first democratic presidential debate in just a moment but we want to start with some breaking news. according to the irna news agency, iran's parliament has passed a bill approving the nuclear deal agreed on by world powers back in july. nbc news tehran bureau chief ali aruby is live in landon for us. what now, ali, do we have a deal? >> well, shannon, yes, we do have a deal. i think iran -- iran's parliament approving the deal was just a formality. because once the supreme leader had thrown his weight behind the deal, it was a foregone conclusion that this was going to go through, and there was going to be no real resistance. however, they did pass some caveats in the bill in iran's parliament. they said that if sanctions were not removed or reimposed, iran would restart its nuclear activities. they also put limits on visits to military sites. the bill stipulates a u.n. inspector need permission from a top iranian security body before visiting any military sites. which could complicate matters. now having said all of that, if

iran is deemed to be complying with all the key areas of the deal, such as reducing the number of centrifuges, converting a hard water reactor so it can't produce plutonium, then eu and u.s. sanctions will be lifted on economic and other sanctions will be lifted, and that's expected to happen in the first quarter of 2016. back to you. >> all right. thank you very much. news breaking earlier this morning. we'll continue to follow that for you. tonight, what happens in vegas, well, we're going to find out. the 2016 democratic candidates for president will all take the stage for their first time together. front-runner hillary clinton didn't take money night off in sin city to rest up, though. she spoke to a union trying to organize workers at, guess where? the trump international hotel. >> when we're here together in solidarity to organize, we also want to send a message to mr. trump, that if are going to

run for president, then you should represent all the people of the united states, hard-working people. and still this morning, no 11th hour declaration from vice president joe biden but just in case he changes his mind at the last minute they do have a podium waiting for him. mean while republicans are still hard at work. today jeb bush is set to roll out a plan to repeal and replace the affordable health care act. it seems to promote innovation, lower costs, and defer power to states. but still the country is watching these five democrats who tonight will butt heads for the first time. nbc's steve handelsman reports. >> reporter: hillary clinton went to nevada where crews are getting ready for the debate at the wynn hotel that's advertising vegas style. hillary clinton versus bernie sanders and the other three democrats, face to face on the same stage for the first time. >> the one that everyone's going to be watching, of course, is bernie sanders. >> people will have to contrast my consistency and my

willingness to stand up to wall street and corporations, big corporations. >> reporter: sanders leads in iowa and new hampshire but trails clinton in more diverse states that vote later, like nevada. on the vegas strip people from across the nation said they'll watch the debate. >> i care about what they have to say, yeah. i care about where the country is going. >> all we've been hearing about is trump. >> i think it's not going to be very well rated. because trump isn't in the debate. i'm only kidding. >> reporter: for the lesser-known candidates, martin o'malley, jim webb and lincoln chaf chafee, it's a chance to be heard. >> it's a wonderful idea, isn't it? both parties having a debate. >> reporter: for clinton it's a chance to move past her e-mail controversy. >> now she gets to make her case directly to the american people without the filters of goes up columnists and would-be gossip columnists. >> reporter: a second insider has revealed that the benghazi committee's real role was to divert candidacy. >> it's a lie. >> reporter: the committee's chair firing back. now in a race that's been dominated by donald trump, it's the democrats' turn.

i'm steve handelsman, nbc news, las vegas. u.s. military planes dropped 50 tons of weapons in northern syria yesterday. c-17 transport planes safely dropped 112 pallets containing small arms, ammunition, and grenades. in a statement u.s. central command spokesman colonel patrick ryder said the pallets were retrieved by those appropriately vetted by the united states. while the u.s. military has not publicly named the group that received the weapons a senior defense official confilms the weapons were received by a group known as the syrian arab coalition. the officials say the airdrop was part of the obama administration's effort to shift focus from its failed training program to arming fighters inside syria. "playboy" magazine announced it will no longer feature nude pictures. the magazine's chief content officer told "the new york times" a redesign of the publication will feature a cleaner, more modern style.

signature pieces like play mate of the month will still be published but more pg-13. not clear yet if there will still be a centerfold but it will feature visual artists. the changes are part of a bid to attract more millennial readers which research shows are more drawn to art. in kansas city, a roof collapse killed two firefighters and injured two more in an apartment fire last night. the blaze broke out around 7:30 local time. at least two people were rescued from the building. the cause of the fire is still under investigation. and in tennessee, an off-duty firefighter ran into a burning home to save a family's dog. homeowners were away when their house caught fire and was engulfed. they immediately returned home and said they were grateful for the brave rescue. there's outrage in a small texas town after a police officer was caught on camera tasering an unarmed local lawmaker, after he refused to comply with the officer's demand. this comes just a few months after another incident in the same town also raised serious

questions about the proper use of police force. nbc's janet shamlian has details. >> reporter: a dash cam capturing the tense moments before a police officer in prairie view, texas, tasered a city councilman as the elected official was on his knees outside his home. >> okay he's going to have to taser you. you're not doing like he said >> reporter: the councilman is 26-year-old jonathan miller. the district attorney is investigating. looking at a total after four videos, the dash cam, a cell phone and two police officer body cams which show numerous warnings before miller was tased. >> put your hands up -- >> put your hands or you get tasted. >> put your hands behind your head. >> put your hands behind your body. >> put your hands behind your back. you're not doing like he's asking you to do. >> these officers told you no less than nine times to put your hands behind your back. why didn't you do it? >> i was being arrested for -- i didn't know what. you know, i didn't know how i was interfering, you know. i, i didn't think -- i stepped

later winter chill is going to return. >> don't say it. >> it will. >> we're going to hang onto this. thank you very much, bill. more explosive developments against the benghazi committee investigating hillary clinton. former benghazi committee investigator bradley podliska says he's moving forward with a lawsuit against the committee. podliska alleges that he was fired in part because he refused to target clinton politically. committee chairman trey gaudy fired back. >> it's a damn lie, and that's not a word that i often use. it was a lousy employee and that was evidenced by the fact that he mishandled classified information, and he wouldn't do what his supervisors instructed him to do. >> podliska's lawyers reacted to gaudy's statements by saying he had violated federal confidentiality laws by talking about an employment dispute. through a spokesperson the benghazi committee responded in part, the ludicrousness of a former employee who has spread himself across the news media over the weekend complaining about confidentiality ought to be obvious.
