phone video that some viewers may find disturbing and shocking. it appears to show a school resource officer body slamming a female student and then dragging her across the classroom. it happened yesterday at spring valley high school in columbia, south carolina. here's one view of the incident. >> hands behind your back. give me your hands. give me your hand. >> authorities say the student was first asked to leave the classroom by the teacher but did not. the officer was called and the student again refused to leave. the school does confirm the incident and has said it is cooperating with the police investigation. here's reporter chad mills from nbc affiliate wis. >> reporter: so many people have shared this video. obviously, many people say it's disturbing. many people say it's even worse than disturbing. they say they're at a loss for words when they see that video.

but again, sheriff's department, richland county sheriff's department, is asking people to let cooler heads prevail for now as they investigate whatever happened. i want to read you the narrative we got from the sheriff a little while ago. he said, the sro, student resource officer, was acting in response to a student disrupting the class. the student refused to comply to directions that the teacher and school administrators to leave the class. when she refused, the sro was requested to take action. the student was told she was under arrest for disturbing school and given instructions, which she again refused. the video then shows the student resisting and being arrested by sro ben fields. >> nbc news has not confirmed what led up to the violent encounter. the student was not injured and was released to her parents. a spokesman for richland county says the resource officer is on administrative duty until this investigation is complete. the mayor of columbia, south carolina, released a statement

saying we, quote, cannot and will not accept this kind of behavior from any law enforcement officer and i firmly believe that we need an independent investigation to get to the bottom of this incident and see that justice is done. breaking news overnight. republican leaders have reached a break through tentative budget deal with the house. the deal would modestly increase spending over the next two years, cuts in social programs and raise the federal borrowing limit. the tentative agreement which must be approved by both the house and senate would avoid a government sutdown and a debt crisis. it would be one of the last acts of house speaker john boehner who intends to step down by friday. a tentative vote is scheduled for tomorrow. weather that tore through texas is now pounding the gulf coast. high winds in galveston damaged a historic fire station. significant flooding from baton rouge to pensacola, an lsu parking lot became a small lake, and of course students decided to jump on the opportunity to play a little water volleyball. but many areas did not get off

so easy. nbc's janet shamlian has our report. >> reporter: high waves, heavy rain and tropical depression force winds pounding pensacola beach. days after hurricane patricia made landfall in mexico, the punishing aftermath. all along the gulf coast, remnants of the storm. a tornado touched down south of new orleans. baton rouge battered by more than ten inches, where 20 children had to be rescued from a school bus, stuck on a flooded bridge. in mobile, a tropical squall packed 46-mile-per-hour wind gusts. and this expanding sinkhole at the university of south alabama swallowed a white pickup. >> i grabbed a few things out of the back. then went out the passenger side window. >> reporter: there are flash flood watches and tornado warnings from louisiana to florida. >> a couple of our roads that run parallel to the beaches are under water right now. >> reporter: in texas they're trying to dry out after three days of rain from two separate

systems. flash flooding caused a freight train to derail south of dallas and sent rescuers into high water where drivers became trapped in their cars. >> that was janet shamlian reporting. this next story might have you rethinking what you have for breakfast. a world health organization group says bacon, sausage, hot dogs and other processed meats like bologna and ham cause cancer and red meat probably does, too. the report says eating 50 grams a day, about two slices of bacon, increases the risk for colorectal cancer by 18%. as for red meat, which it says probably causes cancer, 100 grams a day, a piece the size of a deck of cards, raises the risk 17%. the north american meat institute says the new report, quote, defies common sense, saying cancer is a complex disease, not caused by single foods. overnight a u.s. destroyer sailed close to a disputed area claimed by china. the navy ship reportedly passed

within 12 nautical miles of manmade islands in the sprattly island chain. a u.s. defense official says the destroyer is part of an effort to keep international waters open, and denied the u.s. is targeting china with this move. now the chinese state news agency says its foreign minister warned the u.s. against the mission. several nations, including the philippines, vietnam and malaysia dispute china's claims to the area. those countries were angered when, in september, china completed a two-mile airstrip on the artificial islands. a woman who drove through a crowd at the oklahoma state university homecoming parade is in custody this morning. 25-year-old adacia chambers is being held on four counts, suspicion of second degree murder and driving under the influence. she has yet to be formally charged. and while prosecutors would not explain why, chambers' attorney believes another charge will be added in a hospitalized victim dies. now at her arraignment, prosecutors argued chambers intentionally drove into that crowd. they requested a $1 million bond because she is considered a

flight risk. now her attorney later said there is no way chambers can post that bond. out at o.u. medical center, three adult victims remain in critical condition. two children are in good condition. both presidential front-runners are facing some serious disapproval. hillary clinton is being accused of downplaying the v.a. scandal in the comments she made to msnbc's rachel maddow. she claimed the v.a. scandal wasn't, quote, as widespread as it has been made out to be. senator john mccain, a vet himself, joined the house veterans chairman in condemning that statement. the clinton campaign said monday the democratic front-runner is outraged by delays for vets and plans to unveil a plan for change next month. now on the republican side, bad news for donald trump. a new ap/gfk poll find 72% of hispanic voters view him unfavorably, including 6 in 10 who view him very unfavorably. 11% view him favorably. and that's not all he has to worry about. nbc's katy tur has more.

welcome back to "first look" on this tuesday. umbrellas, take them out if you're in memphis, up to st. louis, cincinnati, lexington, louisville, all the way back through areas of the mid-atlantic states, too. we're going to get drenched today in the carolinas. this is the storm system that soaked up some of the moisture from patricia and now it is going to be on the move. it's going to go all the way up towards the great lakes over the next two days. we will see the rain in the midwest, mid-atlantic, ohio valley, increasing winds with this storm, too, especially in the great lakes region. be prepared for a lot of the gorgeous leaves to be gone after this storm. here's the heavy rain today. mostly from paducah up towards cincinnati, lexington and nashville. areas of the carolinas will get rain but not enough to give you any flooding problem. and then as we go into wednesday, the heavier rain shifts up into new england. this is going to be a good, soaking rain there's still been persistent

drought in this region. one to two inch rainfall. a lot of airport delays possible up into the northeast. then we'll track some cold air behind this storm. it's not like bitterly cold. i mean we're talking 40s and 50s. and it's almost november. so, we're still holding onto, you know -- >> hey -- >> we haven't had a lot of snow forecasts yet. >> let's hold off on that. >> exactly. >> thank you. search crews are still looking for one person missing from the whale watching boat that capsized off the coast of british columbia on sunday. >> there was only about 20 feet of it sticking out of the water. and it looked like it was standing on end. >> out of the 27 passengers on the 64-foot ship, five british nationals died, and 21 others were hospitalized. initial reports blame high waves. authorities are still investigating. according to an ap report, the u.s. troops who requested an airstrike on the doctors without borders hospital in afghanistan mistakenly thought it was a taliban hospital. the october 3rd attack killed 30 people. critics have called the
