but i'm willing to bet that this is not what either of us had in mind. it's friday, october 30th. right now on "first look" breaking news. a convicted rapist who was on the run from police has been shot and killed. we have those late-breaking details. then to the senate, burning the midnight oil in a deal that might help end washington's gridlock. also a troubled jeb bush whose campaign has reached a pivotal point after a tussle with marco rubio. "first look" starts right now. good morning, everybody. thanks for joining us today, i'm betty nguyen. we do want to start off with breaking news. authorities have shot and killed a wanted man for attempted murder of a tennessee police officer. floyd ray cook had been on the run for nearly a week. overnight authorities found cook while searching near a residence just off of a kentucky highway. cook, a convicted rapist, was

armed with a handgun and a shoot-out occurred with kentucky state police and a u.s. marshal. cook was wounded during that shoot-out, and pronounced dead at the scene. no officers were injured. also breaking overnight the senate has passed a budget deal. it will fund the government through september 2017. it also suspends the debt ceiling until march of 2017. the bill passed 64-35, with 18 republicans joining all democrats in voting yes. the house passed their version on wednesday as part of outgoing house speaker john boehner's effort to, quote, clean out the barn for incoming speaker paul ryan. the bill now goes to president obama's desk for his signature. so the relationship used to be similar to mentor and protege. but this morning, jeb bush and marco rubio are going in opposite directions. bush is dealing with the fallout from a disappointing debate performance. where his attack on rubio ended up being a big swing and miss. and donors are taking notice. msnbc's kasie hunt tracking down yesterday.

>> you told donors today on a conference call that you're going to get better at this. what are you going to do to get better at this? >> we have eight more debates. and i'm going to have to do what other candidates do which is brutally interrupt and not answer the questions asked. and hopefully the debate moderators will ask more substantive questions as well. it's going fine. >> are you having any fun? >> oh, yeah. you saw it. i had lots of fun. senator rubio is on the rise but he has his own problems as bush brought up during the debate. rubio's low senate attendance record has him in the bull's-eye. senate minority leader harry reid told nbc news rubio abandoned the senate and he should resign. reid says it takes a hot of chutzpah to compare himself to bob dole, john mccain, john kerry and barack obama. we have two reports on this. one from peter alexander. but we want to begin with nbc's hallie jackson. >> reporter: jeb bush, now forced to answer whether today marks the beginning of the end for his campaign, or the beginning of a comeback.

>> it's not on life support. we have the most money. we have the greatest organization. we're doing fine. >> reporter: bush on defense after what many viewed as a dismal debate night defined by this moment, a punch that didn't land against marco rubio and his missed senate votes. >> you can campaign or just resign and let someone else take the job. >> jeb, i don't remember you ever complaining about john mccain's vote record. the only reason why you're doing it now is because we're running for the same position and someone has convinced you that attacking me is going to help you. >> reporter: bush again put his one-time protege on notice. >> i do think people ought to show up and work for crying out loud. >> reporter: sticking with a strategy that's now agitating even some supporters. >> the republican party isn't going to like a personal argument coming out of jeb bush's mouth. >> reporter: he still has money muscle, his brother fund-raising for him in washington. >> i don't believe washington should be our master. >> reporter: but donors could defect if something doesn't change soon. >> you never want to be answering questions the day after a debate about whether your campaign is on life support or not. >> reporter: the calls to reset

his message coming after months of falling fortunes for the former favorite. the six month slide taking a toll on his attitude. >> i got a lot of really cool things i could do other than sit around being miserable. >> reporter: the campaign acknowledging it needs to adapt, shifting focus to new hampshire where bush picked up a key establishment endorsement. >> the end is not near. >> reporter: and establishing a confidence he hopes supporters will feel. hallie jackson, nbc news, reno. >> reporter: this is peter alexander in washington where ted cruz fresh off a commanding debate performance is looking to make his next stand. the texas senator abruptly postponing a campaign swing through nevada, instead rushing back to capitol hill to rail against a bipartisan budget deal. nbc news has learned both cruz and marco rubio's campaigns have seen a fund-raising spike, roughly a million dollars each since last night. where cruz unleashed a missile against the media and the not raiders. >> you look at the questions. donald trump, are you a comic

book villain? ben carson can you do math? how about talking about the substantive issues people care about. >> reporter: a conservative war cheered on by the republican crowd. >> the democrats have the ultimate super pac, they're called the mainstream media. >> reporter: "the new york times" called on chris christie to drop out. his response, can't read the article because i don't have a subscription. i'm not going anywhere. that fiery exchange just hours after this impassioned appeal about misplaced priorities. >> we have people out of work, we have isis and al qaeda attacking us and we're talking about fantasy football. can we stop. can we stop? seriously. >> reporter: carly fiorina tried to regain momentum. >> i may not be your dream candidate just yet. but i can assure you, i am hillary clinton's worst nightmare. >> reporter: a trump versus carson showdown near materialized. trump complimenting him today. >> we get along very well. we're laughing at each other last night, we're winking at each other. >> reporter: both campaigns claiming steady performances, unlikely to shake up the race. >> trump is not in any sort of trouble. he still has enviable poll

numbers. he is still the republican party's front-runner. he's still the one to beat. >> that was nbc's peter alexander and hallie jackson reporting. we have images from a near disaster at florida's fort lauderdale airport. yesterday, a passenger jet caught fire just moments before takeoff. 21 people were injured evacuating the plane but luckily none of the injuries were serious. nbc's dan schenamen has more. >> reporter: passengers on other planes caught the dramatic scene on video. a dynamic airline jet on fire, on the tarmac at florida's fort lauderdale/hollywood airport. with 101 passengers and crew on board the plane was fully loaded with fuel and preparing for takeoff to caracas, venezuela, that's when, according to the faa, the crew of a plane behind it reported seeing fuel leaking. >> dynamic, out of the left engine looks like it's leaking a lot of i don't know if it's fuel, fluid leaking out of the left engine. >> any time you have a fully fuelled aircraft taxiing with an engine fire, fire and fuel do not mix at an airport or

anywhere for that matter. >> reporter: soon afterward the plane's left engine caught fire. at least two emergency chutes were deployed and the plane was quickly evacuated. >> there were like small all over the place so we got out and start running through the grass as far away from the airplane as possible. >> reporter: nearly two dozen people were transported from the scene for treatment. one person sustained a serious head injury. most are believed to have been injured during the quick evacuation and not by the fire. >> this was an incident versus a disaster. >> reporter: although fire crews had the fire under control in less than ten minutes the airport remained closed for three hours after the incident, delaying 219 flights, and causing over a dozen cancellations. dynamic is a charter airline based in north carolina. with just a few regularly scheduled flights, mainly to south america, each week. dan schenamen, nbc news. there's a big question that still needs an answer this morning. how did an expensive, unmanned military blimp get loose and drift across two states? wreaking havoc along the way?

nbc's tom costello has the latest. >> reporter: shotgun blasts in in the pennsylvania countryside. as the military pumped more than 100 rounds into the top secret blimp to let the last of the helium escape. then the delicate job of cutting it out of the trees. crews did manage to roll up the tail section which had separated from the blimp. the mile-long tether that snagged utility lines, causing 30,000 to lose power, also cut into sections and carted away. >> biggest challenge is just the fact that it's very steep terrain down there. there's a stream that runs right through site. and it's heavily wooded. >> reporter: it may take military helicopters to lift the rest of the blimp out of the forest. the pentagon now reports the blimp cost $235 million. not $1.3 billion as it first said. a test program for a 360-degree airborne radar. watching the east coast for enemy missiles or drones. but it was turned off in april and never spotted a protester

flying a gyro copter to capitol hill. and the army still can't explain how the blimp broke free and drifted 150 miles across pennsylvania. local residents are just thankful it missed a nearby nuclear power plant. and coming down here, of all places, where the amish still spurn all things modern. >> amazing pictures there. that was tom costello reporting. we also have a big recall to tell you about today. honda is alerting 300,000 owners of 2008, 2009 accords, the problem, the air bags. they could deploy without being in a crash. if a door is quote forcefully slammed with the ignition on, the side air bags could deploy. honda said bad sensors may be to blame. the company is aware of 19 minor injuries related to the faulty air bags. here's a name you want to make sure you are aware of, sim even byle, she has done it again. the 18-year-old from texas won her third consecutive all-around title at the world gymnastics championships in glasgow,

scotland. she was able to overcome a misstep on the balance beam by landing the best vault of the night, and that catapulted her to first place overall. she edged out american teammate gabby douglas who finished in second and biles is definitely one to watch. next thursday -- next to thursday night football that is. dolphins, and tom brady squished the fish as they say, throwing for 356 yards and tour touchdowns. ron gronkowski had 113 yards receiving including this 47 yarder for a touchdown. the fats remain undefeated final 36-7. next to tempe where arizona state was taking on oregon before the game a moving tribute to former sun devils star pat tillman who was killed in afghanistan while serving as an army ranger. the game itself, though, went into triple overtime with the ducks coming out on top 61-55. on to number five, tcu taking on west virginia in fort worth, texas. the horned frogs strike first and cruise to an easy victory.

now to the stinker of the day and i'm talking about the adult in the stands who snagged a puck from a kid at last night's sabres/pension game. the disappointed youngster was later rewarded with not only an nhl puck but also this sweet sidney crosby jersey. glad to see it all ended up just fine. okay. so find out how a dancing cop managed to defuse a tense situation while getting president obama's attention. plus, can the new speaker guarantee a clean slate in the house moving forward? >> and there's nothing worse than trick-or-treating in the rain. we're going to be watching a few spots that are going to be doing just that. you're watching "first look" on msnbc.

weekend with periods of rain. today's forecast, rainy day, texas, also the pacific northwest. we are clear and beautiful up and down the east coast to the great lakes, ohio valley, for all the kids wearing their costumes to school today, big thumb's up on that. your halloween daylight hour forecast still looking nice on the east coast. rain showers, and light rain breaks out from st. louis to chicago. any time during daylight activities, some of those parades in those towns you have to worry about that. also that heavy rain that's in texas begins to shift as we go throughout saturday and saturday night. so here's the halloween night forecast, the heaviest rain unfortunately, louisiana does not look great and the beaumont area towards new orleans late that evening, memphis, too, possibly up through indianapolis, and then very heavy rain, on and off from portland up to seattle. and then finishing our weekend forecast, first day of november, believe that already? it starts wet in the southeast, atlanta looks for a rainy sunday. the northeast will watch increasing clouds, and more rain in the northwest. so, not too many horrible forecasts. there's no snow for halloween. >> right.

>> but areas of louisiana and the pacific northwest, you could probably be asking for a better forecast. >> the ghosts and goblins aren't going to be happy. new hampshire prep school graduate owen labrie was sentenced to a year of prison plus five years probation. the student was convicted of sexually assaulting a 15-year-old coed freshman when he was 18. labrie will have to register as a sex offender. he's currently out on bail pending appeal. the house of representatives has a new speaker. and we're talking about mr. paul ryan. he wants to turn the page on the deep divisions within the gop. >> we are not settling scores. we are wiping the slate clean. >> the 45-year-old is the youngest speaker since 1869. the former vice presidential candidate replaces john boehner as second in line to the presidency. you may have seen this viral video of a washington, d.c. police officer used a danceoff to break up a fight in a park. it even got the attention of president obama, who tweeted, who knew community policing

bloomberg reporter kevin cirilli and he's not packing any heat today. we'll try not to talk over each other. good morning. >> happy friday, betty. thanks for having me. >> sure. >> so jeb bush seemed really frustrated, and really focused on attacking marco rubio, in particular. but here's the problem. that strategy did not work during this week's debate. so why is he continuing on with this? >> you know, it backfired and there are reports this morning that there's a 120-page internal document within the bush campaign that weighs out a strategy to attack senator rubio. but, you know, betty, what's interesting here is that former florida governor jeb bush was actually the political mentor of senator rubio. >> right. >> so it's like the mentee has now surpassed the mentor. but that debate was painfully awkward to watch. governor bush attack senator rubio. he has really failed to kind of communicate at this moment in american history when there's a craving for an outsider candidate why governor bush

should be the nominee. >> speaking of communication, bush is sitting down with nbc's chuck todd on sunday. >> yes. >> how important is that interview going to be, given his poll numbers are down, and donors are really starting to get concerned? >> betty, to quote donald trump, it's going to be huge. i mean there really is no way to spin this. even if you're a bush supporter, that there is a lot of pressure right now on governor bush to, again, turn this around, and again, prove that at this moment, at this juncture, in american politics, governor bush is the right man for the job. and he hasn't been able to put any of this behind him. now it's not too late. a lot of folks say that, you know, this is a marathon, not a sprint. but you know, you look at people like governor christie, and governor kasich, i think those two are really the ones to watch right now, because they're going to be battling it out to emerge as the alternative to senator rubio, should governor bush falter. >> all right. let me get back to rubio for just a second. very quickly about his voting record. jeb bush isn't the only one upset about it.
