planned? and mission not accomplished. russia aims its missiles at syria but reportedly ends up hitting its own ally, iran. we'll tell you why washington is now warning moscow to watch its back. it's 5:30 on the east coast, 2:30 out west. i have a cold and this is "way too early." good morning. it's friday, october 9th. i'm jonathan capehart. the chaos continues on capitol hill this morning where house republicans are searching for a leader who can hold their caucus together. in today's "washington post," less than a year after a sweeping electoral triumph republicans are on the verge of ceasing to function as a national political party. and it began with this moment, when house majority leader kevin

mccarthy, john boehner's hand-picked successor as speaker, said he no longer believed he had what it takes. >> i think i shocked some of you, huh? we've been going through this campaign, talking to a lot of members, but the one thing i've always said to earn this majority was service. we should put this conference first. and i think there's something to be said for us to unite. we probably need a fresh face. i'll stay on as majority leader. but the one thing i found in talking to everybody, if we are going to unite and be strong, we need a new face to help do that. so, nothing more than that. i feel good about the decision. i don't want making voting for speaker a tough one. i don't want to go to the floor, and win with 220 votes. i think the best thing for our party right now is that you have 247 votes on the floor. if we are going to be strong, we got to be 100% united. and i think, you know what? let's put -- let's put the conference first.

>> mccarthy had failed to secure the support of a sizable chunk of hard-line conservatives, and he was facing a back lash over his comments about the benghazi committee's effect on hillary clinton's poll numbers. mccarthy's announcement at a lunch meeting minutes before his press conference left members who were eating barbecue stunned. some in the back of the room were straining to hear and didn't even understand what had just happened. "the washington post" reported, congressman peter king's comments that members were, quote, crying in the cloak room, unable to handle the unrest and confusion. this while washington asks, what next? speaker john boehner said yesterday that the vote on his successor will be delayed, and that he's prepared to stay on as long as necessary. two of the candidates who went in to yesterday's conference meeting vying for the job say they're still candidates. while others may be joining the fray. >> i really do believe it is time for a fresh start. that was the whole genesis of my campaign. i said that i would support the nominee on the floor, but we

don't have a nominee. so the fact that it's delayed, i will continue to campaign. >> to be clear, you are still running for the election? >> again, after i had -- [ inaudible ] and i'm running on that. >> kevin mccarthy will be the most important endorser for whoever ultimately becomes the speaker. >> now that last person you heard from there is congressman darrell issa the former chairman of the house committee on oversight in government reform who late yesterday evening was reported to be considering his own bid for speaker. and we'll be hearing from congressman issa in just a few minus on "morning joe." other potential contenders whose names are being thrown around include congressman lynn west moreland of georgia, john klein of the great state of minnesota and greg walden of oregon. but much of the attention is focused squarely on that guy, house ways and means committee

chairman paul ryan. the 2012 vice presidential nominee issued a statement within minutes of mccarthy's decision saying he's grateful, but reaffirming, quote, i will not be a candidate. but the pressure has been relentless, with speaker boehner reportedly phoning him twice yesterday trying to convince him. and congressman trey gowdy telling "the new york times." quote, i have spent more time trying to talk him into running than i did my wife into marrying me. 26 years later, she's still with me. i'm just asking paul for 14 months. for his party, ryan remained tight-lipped last night, chased by a pack of reporters leaving his capitol hill office. but there are signs he's considering it. late yesterday afternoon, ryan canceled his fund-raisers for the next 48 hours. the reaction is also coming in from republicans on the campaign trail. donald trump is actually taking credit for ending mccarthy's bid. >> you know kevin mccarthy is out. you know that, right?

and they're giving me a lot of credit for that because i said you really need somebody very, very tough, and very smart. it's bedlam in washington right now. bedlam. it's a mess. i've never seen anything like it. >> i say kudos to representative mccarthy. for putting others before himself. this is not something that we see very often in washington. and i hope it's a trait that will be emulad by others as time goes on. >> i think kevin mccarthy was a -- was a good person, a good man. i'm surprised that he dropped out. i don't follow that that carefully. i'm not going to interject myself into a political vote inside the house caucus. dan webster is one of the -- one of my closest friends in the political process. he is a principle, centered guy, you will never meet someone with the integrity of dan webster. there will be others that might emerge, as well. i just hope that they stay focused on making sure the people know they're trying to

solve problems for people. >> i don't know who's going to replace him. i hope it's a consensus candidate. somebody people can get along with. but if we have a meltdown in the house, we can't govern the house, then it's going to hurt our chances to win in 2016. >> now to few fund-raising totals on the republican said of the 2016 race and another big haul for senator ted cruz. the campaign announced yesterday that cruz raised more than $12 million in the third quarter. bringing his total for the year to more than $26 million. cruz raised about twice as much as senator marco rubio, who took in $6 million in the third quarter. but both candidates still trail ben carson, who raised $20 million over the same period. he leads the group of gop candidates who have already disclosed their figures. jeb bush's campaign hasn't released an exact number, though it's reportedly between 12 million and 20 million. and kentucky senator rand paul

announced raising just $2.5 million, further fuelling speculation that he may soon drop out. ben carson has irked some with comments on nazi germany and separately with comments about how victims might do more to stop gun violence. but in a section of his new book, he discusses how, by removing guns, and disseminating propaganda, the nazis carried out their agenda in europe with little resistance. >> if there had been no gun control laws in europe at that time, would 6 million jews have been slaughtered? >> i think the likelihood of hitler being able to accomplish his goals would have been greatly diminished if people had been armed. >> because they had a powerful military machine, as you know, the nazis. >> i understand that. >> they could have simply gone in and they didnities. >> you realize there was a reason they took the guns first. >> you believe if they had guns maybe it could have been eased, is that what you're saying? >> i'm telling you that there is a reason that this dictatorial

persuade people towards their cause, whether it's popular or not, stick with it, and make things happen. >> and it's not just republican candidates who are speaking out. about clinton's change of heart on tpp. in this morning's "washington post," the editorial board of which i am a part is writing about what they call clinton's disappointing choice on the trans-pacific partnership. quote, the most hopeful thing to be said about this deeply disappointing abandonment of the president she served, and the internationalist tendency in democratic ideology she once embodied is that it is so transparently political. now to the escalating situation in syria. this morning, both moscow and tehran are denying claims from u.s. defense officials that four of 26 cruise missiles fired by russia wednesday targeting syrian rebels mistakenly landed in iran. washington is also fuming because moscow never gave fair warning that it was firing over air space used by american aircraft. however, the u.s. issued a warning of its own.

addressing nato defense ministers yesterday, u.s. defense secretary ashton carter predicted that in the coming days, quote, the russians will begin to suffer from casualties in the form of reprisal attacks. according to the bbc, saudi arabia, backed by qatar and turkey are already preparing to counter moscow's moves by stepping up weapons and other supplies to syrian rebels. this morning the u.s. airman who helped take down a would-be terrorist in france is recovering from a stabbing in his hometown of sacramento. surveillance video from a store across the street appears to show spencer stone fighting with more than one person, two groups of people pushing and shoving and throwing punches before everyone eventually scatters, as a police cruiser arrives. investigators are now looking for two men who sped away from the scene. we're told the airman is now in stable condition after undergoing surgery. today, president obama will head to roseburg, oregon, to be the families of the victims of

last week's umpqua community college shooting that left ten people dead. it comes as the obama administration waits taking executive action to institute new gun control laws requiring high volume sellers to enforce background checks. two years ago, a bipartisan senate proposal on background checks failed. the roseburg community is divided on the president's visit, after he called for politicizing the massacre. a facebook page has been created for protests scheduled for this morning. nearly 8,000 people have said they are attending the defend roseburg, deny barack obama. the president will arrive later this afternoon to meet privately with families. still ahead on "way too early," mlb highlights as road teams continue to dominate the playoffs. and no team wants to continue that trend more than the chicago cubs. and the rain is long gone but residents in south carolina still can't catch a break. with new evacuation orders in place right now. bill karens is here with more on the concerns along the carolina

in missouri, southern portions of kansas. and if you're in northern new england one of those days that unfortunately is going to knock down a lot of those leaves. like all morning long some light rain out there and the leaves are near peak in northern new england. hopefully they'll hold for the weekend. also watching showers and storms, 4:00 to 8:00 those storms will be along this front through the i-95 corridor. so from washington, d.c. to philly to new york it is possible that you'll be driving home today in a brief downpour. showers probably only last about 30 minutes in the storms, and then they will be gone. gusty winds at worst. we're not expecting any hail or tornadoes or anything like that. the weekend forecast, today much cooler in the great lakes. the west is going to be very warm. the middle of the country, all the way up to billings, montana, 85 on saturday. a very warm, unusual middle of october, middle of the country this weekend. and by the time we get to sunday everyone is looking at a pretty nice forecast. showers and storms in miami. but we're holding onto that warmth and some of the leaves are nearing peak. great lakes and the rockies and also northern new england. so a lot of leaf peepers out
