going to respond? he is now acknowledging he is behind. he seems to be reacting by almost upping the swagger, what kind of donald trump do you think we are going to see on that stage tonight? >> well, if he is smart tonight he will go to his strength which is having a better grasp of the economy than other candidates. the number one concern in both parties the economy and jobs. he has created jobs. he has created big businesses. he is a multibillionaire. i would like him to talk about what this country has to do down the road to get more growth. we have already got zero interest rates, huge deficits, what is left in our arsenal to deal with our biggest challenges ahead? he could talk about those issues and people would listen. i don't think carson knows about the issues. talk about tithing ancient jewish law. i don't know what to make of

that. i think most voters think it is too strange to think about it if that is how we develop modern public policy. >> donald trump trying to lower the bar. he put this out this afternoon that said after a great evening and packed auditorium in iowa i am in colorado looking forward to what i'm sure will be a very unfair debate. trump already saying the deck is stacked against him. >> well, that's kind of a miss ant thing to do to complain about the moderators. go out there and win the fight and stop complaining. that's not very trumpy if i can use that as an adjective. i think you need to win the game and not complain about the refs. you are going to ride the refs before the game? it's a home game for trump.

it's about economy. it's not a home game by any stretch of the imagination for dr. carson. i would like the moderators try to go after carson and try to let the moderators try to prove carson doesn't understand the debt ceiling and go after him on fiscal knowledge and monetary policy knowledge and let the moderators do that. you sell your game if i were trump i would do that. >> that's interesting because that is the other thing i am curious about. ben carson may be the most mild mannered presidential candidate i can remember seeing. when somebody attacks him he seems totally unphased by it. whether it is trump or other candidates taking a shot at him do you expect we see that very low key donald trump calls him low energy ben carson? now he is the front runner something different emerges? >> he is certainly an energy saver.

i thought life was about showing you are alive. he is different. maybe there are a lot of people in the country that prefer people who talk slower and seem more deliberative and more reverent. something about him people find compelling. i don't think he is a news anchor. it it is absolutely fascinating that he is doing so well. i have known him a long time. i have travelled with him. i think dr. carson and his wife are wonderful people, certainly smart as hell. they are out of their lane right now. for some reason his background and his demeanor, his manner quietness, his gentillity selling the people in the evangelical world especially. we have to pay attention because it's a big part of our culture. >> here is the wildcard i'm

frustration among regular republicans before him rick perry and now jeb bush. they are all frustrated because -- it's a party of defiance. they are not renegades. they don't understand why the voters of the republican party have subsequently gone completely away from the normal voting parties who are rooting for people. >> what about jeb bush? conventional wisdom is this is a make or break moment. they just had the meeting in houston. he has spent a lot of money on ads. that has not translated into traction. is it within jeb bush to rise to the occasion in a setting like this? >> i haven't seen a thing from bush in this campaign that suggests he is ready to lead the republican party or the country.

he is not developed as a candidate. he's a good guy, smart guy, respected by many people including me, but he has not become a credible candidate for the republican party of 2016. that's just the fact. it's not going to change tonight or any one night. he doesn't fit the circumstances he has entered. >> what about marco rubio? the story with marco rubio, the expectation is so high if you ask people to predict if you had to bet money who is going to be the republican nominee? you hear the name rubio mentioned so much. he is lagging in the polls. what can he do? >> i think rubio makes the most sense because he is cute. he is able to run both in the defiant wing of the party he can run against the carson and trump for their 50% of vote.

he is the only guy who can go both ways. the danger he slips between the cracks neither a renegade nor fully establishment candidate. he is running into trouble. he must need the paycheck because he is grabbing the paycheck from the united states senate and not showing up. when you aren't a senator you shouldn't keep getting paid. most decide if you can't do the job you stop grabbing the money. it will hurt with conservatives to say he is pulling the paycheck. >> i think the moderators have to bring that up. start showing up in the senate for voting. >> chris matthews, thanks for taking a few minutes. appreciate it. >> thank you.

jeb bush enters tonight's debate in need of a big win or at least a big moment. he just walked through the debate stage setup ahead of tonight's face-off. so far the hits keep coming for bush. donald trump has been calling him low energy. his campaign just cut back on spending and he is taking a lot of heat for something he said over the weekend. >> if this election is about how we are going to fight to get nothing done then i don't want any part of it. i don't want to be elected president to sit around and see grid lock become so dominant that people are decline in their lives. i have a lot of really cool

about the importance of voting as a senator of anyone in their job as a legislator. he has not always gone at rubio directly. they think trump and carson that dynamic could unfold in unpredictable ways. one may fade as a favorite to the hard right. rubio for the establishment lane they want to try to take him out. it's tough. it's a protege relationship. it has been difficult for bush to do just that. >> i see a real potential danger there, too, for bush if he goes after rubio. rubio is so teleogenic you launch an attack on him he may come back as something much stronger than you went after him with. that's the other question i wanted to ask you who will bush attack? who does bush have to worry about? i know john kasich bush was one guy he was attacking. who does bush have to worry about taking fire from? >> reporter: i think rubio will

individual to be speaker of the house. he is back ag controversial two-year budget deal explaining the statement what i have heard from members is a desire to wipe the slate clean, put in place a process that builds trust and start focussing on big ideas. ryan needs to be elected by the full house tomorrow on the floor of the chamber. the washington bureau chief joins us now. i want to play actually what paul ryan had to say when the terms of this budget deal came out taking the debt ceiling off the table through 2016 election, taking threat of government shutdown, these tools that the house freedom caucus has used for the last few years. this is what paul ryan had to say about it then. >> i think this process stinks. under new management we will not run the house this way. we should have been discussing

this months ago as members so we had a more coherent strategy. in the future we need a better process than the one. >> that being said, he is going to vote for it. clearly he wants this to go through. is the house freedom caucus, is the right wing of the republican conference going to give him cover on this? >> they have lost leverage. they boxed themselves in. they thought perhaps they were so clever. what they got is now a very, very strong speaker to be of the house who, by the way, jumping way ahead i think will run for president someday. so they don't have the leverage they had just a few weeks ago because ryan is the choice of everyone but now i bet just a few. they can only pull this trick of stopping everything every now

and then. they can't do it all the time. that is why ryan is coming and stronger, not weaker than the current speaker boehner or the man who wanted to be and couldn't be speaker, kevin mccarthy. >> it is a big difference if you don't have deadlines where we have to pass this or the government will shut down and others saying we will do it if you defund this if that is off the table what can paul ryan do? what do you expect he can do with that kind of freedom? >> we think he will influence the republican primary. that takes away the tools of rand paul and senators, rubio, cruz and paul. their calling card is they can stop everything. they have a new sheriff and that is paul ryan. he has ideas on how to govern. it's not going to be picking apart legislation that runs

government because there are provisions that some people want. he is for having an investigation of planned parenthood. you want it, you got it. he is going to separate out the issues that stop government rather than move it forward because he has a philosophical view and that is you come to congress to run government, not to shut it down. that is where you do the hard work of figuring out how to do it. the answer can't be at every step of the way shut it down. that is what this budget deal will take off the table and that in some way gives him a freedom to try to just get his ideas and views past the house and then the senate. >> quickly because i want to switch gears to news about a former speaker of the house. are there trip wires for paul ryan with the debt default thing taken off the table, with the shut down taken off the table? what are the trip wires if any that would cause the right to turn on him in the next year and a half? >> i think the tool that they

have is any senator can stop the works. you are a party of one. if you have some republican senators who want to work in alliance with house counter parts they could just tell paul ryan you can pass this but we will make sure it is dead on arrival. >> i want to touch on the other story about a former speaker of the house from illinois. he has pleaded guilty to evading banking laws. he was accused of paying out millions of dollars to an unnamed individual to hide secrets from his past. sources say that he was trying to quash allegations which were not part of the indictment but allegations of sexual misconduct with a student from back when he was a high school teacher and wrestling coach decades ago. his admission of guilt will spare him a trial that could have brought the secrets to light. lynn, he was a man in a lot of ways who was forgotten in the national political world. he was a fairly long tenured

speaker. is this his entire legacy now? >> he was the longest serving house republican leader. just think in a different time and place he would be on right now, not me, where he would be helping explain how paul ryan will run the house as speaker. if he hadn't had this crashing end to a long and up until this indictment, respectable career. this is a day where he should be on tv talking about the house more than anyone because he knows the job that ryan is going into. we have had corrupt politicians in illinois. what makes this case so different, of course, is the allegations of sexual misconduct. >> we will not be hearing from mr. hastert anytime soon. coming up it's a big night for the gop and hillary clinton wants to crash it.

pay, paid family leave, raising the minimum wage, college affordable. these are issues dismissed by most republican candidates. they are not supportive of raising the minimum wage at the federal level or of expanding equal pay. i think what she wants to do is not only remind voters that she is a champion of women but to capitalize on a very good month for her campaign after a strong showing in the democratic debate as well as the benghazi hearing where she was praised for her testimony. >> it is interesting to contrast. it seems she has made gender, women's issues much more of a focal point of this campaign than last time. what the switch? >> she says maybe she emphasized gender in different ways in her 2008 campaign. hillary is emphasizing much less

about her than a targeted demographic. you look at single women especially and they delivered obama's reelection campaign. if you look at each of the women profiled they fit exactly that kind of demographic that the clinton campaign wants to appeal to not just in a primary where she feels like she is an advantage with her gender over bernie sanders. polling bears this out. in new hampshire hillary clinton does have an advantage among female voters over bernie sanders who obviously has an advantage among male voters. >> some of the divides two new polls got a lot of attention. two new polls in iowa showing clinton suddenly exploding her lead over bernie sanders. we have been seeing polls that had the race tied and sanders ahead in iowa.

one yesterday puts her up 41 points. a second poll came out same state iowa puts her up 38 points. curious what you make of these. does this reflect a strong debate performance? or is there reason to look at the polls and say maybe something fishy is going on here? >> i don't think these polls are necessarily definitive for how the entire primary is playing out. she had a very good month of october so you are seeing that reflected in the polling. it's a way for her to remind voters that she is most likely going to be the nominee for the democratic party. she is going to be the one to take this fight to republicans. a lot of her message has focused on highlighting areas of contrast with republican candidates not so much bernie sanders although we have seen her do a little more of that in recent weeks. i think that is where you are seeing uptick in her poll numbers. in new hampshire she exposed.

i think that has had bearing where voters are more pragmatic in terms of supporting some moderate gun reforms. i think you are seeing the bearing of a lot of her strategy in recent weeks in those polls. >> she also made one of those obligatory campaign stops. she was on steven colbert. we have bill clinton to thank for that. let's play a clip of hillary last night. >> i want to be president because i want to build on the progress that we have been making and make it possible for more people in our country particularly young people to live up to their god-given potential. that means we have to get back to providing opportunities. we have to get pack to making the economy work for everybody. we have to defend the progress we have made in women's rights and gay rights and we have to

and threw the student across the room. that is not a proper technique and should not be used in law enforcement. is it difficult? it was the right thing to do. something i enjoy? definitely not. >> the student in the video was asked several times to leave the class but refused. fields was called in to escort her out of the classroom. the student was detained and the fbi is investigating the incident. this is new video of the now-former officer. you can see him in the red tank top cleaning out a sheriff's department vehicle. in the last hour his lawyer released a statement saying that fields will not speak publically about the case while it is under investigation but the attorney added in part we believe that mr. fields' actions were justified and lawful throughout the circumstances of which he was confronted during this incident. joining me now from columbia,

south carolina. charles, new developments today. what is the latest you can tell us? >> reporter: less than 48 hours after the video went viral the sheriff fired the resource officer seen in the video. he said officer ben fields violated training policy and other procedures in handling the arrest. he handed out a policy book describing exactly what should take place in an arrest. reading from it it says the training division does not train deputies to throw or push away a suspect unless the goal is to disengage because the suspect is attempting to harm the deputy. when the officer grabbed the student he never should have let go of her. he had the right to hold her until he had cuffs on her. instead the video shows him throwing her to the front of the classroom. the sheriff says that is unacceptable and that is the reason he is fired. he says it is clear to make the

point that the person responsible for beginning this whole incident is the girl herself. she was disruptive. she was disrespectful. she was basically a distraction in the classroom and that is why the teacher wanted this girl removed from the classroom. she refused to do so even when the principal came to the classroom. so the officer was called in but the sheriff also says that he is also responsible for the citizens of richland county. he is also responsible for a seventh grader, his own daughter. he says if that were my daughter i would not want that done to her. that is why he took the action to fire the officer. no charges filed against him. that will be up to the justice department which is looking into civil rights violations here. and coming up we are now just over an hour away from the

and we are now just a little more than an hour away from the third republican presidential debate. and one big thing to look for tonight, who is going to make it to the fourth debate? tonight's debate is hosted by cnbc. it is all about the economy. and that might put some candidates in a tough spot, like ben carson, who has talked about replacing med care. but for candidates who want to bash the new budget deal, tonight could be a golden opportunity. msnbc political correspondent, casey hunt, joins us from the debate spin room. let's talk about that budget deem. here's what i'm interested in. we can expect ted cruz to be up there bashing it, rand paul to be up there bashing it, marco rubio up there bashing it. do you have a sense one of these candidates, the one i'm thinking of specifically here, kasich, one of these candidates might stand up here and say, you know what, guys, enough of this, this is what responsible governing is

all about? >> i think someone may have to get up there and make that argument, steve but a ima curious to see how farther going to go. one of the luxuries of being a presidential candidate and not tied to an unpopular congress, democrats or republicans, congress as a whole is so unpopular, they do have the ability to stand back a little bit. that's less true for those in the senate. i think if it's going to come from somewhere, it is as you say going to come from john kasich, his standard line on the stump is talking about how he is somebody who actually balanced the budget, who actually govern and we have seen his general frustration with the rise of candidates like trump and carson really bubble up to the surface in recent days. >> the focus tonight is going to be the economy, cnbc debate will be about the economy. ben carson shall question has been raised, how equipped is he to deal with real specific questions about economic policy? what's your sense from the car somebody campaign about his preparation heading into tonight when it gets specific?

>> well, he used a town hall with supporters as preparation for this. and i think that if there is a defense, you do remember back to 2012 when the moderators seemed to get to a place where some candidates didn't like where they were going, they would turn around and say this is just a media question, this isn't what people actually care about. i think that's definitely a tactic carson could potentially use if he needed to. that said, i do think there are a lot of pitfalls here for him. you know, in particular, he has expressed some support, potentially returning to something like the gold standard. when i was out on the trail with him, he couldn't say, well, i definitely wanted it to be gold but he did say our currency should tag to some sort of commodity. so, that's definitely a place where some of the other candidates might find room to kind of push him or show him, you know, light that is not particularly favorable. msnbc's casey hunt joining us from the spin room. it is already a busy place thought in boulder, colorado. thanks for taking a few minutes.

>> is. thank you, steve. >> joining me now, republican strategist, adolpho franco and washington bureau chief of the "huffington post", ryan grimm. adolpho, let me start with you. let's take a step back here, big picture, look at the stakes tonight, a lot of people say do-or-die night for jeb bush. do you agree with that? >> well, yes, i think governor bush really needs to step it up tonight. and i think he spent some of the weekend trying to reinvent himself, in many ways. and i think when everything else fails, he needs to do so. i really do think this is a critical night for him. i think he stands a great deal to lose if he doesn't step up, i think. i think a lot of his support might be shifting very quickly to senator rubio. the others, of course, you have mentioned them but rand paul and some of the other candidates are bombing quite poorly. you asked about making the next debate. i think he and governor christie are going to be, as well as governor huckabee, also struggling. and of course, lastly, didn't ask this question, built candidate that has the most to

lose in many ways is donald trump. if he doesn't perform, i think you will see him plummet very quickly and his support start to shift to ben carson. >> it's interesting that carson, ryan, there was a finding in that cbs poll the other day that carson ahead that really jumped out at me. it said that 80% of his supporters say, my mind's not really made up for carson. could i support somebody else potentially. more than half of trump supporters say they are already with him, they are with him to the end. it makes me think that the potential there for carson to be like a herman cane, michele bachmann, newt gingrich, a flash in the pan kind of front runner is there. do you sense there is a risk tonight he is under the spotlight that he has never been, he could not hold up well under that spotlight? >> yeah. that's certainly the case. even donald trump, who had more than half of the people saying that they were -- they were firm in their support, you know, if he only has 25% of the vote and roughly half of those are firm, you know, then you are talking about 12% firm. and then once he gets down to 12%, you know, he, himself, has

said he is done. so in other words, donald trump is finished. so, that leaves you with -- that leaves you with ben carson. you know, like you said, a huge portion of those, 780% said, sure, i'm going to tell this pollster right now this is who i support but i'm not really convinced that this is who i'm going to support. so, it took us a long time to get back to the pattern of 2012, the kind of michele bachmann/herman cane/newt/santorum roller coaster, but finally, they are getting back to that pattern. once they are done riding the roller coaster, then they have to figure out, you snow, it rubio, is it cruz, is it bush? >> right. adolpho, sounds like you want to get in there. >> steve, very quickly. i agree that i have said that all summer, quite honestly. i think you will see a rise, in all likelihood, for ben carson, for a period of time. there's a soft spoken righteousness to mr. carson. he has said that being gay is a choice. look at prisons. of course, you said that our government is compared to nazi

germany. he has talked that people should be armed, had they been armed during the holocaust, we might have avoided that catastrophe. we look at what he says, the delivery is now such that i think it's the anecdote to donald trump's outrageousness, but once the statements are honed in on, i am convinced and have been convinced all along, and i agree with ryan, that this will be ultimately a battle between the establishment candidates. it's a question tonight that one of the establishment candidates, i think jeb bush is the one that has the most to lose, could be in very deep trouble and might not make it for the long run. >> well, how about somebody, ryan, let me turn this around a little bit, how about somebody like ted cruz though? because ted cruz has been doing this sort of drafting strategy, riding just a little bit off the pace. he said very nice flattering things about donald trump. won't attack him. and the theory with ted cruz is look, okay, ben carson melts down, at some point, people look away, evangelicals look away. donald trump maybe hits his

peak, starts to fall off a little bit. those voters aren't going to want to go to a jeb bush, won't want to go to the establishment candidate and there is going to be ted cruz. right. ted cruz wants to blow as much air into the trump and carson -- even through iowa. you know, you know, he has a very narrow path to the nomination, but it's one that's turning out well for him so far. you know, he hopes that there's this -- this implosion of the carson/trump wing right around iowa. he could even possibly win iowa or he could do well in iowa, do okay in new hampshire and then come super tuesday, he wants to be alive for super tuesday, you know, with a ton of southern states at play, and he wants the establishment to have to think about trump and carson for as long as possible so they can't turn their fire on him. and there's only a week or so deciding among rubio, cruz, bush and quick, who are we going to go with and all of a sudden,

cruz sweeps super tuesday and then he has momentum. that has always been his play. and working out well. >> adolpho, after the first debate, rick perry drops out. after the second debate, scott walker drops out. who is the most likely, luke at that roast they're is left who is most likely to head to the exits next? >> i really believe it is rand paul, in my judgment. but i do agree with ryan, it is a very narrow path potentially that ted cruz might have. keep in mind that senator rubio has that anti-establishment credential, if you will, as well. part of the establishment, and yet a outsider. and i think that that could also be greatly appealing to individuals that are now supporting donald trump and ben carson. >> won't that backing of immigration, i know he walked back, but the fact he was there with the gang of eight, won't that hurt him? >> you know, i mean, i don't think it -- i think ultimately, the republican party, i think he has explained that's for
