"first look" starts right now. good morning, everybody, thanks so much for joining us today, i'm betty nguyen. so the milwaukee melee, it is over. and the dust is now settling on the fourth republican debate. for two hours, candidates clashed over taxes, military spending, and immigration. nbc's tracie potts is live in washington for us this morning. tracie, all right, let us know, what do you think? who won? >> well, you know what, betty, as a group, probably some of those middle tier candidates because they got a lot more air time last night than we've seen in prior debates. especially when you take a look at how the numbers are shaking out with donald trump and ben carson. there were heated exchanges over policy. they spent a lot of time on policy this time. and exposed some stark differences between these candidates. >> we are a country of laws. we need borders. >> reporter: in the fox business network debate, donald trump's plan to build a wall with mexico and deport 11 million undocumented immigrants drew

sharp criticism. >> it's a silly argument. it's not an adult argument. it makes no sense. >> did republicans join democrats as the party of amnesty? we will lose. >> reporter: jeb bush pushed back on trump's idea that the u.s. should not get bogged down in syria. >> he is absolutely wrong on this. we're not going to be the world's policeman. but we sure as heck better be the world's leader. >> reporter: taxes and military spending exposed deep differences between the candidates. >> strongest military on the face of the planet, and everyone has to know it. >> i want a strong national defense but i don't want us to be back -- >> we can't have an economy if we're not safe. >> reporter: ben carson defended claims about his past. >> i have no problem with being vetted. what i do have a problem with is being lied about. >> reporter: this debate, largely stuck to the issues with middle tier candidates grabbing much of the spotlight. they talked about the minimum wage, too, both donald trump and ben carson saying they would not

residential complex yesterday afternoon. at least two people on board were killed. nbc's dan schenamen has our report. >> reporter: the hawker jet was just two miles away from its destination when witnesses say it clipped utility lines and slammed into a small apartment building. roberta porter saw it happen. >> i was driving down the road and all of a sudden this plane just appeared out of nowhere and just veered on its side and just flew right into those buildings. into the duplexes there and it was just engulfed in flames immediately. >> reporter: a neighbor was live chatting when she caught a brief glimpse of the plane. >> oh, my god. >> reporter: firefighters who arrived in the scene on southeast akron found the apartment building engulfed in flames and it set another home on fire. >> it struck one house and then continued on into an embankment just behind the house. the plane became engulfed in flames, which ignited the residence that had originally struck and then also continued on to another residence that was

actually behind that house. >> reporter: no one was home and either building at the time of the crash and no one on the ground was hurt. authorities don't believe anyone on the plane survived. the faa and the ntsb are investigating. dan schenamen, nbc news. officials will hold a news conference at noon today. people got a taste of some of some of that gusty wintry weather we warned you about yesterday. here's what it looked like in flagstaff, arizona, as a mixture of snow and ice made driving just brutal. several vehicles were seen sliding off the road. and parts of nevada got up to a foot and a half of the white stuff. but that didn't discourage these pooches. even their two-legged friends got in on some of that action. across the plains today is shaping up to be a nail-biter from whiteouts and tornadoes expected in oklahoma to that blowing snow we mentioned yesterday coming to kansas, nebraska, and colorado. so what in the world is going on? for that we turn to bill karins. what a day. >> yeah, today will be the most

difficult travel day in the midwest and central plains that we've had probably since, you know, late last winter, as we went into the spring season. already this morning, snow is breaking out in the denver to castle rock up to fort collins. interstate 70 will be one of the more treacherous rides from kansas into colorado. that's where we could see blizzard conditions, blowing and drifting of snow and it could be bad enough, even the high profile vehicles could even be banned at some portions during the day. so the snow is going to break out a little bit. it's not going to be a huge snowstorm. but with the blowing and the drifting we have blizzard warnings in effect. denver is under a winter weather advisory. we're not expecting blockbuster snow amounts with this storm system. only about two to three inches in denver. but as you go out interstate 70 past the airport we could get 6 to 9 inches. this storm is really going to crank up, become a very strong storm and the winds are going to howl on the backside of it. we have a lot of high wind warnings in the area and we could see a lot of power outages in areas of kansas, nebraska and colorado. and later this evening, scattered power outages towards iowa and areas of minnesota. and then we get into the severe

weather portion of the storm later this afternoon, into early this evening. we have a slight risk around little rock to memphis, but this enhanced risk area, that's where we have the chance for a few strong tornadoes later on this afternoon and this evening. betty, we're going to be watching st. louis, springfield up towards the quad cities to columbia, missouri. that's where we could see isolated strong tornadoes. i don't expect a big, huge outbreak, but all it takes is one. >> i was going to say, exactly. the warning is out there. >> with the sun setting early it can be dangerous. >> thank you, bill. a university of missouri teacher is apologizing and now resigning a courtesy appointment following major public back lash. amid the excitement over the resignation of the president and chancellor protesters were seen shoving a freelance photographer. melissa click holds a courtesy appointment with the journalism school and made these comments, so surprising to some. >> hey, who wants to help me get this reporter out of here? i need some muscle over here. >> she later released a statement apologizing and now a journalism school dean says she's quitting her courtesy

journalism position. meanwhile, school police have increased security this morning. they're investigating threats made on social media. yesterday, they confirmed a phoned-in threat made to the black culture center on campus, but insist there is no immediate danger. 106 people stand indicted after the deadly shoot-out at a waco restaurant in may. the indictments for engaging in organized criminal activity were handed down by a grand jury tuesday with underlying offenses of murder and aggravated assault. nine bikers were killed and more than 20 were injured in the may 17th shoot-out at the twin peaks sports bar. 177 people were arrested. charges against the remaining 71 have not been finalized just yet. this week, large parts of china, they are just covered in record smog. it is so bad china's state news agency is comparing it to doomsday. local official s say the toxic

the top five issues discussed on facebook, taxes, immigration, minimum wage, jobs and healthcare. and the most talked about moment, this exchange between senators rand paul and marco rubio. >> he's talking about giving people money they didn't pay. it's a welfare transfer payment. so here's what we have. is it conservative to have a trillion dollars in transfer payments, a new welfare program, that's a refundable tax credit. add that to marco's plan for a trillion dollars in new military spending, and you get something that looks to me not very conservative. this is their money. this is not our money. and here's what i don't understand. if you invest that money in a piece of equipment, if you invest that money in a business, you get to write it off your taxes. but if you invest it in your children, in the future of america and strengthening your family, we're not going to recognize that in our tax code? the family is the most important institution -- >> nevertheless, it's not very -- >> and yes i do want to rebuild the american military. >> i know it's conservative.

out is that marco rubio and ted cruz are the best debaters in the bunch. and i don't see a lot shaking that up. these are two guys who are very smooth, very smart, very -- very versed in the issues. and so it shows. especially in the debate last night, like last night where it got very substantive. they were able to handle themselves extremely well. >> but they were very much politicians, as we all know. and cruz had a bit of a rick perry moment, if you will, during the debate, where he forgot some of the federal agencies that he actually wants to eliminate. take a listen. >> the department of commerce and hud. >> yeah, well he went through the department of commerce, department energy, he went back to the department of commerce, and then mentioned hud. he kind of had a little bit of a brain lapse there. he forgot some of these. will this have a perry effect on him? or given the rest of his performance this won't really make a difference for cruz at all? >> i think given the rest of his

performance it won't make a difference for cruz. i think the problem for perry previously was that people didn't think necessarily that he was an experienced candidate. there were some questions about how sharp he was, and so, it fed into that narrative when he had his oops moment in the debate. and for cruz, you know, if you name a department twice i guess it's better than forgetting one. >> that is a good point. let's get to those front-runners, ben carson, donald trump, how did they do? because some analysts say they didn't have the policy details that cruz and rubio had and that could hurt them among voters looking for on-the-job experience. >> absolutely. these are two candidates whose main goal has got to be to convince voters that they're ready to step in to the presidency. and i think, particularly ben carson on foreign policy, had an answer on isis that was very hard to follow, that sounded like he might want to put ground troops back into iraq. which i think the american public probably does not support at this point. so, you know, i think these are -- these are going to be the debates as we get further and further into substance, where
