entering the united states during current crisis with isis. when challenged about the constitutionality, morality, wisdom of a proposal, today on "morning joe" and other programs he refused to back down. >> we have to look at mosques and respect mosques, but, yes, we have to look at mosques, we have no choice. we have to see what's happening, because something is happening in there. when we see violations, you have to report those violations and quickly. you -- don't worry about profile. i promise, i will defend you from profiling. we are at war with radical islam. you will have more world trade centers and you will have more bigger than the world trade center if we don't toughen up smarten up and use our heads. >> i'm joined now by the secretary of homeland security, jeh johnson. thank you very much, mr. secretary. >> thanks for having me. >> let me point out to viewers, you worked at pentagon, you were

a pentagon official, background in national security. you have not until now spoken out about anything going on in this political campaign. you have avoided responding to trump's comments about immigration, about hispanic americans, you even avoided commenting last night when pressed. overnight you've been thinking more importantly about this? >> andrea, you are correct. as the secretary of homeland security, i have avoided responding to the political season and what candidates have said running for president. however, i believe that it's the responsibility of those of us in national security and homeland security when a leading candidate for office proposes something that is irresponsible, probably illegal, un constitutional and contrary to international law, un-american, and will actually hurt our efforts at homeland security and national security, we have to speak out. so we're in an age right now that involves

terrorists-inspired as well as terrorists-directed attack. the islamic state has targeted the muslim community. so it is all the more important that we reach out and build bridges to american muslims, and american muslim communities. we've been doing a lot of this lately. and it's important that we continue to do that working with the muslim community, not driving them away, not vilifying them, not driving them into the shadows is absolutely critical to our national security efforts. so, those of us in government have to speak out about this proposal, this idea. >> how potentially does this make america less safe? >> well, look, i'll come at it this way, we've been building bridges to the american muslim community. i've been personally out there meeting with leader of the muslim community saying, please work with us. yesterday, when i was at mosque in northern virginia, with

people who for the most part are american citizens, i said, we cannot vilify muslims as your lead-in repeated. i also said to the muslim community, now i have an ask of you. if you see something, say something. if you see something, say something to law enforcement, to a community leader, religious leader, so we need to continue to do that. and mr. trump's proposal is a setback that takes us backward in the opposite direction. this is what we have to do for our homeland security. and so, i believe that i have to speak out when a major candidate for office suggests such a thing. >> we've been hearing, when you see something say something now since 9/11 and it's become a catch phrase. but what it really means, it's not just a suspicious package. if you see a relative begin to act strangely and you see that your child is on the internet,

you have to ask yourself, should i talk to the authorities or should i protect my child? you're asking something of muslim americans, muslim families, to report, to law enforcement their families, their colleagues, their fellow attendees at the mosque, and to ask them that once you have a leading republican candidate vilifying all muslims, is asking perhaps too much. >> well, that is not unique to muslim families. most often when we have a mass shooting, an act of mass violence, those closest to the attacker are in a position to see the signs and that is a generic statement. so, we're asking this specifically of the muslim community yesterday, but that's true across the board. and so we have to bill these bridges. we have to build relationships, and, yes, it is not necessarily

contact somebody in law enforcement. at the very early stages of somebody going in the wrong direction. they may be in a position to be swayed in a different direction by family member, religious leader, and so it's not necessarily law enforcement. if you see something say something has been around for a long time. we spiffed it up a bit at the super bowl earlier this year, because i want folk to pay renewed attention to this in this new phase that we're in. but it's say something about behavior, not about a profile, not about someone's skin color, not about the way someone dresses or accent. but it's about behavior. it's about suspicious behavior. that's what if you see something say something's all about. >> is it lookly that people saw something in san bernardino, yes, the garage in which they were building bombs was detached from the house, but it's not that large a space. it's so improvable that nothing was noticed by anyone relative,

neighbor, anyone else. >> the investigation's ongoing. we don't know all of the facts. it is apparent that there was a considerable amount of premeditation and planning that went into that attack. and so, i'll repeat what i said before, in almost every instance of some like this where you have a lone actor or lone couple, there is probably somebody close to them who is in a position to observe suspicious troublesome behavior and should say something to somebody. >> let me ask you, again, about -- drill down on what you suggested, we're in a new era now, a new phase. so when you're dealing with inspirational terrorism, is the lone actor or the small group, it's not as we have experienced with al qaeda in previous decades, large-scale attacks, long-range planning and long lead teams. how does this kind of rhetoric,

donald trump's rhetoric exacerbate the problem of someone sitting alone in a room and potentially being inspired by al baghdadi? >> we're in a new phase. you're right, earlier we were dealing with terrorist-directed attacks where someone is recruited, trained, equipped, directs from overseas and exported to another country to commit a terrorist attack. we're now in a phase, through the use of social media, internet, groups such as isil hope to inspire somebody in our homeland to commit a terrorist attack, which has made our efforts to build bridges to muslim communities all the more important. that's we've been doing. we encounter suspicion every once in a while. but we also encounter a lot of hope, willingness to work with us. it requires that we build trust. and so the message, yesterday and the message again today, after mr. trump's comments, are

those of us in government who are responsible for national security and homeland security do not believe that we are renouncing and rejecting his remarks and we want to continue to build bridges with muslim community, help us help you. help us with public safety and your homeland security, and the protection of your families. >> we know a little bit about this online from people who have been tweeting, but how does this kind of call to ban all muslims affect the men and women in our military who served in iraq and afghanistan whom you led when you were one of the top leaders at the pentagon? >> i have met muslims in our u.s. military. muslims, like everybody else, christians, are willing to put on uniform to defend their country. i've seen this myself. i'm always amazed when i go to a naturalization ceremony and there is somebody in uniform who is not even yet a u.s. citizen who is willing to put on the

uniform to defend all of the rest of us, and that includes muslims, as well. so when i hear comments from a leading comment for president that we should treat every one of this religion -- we're talking about a religion that is so large, it's one in four people on planet across multiple continents -- >> let me repeat. one in four people on our planet are muslim. one in four people are -- is the universe of people that he could be antagonizing and inspiring to feel against america? >> well, 1.6 billion muslims in the world. it's one in four people on the planet. but it's also important to remember that muslims are as diverse as christians. there sects of the muslim faith as diverse as christianity and muslims occupy every continent of this planet within the united

states. american muslims are african-american, egyptian-americans, indonesian americans. so we cannot vilify all muslims. we cannot throw a web of suspicion on top of an entire religion like this that is 1.6 billion people across the world. so, a number of us recognize -- and i was pleased to see the speaker's remarks now -- a number of us recognize that it is irresponsible to do this and contrary to our national security efforts in the current phase that we're in. and we've been working so hard to build bridges to this community. i want people in muslim communities across this country to know that the president i, members of this administration and obviously a number of republicans and democrats, do not believe this, do not feel the way mr. trump feels. and reject his comments. >> ted cruz, also run for the

republican nomination, had comments as well. a lot of the comments from ted cruz and donald trump and others have been aimed at the administration and what they say are failures of the administration to adequately protect against isis. watch. >> what the president should do is clearly define what we are fighting. president obama refuses to say the words radical islamic terrorism. >> the president of the united states saying the islamic state isn't islam ic. that's just nutty. >> cruz has said he disagrees with trump's latest proposal with the ban. but there is widespread criticism -- i hear it also from democrats, mr. secretary -- democrats who were urging the president to make a speech, that we are, our strategy, administration's strategy is not adequate to the challenge. >> well, look, political debate about a national security policy

during an election season is fair. it's fair and appropriate in a democracy. we're bombing the islamic state. we are training and quipping forces on ground in iraq and syria. we've sent men and women of the u.s. military, special forces into iraq and syria to attack on the islamic state and other terrorist organizations. we are ramping up our federal protection presence around federal office buildings in the world. we're doubling down on aviation security. we're doubling down on the security around the visa waiver program. indispensable to those efforts are building bridges to the muslim community in this country. isil is targeting muslim communities in this country to try to recruit people. and so it is indispensable to our national security efforts, did and i think almost every agrees, that we work within the muslim community to engender

their trust, to help them build the countermessage to the islamic state, and to help match them with the tech sector, philanthropies. this is one of things i've been, whoing on in recent months but it's an indispensable part of our effort. having differences of views about national security policy is fair game in a political season. but there are some things that are just so over the pale, so irresponsible, so offensive, so un-american and almost likely unlawful and counter to our efforts, that a lot of us have to speak out. and i'm glad to see that that's happening on both sides of the aisle. >> i know you've got to go. but what more should the tech industry be doing, not only on the dark side and encryption, but also on taking down postings on facebook and twitter? i mean, are they -- do we -- are they doing enough to stop the recruitment that is through

i think this whole notion that somehow we can just say no more mums, just ban a whole religion, goes against everything we stand for and believe in. i mean, religious freedom's been a very important part of our history and where we came from. >> dick cheney reacting in an interview with hue hue wet to donald trump's call to bar muslims entering the u.s. cheney is one of many republicans, including house speaker, paul ryan, denouncing trump's idea. for republican perspective i sat down with a former presidential candidate, bob dole. known throughout the republican establishment. we spoke before trump made these latest comments about the success of donald trump and his worry the republican party, 2016. >> here we are in a political campaign year and you know more about republican politics than anybody i know. what is happening to the grand old party?

>> well, you know, i'm for jeb bush. i think he's the most qualified and has had the experience and i have great respect for his father, even though we ran against each other. but i thought this was going to be the year of the governor. and now we have donald trump and ted cruz, kind of leading the polls in iowa. but i still think a governor's going to emerge as our nominee. >> how do you explain donald trump? people -- >> how do you explain donald trump if i don't know. he says things over the top and people applaud, and everybody, every other candidate, cruz is so extreme, he's not a traditional republican conservative. achievements of shutting down the government twice and calling the republican leader, mitch mcconnell, a liar on senate

floor, you don't do that, it violates rules of the senate. and it doesn't add a single senate supporter. so hopefully, i think, jeb bush has new ads that are forceful, showing passion, and talking about foreign policy and economic policy. he is the tortoise in the race. i still think he'll make it. >> well, people had said that donald trump was a reality tv show, summer fantasy, but now we're talking about less than months before iowa. he's still on top. >> well, it's hard to explain the donald. i mean, he says all of these things but he never backs it up as policy. i'll take care of russia, i'll take care of mexico, if we're going to build a wall, they're going to pay for it. i know the mexicans have been

insulted. he insults john mccain and every other candidate, somehow people, i don't know whether they like it or not, and i'm not certain they're voters that are voting in the polls, whether they'll show up at iowa caucus on a cold february night. >> you've got marco rubio and ted cruz now in second place, we keep hearing that the republican establishment is going to strike back and get behind somebody. do you see that happening? >> i haven't never known what the establishment was. who are all of these people that are in establishment? but i know we need someone. i'm speaking of the republican, that will be a strong candidate for president and win the white house but also we have 25 senate seats up next year, republicans, and we have i don't know how

many governors up for re-election. so we need someone to bring the party together, not to divide the party into some extreme group on the right. i think most republicans are traditional conservatives. i mean, they believe in lower taxes and spending. but i'm not certain ronald reagan could get the nomination today. >> do you think donald trump could get the nomination? >> i didn't think so a couple of months ago but his numbers are staying fairly steady. i think if he wants to be president, wants to be the nominee, he needs to tone down his rhetoric, then he needs to get into the issues and explain what he's going to do for the economy. it's one thing to say i'm going to do this and i'm going to do

this, but there is a congress, you know, and you have to work with congress. >> now, if jeb bush doesn't light a fire and if donald trump gets this nomination, could you imagine yourself, bob dole, voting or supporting a democrat? >> no. >> never? >> well, i mean, i've supported democrats in the past, not that i'm, you know, a hard rock republican, but if it's hillary, i think she's moved to the left as some of our party's moved to the right. it would be four, eight more years of obama, who is a very good man but just don't think he was quite ready for the job. >> could you support ted cruz if he ends up with the nomination? >> well, it would -- i might oversleep that day. >> somehow not get to the poll? >> used to make these speeches.

remember president dole? you remember president mccain? >> all of us remember president dole and president mccain and president romney. those are good men. they're decent men. but when you don't stand and draw a clear distinction when you don't stand for principle, democrats celebrate. >> the inference was, we're all a bunch of liberals and only he is a true conservative. and he uses the word "conservative" more than he ever uses the word "republican." it would be -- it would be difficult. >> and we'll have more of our interview with bob dole tomorrow. coming up -- the clinton campaign reacts. hillary's top aide takes on trump. you're watching "andrea mitchell reports" only on msnbc. or that seat.

cummings and katy tur, covering donald trump last night. jean, first to you, let's talk about what donald trump did and how this is different from most political speech. i should say that, huma abedin, a muslim, muslim american, and of course the closest aide long-time aide to hillary clinton, tweeted out last night, let's see if we have that here, her response to donald trump. you can be a proud american, a proud muslim, and proudly serve this great country. pride versus prejudice was huma's tweet. it crosses political lines. >> it is. his remarks that he's going to stop any immigration or any entry of by muslims into the united states indefinitely until he can figure out if he was president, what is actually going on, he couldn't define what he's trying -- the problems he wants to resolve before he

would lift such a ban. now to discriminate against an entire religion is, by every constitutional lawyer we've talked to, not legal in this country. but the idea that you're going to campaign on fear and you're going to campaign by exploiting people's prejudices, this is something we have not seen before. and it did elicit rejection from dick cheney, to hillary clinton. you could not have a bomb radius bigger in politics than that. and today, he's saying, well, it's only going to, temporary and will be very short and won't be very long and starting to make exceptions, for the u.s. military, perhaps his friends. so he's moving. but i think even the trump committee campaign itself realizes that he went too far. >> and katy tur, you were in south carolina at the event talking to a lot of people.

i wanted to play some of the interviews that you got last night, and then we can talk about what your sense of his support group is. let's play it. >> i think it's a good idea, with everything going on in the world right now, i mean, it sounds harsh, but reality's reality. >> i've had too many brothers and sisters lost over there in those two wars to just let them come here free range in our country now. it's a kick in the face to every veteran there is. >> katy tur, we're talking earlier, off-line, about what you're hearing from the people, the large crowds, gathered to hear donald trump. >> you know, we have a really hard time finding anybody who disagrees with donald trump so much they would not vote for him. even the ones that do disagree with a lot of the things he says, and the ones who say they wish that he would say things in a calmer, nicer manner, not

maybe go so far, they still say their vote is with donald trump and that's what we were hearing last night. the most tepid responses we got were, i don't know about that, no comment, i have to look at it, but yes, i'm still going to vote for donald trump. when he talked about his ban, when he read from his statement at that crowd on the "uss yorktown" last night, there were raucous cheers, a standing ovation for this. supporters believe in him, they like that he's unequivocal when it comes to terror. they see strength in him where they've seen weakness in president obama. they like it when he says he's going to bomb the hell out of isis. they like hearing that he's going to bring back waterboarding. they like hearing that he's going to restore the patriot act. this is the extreme part of the republican base who stated they have scared, scared being the victim of a terror attack, and they think donald trump is the best person for the job to keep him safe. we're going to see how this plays out in the next couple of

months. and of course we have a little while to go until the caucus february 1st? iowa but we have not seen donald trump take a hit in his numbers so far this season, no matter what he said. we have a hard time believing this is going to change things. >> in fact, his numbers have gone up ever since paris, when he started ramping up his criticism of muslims. this was donald trump earlier today on abc, george stephanopoulos' program, his analogy is also as troubling. he talks about what fdr did with the japanese americans after pearl harbor, which was a congressional apology in recent years. >> you're increasingly being compared to hitler. does that give you any pause at all. >> no, because what i'm doing is no different than what fdr -- fdr's solution for germans, italians, japanese, you know, many years ago did. >> interment camps? >> this is a president who is

highly respected by all, he did the same thing. if you look at what he was doing, it was far worse, i mean, he was talking about the germans because we're at war. we are now at war. >> chris cillizza, where are we going here? >> well, golly, if i knew that one. the problem is, as you point out, with the interment camp and fdr xcomparison, widely seen asa scar on our collective american history. that is not seen as a high point. this is like when trump in a debate cited operation wetback as well, we've done it before. that's not -- that is not a sign we should do it in the future, particularly when in the past it was something that quite clearly broke with our collective values. >> chris, you want to point out that offensive phrase was the phrase of the offensive program itself. >> absolutely, yeah. i'm not putting that name on it. that was the name of the

program. yes -- >> how bad things were. >> further showing how far we theoretically have come, that we don't do -- i thought that was amazing that he would cite that in a debate as well, it's been done before. i mean, lots of bad things have been done historically, things that we wish hadn't been done. so simply saying, well, some like that has happened before, it's not a justification to do it now or say, well, what we're doing now isn't as bad as this thing that we acknowledge was a really bad thing we've done before, where is it going? i'm with katie, i -- i have seen nothing yet, andrea, that suggests that anything donald trump says or does, including things that people who support him disagree with, hurts his support. he has a very hard floor in terms of people will not leave him. i can't imagine that this changes, nothing else has. >> thank you all so much.

of you know -- they are deeply upset particularly those who serve on the u.s.' front line, so to speak. not long ago, when there was a heated rhetoric, as we've heard in the past couple of days, about muslim americans, there was a u.s. marine, former u.s. marine, who tweeted directly to donald trump, showing him -- back when in was talk of muslim registration and national registration -- showed him his service card, he was a member of the armed forces of the united states and directed that message to donald trump saying i'm a american muslim and i already carry a special i.d. where is yours? it's a lot of reaction coming from muslim americans particularly disappointed to hear this kind of rhetoric. i've spoken to a lot of law enforcement officials in minneapolis weelsewhere and tel you the muslim community has been instrumental in thwarting attacks. 54 of those came based off of
