"first look" starts right now. good morning, everybody, and thanks so much for waking up with us, i'm betty nguyen. we want to start with some breaking news today. late last night a major setback for president obama and his plan to protect those living in the u.s. illegally from being deported.

an appeals court in new orleans upheld a texas-based judge's decision to block the initiative. the vote was 2-1. president obama laid out his executive action a year ago and would have deferred deportation for about 5 million people, including a group that has been talked about a lot this election cycle, and that's children brought across the border illegally. republicans argued it was over reach, that the president didn't have the authority to do something like this. with this latest setback, it's unknown if it will ultimately succeed. and more appeals means more time. president obama may not be in office to see it through. tonight's gop debate is primed to be something of a cage match, time to settle it on the stage, and things, they are heated. donald trump is getting vicious with ben carson, jeb bush's allies could be launching new attacks on his former protege, marco rubio. rubio's camp is saying, bring it on. meanwhile, hillary clinton officially filed for the new hampshire primary. she also picked up a key

endorsement from the league of conservation voters. now they have never endorsed a candidate this early in the process. let's go now to tracie potts live in washington. you know, some of ben carson's fellow gop candidates, they are not exactly sticking up for him at this point. >> no, not at all. we'll see how that all plays out tonight. he could face more tough questions, betty, on some of these issues that have come up from his past. mean time, two of the candidates that you'll see on stage tonight are vying for a key endorsement right there in wisconsin. here's what it looks like at the historic milwaukee theater ahead of tonight's debate. with donald trump and ben carson center stage. trump going after carson and marco rubio at a late-night rally in illinois. >> these are people with no experience, these are people that never met a payroll. >> reporter: carson faces tough questions over claims about his past. he says the media's been tougher on him than anyone. >> they do have an actual vendetta, or at least an agenda, against some of these

candidates. >> reporter: but carson's opponents insist you've got to be able to take the heat. >> we're responsible for the personal stories we tell about our lives. >> i'm thinking pal, you ain't seen nothing yet. >> i'm honored to be here with scott walker -- >> reporter: already in milwaukee, marco rubio and jeb bush are courting the state's governor former candidate scott walker. nbc has learned rubio met with walker last night. >> we still have time to get this right. but we do not have forever. >> reporter: an endorsement from walker could give either candidate much-needed support, especially from evangelicals. now let's talk about the issues in this economic debate tonight. a number of things could come up tonight, betty. the federal reserve, and whether they need to raise interest rates more, given the fact that the economy is strengthening. we just had a good jobs report. the keystone oil pipeline now rejected. that could come up tonight. and the trans-pacific trade partnership, whether it creates jobs, or as many republicans have said, is a job killer. the focus is supposed to be the

economy tonight. and so any number of those issues can come up, along with ben carson, and his past, and other things that tend to crop up. >> that's a good point. it will be interesting to see if they stay on track with the economy. tracie, thank you so much for that. dozens of boycotting football players are headed back to the practice field at the university of missouri today. this after the abrupt resignation by the president of the university of missouri system at the center, weeks of protest over reported racist acts on the mostly white campus. nbc's jacob rascon has details. >> reporter: after two months of anger and unrest on campus, an announcement as sudden as it was stunning. >> i'm resigning as president of the university of missouri system. >> reporter: and hours later, the chancellor announced he will be stepping down at the end of the year. students say this semester has been plagued with incidents of racial harassment.

>> i think there's been a lot of racial tensions, and i'm glad that something has finally been done. >> reporter: in september, the black student body president said a group of white students had shouted the "n" word at him. >> i'm walking down the street and someone slings the "n" word out at me again. >> reporter: other students reported a swastika left on a dorm wall. and the university's response was lacking, even infuriating, they said. they could hardly believe the news. enough to bring some to tears. enough for protest leader jonathan butler to end his hunger strike after eight days. appearing weak, and unsteady. >> our humanity is worth fighting for, that's what we're saying in this moment that we're worth fighting for. >> reporter: the anger is fuelled by racial tension across the country, including last year's riots in ferguson, less than two hours away. the tipping point came over the

weekend, a photograph worth a thousand protests. the football team backed by their coaching staff refusing to play until the president was out. now back in the game. >> please, please, use this resignation to heal. not to hate. and let's move forward together for a brighter tomorrow. >> president wolf's resignation is effective immediately. the search is now on for an interim president. an oklahoma police officer is happy to be alive this morning after becoming the target during a high-speed chase. officer matt stacy was preparing to lay spike strips monday when the suspect drove forward him at nearly 50 miles per hour. stacy fired his weapon at the suv before it smacked into his cruiser. an act the police chief describes as deliberate. >> that wasn't the sound of breaking, that was the sound of acceleration. the suspect made the intentional turn towards the officer. >> the officer suffered minor

injuries. backup arrived. they were able to arrest the suspect, 41-year-old stacey ann bunsy after a short scuffle. two marshals in louisiana are in custody on a million dollars bail each. charles greenhouse jr. and derrick stafford are being held for a shooting that killed 6-year-old jeremy mardis and critically injured his father, chris few, last tuesday in marksville, louisiana. mardis was laid to rest in mississippi yesterday. few's attorney told the associated press his client's condition was improving but he has not been told that his son is dead. investigators are trying to determine what caused the shooting. they do confirm that few had no outstanding warrants. louisiana state police say the shooting occurred at the end of a pursuit. few's attorney says that while he has not seen a police body camera video described during yesterday's bond hearing, he does believe it will show his client's hands were up at the time of the shooting. greenhouse is a full-time

marshal in alexandra, louisiana, he's also the son of a local assistant district attorney whose office recused itself from the case. stafford is a lieutenant with the marksville police department. it is a stunning announcement from sea world. the company says it plans to phase out its controversial killer whale show in its san diego location next year. this comes after years of criticism targeting its treatment of orcas in captivity. sea world has seen declining attendance, especially since the critical documentary black fish sparked worldwide protest. >> we are listening to our guests, we're evolving as a company, we're always changing. >> sea world san diego says it will replace its shamu show with what the company calls a more informative, bigger, and more natural setting for the orcas. that is set to open in 2017 and so far no announcements for changes at other sea world parks. more than $170 million. that is how much a nude painting

calling once again for higher wages and union rights and they're hoping to catch the attention of the 2016 presidential candidates. the walkouts come on the same day mcdonald's holds an investor meeting in new york. and comcast has locked down 200,000 accounts forcing customers to reset their passwords because they discovered the information was being sold online by a black market broker. comcast says only a third of the total list being sold are real accounts. comcast is a parent of nbc universal. >> all right, thank you so much. monday night football. san diego is a major military city, and qualcomm stadium joined the nfl in honoring our veterans in the salute to service month. on the field now bears, chargers, both teams trying to snap losing streaks. philip rivers strikes first, connecting on an easy 14-yard pass to danny woodhead. and then late in the game, bears down. >> see if they back off.

welcome back to "first look." weather is going to be interesting over the next couple days. we've got a little bit of rain today. tomorrow severe weather. outbreak, possible blizzard in the central plains. it's an early season strong winter storm. first things first for today. tropical storm kate off the east coast of the united states no problem whatsoever. but it is a rainy morning out there, especially through eastern maryland, delaware, southern portions of new jersey. not bad in d.c. but a light rain now in philadelphia.

eventually some of that light rain is sneaking up towards new york city and into southern new england. also a rainy morning in ohio. eventually a lot of this rain will end up in central portions of pennsylvania this afternoon. maybe an inch of rain around state college. minor travel delays possible, boston down i-95. so today's the calm before the storm in the midful the country. tomorrow, for veterans day when the worst of the weather will be arriving. severe weather setup, isolated tornadoes, missouri, illinois and also portions of iowa and then behind this, betty, blowing snow and high winds, could have 60-mile-per-hour winds in areas, and five inches of snow. so careful, colorado, nebraska, and kansas. >> blowing snow. that -- >> first time i've said that this season. >> thank you. a fraternity at the university of virginia is suing rolling stone magazine for $25 million for defamation. fey ckappa psi was at the cente of an article that claimed a woman was gang rained in 2012.

an investigation found no evidence that the crime took place. rolling stone formally retracted the story back in april and issued a public apology. the suit is brought against the writer of the article, as well. the magazine also faces lawsuits from three fraternity brothers and a uva official. rolling stone has declined comment on this lawsuit. now to on update on the 37 cases of e. coli in the pacific northwest. initially it was believed that chipotle restaurants were the source of that outbreak. but, a health department investigation found no e. coli bacteria in food samples from several restaurants. chipotle can reopen those stores as early as wednesday. and, even before star wars, the force awakens opens in theaters, the next installment is already in the works. director j.j. abrams told wired mag zone that the script for the untitled eighth episode is already written. so get excited. another one is on the way. donald trump, "snl" hosting gig just gave competing candidates a

inspired by the james bond film live and let die the country's anti-drug agency made the proposal. it says crocodiles could not be bribed like human guards making them better at preventing escapes. that makes sense. the plan is still currently in discussion ises. two american civilian contractors were killed in jordan yesterday according to u.s. defense officials. a third was wounded during a shooting spree at a national police training center near amman. the gunman was a former police officer recently fired from his job. officials say no u.s. military are involved or located at the training facility. the late actress maureen o'hara was laid to rest next to her husband yesterday at arlington national cemetery. she was married to u.s. air force brigadier general charles blair best known for her starring roles during the hollywood golden age, o'hara passed away last month of natural causes. now to indiana, a family came home to an unlikely guest. check it out, a deer got a little too comfortable in the master bedroom. police say it broke through a window and made its way to the
