"first look" starts right now. good morning, everybody, thanks for being with us. i'm shannon mulaire. we start with the latest isis threats. the terror group has released a new propaganda video showing scenes from around new york city, and implying the city is a target. nbc's stephanie gosk has more. >> reporter: the latest isis video calls for suicide bombers. at the end, a chilling montage of times square, and a suggestion that new york city could be a target. the 23509age of times square is from april and isis has threatened new york city before. this new video has been topped with fresh images since the paris bombing. >> the idea is now you've seen what we do. now understand we say this is the most effective technique. you don't even have to be with us, and if you live in these

countries, this is what you need to do, and here's a suggested target. >> reporter: the nearly 5-minute video which nbc news has chosen not to show in its entirety, congratulates the islamic state for the deadly paris attacks. using clips of french president hole lnsd and images of fighter jets bombing. >> there's no doubt there's a message here aimed at the united states and at france, as well. the fact that no place is safe. >> reporter: in the days following the paris attacks, u.s. cities have been on high alert. especially new york. which announced a new counterterrorism strike force on monday. >> some of what we have to also be constantly focused on is not only significant areas such as times square, or many of the tourist attractions, our stadiums, our major events, but the soft targets. >> that was stephanie gosk reporting. late last night new york city mayor bill de blasio and police commissioner bill bratton addressed the new video. >> the people of new york city will not be intimidated. it's important to note that there is no credible and

specific threat against new york city. >> quite frankly, there is nothing new about that video. that video, our review of it, it looks like it has been hastily produced. it is a mish-mash of previously released video. and that's what terrorists seek to do. they seek to create fear. they seek to intimidate. we will not be intimidated, and we will not live in fear. secretary of defense ash carter is also speaking out about isis, saying in an exclusive interview with msnbc's "morning joe" that we are at war with the group. >> how can you assure the american public that there is, indeed, a strategy and that the leadership role america is taking in the fight against isis fully addresses the threat that it poses? >> we have to defeat isil. we will defeat isil. you see the barbarism associated with this. so it is something that must be defeated.

>> you agree with the french president that we're at war? >> yeah, i think francois hollande has said it very well. i'm glad the french are galvanized in joining the fight. >> make sure to catch the entire interview coming up in the next hour on "morning joe." isis has released a picture of what it says is the bomb that brought down the russian metro jet plane over egypt last month. picture shows a soda can which they say contained explosives, a commercial grade detonator and a possible switch connected to a battery. nbc news has not verified the photo. and we're learning more about yesterday's deadly raid on an apartment in saint-denis, france. nbc's chris jansing joins us now from paris with the latest. good morning, chris. >> reporter: good morning, shannon. there are two major outstanding questions this morning based on that raid that went for more than seven hours. who is the man who was killed? two people dead. eight people arrested. and if it's not abdelhamid

abaaoud, where is he? does he remain in paris? is he in france? or is he in syria? the man who has been called the mastermind. and if he is not that, certainly someone who had the wherewithal to organize these attacks by recruiting, he is a master recruiter for isis, and remains the most wanted. this was part of the scene we can show from yesterday where we saw the huge response by police here as they converged on that apartment in the saint-denis area just outside of paris. and, again, who are the other eight who they have arrested? clearly being interrogated. what information did they have? all of that still hanging out there, as we are 24 hours plus on the other side of that raid. the other question that remains is, what about that soda can that you showed? and could something that looks that simple bring down a jetliner? the picture that is published by

purportedly isis is grainy, it is clearly an -- an ied, an improvised explosive device. could it be something that could wreak that kind of havoc? there are a series of raids going on now in brussels, and a question is, where is the bombmaker? someone who maybe could have been behind not only that soda can bomb but also the belts, the suicide belts, that were found friday night in the attacks here in paris. as well as the woman who was killed, believed potentially to be a cousin of abaaoud. in addition, there are these outstanding questions from isis. they have made threats against washington, d.c., against new york city, as you just reported, and now the state department is warning about italy. about st. peter's square, and also two key sites in milan, the opera house, as well as the cathedral here -- there. so, many questions still remain and stepped-up security throughout europe and the united states as a result of these

threats. shannon? >> all right, chris, thank you for that report. and back here at home, a war of words getting nastier by the day. should the u.s. give safe haven to syrian refugees? many democrats, including the president, insist it's the right thing to do. but gop presidential candidates are firing back. more about terrorists sneaking in, pretending to be refugees themselves. nbc's hallie jackson reports. >> reporter: in manila, mocking republicans, president obama aiming a withering attack on those who want to close u.s. borders to syrian refugees. >> apparently they're scared of widows and orphans coming in to the united states of america as part of our tradition of compassion. >> reporter: no names. but no mystery who he's talking about. some republican candidates proposing to keep out syrian muslims but let in christian refugees. the president accusing them of rhetoric that plays into terrorist's hands. >> i cannot think of a more

potent recruitment tool to isis. >> reporter: his opponents accusing the president of playing politics. >> the president lives in a fantasy world. he lives in a fantasy world. >> i think he's a threat to our country. >> i would encourage you, mr. president, come back and insult me to my face. let's have a debate on syrian refugees right now. >> reporter: that debate making headlines, after reports one of the paris attackers may have entered europe as a refugee. with national security here at home now front and center in the race for the white house. >> if these attacks remind us of anything, it is that we're living in serious times that require serious leadership. >> reporter: jeb bush is calling for more u.s. troops to be sent to the middle east, as his brother and father did while in office. his emphasis on seriousness, a subtle dig at donald trump and ben carson, who's now on a media blitz to try to prove his foreign policy chops after a "new york times" report suggests carson's own advisers think he's struggling. >> a year from now, i'll know a lot more than i do now. >> reporter: and while that may be fine with supporters who like

his political inexperience, others see warning signs. >> coming out of the attacks in paris that could spell disaster for a candidate who is really not prepared. >> that was hallie jackson reporting. a deadly helicopter crash near san diego was captured on video and we should warn you, it may be disturbing to some viewers. the video taken by an airport employee, shows the helicopter just after it landed, spinning out of control, before the tail breaks off and it catches fire. two people were killed in the crash. helicopter instructor tells nbc san diego the man flying the chopper was a new pilot and that he was trying to land on a helicopter cart used for towing. federal aviation authorities are investigating the crash. all right, time now to get down to business with cnbc's landon dowdy. good morning you to, landon. >> good morning to you, as well. markets look to extend wednesday's rally today. stocks rose after the fed released minutes from last month's policy meeting which showed most members are open to raising interest rates in december. the first rate hike in nearly a decade. the dow having its best day in four weeks.

welcome back to "first look." this was western side of atlanta last night. this is the same storm that produced the blizzard in kansas, the tornadoes in texas and oklahoma and now that heavy rain has made it to the east coast. that floodwater has since receded but that was a lot of water in a short period of time. now let's track the storms as it's finally moving up towards the hudson bay. cold front trying to blow through the east coast over the next 24 to 36 hours. but before it does it there's a lot of moisture available. a lot of rain this morning all the way down from the carolinas northwards. the heaviest rains from raleigh up into richmond and now they're approaching washington, d.c. so, washington, d.c. for your morning commute, definitely have the umbrella, give yourself a little extra time. baltimore, rain will be moving in. philadelphia and new york, dry for your morning commute. here's the timing of the storm. this is 7:00 a.m. the yellow is the hef ye rain. the green shows you where it's the lighter rain. by the time we get to the lunch hour, steadier rains from philadelphia to new york city. then as we go towards the evening commute, that looks like the heaviest rains will be from new york city back up towards

hartford. boston, you look fine going to work, and on your way home. and the other story, we got a little mini snowstorm for the first time going across the midwest, shannon. quick burst of snow friday into saturday. even chicago, saturday morning, could have enough snow to shovel. maybe just a couple inches. but it's the first of the year. >> weather could be one obstacle. how about this, if you're flying to or from one of america's busiest hubs today there may be delays. 2,000 contract airport workers such as baggage handlers and cleaners went on strike last night over pay and union rights. among the demands a $15 an hour minimum wage. seven major airport hubs are affected, including all three major new york airports, plus boston logan, chicago o'hare, fort lauderdale and philly. in minneapolis, black lives matter protesters, and police, clashed again last night. it was the third day of a standoff which started after jamar clark, an unarmed black man, was fatally shot by a police officer on sunday. protesters were seen throwing rocks and bottles at police who retaliated with pepper spray.

actually get into the country. it's sort of a first test here for paul ryan and mitch mcconnell. what can we expect? >> well, it's more of a test, i think, for the united states. let us not forget that we're approaching thanksgiving. which was to celebrate the -- celebration by those refugees who had fled oppression in europe for that kind of thing. and now we find ourselves being very unwelcoming to refugees who are fleeing oppression in the middle east. >> well, let's talk a little bit about how the country feels about this. there's a new poll here, an nbc news online poll that says 56% of americans disapprove of allowing more migrants fleeing violence in syria and other nations by letting them into the country while 41% approve. how does this put pressure on washington with regards to this bill? >> well it always does. but one of the beauties of the united states is its tradition of avoiding a tyranny of the majority. that is to say, at any given

time, for xenophobic reasons as in this case or other reasons people of the united states, at least temporarily, want to advocate policies that are really contrary to the american tradition. we certainly had that with the japanese internment in world war ii. something, by the way, that a mayor in virginia is suggested we consider doing again. >> hmm. let me ask you this, what do you see happening here? do you think we're going to have a bit of a moratorium and eventually we will let the 10,000 people into the country? >> well, i suspect so. but, let us not forget that the real danger is the homegrown terrorists who are already here. people who have been the source of problems both here, and in france let's not forget. all of the terrorists that we've identified so far were raised in europe. >> let me ask you this before you go, switching gears a little bit, presidential race. when it comes to the candidates here, 2016 was supposed to be the year of the governor with this notion that governors are doers. but all of a sudden it doesn't seem to be the case. what's changed in this race to make it the case? >> well i think that people are understandably disgusted with

and it's a story of who we are. >> nbc's tracie potts is live for us in washington this morning. and tracie, i understand we could have some big developments in just a few hours. >> well, we could. because the house is planning to vote on whether or not to let more syrian refugees in to this country. that's the president's plan, 10,000 more than originally planned. but, some here in the house, republicans and some skeptical democrats, want to know first what's the verification process. how are we making sure that people who are allowed in to this country for humanitarian reasons, aren't being infiltrated by isis. because syria, of course, is the headquarters for isis. so there's been a big debate, especially since the paris attacks here, and now this rushed vote in the house, to try to block any more syrian refugees from coming in. it's not a final vote. it's only a house vote. but it's the first big push here in congress to try to block the president's plan. so we'll see what happens with that. president obama speaking out early this morning about that
