him there. and controversy this week for ben carson after saying guns could have stopped the holocaust. today he defends his comments in a one on one interview with andrea mitchell. just in the last few minutes president obama landed in eugene, oregon. he plan to meet with victims and families of the umpqua community college shooting. meantime, protesters lining up in opposition to his visit. joining me now from roseburg, oregon, msnbc's jacob soboroff. jacob? >> reporter: kate, we expect to see president obama depart eugene, oregon, and fly past right about here in roseburg on marine one to meet with families of victims. there are people upset about what the president had to say about the gun control in the wake of the shooting. including this gentleman. take a look.

kate, you know, i'm not sure we have that clip but it was an organizer of the protest and joined by what we're told is hundreds of other people out protesting the president. the white house responded to these protests talking about president obama's trip in these terms. josh earnest said yesterday the president made clear the visit to spend time with the families of those who are so deeply affected by this terrible tragedy and this statement has not tempered sort of the outpouring of anger toward the president, kate. these protesters doing the best they can to make sure that the president sees them on the way into town today. >> we lined up the sound bite you were trying to go. let's see if we can listen now. >> people, it's a heart issue. it's not a gun issue. he's not wanted out here to push his agenda. and using the families for that

agenda is not just unacceptable, it is utterly despicable. >> we were looking at live pictures of the protesters lined up on the highway there, i guess expecting the motorcade. right? >> reporter: that's right. some of these to point out, kate, some protesters are armed themselves. they want to make, you know, a point of the law of the land here in oregon. not just the concealed carry permitted on campus and there were some people carrying on the day of the shooting at umpqua community college but they want the president to see the firearms on the said of the road. >> that's not gob a security nightmare for the secret service. jacob, keep an eye on that for you. we'll come back to you if we have news out of oregon. thank you so much. we turn to capitol hill where all eyes are on paul ryan today. moments ago, the former vice presidential candidate was asked the question on everybody's mind in washington today, will he run for house speaker?

>> at home. >> well, that was the answer. at home. i think he meant, i'm going home. on the way to an airplane. today, ryan's office more direct saying chairman ryan appreciates the support he's getting from his colleagues but is still not running for speaker. but the chorus within the house gop conference is only growing louder. >> i actually think paul ryan eventually will get into this. >> if he were to get in, would you support snim. >> 100%. unabashedly. >> he's the only candidate to agree to get to 240 vote tons floor. >> paul ryan would make a very fine speaker. >> joining me now from capitol hill, luke russert. also with me, msnbc host and political correspondent steve kornacki. luke, i couldn't hear what was said and he looked anxious to make the plane and i think a

joke about watching the packers game. >> reporter: yeah. paul ryan i think was readily to get out of town because he's the center of attention for the last 24 hours and it's not a place he wants to be coming the topic of becoming speaker of the house. this is a job that he's passed on on numerous occasions and so far on paper he is a soft no. however, as i can tell you, kate, from trailing him for the last day, he is not explicitly said on camera, no, i don't want the job. i'm not interested. it's been the soft statements, this sort of saying, look, nothing has changed. i want to go home. why is that? ryan right now from people i have spoken to close to him is sort of biding time. he'll go home for the columbus day weekend and see how things play out throughout the course of the next week. the leadership wants to let out the hot air and ryan taking a calculus of how the conservatives are lining up against him. you see the outside conservative groups in the media saying he's too liberal. compromises too much to be speaker and he remains popular

in the conference itself. i'm told that if ryan is to do this, he wants to have a clear pathway forward to 218 votes and not wanting to have to deal with the same type of hiccups of mccarthy and boehner and be the consensus compromise pick of the establishment and the conservatives. so when does that happen? it's unclear but i suspect you'll really see this play out over the course of the week when members go back, talk to the constituents and see if paul ryan is viable and even if he wants to do it. because he gives up the political future of doing tax reform and possibly one day running for president. as speaker, you have to deal with the conference in order and a lot of mud on the tires from the partisan fighting that happens in this building where i am. >> steve, you have to deal with fund raising and supporting other republicans. we were taking a look at fund raising because ryan says he doesn't like to do it much and looking at the money, we have a full screen graphic here, look at the money ginn out by house

members, paul ryan gave out more money than john boehner. he is a central part of the job. but one advantage that ryan may be setting himself up for here ultimately taking this and doesn't want this but if he takes it, what he is doing is also buying himself leverage. because the more -- it is kay yot situation right now for republicans but it could get more chaotic and desperate than this. if others step forward or have their names floated and immediately shot down by key groups whether it's on the right or the establishment, the more and more it becomes a desperate situation, and the more and more paul ryan is holding back and not quite saying no but not saying yes, the more he has the potential to go to all of these different groups within the republican conference and say, look. fine. i will do it but here's what i want and maybe a thing that he doesn't want to raise money like

that, maybe set up a new apparatus, a new fund raising thing and doesn't have to raise the money quite the same way that john boehner did and doesn't want to do as an example, though. >> right. luke, i want to play some sound from the majority leader kevin mccarthy, the man who was running for speaker and yesterday shocked everyone by saying he's not in it anymore. take a listen. >> i know a love speculation of who should run and others, paul is looking at it but it's his decision. he would be an amazing speaker. but he's got to decide on his own. >> should he do it? >> yeah -- >> everybody continuing to try to ask him questions there, luke. is he it? is he all they have right now, paul ryan, or other options? >> reporter: well, there's no clear plan "b" aside from boehner staying on long enough to extend the debt limit and perhaps fund the government. the pressure on paul ryan is

quite extreme from boehner, mccarthy, committee chairmen, party elders and even heard from some members of senate that mitt romney is in communication with him. he's pushed toward it and earned the respect to make a decision himself. but if he is to say no, i really don't want to do this, i don't want to have to deal with, then they're back at the stage, okay, do we have an interim speaker? does boehner stay on? somebody else emerge? nobody to really have the coalition needed so far to get the 218 votes aside from ryan. i'll say this, too. mccarthy is more than willing to say i'll stay on, i'll do the fund raising and help you through and mccarthy is damaged goods right now. so if there is no ryan, i don't necessarily know where they go. >> all right. luke russert, stay with us. steve, thank you so much. joining me now, republican congressman from arizona, trent franks, he is a me believe of the house freedom caucus which, of course, opposed majority

leader mccarthy's bid to become speaker. thanks for being with us today. >> well, thank you for having me, kate. appreciate it. >> on a friday afternoon. probably holding you up from getting back to the district. i want to ask about the news of this moment. are you ready to support paul ryan? >> well, i think there are a number of names that have been put out. paul ryan is somebody that i have great respect for and believe could be a magnificent speaker. probably the names i hear is paul ryan or even hear newt gingrich, hear jeff miller, hear tom price. hear jim jordan. i hear a lot of different names. all of those men are valley forge americans that would serve this country very well. and it's kind of -- kind of unique. sometimes the disportion in the perceptions out there. i heard a gentleman in the background say somehow that kevin mccarthy is damaged goods. he is never had a higher opinion

expressed in the conference in my judgment than he does now because we saw him do something very selfless and very committed to the cause of america and i have great affection and great respect for this man. and so i just want to make sure that we have our perceptions right and probably it's also a misperception that somehow this is all a battle within the republican caucus in the house. the real cause of the dissension we have had in the shouse the senate filibuster. the abuse of the senate filibuster by democrats in the senate and making it almost impossible for the house leadership to do anything of consequence and therefore the base thinks it's their fault and we have passed many things in the house that absolutely comport with republican ideals and the expectations only to be stopped in the senate and debate it, never vote or consider it. >> congressman, this is steve kornacki. i want to ask you about the idea floated of interim or a

placeholder speaker, basically somebody to take the job from now through the 2016 election and then after the 2016 election republicans could settle on a longer term pick, all sorts of names bantied about for that. the concept of a placeholder or interim speaker, what do you think of that? >> you're right. i have to say to you it's not something i support because i think it just sort of prolongs the discussion and even the dissension and it's not necessary in my judgment. i think if in the next two or three weeks we can come up with a leader that we can all stand behind and that can pull this caucus together and can somehow point out to the world what the real issue is in this country, terms of making any progress with this president in office, we have to deal with this senate filibuster and quite frankly if america doesn't elect a president in the coming election, that actually hold to the constitution and a semblance

of a world view that the founding fathers had, i'm afraid it is late in the day for this country. >> congressman, the freedom caucus endorsed another member for speaker. we were just showing those running. daniel webster of florida. let's just say if paul ryan -- >> i didn't mean to leave his name out at all. he is revered in the conference. >> my question is, if paul ryan gets in and then you have daniel webster and others, who do you choose? >> well, you know, i don't think i'm prepared to answer that question. because i don't even know in my own heart at this point. i'll say this. that i think there's a good opportunity for those of us in the caucus to get together and to come up with someone that is a consensus candidate to truly support because even this notion of how different the freedom caucus is from the, you know, the other members of the caucus, really there's very little difference of what we believe. sometime there is's tactics and strategic differences. and maybe there's an element of

just after 3:15 eastern time. you're taking a look at live pictures of oregon where they're awaiting the arrival of president obama's motorcade. this is roseburg where that deadly shooting was on a college campus last week. we were just talking to jacob soboroff about the crowd protesting the president, some of them he said carrying weapons. just to show that they can carry weapons in that part of the country and that that's how they feel. and now we move to politics. ben carson has spent the week defending recent controversial comments first on the oregon shooting and yesterday on guns and the holocaust. this is what he said. take a listen. >> just clarify. if there had been no gun control laws in europe at that time, would 6 million jews have been

people in your profession, hopefully not you, didn't even play the context. i was answering a question. i was asked what would you do if you were there and they were holding a gun to your head and asking you about your christianity. and i told them what i would do but of course they didn't play that part. they just played it -- what i was saying so they could characterize it as a criticism of the people. >> what you would do, just explain fully what you would do in that situation. >> in a situation where you had a madman who was systematically assassinating people after asking them a question and they're all there waiting their turn, i would not wait my turn. i would say, let's do something. you know? attack. you know? unless you have an easy method of escape, of course, you would escape. but assuming that you don't have an easy method of escape, why would you just sit there and

allow him to do that? i think average people with common sense understand that. >> the holocaust, this also was raised and you suggested that if the jews had been armed, if they had had guns, hitler could not have succeeded. isn't that mischaracterizing the enormity of what happened? >> not only the jews but the entire populous. this is a general pattern that you see before tyranny 0 cuoccu. they disarm the populous before they impose their tyrannical rule. that's not a rare situation. and that's something that we don't want to ever even think about and that's one of the reasons that daniel webster said what he said. he said, there will never be tyranny in the united states because the people are armed. >> the president going to oregon today and a lot of controversy

because there are many people who actually are saying he's not welcome to come. as the leader of the country, the commander in chief, the head of this nation, what do you think about him going to a place that has suffered so grievously and trying to deliver a message to the people there? >> i think he would probably encounter less resistance if he wasn't trying to politicize a tragedy like this. if he, in fact, extended the same kind of warmth and condolence in every situation, you know, kate steinley, for example, you know, people who perhaps find tragedies in situations that are not aligned with his agenda, then it wouldn't look like politicization and have less resistance. >> you think it looks political? >> it is. he even admitted that. >> is there a point he's making

that it's time to be political and in fact, the administration is strongly considering something hillary clinton announced which is to take executive action and close some of these gun show loopholes and close other loopholes and create higher standards for people to be considered dealers who would have to then go along with the background checks? >> well, you know, i certainly hope that congress, the legislative branch, if he does such a thing, will finally stand up and recognize that there's a reason we have separation of powers and checks and balances. and if you sit back and you pretend like you're the peanut gallery, then the other branches are going to be doing things like that. that's not appropriate action. this is the united states of america. we have a system for making laws and rules. and it does not include a monarch. >> joining me again, steve

kornacki. there are going to be people watching that throwing things a tt television but he is continuing to do well in national and state polls. do those kind of divisive comments hurt him? >> provocative things he's saying and he's consistently saying provocative things throughout the campaign. not the first time in a discussion of hitler analogy or a reference in the course of this campaign. >> right. >> what we have seen as you say is poll numbers gone on. raised money. what really jumps out at you start looking at the polls of ben carson is the respect that republican voters have for him as a person. the personal questions. do you like, dislike, favor, unfavorable. he is well above the rest of the field on that question. in fact, that's why i think donald trump a few weeks ago when he started to go after ben carson noticed he backed off and he was defending ben carson this week. >> backfired a little bit. >> one thing to go after jeb bush and something about ben

carson's biography, the background, the bootstrap story, resonates powerfully with republicans. not sure how long that will sustain in terms of he's proven us wrong so far and not sure it sustains in terms of supporting him for president and in terms of revering him as a man, that's what the polls are telling us so far about the republicans thinking of ben carson. >> with the fund raising numbers, ben carson with $20 million in the third quarter at the top of the list there. >> there you go. that's -- look. that's outraising as you can see the rest of the field there. significant. this is candidate what w.h.o. is viable long term. some of the other numbers there that jumped out, ted cruz with $12 million. he made a comment today or yesterday and basically said, look, i don't think donald trump's going to last. i think i'm going to get his voters getting out of the race. what you see in the fund raising numbers is that ted cruz if that happens if trump gets out of the race he is equipped potentially to pounce in that situation and to really put an organization together.

at pictures out of roseburg, oregon. that's marine one landing with president obama on board. on the right side of the screen, that's a small crowd of people waiting on the motorcade route in protest of the president. we'll get back to that in a moment. as i was saying, a student dead. three others injured this hour after a separate shooting on the campus of northern arizona university. the shooting occurred during a confrontation early this morning between students outside of a residence hall. freshman steven jones, the 18-year-old gunman, was taken into custody of police without resistance. the three wounded students are being treated at the flagstaff medical center. joining us is joe fryer. what's the latest? >> reporter: steven jones will be in court this afternoon facing four charges, one count of first-degree murder and three counts of aggravated assault. now, the university has also released the name of the four students who were shot. one student who was killed

identified as collin breaux. three others injured, treated at a hospital in flagstaff. their exact conditions have not been released yet and heard from the family of a victim nick prado saying he was shot in the neck and expected to pull through okay and he was close friends with the young man who died. the university is calling this isolated and unprecedented. it happened around 1:20 this morning in a parking lot outside of a dorm. police say there was some sort of confrontation of two groups of students. that's when one student, the suspect jones pulled out a gun at some point and shot the other four. investigators say that jones was arrested by police, the first officer who arrived on the scene without incident. and has been cooperating but when's unclear at this point is why this happened. and, kate, we have also just learned jones was pledging a fraternity, the sigma chi fraternity an they don't believe

it had to do with a chapter activity. >> thank you so much. now to newly released video of more than three dozen undocumented immigrants found in a tractor trailer last month. the pictures are terrible to see. see them gasping for breath into the custody of federal agents. 33-year-old driver of that truck faces up to ten years in federal prison for allegedly conspireing to transport them for financial gain. the undocumented immigrants including four children are now in the custody of the u.s. border patrol. family of walter scott, the unarmed man shot in the back by a police officer in april will receive $6.5 million from the city of north charleston, the settlement announced after six months of negotiations. >> having walter in our lives the city of north charleston historic actions ensure that he had -- he did not die in vain.

now. it's hard to get a sense of how big that crowd is. do you have any sense? >> reporter: well, it was estimated to be as big as 8,000 based on rsvps on the facebook page for a protest and told some colleagues telling us that the number probably in the low hundreds which is, you know, surprising to go off the numbers online. moments ago, i should say, while we were in the commercial break, we saw the marines of proi followed by marine one and the other membership fly just past us with we assume president obama and we've been told it's touched down at the airport. if the president is going to see those protesters, you will be seeing them any minute. >> we saw live pictures of marine one touching down. he's in town. the motorcade past the group of protesters. you mentioned earlier and got a lot of our attention here that some of those protesters are armed themselves with weapons. >> reporter: yeah. that's actually correct, kate. people are very passionate about their guns here in roseburg.

that is place where hunting is very important to the community. i met john parker jr. as a student and armed and legally armed concealed carry on campus at the time of the shooting and something that people take great pride on in here. >> tell me about the president's plan here. he plans to meet with families affected bety tragedy last week. right? >> yeah. we expect him to lay relatively low. the glimpse of him flying by in the choppers is probably as much as we're going to see of the president because of the fact people outspoken in face of the president's statement right after the shooting. people took great offense to him saying he would make this political and the president's not having we understand a public statement while he is here in roseburg. >> have you talked to any of the families who plan to meet with him today? >> i have not personally talked to the families but we know that the president scheduled to meet

with both families of victims i should say and survivors. we know there are three young women who are still hospitalized after the shooting. we don't know whether or not they get a chance to talk with the president and we have been in touch with their families today, kate. >> keep us posted there. thanks so much. continuing to follow the other big story today. capitol hill where congressman paul ryan facing mounting pleasure to replace john boehner as speaker of the house after boehner's expected successor kevin mckor think shockingly dropped out of the race for speaker yesterday. ryan is keeping his cards close to the vest. >> right now i'm just going to catch my flight so i can make it home for dinner. packers at home and they'll cover the spread. >> where are you -- >> at home. >> back with me now from capitol hill, nbc's luke russer. hard to understand what paul ryan said there but base chris he deflected. >> reporter: he did.

he is doing that over the course of the day since the bombshell yesterday that kevin mccarthy said he was not interested in the job and paul ryan pointing to a statement he said no has not said no on camera. why is that? well, there's growing consensus in the conference, the only person to bridge the divide of conservatives and the establishment and also getting pressure from some big names. house speaker john boehner. kevin mccarthy. also just coming in from peter alexander and producer alex mo, mitt romney, the guy who he ran for vice president with in 2012, had a phone conversation with paul ryan about the house speaker's job and romney said wouldn't presume to tell paul what to do but he is a man of ideas and driven to see them applied for the public good. every politician tries to convince people that they are

within the last hour, vice president joe biden's motorcade pulled up to his home in delaware sitting down with the family this weekend to discuss the possibility of the 2016 race. it is where we find kristen welker. are we close to a decision here, kristen? >> reporter: it seems like we may be getting close, kate, but as one of biden's top advisers said, the only person that knows is vice president biden. as you point out, he is expected to sit down and talk about this monumental decision with his family over the weekend. and he's aware of the fact that the clock is ticking. his supporters, secretary clinton's supporters, really want him to make a decision because there's a broader sense in the democratic party this is not good for anyone and he's got a lot of catching up to do, kate, if he decides to get into the race. not only in terms of fund raying but also in terms of organizing the game on the ground. the democratic debate on tuesday. he is not expected to participate in that debate but a lot of folks are hoping that he

and a free 30-tablet trial. . the white house is pulling the plug on the pentagon's $500 million program to train and equip syrian rebels to fight isis. defense officials hoped to put more than 5,000 fighters on the ground this year. that number fell short. really, really short. officials say the program only yielded about four or five trained rebels. four or five. and many of the arm pros vided have fallen into the wrong hands, including an al qaeda-backed group. joining me now is ayman mohyeldin here in the studio. we were talking in the break. give us a refresher on the program and why the u.s. is pulling the plug. >> sure. basically, the u.s. running two major programs to help syrian opposition rebels. one out of the cia meant to help

rebels fighting the assad regime and the much larger one is the pentagon one that was aimed at training rebels only to fight isis. that was the one trying to get to reach between 5,000 to 15,000 over the course of 3 years and cost $500 million and literally produced 4 or 5 fighters. as a result, that program now is being scrapped. it is scrapped because they don't have the fighters, the money is wasted. the guns ending up in the hands of al qaeda-affiliated groups and not making progress on the ground partly because the u.s. want this is group of fighters to focus their fight on isis. these fighters don't want to fight isis. >> separately, you have got the cia effort which is helping group that is are now as i understand it basically being hit by russian munitions. >> exactly. that's the second part of the equation and why some people described this as adding insult to injury which is the original component of this had some syrian moderate opposition

84 dams. there is some rain in the forecast through the weekend but officials here don't think it will make any huge dent in that flood. however, after so many days of all this rain and now the clean-up continues here in columbia and other parts of the state, it's something residents here do not want to see. the main concern now is for the coastal communities. there are voluntary evacuations under way there. even though right now those evacuation orders are limited to some rural areas, there is concern over the next couple of days, these rivers could keep rising and flood out even more homes, kate. >> what did jeh johnson have to say about his biggest concerns? >> reporter: he stressed his cooperation with officials, there are many fema officials here, they're urging anyone with flood damage should register with fema and his concern is if
