poll finds only 37% of american primary voters favor trump's proposal. 49% are opposed. but 65% of republicans agree with the plan and just 22% opposed. asked if it would have any effect on their willingness to vote for trump, 44% of primary voters in both parties said it had no impact. while 33% said it made them less likely to support him. only 16% of republican primary voters said it would make them less likely to back trump. 37% said it made them more likely. and in a new poll of the south carolina primary trump has a 20-point lead ahead of ben carson. 35-15. with ted cruz and marco rubio close behind for third place. many of trump's republican rivals are staying in attack mode. >> he may say he's not a politician but he's acting a lot like one. this is what politicians do, they distract. president obama doesn't have a plan to defeat isis so he talks about gun control and climate change. donald trump doesn't have a plan to defeat isis so he talks about

banning muslims. >> i signed a pledge. why you have to be careful with pledges you sign, that i would support the republican nominee. now, look, is it possible that you change your mind? yeah. it takes something extreme to do it. but i will tell you, sir, there's no way that donald trump's going to be president. >> the prime minister of israel, benjamin netanyahu, is also rejecting donald trump's recent remarks about muslims. the two will meet in israel later this month, an invitation netanyahu says he extended to all presidential candidates. in a statement he said the state of israel respects all religions, and strictly guarantees the rights of all its citizens. at the same time, israel is fighting against militant islam that targets muslims, christians, and jews alike. and threatens the entire world. jeb bush echoed netanyahu's remarks. >> -- the security of israel, it's not going to help the security of the united states.

it pushes away allies that are necessary and essential to destroy isis and to bring about security in the middle east. mr. trump's not a serious person. he's not a serious candidate. he's inflammatory. and he makes the task for the next president a lot harder. >> trump defended his plan as a security measure that has nothing to do with religion. >> you look at what went on in paris. we're going to have tremendous problems, it's getting worse and worse. and those problems are coming from a certain sector. now, i did it for a limited period of time, but our country has to get its act together. >> wouldn't it violate the constitution, you know -- >> these are people that aren't in the country. the people that are in the country, they're in the country. we're not talking about them. these are people that are outside of the country so we're really not talking about the constitution. it's not about religion. this is about safety. this has nothing to do with religion. it's about safety. >> well, groups supporting the former front-runner talking about bush here seem to be getting little return on their

"the washington post" reports that the super pac war chest behind bush has spent close to $50 million, while he continues to sink in the polls. yesterday trump released another instagram video mocking bush, while bush compared him to barack obama. >> he's succeeding right now for sure. he's a gifted politician. but he's a gifted politician. he's just a gifted politician. that is appealing to people's anger and frustration, it is quite legitimate. >> it's basically barack obama, the other version of it. which is to push people down, to divide the country. and our country's not going to succeed unless we have a set of common purposes to be able to go forward. he's had the chance to have a second act here. he's a gifted politician. i'm not saying that as a compliment. he's been a front running candidate now for five months. and he hasn't said, wow, i might be president. i might have to learn who's the head of the qods forces and why

it matters or how are we going to create a strategy to unify the world against isis. he's not taking it to the next level. >> on capitol hill, defense secretary ash carter defended the obama administration's isis strategy. carter told the senate armed services committee that the u.s. is prepared to send more personnel and attack helicopters to assist iraqi military forces. but that sending a significant american ground force to fight isis would be a mistake. >> well, we certainly have the capability to furnish a u.s. component to such a ground force. we have not recommended this course of action for several reasons. in the near-term, it would be a significant undertaking that, much as we may wish otherwise, realistically we would embark upon largely by ourselves. by seeming to americanize the conflicts in iraq and syria, we could well turn those fighting isil, or inclined to resist their rule, into fighting us

instead. >> mr. secretary, on the 1st of december, before the house armed services committee, congressman forbes asked general dunford, quote, have we currently contained isil? general dunford, we have not contained isil. mr. secretary, do you agree with general dunford? >> i agree with what general dunford said, yes. >> so, if we have not contained -- we have not contained isil, how are we to believe that we are succeeding against isil? >> i think that we are building momentum against isil. >> more is coming to light this morning about the married couple who killed 14 people in san bernardino, california, last week. investigators say syed farook first talked about staging an attack three years ago with his friend and neighbor enrique marquez. but then got cold feet. marquez has been talking extensively to federal authorities over the last few

days. he's reportedly told them he knew farook had radical beliefs but he knew nothing about the attack on the inland regional center. multiple sources tell nbc news that farook and his wife tashfeen malik left behind evidence that they were contemplating an attack on other targets. officials say smashed phones recovered from farook's home contain photos of local buildings, including a high school. testifying on capitol hill yesterday, fbi director james comey said both farook and malik were radicalized for years. >> san bernardino involved two killers who were radicalized for quite a long time before their attack. they were actually radicalized before they started courting or dating each other online. as early as the end of 2013, they were talking to each other about jihad and martyrdom before they became engaged and then married and lived together in the united states. >> officials also said yesterday they did not know tashfeen malik was committed to jihad when she applied for a fiance visa.

nbc news spoke to a neighbor who lived across the street from the farook home yesterday. when asked about the family, she said that the mother, who limped with the couple, seemed to be in charge of that household. >> did she seem like the type of person who would not notice something happening of that magnitude in her own small house? >> no. i don't think so. she's too intelligent for that. unless they hid it very well. >> the associated press talked to tashfeen malik's father by phone from saudi arabia yesterday. he expressed sadness over his daughter's actions saying, quote, i am in such pain that i cannot even describe it. authorities in georgia are still searching for two afghan military trainees who disappeared from moody air force base earlier this week. they were set to graduate in just days, and return to their country. the two men, part of the training program in coordination with the afghan air force, were fully screened before they arrived in the u.s. more than a year ago. that's according to military officials who say the missing

men do not pose any apparent threat. according to a defense official, it is not uncommon for foreign trainees to leave their posts in search of better life in america. okay we want to go to chicago now where it seems protesters have rejected a rare apology from embattled mayor rahm emanuel. he tried to hit the reset button during a 40-minute address to the city council yesterday. apologizing for the police shooting of laquan mcdonald. he also reiterated the steps he's taking to fix the crisis of trust among residents. at times, he got emotional. >> i own it. i take responsibility for what happened, because it happened on my watch. and we're going to fix it, i want you to understand it's my responsibility with you. but we're also going to begin the healing process. the first step in that journey is my step. and i'm sorry. one young man asked me a simple

welcome back to "way too early." the big business story this morning, yahoo! the struggling company has announced it will abandon plans to sell its stake in alibaba. ceo marissa mayer spoke exclusively to cnbc yesterday. >> we think that they are still great growth opportunities and the great thing about the internet technology, advertising, there's always new frontiers to explore. but i'm still quite heartened and proud of the 50% growth year over year. >> so what's next? cnbc's jeff cutmore joins us

live from london. jeff, is there something else in the works here? >> oh, absolutely, shiba. the problem is that you rightly heard there from marissa mayer, yahoo! is worth $33 billion. and most of that is the allybaba stake. so what they're going to do now, break this into two businesses. one will remain yahoo! with the alibaba holding. this is the chinese e-commerce business that is valued so highly. and the other bit will be the rest of the internet operations that we used to think of yahoo! as. i.e. the website, the search function, and the apps that marissa mayer has bought, and that will probably be worth about $3 billion to $5 billion. so a split is in the works for yahoo! right here. just one other point to leave you on. it's been a tough year for the markets if you are in the s&p in an index product, you have now made no money for the year. we are negative s&p despite the volatility we see here.

the ohio valley. careful with that. but all the pictures out of the west, this is the dramatic stuff. a lot of water, i think we had four storms now in about six days. just one storm after another. of course the rivers are starting to overthrow their banks. we've had a lot of problems with poweller from winds out of this, too. the storm goes right now, yes, this is the pictures you're seeing from yesterday's storm. a new storm, this one, look at this thing curling itself up here. it's now coming onshore towards vancouver island and washington state. it's going to put a little fire hose into california today into tonight. that's good. that's where we need the rainfall and the snow. so the worst of the flooding was in oregon. now another shot of heavy rain last night. then we're going to dry it out a little bit during the day today. that's good. so we're almost done with the northwest, the worst of the damage. now we're going to focus on the beneficial rain and snow in northern california, already raining here and eventually later today it will move a little further south reno, lake tahoe, interstate 80 heading up through the passes there and even as far south as manmouth lake. this red possibility of 12
