him as a member. it's that bad. if you are vaguely influential in the house caucus you are not above suspicion of being a washington establishment type who won't answer the grass roots demand to stand the line. it is quite a situation. there is no sign it is going to end even if they find someone to walk the plank and take the job of speaker. republican establishment begged paul ryan of wisconsin to rescue the party. >> i actually think paul ryan will get into this thing. i really do. i'm like a reporter i can't reveal my sources. >> paul is under tremendous pressure because he is the only candidate that we can agree can get to 240 votes on the floor consistently. >> paul is looking at it but it's his decision. if he decides to do it he would

be an amazing speaker. >> he could bring a lot of folks together. >> of course i would support him. he would be the kind of person that i could get excited about. >> ryan doesn't want the job, not today. his office put out this statement. chairman ryan appreciates the support he's getting from his colleagues but is still not running for speaker. hard liners on the republican party begin a strike on ryan proclaiming that paul ryan is the absolute worst choice for speaker. they went after ryan for compromising with democrats on a budget deal. he called the 2013 shutdown a suicide mission. let me go to michael on this. it looks like the only guy they want is a guy already targeted.

even if they get this guy to take the job -- >> if the freedom caucus, the tea party members of the caucus get together and get their force behind the candidate and have that one-on-one debate within the caucus about the direction of the house leadership, the direction they want to lead the country. paul ryan is sensitive to that. that is why the red flags have gone up for him. he is not looking to jump into the race. when your first statement is i don't want the job that should tell everybody within ear shot of what he feels and thinks about that opportunity. he knows this is a potential quagmire. i suspect no amount of pressure from the party leadership and others is going to really force

his hand. i am skeptical that he takes this because he knows there is that element that has to be dealt with. there are still big battles that the leadership particularly the speaker will have to deal with. >> even within a couple of weeks early in november they have to deal with the debt ceiling thing. my question is what happens when 40 or 50 members of the freedom caucus say we don't believe we should raise the debt ceiling unless we get major concessions including planned parenthood, something like that and the leader says i can't get it through. that will never pass muster and will never go to the president. it's not going to get to the president's desk. >> you make a very key point. that is that one of the important elements of the frustration of a lot of those house members that they hear from their constituents at home is that we always give on raising the debt.

we always give on raising taxes. we always give to the other side but we don't get anything in return. we want something in return first. then we will give you your debt ceiling. show us you are prepared to spend wisely going forward and you are willing to make the cuts necessary before we give you what you want. that is a big sticking point. i don't know how paul ryan or anything else navigates that without realizing we can't make this move. >> do you wonder where your predecessor is? where is reince priebus right now? he wouldn't show up in a newspaper test. where is the name reince priebus? >> you will not hear the name reince priebus because this is outside his purview.

this is a leadership battle he is outside of. what he is waiting for is the fallout because there will be fallout. even if a paul ryan becomes the next speaker there will be fallout as you rightly noted at the beginning with other conservative outlets and groups around the country that are suspicious of ryan's leadership. so that is when reince priebus will have to have a plan. >> we all saw it coming. their rejectionists don't want to have anything to do with governing if governing involves compromise. they do not want to be known as compromisers because they call that chickening out. if that is their attitude they have a weird way of coming to congress. your thoughts. >> i disagree with that to this extent. that frustration, that willingness not to compromise comes from someplace. when they gave reagan the tax increases what did they get in

return? the last time we did amnesty we were told we would deal with the border. what did they get in return? you have to see it from that perspective when you are always seeding the point and making the compromise on the promise that you are going to get something in return it doesn't come at some point you draw that bright red line and they are not crossing it right now. >> you know, on the immigration issue you have wandered into the truth. that bill was a pretty good bill and never got enforced. thank you so much for that shrewd discernment. i'm not sure i agree with you about fiscal stuff but i agree about the immigration. today peter king painted a grim picture of the mess the party is in right now. even if paul ryan decides to jump in the race. here is king talking with reporters on the hill. >> do you think paul ryan could be successful as speaker given the division in the conference? >> it would be difficult for

anyone. >> what do you think this looks like? >> chaos. it is. >> republican from maryland and member of the freedom caucus and barney frank, democrat from massachusetts. still a democrat from massachusetts. thanks for coming on today. how would you explain to an outsider from mars. what is going on in the republican caucus right now? >> what we are doing is we are going to try to find a consensus candidate for speaker. the last speaker resigned two weeks ago. i don't think it is unreasonable to think you will take longer than two weeks to select an office as important as speaker of the house. >> would you have voted for boehner to continue? would you have gone on the floor and said boehner when they called your name? >> you mean at this point the speaker has resigned. >> would you have voted the name boehner again if it come up again? >> probably at the end of this

term i probably wouldn't have because it is time for new leadership. >> what about mccarthy? >> only if he had seeded to our request that he stop the top down power driven approach of leadership to force bills through the floor and do a bottoms up approach, everybody gets the legislation and the chips fall where they may. >> give me an example of something where the voices of the grass roots weren't heard by the leadership, something you wanted to bring to the floor but mccarthy wouldn't promise to bring it. >> well, i will do it the other way around. we passed the cr to the floor with no debate, no opportunity to offer amendments. it was brought to the floor seven hours before the funding for government ran out. that's not the way to do business. no one feels empowered or obligated to support this when they had no say in the

legislation. i don't care we ought to get every member a stay and send it to the senate and don't do it with seven hours left in the fiscal year. >> they are arguing process. i think there is more to it. your thoughts? >> i think -- i would like to see the export/import brought to the floor for amendment. conservatives say don't do that. the freedom caucus on the committee. so it's not true that they are consistent for doing that. let's have a vote on the minimum wage bill up or down with amendments. i think what you have here is a very serious issue. chris, i got to use -- i don't generally like metaphors but i think it is relevant here. this is what happens when an elephant rides a tiger. the republican party for some time now many leaders have been

encouraging their primary voters to dislike government to say government is no good and does more harm than good and basically convinced a significant percentage of those who vote in the republican primaries that governing is a bad deal and therefore you don't lose a lot. there is a second point. it's one thing to say these are your views. it's another in the american system of government under our constitution to insist that because you win one election for one branch of the government you have the right to oppose your views. we are governed by the last three elections and that means you have a right to advocate but not a right to demand so i think here is what you have both in the house today and in the presidential process republicans who want to govern in a conservative fashion. bob doles, ronald reagans. these are people who think they got jobs by ronald reagan.

if you want to govern america from the conservative standpoint making compromises that you have to do to govern you can't win because -- last point, the most significant i -- question on that vote here is the point. they have so persuaded republican voters especially those who vote primary that governing is a bad thing that republican members of congress are saying to the leadership please don't make me vote for you because people think you are somebody who wants to govern and i will get in trouble. i don't know how they get out of that. >> isn't there a challenge? members of the caucus it would seem to me would be very careful not to put their names to a leadership candidate because of fear that that person -- isn't that a concern?

>> no. i think our concern is that again the freedom caucus calling to open up the process in the house. >> what about the immigration bill? if you want to have votes why not throw the immigration bill with a dozen republicans on it? why not bring that vote to the floor? >> chris, why should we bring a senate bill to the floor? we just craft a house bill that is the house idea and house message. if the senate disagrees let's go to conference. >> when have you done that? >> i'm not in lteadership. that's the point. >> what about minimum wage? you said you want democracy practice. what about democracy in the house of representatives? >> we had multiple votes on the minimum wage. it's not that those haven't come to the floor. the fact of the matter is

members don't feel empowered. they feel there is a top down approach where the leadership decides what is coming to the floor and how it is come toing the floor. >> i'm going to make notes. would you vote for paul ryan? >> i probably would. i would have a discussion about whether he is willing to change rules. we are going to have a discussion about some of the leaders. >> there is conditions then, right? >> look, i would -- paul ryan has to appear before our group like every member and answer some of our concerns. >> you have the veto power. >> i believe the group will end up supporting him. >> last question, your thoughts about -- you think it is dpoeg going to reach the resolution? >> first i want to say i understand andy harris trying to bring democrats in because misery loves company.

feelings about this because i'm going to talk to these families you are reminded that this could be happening to your child. >> there are some protesters over reports that he is considering taking specific executive action to widen background checks. joining me now is the "hardball" round table david corn, ruth marcus and cornell belcher. i hate to say it but most pro-gun safety advocate it's hard to come out for anything dramatic. >> we have common sense here and you look at the 85% of americans for background checks.

47% are for assault weapons ban. you have majority of americans on for common sense approaches. in congress the same thing that is bogging down all of congress as congress is broken and you have the extremist on the right stopping any legislation or any movement on this. the vast majority of americans are for common sense legislation. >> for the people for gun safety are not -- moms for common sense and other regular people just worried about guns. the people for guns this is a deep philosophical belief that their guns protect them from federal authority. >> the people who are for guns are passionate and they vote their passions. and that combined with the pre-existing dysfunction and the gerrymandering and the safe districts just creates an intolerable situation. >> what is a pre-existing condition?

>> pre-existing gerrymandering and the grid lock of congress. so the president he may be able to take some executive actions on the margin, but even steps that would be reasonably marginal like tougher background checks require he needs to work with congress. i think the solution is in the states. >> well, on the other side of the gun control issue presidential candidates including dr. ben carson. here he is opposing the proposed action. >> i certainly hope that congress, the legislative branch, if he does such a thing will finally stand up and recognize that there is a reason we have separation of powers and checks and balances. and if you sit back and pretend that you are the peanut gallery then the other branches are

going to be doing things like that. that is not appropriate action. this is the united states of america. we have a system for making laws and rules and it does not include a monarch. >> carson says limitations to second amendment rights might allow someone like hitler to take over our country. >> i think that the likelihood of hitler being able to accomplish his goals would have been greatly diminished if the people would have been armed. >> is hitler the only historic figure that people can talk about when they are at a loss for words? everything has to do with the holocaust. not everything relates to that. >> the thing is he is also wrong. hitler didn't come to power by fooling the german people. he got elected. >> he wrote a book. >> and there was open gun laws in early germany except for the jews. germans were able to get guns.

he has this belief that the germans would have fought the nazis if they had more guns. even quinton tarantino doesn't go this far. >> hitler was enormously popular in germany. we may hate the idea but he had beaten france. he had beaten the lowland countries, taken back austria. >> the german people were not looking for guns to overthrow hitler. that was not the issue at the time. >> the basic rule for politicians should be if you are not talking about the holocaust or a holocaust leave aside the hitler analogies. it's just offensive. >> how do i know this isn't going to work? i think you should never do it and they just -- >> just gradrawn to it. >> carson keeps doing it. this is not the first time doing
