all right. gloria allred. thanks for being with us. our date line special airs tomorrow night. it's the cosby accusers speak tomorrow at 9:00 p.m. eastern here on nbc. that does it for this hour. i'm kate snow.
