and himself. i got senator john mccain as well as his take on what's going on in syria. it's about the speaker's race in tonight's press box. luke russert has the latest reaction from capitol hill. katy tur is in las vegas with reaction from the presidential trail. we're going to get analysis from somebody who knows a thing or two about crazy races for speaker, of course, i'm talking about "morning joe's" host, joe scarborough. let's start with the house speaker's race and the stunning news earlier today. it reached a new level of chaos with this shocking announcement of current majority leader kevin mckarcarthy. >> i think i shocked some of you. i'll stay on as majority leader. the one thing i found with talking to everybody. if we're going to unite and be strong, we need a new face to help do that. so nothing more than that. i feel good about the decision. >> house ways and means chairman and 2012 running mate paul ryan

who was on this show last night sounding supportive of mccarthy is perhaps the only person who could get the 218 votes quickly. he released a statement saying he's disappointed and will not be speaker. jason chaffetz says he's still in the race. >> i was absolutely stunned, surprised and shocked that this happened. but our conference is going to have to do a lot of deep soul searching. and we'll see what happens. i said that i would support the nominee on the floor, but we don't have yet have a nominee. the fact it's delayed. i will continue to campaign. >> well, he does not have the endorsement of the conservative freedom caucus. they've backed daniel webster who is also resolute about continuing his campaign. >> it doesn't change what i'm running on. that is i want to have a principled base. and i'm riding on that. >> luke russert joins me from

capitol hill. one of the denials i read was from paul ryan. a lot of people don't want to take no for an answer. >> the pressure on paul ryan, chuck, i think is fair to say has been turned up to 11 to run for speaker. and why? because he seems to be the only member of this house gop conference that can bridge the ever widening divide between the conservatives and the establishment. we can report that john boehner has approached paul ryan about running for the job. i interviewed kevin mckrcarthy. he said ryan would be fantastic and that he hopes that he runs. the issue, though, is ryan all along has said this is not the job he aspires to get. he's got union kids back in wisconsin. we know that his wife is not thrilled with him possibly doing this. the question becomes could he do it on an interim basis or does he decide, if i were to take this job, it would put so much mud on my tires at some point

the conservatives would turn on me. ryan likes to wheel and deal. he did the budget deal extending budget caps a lot of conservatives do not like. he'll think i'll be too muddied up. he has to make the decision. it's fair to say it's 50/50. >> i got another denial just before we went to air from ryan's office. they said it's a hard no. it's not just no, it is a hard no. let me ask you this, what is more likely, john boehner as speaker of the house come new year's eve, or paul ryan gets his arm twisted to get in this race? >> i think boehner, i think he's staying on to be honest with you. that might be what happens here is that boehner has to stay on until they figure out a way forward. we've heard all types of names thrown out for an interim. one that's interesting is a retiring member from minnesota. the idea is he's retiring he could go forward.

the issue is nobody wants this. because as soon as you start to have to govern, raise the debt limit on november 5th. you become the target that puts your colleagues in a difficult spot when they have to back you up and support you. they can't find anybody to do that right now boehner may need to stick around and not play golf in his new condo in florida. >> at a minimum we may be stuck in the job until the end of the year. you have a lot of work to do. get back there and get to it. the chaos in the house is reverberating on the 2016 trail. it marked immediate reactions ranging from salletations to scorn. >> i'm surprised. i think he was a good man. i don't follow that that carefully. i'm not going to interject myself into a political vote

inside the house caucus. >> i say kudos to the representative mccarthy. for putting others before himself. >> if we have a meltdown in the house, we can't govern the house, it's going to hurt our chances to win in 2016. >> former arkansas governor mike huckabee took a harsher tone on twitter writing the race for speaker of the house is not about kevin mccarthy it's about burning the corrupt political machine to the ground and rebuilding our country so america can win again. this afternoon, donald trump opened his rally in vegas trumpeted his own role in creating the congressional mayhem. >> you know, kevin mccarthy is out, you know that, right? and they're giving me a lot of credit for that. i said you really need somebody very, very tough and very smart. it's bedlam in washington right now. bedlam. it's a mess.

i've never seen anything like it. >> katy tur is with donald trump and joins me now from vegas. i'm surprised at how much -- is it credit he's taking for this, that he's doing? he's inserting himself into this story more than you might expect. >> well, i think what he is doing is he's trying to make it about what he's been seeing on the trail, the anger that he has been tapping into out there with voters. voters are dissatisfied as we keep talking about with what's going on in congress. they were certainly dissatisfied a lot of voters we've spoken with, at least the conservative side with speaker boehner. when he stepped down there were chairs. we got the same reaction when mccarthy pulled out. he did not feel he was representing their agenda. and they want somebody who is going to be in there who is going to be more conservative and who is going to defend them in a lot of ways. be against planned parenthood,

the iran deal. be against obamacare. donald trump is tapping into that by being against them. it's surprising to see him take as much credit. i don't think it's unfair to say he has something to do with it. he and other outsider republicans running for president are creating a division in the party. they're widening it. what you're seeing on the trail is what we're seeing in congress. al it isn't somebody that's able to bridge the gap. i asked him do you want to see somebody who can unite the party? i said what about who is more conservative. he didn't know how to answer that question either. i did say it seems to be a lot of discord in the republican party, don't you want to see somebody who is going to come out and fix that. he said, no, this is discord in the united states period. what you need is somebody who is going to come in and be able to lead the nation. of course, he sees himself as

that person. chuck? >> all right. katy tur. on the trail there. and to summarize the presidential candidates, trump sort of bragging and boastful about it. huckabee combative bush surprised graham fear and carson with the kudos. thanks very much. let's bring in joe scarborough to talk more about what donald trump called bedlam. i think that's a pretty good description right now, joe. it's pure bedlam. and this feels different. some people are going to say, oh, boehner is gingrich, mccarthy is livingston. they're searching for that back bencher, denny hastert who will suddenly come in and save the day. there's a missing ingredient. back thenen you had tom delay calling the shots. no one is calling the shots inside the gop. >> nobody is calling the shots inside the gop. it is chaos. lindsey graham and i were there when we were going through our newt problems from '96 to '98.

in this case there is complete chaos. lindsey has a reason to be testified for the good of the republican party. the congressional ratings are lower. i remember karl rove telling me something in 2001. he said, if you guys hadn't have run newt gingrich out of town in 1998. we wouldn't have won in 2000. talking about george w. bush. it does make a difference. that's why paul ryan may be giving a hard no to you and a no to everybody else. but at this point, i never believe anybody is an indispensable leader. i think for this time and this place, not only for the republican party but also the conservative movement that can't afford to lose the white house, paul ryan will have to step up. there is nobody else in the caucus or in the party that could bring together the conservatives and also bring together the main street

republicans like paul. >> you know, paul ryan is just -- he at the end of the day does -- will make a deal. he has done it before. he sticks to his guns. he is not a guy that wants to shutdown government. he's not a guy that throws temper tantrums. isn't that going to put him in the same position eventually that john boehner found himself in? >> no, not really. john boehner, i know and like him and have known him for one time. i was in washington for one week when i knew he was an insider, a party guy. at the end of the day, he would do whatever newt gingrich and tom delay and dick army told him to do. paul ryan when i first got there in 1994 was working with people like sam brownback and myself and matt salmon trying to figure out how to abolish the department of education. he was a staffer, a 23-year-old staffer. he was a conservative's conservative back then. conservatives won't mind

somebody like paul ryan coming to them and saying we have to make a deal. i've been down in hc 5 when the screaming and yelling is going back and forth. at the end of the day, it's do you trust the person that's leading you, not to make quick deals just so they won't have negative oracles, "the new york times" opinions page. paul's not that guy. he is a jack kemp conservative. and he can cut the deals and still have the respect. i respect paul wanting to stay out of this race. at this point, i don't think it's up to paul. >> it doesn't sound -- you're saying he may not have a choice. >> he does not have the choice. and, you know, chuck, you're on my show a lot. you hear me talk a lot about republicans. i've been very critical of my party over the past ten years. 20 years, a party that's lost the popular vote and five of the last six presidential elections. paul ryan is one of the few

people i've seen in washington, d.c. over the past 20 years that's a consistent conservative but knows how to make the deals. there is not another person like paul that can step up and step into this position at this point in time. i really don't think he has much of a choice. i mean, people says paul wants to be this or that ten years from now. if republicans lose control of the white house for the next eight years like they lost for the last eight years you lose the supreme court for a generation, the bureaucracy in d.c. for a generation. there's no washington for paul ryan to run 20 years from now. >> i think you're 100% right. i think it's paul ryan or bust. what happens if ryan won't do it, are they better in talking boehner into staying? >> yeah. by the way, i made a mistake there. i sounded like ben carson, there won't be any washington to run 20 years from now. i mean conservatives won't be able to make a difference. i wanted to clean that up.

>> twitter will explode in a minute. >> twitter will explode. that's the difference twitter has made. we're flinching and looking over our shoulders. if paul ryan won't do it john boehner has no choice. he will have to make a lot of tough decisions. they're going to have to figure out how to raise the debt ceiling without causing world war three. he's going to have to sort of take the slings and the arrows for the next several months. here's -- i'm a republican. speaking as a republican. speaking more importantly as a conservative hoping that paul ryan will step into the fray. he needs to do it. >> i think the pressure, i think he's feeling it. he won't be sleeping well tonight. >> probably not. we'll turn the tables in the morning. >> i'll see you in the morning. >> all right. we'll see you then. >> there will surely be more on this tomorrow morning. current number is. we want every republican to get behind one person to be our speaker. >> whoever is going to be the next speaker, should not appease this group of rejectionists. you know, who have no interest in governing. >> 30 to 40 principled guys are moving toward a process that will hurt us in a voting sense but wee doing it for the good of the conference and the country. >> you heard that was a diverse set of opinions there. for more reaction let's bring in committee chairman congressman less messer of indiana. we've had plenty of conversations when you got into congress in 2012, you were one of these people wanting to create a different tone, a bipartisan tone. when you came in in 2012. what's your take on what the answer should be here on your next speaker? >> well, that's a hard group to lead, isn't it? i think the speakership is a tough job. i don't know why anybody would want it. i heard earlier conversations about paul ryan as a possible alternative. he's great leader. i think he could be a strong

speaker. but, to me, for us, it's a lot less about who and a lot more about how. the reality is as you heard in the comments, we're really a coalition government as a caucus. we're about one third or half of a governing conservatives. we've got swing state moderates, swing district moderates and we have the freedom caucus. we have to bridge those gap and come together. >> look, this is obviously about the issue of 218. mccarthy knew he couldn't get it. he probably would have are had the votes. but he couldn't get to 218. what do you think it's going to take? you brought up the freedom caucus, it's them plus another ten. what is it going to take to get them to agree to a unity candidate? >> first it's going to take a strong credible leadererme. we've got to look at opening up the process. the process has been rooted in a

strong speakership. the american people are disappointed. we all know the numbers. 90% believe congress isn't working well for them. i think the reason they're so angry is because they understand when congress is broken, the american people don't have a voice. but within our conference we have to find a way that the folks in the freedom caucus and the folks in our swing districts, the tuesday group folk and our governing coalition of conservatives in the middle, all have a voice. i don't have the silver bullet solution for that. i do think it's a different model than the model we've seen over the last decade. >> it will cause a great -- about the different issues they would like to address. all these candidates need to confess their misdeeds before asking to be elected again. thomas massy wants to dilute the speaker's power when it comes to republican steering committee.

james ruinatanacey wants a basit form from whatever the speaker is on some reform on how the place work. >> the conference chair and i put together a meeting yesterday that about 120 plus of our members tanded. i will tell you for all the division you hear in the news clips when you get the folks together and set them across the table, there are issues that unite them. frankly, one of them is trying to open up a process. in today's world with all the rules we have if mr. or mrs. smith comes to washington it's impossible for them to drive the bait. when that happens the american people don't have a voice. we need someone like paul ryan would be great. we'll have to figure out together how we can open up the process. here's what i do know, though, none of this drama, none of this intrigue inspires anybody. we need to get through this quickly and get back to the work of the american people. >> let me ask you this, you're going to have an antsy senate republicans who some of them are

up for reelection who are going -- they don't want a sh showdown in december. are you going to be comfortable if they say we've got to clear the decks, let's do debt ceiling and get the government funded through the end of the fiscal year next year and let's get all the potential ways that could shut down the house, let's get it all out of the way in october right now. how would you feel about that if that's what happened? >> that's sound a lot to me like the old way of doing business. i think that will blow up this place even more. ultimately we've got to figure out a way to come together. we need to do it quickly. it's not going to be easy. we all got elected to the office to lead. we've got to figure out a way to do it. we've got to do it quickly. the american people don't care about all this inside baseball stuff. they care about the issues that make their life better. >> would the house be better if speaker boehner stayed to the end? >> i wish he had stayed. i was surprised when he left.

ultimately the speaker has made his decision. he said he'll stay until we get the next speaker. i doubt it will be months. >> good to talk you say agato y we'll have reaction from the member of the tea party caucus. plus hugh hewitt and russia's latest missile strike misses its target and it landed in iran. senator john mccain will be in to weigh in on that. as well as getting to react to what his buddy lindsey graham said about what the house mess means for the fwop. stay tuned.

now more on the bomb shell news from capitol hill today. kevin mccarthy will not run for shouts spe house speaker. this was mccarthy on scrapping his bid in the steps his party should take. >> we've been going through this campaign talking to a lot of members. but the one thing i've always said to earn this majority. we're servants. we should put this conference first. and i think there's something to be said for us to unite. we probably need a fresh face. i'll stay on as majority leader. but the one thing i found talking to everybody, if we are going to unite and be strong, we need a new face to help do that. >> joining me now is texas congressman blake ferrenhold.

you heard him there, fresh face, your reaction to kevin mccarthy's decision? >> he made a selfless sacrifice for the good of the institution and the good of the conservative movement. i'll so proud of kevin. he did the right thing. >> were you somebody that was hesitant to support him? >> listen, the folks back home were afraid mccarthy would have been john boehner 2.0. my social media, e-mails the calls to my office were all pick somebody else. >> who is that somebody else? what do you make of the draft paul ryan movement? >> i think you're going to see three, maybe four new faces appear in the race over the next 24 to 36 hours. there's some texans that are talking about running. there are several folkins talki about running. i think there's a consensus among the membership somebody like paul ryan would unite the

caucus. that doesn't mean there are not other people to do it. paul's got a great reason not to run. he's got young children. this is a hard job. you're on the road as speaker almost 365 day as year. you will miss your children growing up if you become speaker of the house. >> you mention a few texans in there. one of the complaints i've heard from conservatives for quite some time is when you look at the makeup of the house republican membership, it never represented the conference. do you think it would be more reflective of the conservative moment? >> i do. i have no problem supporting anybody in the texas delegation. we've had great speakers come out of texas. and i do think the south is the heart and soul of the republican party. texas is the largest republican delegation in congress. and makes up almost 10% of the

conference. >> yet, nobody from texas has actually thrown their hat into this thing. why is that? what's been -- for instance, what's been the hesitance? >> i've talk today two texans about running. both of them said i have school age children. jeb told the conference, the republican in texas today given the choice between going somewhere and doing a fundraiser and helping his daughter with her algebra homework he'll pick the homework every day. in somebody that supports a family, you can't question that. it raises jeb that he puts his family first. >> let me ask you this, if you can't convince paul ryan to do this, if john boehner stays on until the end knowing he's going to retire. will that satisfy your constituents? >> i think my constituents see

this as an opportunity to get us on a more conservative track in congress. actually have those discussions with the president in the senate to move legislation forward. the folks back in the 27th district of texas would not be happy with 14 more months of john boehner. >> all right. some straight talk for me there. thanks for coming on the show, sir. >> my pleasure, anytime. >> you got it. let me go to hugh hewitt. he joins me on the phone from colorado. you just heard blake farrenhohd saying his constituents would hold john boehner. what's going to happen? >> i've been talking to everyone i can. i think peter rothcome will be the next speaker. the others won't do it because they're saturday morning dads. i respect both of them for that

kind of a commitment to their family in the years when their kids are little. i didn't travel on the weekends when my kids are little. rathcome has run a house before. he was in leadership, that's never bad for someone to have humility injected into the leadership style. when the iran deal was making its way through the house. he did a throw down inside the caucus that impressed many with his leadership abilities. i think he'll be the next speaker. as the congressman said two or three days, maybe rogers rethinked reticent about running for majority leader and decides to step up. right now, if -- irish bookies are taking bets i think rathcome is at the top of the books. it's not going to be boehner. >> it's interesting, here is somebody i believe he and president obama served together in the illinois legislature.

they actually have a personal rapport. but i am curious, he's not known as sort of a firebrand conservative. why are conservatives so comfortable with him? is it just what he did on iran? >> he's an national security conservative. he serves on the benghazi committee. everybody who serves on the benghazi committee has earned the respect of the caucus because it has been so apolitical. and everyone on that committee, of course trey gowdy, jim jordan has gained respect throughout the caucus. while he would be a blue state republican, with a world on fire, that's a terrific advantage. as you know, if you've been a speaker of one body you know what it's like to get pulled in eight different directions. that will be a credential a lot of republicans will say that's experience we could use right

now. >> you just highlighted a potential issue. blue state republican. and you heard -- i've heard this from a lot of members, too. it's what got steve solis into the leadership. he said i'll be the only red state republican in the leadership. does that matter? >> you know, i'd ask you that. if you were my guest. i don't think it does. i've heard it said before. it matters if you run from texas because the entire delegation would support a pete sessions. i don't think it matters to the average voter out there. i don't think the speaker much matters to the average voter out there. i think they care about the congress. th i just got done talking to ted cruz. he won't get involved. he wants nothing -- he used every single minute i gave him to denounce congress. that's basically where the republican presidential field is. who -- denouncing the congress left right and jeb bush did it earlier today.

as the chaos was erupting on the hill today i was in a decidedly calmer part of town. foggy bottom. i was at the state department with michael bloomberg and john kerry to talk about partnership the state department. they're engaging mayors from around the world. sort of circumventing national governments. we'll have a lot more of that interview and that way of going after climate change tomorrow on the show. but i did slip in a few questions on some other topics. i didn't want to sit on this piece of news. take a listen to what mayor bloomberg told me about a possible run for the presidency. >> will you definitively rule

well the chaos in the house may make a potentially awkward event a little easier tonight for hillary clinton. by the way, kevin mccarthy saves hillary clinton again from a bad news day. we'll get to that later. mrs. clinton and president obama will attend a gala. it comes one day after clinton voiced her opposition to the pacific trade deal. it is secretary clinton's biggest break with the president. it's also a totally unbelievable flip-flop for her part. starters, when she was secretary of state, she called tpp quote, the gold standard in trade agreements. in her book, released last year, she called tpp, quote, the signature economic pillar of the obama administration's strategy to pivot to asia. and don't overlook this fact, she did leave herself wiggle room by eventually supporting is when she said she hasn't truly

reviewed it because it's not public yet. the reversal didn't do the obama administration any favors. not sure how they'll get it through the house and senate. the house did appear to cut clinton a little bit of slack. >> the president understands the presidential politics are tough. and he understands that it is the responsibility of individual candidates to distinguish themselves. >> that was a reminder that they think it was all a political decision. earlier i spoke to secretary of state john kerry and former new york city mayor bloomberg and asked them about the controversial trade deal. here's what secretary kerry said. >> tpp what do you say to your labor friends who are against this, secretary clinton against this? >> this agreement puts into law for the first time labor standards that labor has always wanted. in fact, in vietnam, they will now have a legal right to organize labor unions.

why labor would oppose that is, frankly, beyond me, number one. number two, there are environmental standards incorporated in this agreement. and this raises the standards of doing business on a 40% of the global marketplace, it is a very significant imprint of the united states' high standards of doing business. it will create jobs. the net result for the united states will be to grow our economy and strengthen america's position in the world. and i believe that ultimately as people examine this and realize what's really there, there will be more and more people who will decide this agreement is good and it should be passed. >> and the administration deserves a lot of credit for what they've gotten done here. now we've got to have the senate approve this. and that's -- >> going to be an interesting road. >> it would hurt an awful a lot of people in america if we don't. >> i talked to one senior democrat who said if you can't support this trade deal as a

watching them being attacked by russian aircraft and killed and maimed. that is imoral. it's not only wrong but it's imoral. >> do we have to pull out of the program? there is a group of senators called for pulling out of the training program. do we have to pull out of it? >> there are two programs. one, believe it or not, is run by d.o.d. and the other by the cia which we are not supposed to know about. the one that was the d.o.d. program was utter and abysmal failure that $43 million was spent on four or five left. that was because we told the young men the d.o.d. program that they could only fight against isis and not bashar al assad. it is bashar al assad tat killed 422,000 men, women and children in their country in this

so-called covert program according to published reports both isis and bashar al assad are the enemy and that has been a fairly viable program. those thousands are now being attacked from russian air and being killed and maimed. and i promise you because i have heard from them really almost directly, they feel we have abandoned them. >> i'm not surprised that they feel that way. let me turn to politics. you have to run for re-election next year. the house republican chaos, do you think it puts the republican party's ability to make the case that they should run the white house in jeopardy? >> i don't know how you could assume anything else. if we can get this tension resolved we still have 13 or month months left before the election and then we can put it behind us. if this turmoil continues i can

surely understand why people would wonder what is going on in the republican party. >> who do you want to see? and if you say their name it hurts them? do you want speaker boehner to stick around and finish this term? >> i haven't got enough insight into the dynamics of what is going on in the house of representatives but i know paul ryan is respected by just about everybody i know. i understand he is not too eager to do that. boehner will be around until we select a successor for him. i happen to admire and like john boehner. i honestly am not familiar enough with the inner dynamics except that i wish that after they choose a leader we could sit down on both sides of the capital and come up with a
