i'm shannon mulaire. chicago is on edge after authorities released dash cam video showing chicago police officer jason van dyke shooting 17-year-old laquan mcdonald 16 times in october of last year. protesters took the streets of downtown chicago last night, many chanting 16 shots. others wondered why it took so long for charges to be filed against van dyke, which come just one day before a court ordered deadline for the video's release. a few protesters were arrested following small altercations with police and a small scuffle broke out after protesters tried to stab a police van carrying those arrested. van dyke turned himself in yesterday and has been charged with first degree murder. he's being held without bond. nbc's dan schenamen has more and we must worn you that some of the following footage is graphic and may be disturbing to some viewers. >> the dash cam video from october of last year shows police responding to the call of a suspect armed with a knife. and then, according to the

prosecutor, officer jason van dyke opened fire, fatally shooting 17-year-old laquan mcdonald 16 times. >> the officer in this case took a young man's life, and he's going to have to account for his actions. and that's what today is all about. today is about accountability. >> reporter: just a few hours before the video was released officer jason van dyke turned himself in to authorities. he's charged with first degree murder. >> this defendants's actions of shoofting laquan mcdonald were not justified and they were not a proper use of deadly force by this police officer. >> reporter: the coroner's report shows at least two of mcdonald's wounds were in the back. but the attorney for van dyke said his client feared for his life. >> it's truly not a murder case and we feel that we're going to be very successful in defending this case. >> reporter: the city of chicago braced for protests while the mayor and laquan mcdonald's family appealed to the city to remain peaceful. >> i would like to echo the

comments of the mcdonald family. they've asked for calm. >> reporter: just hours after the video was released protesters marched through the streets of chicago. some blocking traffic. >> and that was nbc's dan schenamen reporting. a new bulletin has been issued from the fbi and homeland security. it urges police nationwide to remain vigilant for isis threats before the thanksgiving travel rush begins. tracie potts joins us live from washington. what can you tell us about this alert? >> well, we can tell you that it's certainly something that's not based on new information or evidence, but just an awareness of being careful. especially with what all has been going on in the country, and outside the country. bottom line, the white house says fighting terror or actually fighting fear can be just as bad as fighting terror. you'll see more officers at airports and train stations today. this morning, president obama meets with his national security

team focusing on what's being done to protect the u.s. as authorities train for the worst, his message -- >> we're vigilant. we take preindications, but we go about our business. americans will not be terrorized. >> reporter: in fact the government says there is no credible threat here. but security experts admit, intelligence only goes so far. >> i don't think it's realistic to expect that we'd ever have the ability to be forewarned to a point where we can predict something's going to occur on a specific date at a specific location. >> reporter: isis is out with a new propaganda video questioning our military's resolve, and a new fbi bulletin warns police to be careful. the concern? soft targets, restaurants, malls, places where people gather. the biggest threat, homegrown terrorists, copycats, not isis. the biggest deterrence? you. >> doesn't mean you have to be fearful about where you're going or what you're doing. it just means you need to be mindful about what it is. >> and what that means is authorities say that ordinary

people looking out for things that are not ordinary, and then reporting that. that's really one of their biggest weapons in the war on terror. >> all right, tracie, have a safe and happy holiday. vugs president vladimir putin is speaking out after turkey shot down a russian warplane yesterday. turkey says it shot the plane down for violating its airspace after giving multiple warnings, claims that russia strongly rejects. the pilots elected but landed in hostile territory. one was killed while parachuting. the other was recovered by the syrian army and is said to be alive and well at a russian air base. the russian marines sent to save the pilots was also killed when the helicopter he was in was attacked from the ground. nbc's richard engel has more. >> reporter: for the first time in recent memory, a nato country, turkey, fired on and shot down a russian fighter jet. turkey says it was because the russian su-24, a sucoy bomber violated turkish airspace on its way to carry out a bombing run in syria.

turkey says it was simply defending its border when an unidentified aircraft was warned repeatedly and failed to acknowledge and respond to those warnings. russia has responded furiously, accusing turkey of being in bed with terrorists. russia insists its plane was targeted by turkey in syria and is vowing some sort of punishment, vowing some sort of response. >> i think it's very important right now for us to make sure that both the russians and the turks are talking to each other, find out exactly what happened. >> reporter: in moscow, president vladimir putin was furious. this was a stab in the back by the associates of terrorists, he said. it certainly does escalate a very tense situation already, at a time when president obama and others are calling for more unity. richard engel, nbc news, istanbul. >> russia says it will terminate all military contact with turkey and they won't retaliate

militarily against turkey but warned in the future it will shoot down anything that threatens one of its aircraft. meanwhile french president francois hollande was at the white house yesterday meeting with president obama. president hollande is pushing to form a coalition to fight isis. he has a full schedule of meetings today with german chancellor angela merkel and thursday with vladimir putin. nbc's chief foreign affairs correspondent andrea mitchell reports. >> reporter: president obama widely criticized for not condemning the paris attacks strongly enough tried to make up for it, pledging to escalate the war against isis. >> it cannot be tolerated, it must be destroyed and we must do it together. >> reporter: france's president hollande said we must act. but his hopes of drawing obama and vladimir putin into a new coalition against isis were derailed by turkey's shoot-down of the russian plane. >> turkey like every country has a right to defend its territory and its airspace.

>> reporter: and obama sharply criticized putin who he says is fighting a different enemy than the u.s. and france. >> the challenge has been russia's focus on propping up assad, rather than focusing on isil. russia right now is a coalition of two. iran and russia, supporting assad. >> reporter: obama is calling on russia not to escalate with turkey despite putin's threats. >> putin will respond, there's no doubt in my mind. i think it's highly unlikely that he would attack turkey, a nato ally, but i think you could see a response inside syria. >> reporter: france is ramping up airstrikes against isis from a carrier in the mediterranean. >> make no mistake, we will win and groups like isil will lose. >> that was nbc's andrea mitchell reporting. since the paris attacks, french authorities have conducted more than 1200 searches, and taken 165 people into custody. now, new word of a second attack that was foiled by authorities.

nbc's dave gutierrez reports. >> reporter: authorities say his plan wasn't over. abdelhamid abaaoud, the suspected ring leader of the paris attacks, was allegedly plotting another suicide bombing. this one in paris' business district last wednesday or thursday. foiled when abaaoud died in this police raid in a northern paris suburb, just hours before the deadly attack would have been carried out. cell phone records showed abaaoud, one of the gunmen who stormed several paris cafes, returned to the scenes of the carnage. authorities in belgium issued a new international arrest warrant for 30-year-old mohamed abrini. he was seen before the paris attacks, in a car with suspected terrorist salah abdeslam, who is also on the run. >> that was dave gutierrez reporting. a newborn is safe this morning, after being left in a nativity display in new york city. police say the unfant with its umbilical cord still attached was discovered in the manger at a catholic church in queens.

happened around noon tuesday. the infant was healthy, according to emts. a pastor said surveillance footage shows a woman entering the church with a bag 20 minutes before the child was found. nypd is now investigating. in sports, breaking overnight the nfl network is reporting that st. louis rams wide receiver steadman bailey was shot on tuesday night in miami. they say bailey and the driver of a car were shot multiple times. the rams released a statement confirming that they have spoken with stedman and that he is in the hospital in critical but stable condition. more details on that as we get them. now to history on the hard court where the warriors outscored the lakers 30-11 in the first quarter as they cruised to a 111-77 victory. this makes golden state a perfect 16-0. that is a new nba record. the browns' johnny manziel has partied himself out of cleveland's starting job at quarterback. coach mike petten benched his

multiple crashes were reported. thankfully no major injuries. that's not a fun way to travel. that storm that affected that area yesterday is on the move. that's the one that's going to cause all our problems over the next couple of days. today, kind of minor. anywhere east of the rockies no problem. great weather. probably one of the best wednesday travel days we've had before thanksgiving in a long time. but the problem areas will be from salt lake city northward, particularly to idaho, montana, too. windy, some snow out there. only one or two inches expected in salt lake city. heavy snow will be possible also across interstate 15. that's the worst travel highway during the day today. now, as we go into your thursday, the storm moves into the middle of the country. this pink is ice. amarillo all the way to wichita, back up into areas of omaha dealing with accumulating ice. i mean maybe even some power outages. that's a serious winter storm type possible. also stormy weather dallas to houston, also as we go to denver it is going to be frigid in colorado. temperatures in the teens with one to two inches of snow. nine if you're driving from minneapolis to kansas city that's where it gets interesting, shannon.

someone left to help you. >> trump still leads in most major national polls. time now to welcome in journalist and author jonathan allen. good morning to you, jonathan. >> good morning, shannon. >> let's start right there with donald trump. he's been pretty heavy tone for him and his campaign over the last week between his comments about seeing thousands of american muslims cheering on 9/11, and his apparent support of a muslim database in the u.s. now in south carolina, bit of a different tone. we see him on stage with his family, which we don't see much of. so is it good timing or is it strategy? >> probably a little bit of both. look, i think donald trump has tried to make an effort to put his family around him at different times. we've seen them at least one of the debates. but trump is trying eading into dangerous territory here. as you can see "the new york times" editorializing against him. that combination, john kasich making that ad, he's getting hit from the left and from the right over some of his rhetoric. and of course, increasingly being called a liar.

outright by not only his opponents, but also independent media. so this is a problem for him, and i think he's got to figure out a way to get back on track. >> there is a new quinnipiac university poll that was released yesterday that says that ted cruz has surpassed ben carson as trump's chief gop rival in iowa. two questions here. but first, to what does cruz owe that little bump? >> well, ted cruz has had really good strategy all along, which was to raise a ton of money to sit back for a little while, let the race play out, and then make his move. and you're seeing it now. i think the big thing for ted cruz in iowa is going to be trying to compete with ben carson for evangelical votes. and for basically for religious conservatives. >> you say to compete with ben carson. but what's it going to take for somebody to surpass trump? >> well, think i ultimately, to surface trump, a candidate's going to have to coalesce some of the anti-trump forces. and we haven't seen that really yet. we haven't seen everybody line
