massive search and rescue operation is in we were canada. whale watching boat sank with 27 people on board off the west coast of vancouver island. so far, five confirmed deaths. health officials say 18 people have been taken to local hospitals. the first mayday call came in 4:00 p.m. local time. the group was on its way back to shore when high waves swamped the 65-foot boat. coast guard vessels along with search and rescue aircraft are combing the area to search in the darkness. the same whale watching company had a capsized boat in 1998. two people died in that accident. also breeking news, late last night, the search began for an "active shooter" at north carolina central university. student was taken to the hospital with non-life-thre non-life-threatening injuries. police are looking for the gunman. the campus lockdown has been lifted. we'll bring you more details as they become available. three adults and three

children remain hospitalized this morning, injured when a car plowed into oklahoma state university's homecoming parade over the weekend, killing four people. the victims are being remembered with ##stillwaterstrong. jacob rascon has our report. >> reporter: the cell phone video is too gruesome to show in its entirety. the gray sedan plowing into a crowd of spectateors. she didn't try to stop? >> not at all. she accelerated. >> reporter: witnesses we spoke to say the driver, 25-year-old adacia chambers, was deliberate. >> i jump out and i go no, you're going the wrong way. stop, there's people, stop. she swerved at me and i jumped to my trailer, and i turned and i knew what was going to happen. she sped up and gunned it and run right into the crowd. >> reporter: three people died at the scene. fourth later at the medical center. staggering 47 people were hurt in the crash, 17 of them remain

hospitalized, five in critical condition. >> a crazy 24 hours, but you know, the ou medical center really has helped out. >> reporter: 2-year-old nash lucas was the youngest of the four victims. cinda crowd is a family friend. >> it breaks me heart to think they were sitting there having a good time. >> nikiti was studyingis with and marvin stone and his wife bonnie were a family at oklahoma state, he was an agricultural engineering professor ard with aed the university's highest honor. long time friend, paul wechler. >> we're just a small college town. he and bonnie will be highly missed. >> yesterday was a pretty hard day for the city of stillwater. >> reporter: community members packed into churches and prayed in the streets. stillwater, oklahoma, reeling from a tragedy so far unexplained. >> that was nbc's jacob rascon

reporting. late sunday stillwater police announced the driver will face second-degree murder charges and make an appearance in court later today. texas residents are only starting to dry out now that rain from hurricane patricia and recent low pressure system subsided. around houston up to nine inches fell over the weekend. one area got over 20 inches in 12 hours. drone video shows the aftermath and the danger, several cars mostly submerged under overpasses. at the height of the storm officials told people to stay off the roads, as they dealt with dramatic high water rescues. near corsicana a train overturned early saturday morning. two crew members were rescued. no injuries reported. roadways that took on water during the storm could remain dangerous this morning so be aware. and several roads were damaged like this one in fairfield which got 20 inches of rain. the teenaged driver of this truck is lucky to be alive. >> i hit a bump, went to press the brakes and i went over the right side. i grabbed a few things and went

out the passenger side window which is on this side because the other side was a good five foot of water i guess. >> the remnants of the system could bring damaging winds and tornados to southern louisiana. bill karins will have more in the show. joe biden is opening up about why he is staying out of the 2016 race. in an interview with "60 minutes" the vice president talked about tragedy and how much his family factored into his decision not to run. when it came down to it, his reason was fairly simple. >> is it that you think you couldn't win or that you didn't want to run? >> couldn't win. i'll be very blunt, if it i thought we could have put together the campaign that our supporters deserved and our contributors deserved, i would have gone out even done it. >> and this morning, marco rubio's team is looking to put a positive spin on a new "washington post" article. the title "rubio gives up on senate, he hates it." he's been attacked for missing votes. his campaign says he is

frustrated with lack of action and that is why he is running for president. it was a big weekend for the top democrats, nbc's kelly o'donnell reports. >> reporter: a raucous ritual to fire up iowa democrats. team bernie sanders decided raw decibel level showed their organizing strength. clinton's campaign countered with a more subdued but eye catching light show. sanders trying to prove he is the true progressive, made clinton his target with a string of differences from the iraq war to trade and gay rights. >> now today, some are trying to rewrite history by saying they voted for one anti-gay law to stop something worse. that's not the case. >> clinton in front-runner mode. >> sometimes you just have to let him hear you roar. katy perry, thank you for being

o'donnell reporting and perhaps some sign of hope for trump. guatemala's presidential elections are wrapping up and a former tv comedian is expected to win. coming up, watch today's matt lauer sitdown with donald trump himself at the pancakes and politics town hall. also this morning, new video shows last week's special forces raid that freed 70 iraqi captives but killed a u.s. commando. the pentagon released this video sunday, shows the isis prison in northern iraq as it's leveled by a coalition air strike. over the weekend the kurdish government released video of a joint u.s./kurdish raid itself, showing special forces freeing men in filthy prison gowns and moving them to safety. the body of the delta force commando killed in that raid was transferred to dover air force base. master sergeant joshua wheeler is the first u.s. soldier to die in combat against isis in iraq. time to get down to become.

the northern gulf coast this goes through tomorrow morning. additional three to six inches and again mostly flooding on the roadways is the greatest concern. the storm is located over the top of central louisiana, and all the heavy rain spreads up through mississippi, alabama, it's the thunderstorms that come in off the gulf where we could get the heavy amounts of rain, why we're thinking pensacola upwards of five inches of rain, we could see localized flooding. gulfport two inches, lesser amounts further north you go but a good soaking rain for areas of the deep south. that will spread through the southeast and up into the ohio valley. heaviest rain along the northern gulf coast today, 59 in new york, a cold morning in new england, in the midwest 70 in st. louis, a gorgeous day and a temperature roller coaster this week, d.c. is 62 today, nice beautiful wednesday up to about 70 degrees, then another cold shot comes towards the ends end of the week. it's the fall. you expect the roller coaster up and downs and they're coming. >> not too bad, 70s kind of nice thank you. some stories making news,

we have sad news wiabout a major hollywood legend. maureen o'hara died at 95 at her home on saturday. she was given a star on the hollywood walk of fame in the 1990s. surprising new numbers on u.s. income, over 51% of american wage earners take home less than $30,000 a year, according to the latest stats from the social security administration. 91% earn less than $100,000 a year.
