the moment when a chicago police officer firing 16 rounds killing a 17-year-old. i'll speak to danny davis who represents downtown chicago. also, we're expecting to hear from new york city mayor bill de blasio. ahead of the holiday, president obama and homeland security secretary jay johnson trying to calm fears assuring americans there's no credible threat to the homeland. all that coming up plus some 2016 trail news and how your thanksgiving holiday could be stuffed with tv adds. but we start in chicago where a protest is expected to get underway soon nearly 24 hours after the release of the disturbing dash cam video. mcdonald's family attorney spoke

earlier to msnbc about his mother and her desire to shield the video from the public. >> she did not want to see and has not seen the video of her son's excuse and what mother would want to see that replaying on the news constantly. the family was from the west side of the chicago and there was a real concern of the public reaction if the video went viral. the family did not want it released. >> five people were arrested during demonstrations last night triggered by the release of the video. as for the tape itself nbc has blurred out portions of the footage. it shows officers responding to a call and then mcdonald walking in the street with a knife in his hand. seconds later, vandike starts shooting firing a total of 16

rounds. the majority of them striking the teenager as he laid on the ground. he was the only one to fire a weapon. an autopsy proved drugs in mcdonald's system. ju vandike's attorney says the shooting was justified because his client felt threatened. >> certainly my client didn't go out that night with the intention to kill mcdonald. he was brought into the situation by the actions of mcdonald and he reacted. i know the movement from the tape is not what my client saw. he had a different view of the incident as opposed to what the

video shows. that's significant. >> mayor emanual and chicago police intendant called for calm. >> i understand people will be upset and want to protest when they see this video. i would like to echo to comments for the mcdonald family. they've asked for calm and for those who choose to speak out to do it peacefully. >> and joining us for more from chicago is more ggan radford. what is the mood like today? has it been intensifying throughout the day? >> steve, right now, i'm in front of chicago's police headquarterers and this is a city on edge. five protests were last night and three more scheduled this evening. one happening just a few blocks from where i'm standing right now.

steve, yesterday i was and th s in front of the county jail and a group of young african american boys who were all 14-years-old and played for the same football team came up and spoke to me when i was standing outside my truck and i said guys, it's so cold here. what are you doing here? they said they were showing support for the mcdonald family because some of them were scared to leave their houses because of what happened to a boy just a few years older than them. the naacp has called for a full investigation of the chicago police department. $5 million was awarded to the mcdonald's family but the city signed those papers just a day after mayor emanual was re-el t re-elected. there's a lot of people asking

questions and looking for answers. >> nbc's morgan radford in chicago. joining me now is danny davis. let me start with the question about the timing of the release of this video. we hear mcdonald's mother did not want this coming out in part because of fear of the reaction potentially. we hear city officials felt the same way. what do you think of the fact that this happened only a year ago and it's only coming out now. were there volualid concerns ab public safety? >> there's always valid concerns about public safety but those of us who live in the community and know individuals out protesting, we have been very proud of the discipline they've displayed and i think they're going to continue to display that discipline. there's a tremendous sense of

injustice that injustice has been done and something must be done to rectify. i was part of a group that met earlier today with reverend jackson and a number of activist and this coalition decided that there are three things that need to happen immediately. one we need to replace superintendent with police and have a special prosecutor and take this case away from the state's attorney and we need to make sure there's a strong federal investigation of the practice's and patterns of police operation in chicago that the justice department must continue to look very seriously at how police activity in chicago is conducted and of course mass demonstrations. there will be one, obvious, this

evening but there's going to be a massive one on friday at 11:00 downtown chicago. it's going to be disciplined as well. so people have conducted themselves very appropriately but they know that there has been injustice and they want to see justice done. >> all right. i want to get to one of those calls for action that you're making there. you say replace the superintendent of police. yesterday at the press conference mayor emanual made a point saying to the residents please do not judge the police department by the actions of this officer. the police department as a whole the very different from this officer. if you're calling for mccarthy's resignation you're saying this comes from the top and is systemic. >> they have already called for

replacement of the superintendent of police. whatever it is you need to do to get a new and different superintendent of police. >> what about the mayor? this is his appointee. what do you make of the mayor's handling of this? >> we call upon the mayor to heed the call of the members of the chicago city counsel and give the police superintendent who better understands what it takes in order to for the good relationships between the

citizens and the police department whom we respect greatly but we know there is a tremendous need to change the leadership. we also know there's a tremendous need to fuse more african americans into the ranks of leadership within the police department. that too is another call. both of those actions we expect the mayor to heed our call for and to do something about it. >> all right, congressman danny davis from illinois, thank you for your time tonight. >> thank you. >> joining me now is columnist of the chicago tribune. on the point the congressman was just making, the calls for the resignation of police superintendent in chicago, is that something you could see happening here? >> i could definitely see it

happening, steve. >> it's probably time for the mayor to replace him, yes. >> let me ask you about that too. you've seen in other cities and other places across the country, we've had similar stories play out and seen how the leaders handled these things. how does the response to chicago compare to the other places in the last year or two? >> it's been tough. folks i've talked to thinks this is nothing more than a cover up and a distraction from the fact that an officer executed a young man. this isn't the first case. remind you we have community members dealing with the violence from within the

community. then a long history of violence perpetrated by police officers. they spent $500 million settling claims against the city about police behavior. we know in preliminary the family settled with the city for $5 million. that was part of a few days of sett settlementmen settlementments. why would this officer continue to walk the streets with a gun? other reports pointed to the fact this office every had upward 18-20 complaints against him. including the racial slurs and pulling his gun out unnecessarily. people want to know when will this kind of cocoon of protection around what they

tribe as bad apples will be cracked open. >> that's an interesting question. all the prior cases involving the officers, prior complaints, is this a sense it's something more widespread within the chicago police department? other officers are out there with similar backgrounds. >> you can't blame him for pulling the trigger but mayor needs to turn the page on the relations between the police department and the community.

re. >> are you surprised the family did not want this video coming out? a lot of times in these cases the reaction is this death could be used for the good and getting as much information as possible. in this case the family didn't want the video coming out. >> you let all the evidence be aired out in public. at the same time there may be -- that family is still grieving and hurting. the idea of when we see this young man gunned down, it's hard to watch for any of us.

ease americans worried. the president says there's no specific or credible evidence of a paris style attack here at home during this holiday season. >> good morning everybody. it's understandable people worry something similar could happen here. as we go into thanksgiving weekend, i want the american people to know we are taking every possible step to keep our homeland safe. >> homeland security secretary jay johnson echoing that message from the president. saying law enforcement officials will be working over time this thanksgiving. >> we are working overtime to protect the homeland, to evaluate and re-evaluate what we see. we also want to encourage the public at the beginning of this holiday season to be individual lent yourself and to be aware.

>> security personnel are standing by their person saying if you see something, say something. we hear these kinds of notes of caution and these instructions. is there anything more specific than that that they're telling the american people? >> no. the president's message is you have the department of homeland security and fbi and tsa. they're the ones responsible for security. that's what they're working on. you enjoy the holidays. we'll do the worrying and celebrating. at the same time as you go out and get in large crowds or go shopping, whatever, help us. if you see something suspicious or something that raises the hairs on the back of your neck, you see something or someone that you think is out of place, let us know. the fbi memo that came out this

week picked up on that point and noted a potential terror atang on a bicycle race in germany was headed off by a clerk at a hardware store in germany and they thought it was it was suspicious a couple kept coming in buying cases of peroxide. we've had a lot of police throughout the washington region. here's what a few of them are

saying. >> i'm looking at the media and news with everything going out. >> you're worried? >> not really. >> it's pretty nerve racking. just calm right now and nervous at the same time. >> i haven't been too worried about it. i was more worried about lines and getting extra security. >> for more on holiday travel, we go to jacob live at los angeles international airport. what does this mean right now for the average traveller thanksgiving? what are they facing they weren't facing a couple of weeks ago? >> the background is busy. this is the businessiest part of the nation. the passengers we were talking to were saying what you heard in the sound bites. mostly, the one at the end said they were mostly worried about

the lines. this morning it was packed. later today it will be packed again. more than 2 million people come through this week alone. a lot of the it is due to security. you have a lot more of the dog sniffing bombs around, a lot more officers on motorcycles and checkpoints and officers walking around with automatic weapons. as far as delays, we expect a winter storm to hit and delay a lot of flights coming out of lax and airports in the west. that hasn't materialized. flight aware reports around the nation, there have been about two dozen cancellations and 500 delayed flights but those numbers are small when you look at the millions of people traveling. we've seemed to have dodged a bullet for the weather and as far as security goes one airport official inside said so far, so good. >> all right.

jacob at lax, thanks for that. meanwhile, three miles east of los angeles, new york city preparing for their first event since the attacks in paris. rehearsals for the thanksgiving day parade are now under way. there's no specific threat to new york city but parade goers should be on high alert. chris is live at the thanksgiving day parade celebrations in new york city. has this dampened the mood at all for the annual tradition? >> i'll let you judge for yourself. i don't think it has. take a look at the crowd. this is a very fit crowd gathering right now on 77th street on new york's upper west side. people are walking 15 deep as what what's going on here is they're inflating the 17 balloons that will be in the macy's thanksgiving day parade tomorrow morning. that's been going on all afternoon here. as the afternoon has gone on, more and more people have been

coming through here. we are awaiting a news conference from mayor bill de blasio to talk about preparations for tomorrow. what we do know is they're promising an increased police presence for the parade. up to a thousand officers plain clothed and uniformed as well as the new unit, the critical response command that will be deployed for the first time in a first major event since the paris attacks. that's a very specialized group of police officers. it will be about 500 officers strong that is specifically here to do counterterrorism activities. increased body armour, bigger guns. that group will be part of the police contingent out here at the parade tomorrow. they're expecting some 3.5 million people to attend the parade along the 2.5 mile parade route. 8,000 people marching in it. 27 floats.

17 balloons as i mentioned. so certainly a huge undertaking. if today is any indication, it doesn't look like we're going to be hurting for crowds. as a matter of fact, i think part of the reason the crowd is so big today is because the weather in new york has been mild. today was 50 degrees and a sunny day. tomorrow is suppose to be pushing 60. last year was around 32 degrees and miserable out. you might see increase out here tomorrow as people come into the city and police commissioner bill braton said he's bringing his grand children to the parade and feels safe doing that. he's telling people if you want to come to the parade, feel safe but remain individuvigilant. >> coming up, the military releases its report on what led the last month's air strike on an afghan hospital. an update from the pentagon and more questions on why turkey

and russia are painting very different narratives for their own domestic audience. turkey is making a big show its air space was violated and not only national pride was turkish kovrnty and today the turkish military released an audio recording that it says is a warning, repeated warnings by the turkish command to that approaching jet to back off, to not approach any further or there would be consequences. russia, however, the russian pilot who ejected from the plane after it was attacked and survived to tell the tail of a 12-hour ordeal on the ground in syria said he never heard any of this and there were no warning. it could be the two were listening to different channels.

both sides clearly know where the plane was and what happened. russia and turkey are sticking to their guns. a lot of rhetoric tapped down and we'll see if president hollande from france will be able to do that. >> that was richard angle.

there were so many problem windshield the aircras with the aircraft itself they were just not working properly. the crew aboard the ac 130 never properly identified the target. here is the crocks of the matter, i believe. those are not suppose to be called in for air strikes unless they are there to defend and protect u.s. military forces or afghan forces that are under attack and being overrun by the taliban or other militants. there was no fight under way. they're telling crew members cockpit recordings and audio tapes reveal some of the crew members actually question the validity and wonder whether the attack was legal yet they went

ahead with the attack anyway. there are all kinds of unanswered questions here that remain and this is not the end. the investigation continues and many of those who have now been suspended may face possible administrative or even legal criminal charges through possible court marshalls, steve. >> you're pointing to the basic airs and pointing to people involved and questioning it at the time. doctors without boarders obviously not buying this. are they saying this hospital was intentionally targeted by the hospital? >> no. they're relying on their explanation this was just one gigantic huge as the military would put it. they never put his eyes on the target and from there on it just

they're going to hope he kind of fades. is that a good strategy four months into this? >> two months until the iowa caucuses, steve. don't forget about that. there's a sense donald trump has not faded so far. what might change in the next eight weeks to make him fade before iowa? you look at polls that show other candidates serge. donald trump doesn't need to spend a ton of money on adds because he's getting a lot of earned media. he's in the headlines a lot of times because of the controversial and incorrect things he says and attacks he puts up against other candidates. he likes to say he's a counter puncher but often times we've seen him punch first. >> i'm curious to see what you make of the trump thing. there's been push back.

i'm not sure i go along with it. he's been in the lead since he got in the race. he's also in the lead in the key early states. a lot of people compare him to giuliani. you can kind of see it falling apart. we're not seeing that with trump right now. >> in the ohio poll you referenced, trump actually improved his numbers over october. he went from 20% being the top choice in october to 25%. that's after he made comments against iowa caucus goers. he called them stupid basically on twitter for their choices in candidates. the kind of statements he's made so far just really aren't effecting him. i don't think we have a template for this kind of candidate. i really want to see how many of these folks showing up to his rallies are actually primary and caucus voters? how many of them are republicans and how many of them are

independents or other kind of sympathetic folks to the trump message who like being in this kind of circus-like atmosphere, these rallies are huge and become violent. we've seen that in certain circumstances recently. how many of these people are going to vote? we don't know. >> we also look at some of these numbers and it looks like conventional wisdom after the paris attacks that hey, a candidate with experience is going to benefit from this and somebody like trump and carson isn't. looks like carson is being hurt by the new emphasis on terrorism. trump with the absolute self-confidence and bluster seems to be, he's tapping into something with it. he seems to be benefitting right now. >> i think what we've seen is yes, we are talking more. voters are talking more about national security and foreign policy on the trail. you go to events and people are asking about it. it's the flip side of the coin. it's the candidate who can talk

tough when it comes to terror and donald trump can do that and voters seem to be tapping into that. they like that. they like he says he's going to bomb isis and use his expletives when he talks about it. at the point it doesn't seem his supporters are concerned with the specifics on how you do that. people feel scare and vulturable and want somebody who says it's going to be okay and i'm going to make it okay. >> at the other end you put up advertiser numbers and bush and others spending the most and getting no return. >> i do think it's worth qualifying those numbers. the super pacts in general are paying much higher rates for their rads and particularly the ones who have gone in late. i think a lot of that right to rise money is more resent. >> so when the campaign spends its money it can get 10 adds an the super pact is getting two or three. >> the eye popping number needs to be qualified a little bit.
