outraged after two people were shot and killed by police over the weekend. a father called 911 worried about his son claiming he had a baseball bat. when the police arrived they shot him. a mother of five was shot and killed this morning. police acknowledge her shooting was an accident. mayor rom emanual is requiring crisis training. we'll talk much more about this story in a moment. turning now to politics. republican front runner donald trump is warning hillary clinton he will not hesitate to attack bill clinton's past if the former secretary of state continues to accuse him of sexism. she was referring to his tone on the campaign and use of a vulgar reference. >> it's not the first time he's demonstrated a pension for sexism.

i'm not sure again, anybody's surprised. this keeps pushing the envelope. >> so here's a big surprise trump getting back at clinton tweeting quote, hillary clinton announces she's letting her husband out for campaign. >> i think he is fair game because his presidency was really considered to be very troubled to put it mildly because of all the things she's talking to me about. she's mentioning sexism. i turned her exact words against her from that standpoint. she's got to be careful. it's got to be fair. we have to fight fairly and for the gad of the country, for the good of the people and everybody. she's claiming, give me a break. >> she's playing the woman's card, people. >> i love the woman's card.

it's pink and comes in handy. >> i wonder if having a a 65% disapproval rating against women makes this a smart move for donald trump? >> first question to me is donald trump is right now having spent all of 2015 attacking every republican running against him. suddenly now in a battle with the clintons. all of you, let's go around the table, what does that say? does that say trump is so confident he's going to win the republican nomination and get ready for the general election battle? is this a tactical move? >> i don't think this is any new, i don't think the revelation is trump is suddenly so confident he's taking on the clintons. i think he's tired of some of the republican opponents and i don't think he misses an opportunity to insult. >> when you look at the gender

gap, his is so upside down. you have to wonder what's going on there. is it going to make any difference? nothing has made any difference as we've talked about so many times before. it doesn't matter. >> he's decided not to go against senator cruz. that whole concern is an area of peace and the main stream lane trump seems board by it. kasich, bush, rubio. he's looking ahead casting himself as a general election contender. ju trump likes to fight. >> i think the mistake he may be making is he may energize clinton's base. a lot of us says there's no real energy with clinton. i think for him to say in effect i'll say what i want about women and bring up your husband. not only you but your husband's indisdepression might be the thing that gets a lot of democrats and dependents saying

wait a minute are we saying now all the things you're saying which has caused this whole problem you're going to continue to say and your defense is going to be your opponent if in the general election, your opponents husband had a problem 20 years ago. i think it's a stretch. >> i think trump's point is hillary piled on to monica. >> you don't think the clintons have any as a rule nur blt? >> i think there's questions there. i think that it will backfire and i think that people will say that's unfair and start really

rallying around there. you talk about him use sexist terms. you're not talking about the clintons winning his personal life. >> you don't know where it's going to go, right. >> no. >> there's two different ways to look at this question. one is the question of what trump is doing. as we prepare to head into 2016 we see clinton play a much bigger roll in the campaign. is the respecter of trump or anybody starting to talk about the history of bill clinton?

he's seen as unalloyed good in most instances. bill clinton. >> i think you and i and all of us know we're adults. they know bill clinton and the complicated history will be an issue anyway. i don't think they're prepared for this. you couldn't have a better person bringing up for them than trump rather than someone considered more main stream and more of a problem for their base. in donald trump is leading the charge on something expected, i think that's a christmas gift to hillary clinton.

when you talk to the republican party leadership they don't want the attack line from the republicans and most of the year. looking ahead to the general election been going after secretary clinton what donald trump is running is the general election campaign. that's why he has traction. >> meanwhile, i have two democrats not named clinton cracking their approaches to donald trump. president obama apreparing to speak out more forcefully on trump in the coming months as a central theme of his engagement.

meanwhile, acceptor bernie sanders cut his holiday short to get back on the road and during an appearance on sunday's shows he had the success of donald trump's campaign are the same ones he's tapping into. >> they're angry because their jobs have left this country and gone to china. they're angry because they can't afford to send their kids to college or retire with dignity. what trump has done successfully is take that anger and anxiety about terrorism and say to a lot of people in this country look, the reason for our problems is because of mexicans or he says about the muslims, they're all terrorist. we got to keep them out of this country. that's what we have to deal with to make america great. meanwhile, interestingly enough,

this is a guy who does not want to raise the minimum wage but says he thinks wages in america are too high. >> i think john, he is, i think you could argue tapping into the same frustration that donald trump is tapping into that people out there are looking for something different and hillary clinton represents the same thing. whether trump voters are voters is a question. >> so much going on in that bernie sanders fight over the weekend. it's a fascinating thing he's trying to do. first of all, there's no doubt there is something going on feeding into both of these guys in their rise. both of them are outsiders in

their parties who have risen to extraordinary height. sanders is 100% right that there's a huge chunk of what is right now the trump vote that should be available. >> an, white americans -- rob knows very well this is a diverse set of voters who support trump.

>> i think definitely there's an overlap and it could happen in this world. when i go to the rallies and ask what legislation concerns you, both rallies bring up glass seigal. they're concerned about banking and inequality of income and inequality of country. i haven't seen a clear path for sanders to go after sanders but there's an overside that both parties don't seem to be tapping into the same way the outsiders are. >> trump got upset over the weekend and tweeting about this claiming sanders lied.

when sanders said tlump said wages are too low in this country. i think the record does bare it out trump has made this point on the show and on the debate stage. >> i think trump doesn't want to look like the kind of pop ewe lis the socialist are saying. he has said exactly what sanders is saying. i think they are both tapping into as much this whole anti establishment pop ewe lichl as they are some ideology. i think trump doesn't want to look like an idea logical twin to sanders. they're tapping into a mood and a feeling against the establishment as much as they are ideology.

story. for the first time they don't see a path for their kids to have a better life. they look at the job opportunities for their kids in college and look at their kids struggling to buy a house who they hope would get out of their house because they're back living at home and that frustration is driven out of fear for their kids there's not going to be anything for them. certainly for people who go to the polls a lot. can we talk about the weather? it was 70 here for christmas, right. i was in ohio where there's almost always snow and it's warm. now you have this seemingly unending streak of violent weather over the weekend. alabama saw a tornado that left a two mile path of destruction. mississippi and arkansas were hard hit too. perhaps none were worse than in texas. a dozen injured and four counties under a state of emergency. during the storms one tried to help a neighbor by taking his

newborn to find medical attention. >> i got to the neighbor and said please baby, be okay. her little fingers were cold and her hand was cold. >> sadly, that infant later died. meanwhile, northwest texas was hit yesterday. lubock issued a warning for blizzard conditions. the fire department responded to an alarm at a local mall and all the snow caused part of a roof to collapse. >> ben russell, give us a picture of clean up efforts there this morning. >> reporter: absolutely devastated. total devastation again. like you said, the headline from the dallas morning news here. this is an apartment complex,

what's left of it where the worst of those tornados touched down. the roof of the building ripped off and scattered through the parking lot. this building behind us. as well as its roof, part of this building collapsed. there were people trapped inside though thankfully no one in this area was killed. that's not to say no one was effected. look at what we found on the ground here. people of all ages effected. police state and local have this area corded off, blocked off. there is a curfew in place but that doesn't mean, we've met others taking matters in their own hands. out there in this destruction zone in the city of garland in texas. we met one man in the dark tonight. his name is keith and said he's lived here 13 years, he's taking things into his own hands.

armed with a rifle he's scared away some who have got too close for comfort. >> it's just, our society as a whole has issues in regards to accountability and taking responsibility verses going out and taking add haven't j of all those again and emergency disaster situations. we've met as a community, as our neighbors. we've come together and everybody is focussed on providing support for one another and that's where we're at. >> reporter: and here's a live look at more damage that this man is experiencing as are several others in this area. i talked to local police and they tell us while they understand people like keith is out there tonight. they say that is his right but they would not encourage people to act as that man has.

>> when do we get help? when is the mayor going to step up? i go home and i'm sad and grieving and see the news and see another person has been shot five times. something's wrong with that. >> i've been out protesting the last month, every day. fighting against the bad leadership in our community. i want the mayor to understand this is a message to you. you failed us before. now it's your time to step up. or step down.

>> betty jones was a mother of five. antonio was home from college and his mother says he suffered from mental illness but wasn't violent. it's a n-- the justice departmet launched an investigation into the policies following the out rage over the shooting debt of laquan mcdonald. you've got three police involved shootings over the course of 12 hours. three killed and seven injured. rom emanual who has other troubles besides this. he issues a statement. where does this go next? >> i think clearly the outrage against rom emanual and the calling for him to step down has

intensified. one of the things that's unbelievable to me is that major emanual didn't come back off vacation to the city. you have a grandmother shot that one reports saying one of the bullets went through the door coming in. police go into the building into the home with their guns drawn and said oops, an accident. you kill a grandmother and then shoot a young man that you claim had a bat and again, several

shots. then he comes back and says i want to have hourly briefings. i've never seen this kind of detachment in the years i've been fighting whether i got along with the mayor or not. how do you stay in cuba on vacation? >> a goo who built a reputation on crisis management. >> there are now examples of how a city can handle this better. >> take new york. rudy giuliani would be on the scene with hourly briefings. we may not agree with him but it's the hype of arrogance. another one who has gotten a pass is the illinois governor. you wouldn't know he's governor. we've got governor in new york

to put a special prosecutor over all of police cases and i think it's a national model. we've not heard this governor talk about a special prosecutor and not heard him say he would sign a bill for recall which a legislator has proposed for recall for the mayor of chicago. >> there seems to be a moment where mayor rom emanual became appeared to this and tried to save himself and make the city manageable again for him. how is it possible that this mayor having been through what he's been through is not more aware of how much this new crisis could impair his ability

to be an effective mayor and in its entirety? >> i cannot for the life of me imagine how he could not know how this impairs it unless he's sitting wherever he is writing out his resignation because i think this is absolutely. you talk about crisis with steroids. a grandmother who did nothing, who the police admit they had no reason to shoot. then you have the other shootings including the 19-year-old that was killed. you had other shootings over the weekend and you're in the middle of a recall. they're circulating petitions in chicago to recall you. the state legislation is going to have to deal with it. if you don't come back and the governor doesn't make a statement. this is a hype of lack of sensitivity or arrogance. >> can he be an effective mayor

all the stuff going on with donald trump. where do you see him in this race right now? we were talking before you came on set about what happens if donald trump finds out he can't always be ahead. where is he in iowa? >> you're starting to see that. you're starting to see the polls in hawaii. everyone knows he's going to bring potential new voters in the process. if you're the cruz campaign you're saying i know how many votes i need. it trance lates into huckabee won iowa with 40,000 votes. santorum did it under 30,000. we're not talking about huge numbers here.

the x factor is whether these people who when you go to trump rallies say i'm excited about donald trump and you're like woe, my schedule, i'm not going to allow that. i'm going to have a business trip. how many of these people can they convert. he has a good team on the ground working on it. at the end of the day i'm not sure anyone is going to know until caucus. >> there's no evidence anything going on there. there's an actual huge field organization to turn first time caucus goers into voters. what's the likelihood, the base

of everything you know that trump has an actual operation who mobilizes the voters and many have not been prior caucus incidents. >> this isn't obama 2008. especially when you talk to the trump campaign or what they say. if you look at the other campaigns who are seriously trying to win in iowa and who spend a lot of time thinking about this question action they'll tell you we think the 08 comparison to obama is off. if you look at the cruz operation, i would say that's almost closer in what they're trying to do with that, it's closer to what president obama did in 2008. they're going through the long list of people they know who have participated in the list before and fallen off the rules. maybe they've caucused for ronald reagan or something along those lines. those are people who know how to caucus. that's who the cruz campaign is

trying to activate. people lack and say you have to stand up in front of a crowd and make votes, count them. they are 100% doing it. they're at the mercy of whether or not they're going to show up. >> i led you down a path. a prim rose path. right now, i want to talk to bob whose sitting over at a flash cam nearby. part of the reason is because earlier in the show bob made this point donald trump basically going after the clintons, he's basically decided he doesn't want the attack ted cruz but board with attacking the other republicans. is that still your view?

this is not a big tactical or strategic maneuver? >> trump wants to cast himself as a general election contender. at the same time his voils are all crowded in new hampshire. they're not his main opposition. in terms of the clintons it's striking because he's had a personal repore with him for years. >> all right. bob, i want to stay with you. you have an interview in which ben carson reflects on the drop in his polls. dr. carson told you quote somehow the narrative has been projected if you're soft spoken or mild mannered there's no way to deal with terrorism, that you're not a strong person. we want to be comforted. we want to be comforted quickly

and we go for the bright shiny object as the solution rather than being a little more serebral. if we think back to abraham lin ton he was not a loud bombastic person. what have you faced and how have you faced those things? so bob, those are all things ben carson said to you. you've had an interesting inner play with carson over the past few days. take us through that entire saga. >> well, briefly, it's been a surreal few days. surreal interview. striking moment to see dr. carson at his home in the country side of maryland, horse country and sinking into a couch and talking about where he is at the moment.

he seen his front runner status fade and seen his campaign on the rise with trump and the rise of rubio and cruz. carson is trying to recapture whatever he had by focussing on national security. he seems to be at a low moment in his campaign. this is somebody who has been praised. >> bob, he summoned you to his place, to his home and essentially told you he's going to shake up his entire campaign and a couple hours later repute appreciated his own interview with you. what is the story behind that story briefly? >> i was surprised when dr. carson walked back his comments. he was having a kron frens call and seems he changed his mind.

there was a battle between the campaign and the insider manager. >> i saw him end the day. where do you see his candidacy? >> you ceaser son and iowa in the state he once led. unless he recaptures the momentum in iowa it's hard to see the path ahead. >> i'm curious your thoughts. he always had a core of support prepresidential run. he had facebook followers and had people, he loved his life story who taught in home schooling and these people don't seem to have left him. those folks really believe in him and his personal story resinates with him and they think he's also the new kind of leader thing.

the other folks that got on board seemed to have slipped away. is that your sense of it? he's kept his core. getting those other folks back in going to be almost impossible. >> i think there's a couple of things. you got to deal with the psychology of the candidate. i think he's a guy who always had to praise. second, i think he overplays his soft spokenness and all. he became pop grew lar with a lot of them because of his attacks on president obama to

the president's face. i think he misread some of his appeal. he was feeding red meet to them and stopped doing that and became the statesmen and they wanted somebody to be a hell raiser. he's totally failed on foreign policy. when you get up at a debate and you seem like you don't know where the map is and you want to be the next president of the united states. it might effect your standing with voters. >> it's one thing if you can't find a certain country on a map. it's another thing if you don't know where the map is. >> in the meantime, severe weather wreaking halvoc across the country. local officials estimate more than 1,400 homes damaged or

destroyed. right now, four counties under a state of emergency. northwest texas hit with heavy snow yesterday. lubbock had a response to blizzard conditions. the fire department in lubbock told people to stay home last night saying even their fire trucks were having trouble driving through the snow. the fire department responded to an alarm at a mall. joining us from tex exnbc news correspondent, gabe, what a mess out there. >> reporter: that's exactly right. the temperature has dropped here overnight. as you mentioned, the death toll from the texas tornados stands at 11. hundreds of homes are destroyed and the cross the country, the dangerous conditions are far from over. >> this morning weather whiplash

he's hitting 36 counties in six days on this bus tour he's doing. he's leading in the polls and looks like a state where he must win. >> nbc's hally jackson. the preendorsement attack on the endorser. i've never seen anything like it. joining us now, janet johnson. her latest article asks whether donald trump can convert big rallies. in just five weeks from the article she writes bonnie and randy reynolds arrives two hours early into a rally this month. when asked if they would caucus randy said we're going to see. with kids and grand kids it's kind of hectic. we'll look into it.

if available, maybe we'll do it. i don't know i never have. so do they go? do they caucus? an excellent sberp tif reading. >> my parents have been to trump rallies. i know how you respond. it's a big deal, right jenna? >> that's just it. especially in iowa, the caucuses are intimidating. unlike voting in a primary where you have all day, if you haven't showed up by 4:00, someone's going to give you a call and see where you've been. with iowa caucuses, you have to be in line by 7:00 p.m. on february 1st. nast a monday night. there's lots of other things going on. if you have to work, if you have kids, if you have to get dinner on the table. you have a lot of these trump fans who are so passionate about him. they want him to be president. they love him. they would vote for him in a

general election. just making that commitment to being at, you know, their p presync on february 1st they haven't put it on the calender yet. one of the most interesting things to look at her if donald trump pulls this off or even a second plats finish in iowa, think about how he did it. without any of the traditional campaign apparatus. no tv adds, no polling, all of this missing.

>> we were talking about the team trump has. they have worked in iowa before. >> i think the reality might be at the end of the day there's so many people coming to these rallies. even if only a hand full of them of the giant pool shows up to caucus, it might be enough. >> you can see two different ways. one, trump has done incredibly well in this state without doing any of the things any normal iowa campaigns does. he ends up falling short in iowa. it will be one of the great retro respected questions. what if trump spent the money here and done more to convert the giant rallies.

is there any sign you've seen that the trump organization is going to start to spend money in iowa in this home stretch period? >> well, we'll see. as far as i know, you know, there's no plans for these big expensive adds that a lot of other campaigns do. they're doing things differently. a lot of what they're trying to do is grass roots. they're hoping that word can spread on their own. they're hoping that thousands of people who have gone to the rallies, that enough of them will choose on their own to show up to the caucuses. co-workers are going to talk to each other and word of mouth is going to spread. is that going to be enough? they think it is. we have to wait and see. >> thank you so much. i want to bring back bob in our

picture. >> give us three sentences on the state of trump nation. >> trump nation full right now. he has a strong media presence. no adds, how is he going to sustain it? we'll have to see. >> let's go around the table real quick. >> ted cruz. >> he's serging in iowa. if you could see a bounce, perhaps you could see him do well in new hampshire. the x factor with him is the deep south. if he can come out of the first few with momentum, he's well organized in the south.

he's a devicive figure and freshman senator. if the trump alliance pays off in the end it will be a big help. >> can i ask you a cruz question. i know rubio's campaign plans and aggressive contrast effort on the issue of national security, is that having any attraction in places where cruz is seeing an uptake in the polls? >> mitt romney got a quarter of the electorate polling. he's targeting that on national security. he can have strong debates in january and has the establishment support. he can go into south carolina, a state full of veterans and keep it an issue and sustain himself in the race. >> jeb bush? >> i think he's putting it all in new hampshire. he needs to breakout and not let

christie or kasich be that candidate. >> it seems like if there's anybody who has a little bit of traction, it is the new jersey governor. >> not so much in iowa but in new hampshire his town halls have caught on. >> i think to his point, chris christie in new hampshire, he's sure and got buried under the george w. bush and issues and all that. he has gone up there and put the thing he brings to table to work in new hampshire and i think to a certain extent it's all about it. if we end up seeing a rubio christie show down, rubio might be the person who has the most, best able to match him. >> and he's drawing crowds in

new hampshire. he can transfer the votes. you don't have the caucus. >> all you have to do is vote. >> rev, when you look around at the republican field, you're watching these guys for a year and headed into these votes, it's going to be who should make a move. >> my gut is if trump wins iowa, it's over. i think as much as i agree you that it just a small percentage goes out in caucus that he may form a little short. i've got to assume some of the other candidates are preparing him to have an overwhelming show. if he falls short they've got to be prepared for the political u s tsumani.

that say trump is now so confident he's going to win the republican nomination that he's starting to get ready for what he thinks is the general election battle? >> trump started so confident. ism think he's tired of some of his republican opponents when you look at the gender gap, his is so upside down, you just have to wonder what is going on there. is it going to make any difference? nothing has made any difference as we've talked about so many times so far. doesn't matter. >> he's decided not to go against senator cruz. so that whole concern of lane is an area of peace right now. no one's really fighting. and the mainstream lane, trump cease board, kasich, bush.

partly it's strategic. he's looking ahead to a general election, but it's also just trump like to fight and thinks hillary clinton is a better foil. >> i think the mistake he may be making is he may energize clinton's base. a lot of us have been saying there's no real energy with clinton. i think in effect he'll say i'll say what i want about women and bring up not even you but your husband's indiscretion. it might be the thing that gets a lot of people saving, now, wait a minute, all of the things we're saying that has caused this whole problem with women and your defense is going to be your opponent's husband had a discretion 20 years ago? that's your defense? i think it's really a stretch. >> i think trump's point is that hillary piled on to monica

lewinsky. i think what she -- >> but hillary dealing with someone in an inn discretion with your husband is a lot different than you using terms yourself -- >> you don't think the clintons have any vulnerability with these issues? >> i think there's certainly questions there but i think that it will back fire and i think people will say that's unfair and start really rallying around it because you're talking about him using sexist terms. europe not talking about the clintons went into his personal life of some indiscretion. >> with trump you never know where it's going to, go right? >> there's two different ways to look at this question. one is the question of what trump is doing and whether it works for trump. the other way is looking at hillary clinton. as we prepare to head into 2016,

we're about to see bill clinton play a much bigger role in the campaign, at least that's what we're starting to get intonations that bill clinton is going to hit the trail, he's been relatively behind the scenes throughout 2015. if you're hillary clinton, you certainly want to fight with donald trump over gender, right? anything that riles up her base is good for her. but is the specter of trump or anybody starting to talk about the very complicated history of bill clinton, is that something that gives you any pause if you're hillary clinton about the fact you're about to roll him out really for the first time in this presidential campaign? he's seen as an alloyed good. >> they know at some point bill clinton and the complicated history would be an issue anyway. so i don't think they're not prepared for this. and you couldn't have a better person bring it up for them than

trump rather than someone considered, you know more a mainstream and more of a problem for their base. if donald trump is leading the charge on something expected, i think that's a christmas gift to hillary clinton. >> but aren't there some instances where you could see trump getting some traction with hillary's role? i've heard the campaigns -- the other campaigns that certainly never considered bringing this up, sort of contemplate the possibility that hillary does have to answer some questions about her treatment of lewinsky during those years? >> she may but when you talk to trump's rivals and the republican leadership, they say doesn't touch bill clinton, they don't want to revive the 90s. the attack line has been going after secretaryin on her foreign policy, on benghazi, on iowa. but what donald trump is running

the republican campaign the base wants him to run. that's why he has traction. >> meanwhile you have two democrats not named clinton. deputy national security adviser ben rhodes say when there are sthamts could present challenges in -- >> bernie sanders suggested the undercurrents driving trump's success are the same ones he is tapping into. >> many of trump 's supporters are working class people and

they are angry. they're angry because they're in low wage jobs, they can't send their kids to college or retire with bigity. wh -- dignity. what trump has done is take that anger and say the reason for our problems is because of mexicans or he says about the muslims, they're all terrorists and we got to keep them out of this country, that's what we have to deal with to make america great. meanwhile interestingly enough, john, this is a guy who does not want to raise the minimum wage. he has said he thinks wages in america are too high. >> john heilemann, he is tapping into the same frustration that donald trump is tapping into, that people out there are looking for something different.

>> i think there's so much interesting that's going on in that bernie sanders bite over the weekend, it's a fascinating thing he's trying to do. first of all, there's no doubt if we look back on this last year that this has been the year where there's something going on feeding into both these guys and their rise. both have had incredible runs, whatever happens to each of them in their respective nomination fights and both of them have captured anti-establishment energy. they are outsiders in their party who have risen to an extraordinary height. the second thing that i think is true here is sanders is 100% right that there is a huge chunk of what is right now the trump vote that is -- should be available to bernie sanders. frustrated, not -- working class, middle class, economically anxious, white americans who -- with a little bit of a twist in terms of the policy proposals and policy

appeal should be available conceivably to bernie sanders. there is a chunk of the trump vote that we know is far on the right. as bob costa knows very well, this is an ideologically diverse set of voters that support trump. so talk a little bit about that, bob, whether you think in some world, especially in a place like new hampshire, say, where there are independent white working class, middle-class voters if trump were collapse or dynamics were to shift. >> when i go to trump oand wheni go to sanders rally, both rallies bring up glass-steagall. >> inequality of voters. zin >> inequality of voters and

inequality in the country. >> a lot of distrust of mainstream institutions, whether that's big banks, big media or big washington, establishment institutions. >> another thing that sanders did there as he raised this thing, trump got very upset and was tweeting about this, claim being sanders had lied when he said that -- when sanders said that trump said that wages are too low in this country, but i think the record does bear it out that trump has made that point on this show and on the debate stage. is that pointing to a vulnerability that trump has to deal with? >> i think it definitely points to a vulnerability. i think trump is reacting he doesn't want to look like the kind of populous that sanders, who he has painted as a

socialist is saying but he is saying exactly what sanders has said and i think they are both tapping into as much this whole andy establishment populism as they are some ideology. in sanders' case he's being very fair saying that and i think trump does not want to look like he's an ideological twin to sanders and he's not but he's not being realistic that they're tapping into a mood and feeling as much as they are an ideology. >> two people killed in chicago this morning. and acclaimed author christopher buckley join us. we'll look at a piece he's wrote 15 years ago that imagined

he was acting combative and that the 55-year-old neighbor was accidentally struck and killed. once again families and the community are deer manneding answers. >> why you got to shoot first and ask questions later? it's ridiculous! you all somebody needs to do something about this! this is ridiculous! what about the taser? taser him down! don't start shooting people, innocent people! >> and if you're afraid of these streets to the point that you got to shoot first, you need to turn your badge in! >> i mean, where do we get our help? when is the mayor going to step up? when is he going to step up? because we can't get no help with the police. cpd has failed us over and over. i go home, i'm sad, i'm grieving, i see the news, i see another person has been shot five times.

something's wrong with that. >> i've been out protesting the last month every day, fighting against the cpd culture, fighting against the bad leadership in our city. we should not be here right now. i want the mayor to understand that this is a message to you. you failed us before, but now it's your time to step up. or step down. >> betty jones was the mother of five. we're told 19-year-old quintonio greer was home from college and suffered from mental illness but was not violent.

now, earlier this month you'll recall the justice department launched a civil rights investigation into the department's policies following outrage over the police shooting death of laquan mcdonald. so you've got not just this one, reverend al, but you've got three police involved shootings over the course of 12 hours, three people are killed, another seven injured, rahm emanuel, who has all sorts of other trouble besides this is on vacation with his family, you have this justice department investigation but where does this go next? >> i think that clearly the outrage against rahm emanuel and the calling for him to step down has intensified. i've been on the phone all weekend with the chicago chapter leaders network. one of the things that is unbelievable to me is that mayor rahm emanuel didn't even come

back off vacation to the city. you have a grandmother shot that one report's saying one of the bullets went through the door coming in. i mean, police go into the building, into the home with their guns drawn. so they say, oh, oops, you kill a grandmother and then you shoot a young man that you claim had a bat and, again, several shots and the mayor who is questioned about holding a tape from the mcdonald case past the election before the tape was released doesn't even come back and say to the family i bring my condolences, i want to have hourly briefings. i've never seen this kind of attachment in the years i've been fighting whether i got along wts mayor or not. how do you stay in cuba on vacation? >> a guy who you know very well built a reputation on crisis

management. >> there are now tragically some examples about how a city can handle this better. >> take new york. take rudy giuliani, who i fought with like cats and dogs. rudy giuliani would be on the scene and get hourly briefings. we may not agree with what he did with him but it wasn't like he was -- i mean, it is the height of arrogance t. we have governor cuomo to put a special prosecute over all the police cases. we've not heard this governor talk about a special prosecutor, we've not heard him say he would sign a bill for a recall, which a legislator has proposed for recall for the mayor of chicago. he's not said anything.

and why some of the local leaders in chicago's giving him a pass i think is absolutely an outrage. >> let me ask you this question, sticking with mayor emmanuel for a second, there seems to be not a moment where his political fortunes turned but where he became aware of just how imperilled he was and we read story after story about him working the phones, sending text messages, trying to save the city for him. how is it possible that this mayor having been through what he's been through in these past weeks is not more aware of how much this new crisis could impair his ability to be an effective mayor and his may mayorality. >> you talk about crisis with

steroids, a grandmother, who did nothing, who the police admit they had no reason to shoot. then you have all these other shootings, including the 19-year-old that was killed. but you had other shootings over the weekend and you're in the middle of a recall vote, they are circulating petitions in chicago to recall you, the state legislature is going to have to deal with it and you don't even come back and the government doesn't even make a statement? in is either the height of incensensitivit insensitivity, lack of intelligence or arrogance or a combination of the three. >> i don't see how he can continue governing now. i think there was an outside chance before behind reaching out behind the mcdonald's tape. my radio show is there every day and i have a chapter there but now i think he's gone beyond the point where he can even govern

welcome back to "morning joe." we recently sat down with christopher buckley. 15 years ago in a wall street journal satirical essay, he wrote in part "this is a great day for me personally. you're very smart to have voted for me because independent going to do positive things for this country, starting with this mall. where are the shops? i see grass, ponds. and what's that? this is not cairo.

i don't know how much the government paid for the monument and i have no problem with george washington but he wasn't a a businessman. they overpaid. you've got a 560-foot tall structure sitting on some of the most prime real estate in the country. once again buckley wrote that column 15 years ago. >> it's the most tremendous thing ever. >> he was a predictor. we asked him about his prognostication. >> up basically -- >> called it. >> predicted this. >> let us hope that it turns out i was not prescient after all. >> what do you think your father would have thought? >> it's a little tricky channelling your father's ghost. hamlet tried it and that didn't work out so well. part of me wishes he were here

to give us the benefit of his wisdom on this circus. and part of me thinks it just as well that he's not, that he's been spared this, that he's looking down from the cloud and shaking his head. >> it reminds me, christopher, of one of the final lines where he says at the end, don't pity the dead, harry, pity the living. that applies there. >> let's talk about the relic master. another great work by you. i just wonder where do you come up with the idea that you're going to have some people that are going to -- >> i typically write political satire but i decided this election cycle that american politics has become sufficiently

self-satirizing so i fled backward to the holy roman empire in 1517. it's about a relic dealer. holy relics were a very big deal. i stumbled on the subject quite by accident. i was doing a short -- researching a short magazine piece on our current infatuate with lists or, as they're called, listicals, there's new words for them, as i pick up a list, "14 more things you want to know about the kardashians." i stumbled upon a guy who had a collection of holy relics numbering 1,913.

i thought if someone had a collection of 1,913 holy relics, where did he get them? >> your dad referenced it here in the research, it has to do with the debates coming up, another debate with an amateur. they'll kill you every time. he told me that when i was very young and i had to sort of think about it and the -- i eventually got the logic of it, which is an amateur doesn't play by the rules and there's a certain leading character on the political landscape now who does not play by any civilized rule of discourse and sucks every molecule of oxygen out of the air. how do you compete with that? >> let's briefly talk about the republican party if we can. you and i both in 2006 wrote

stories for the washington monthly, it's time for us to go because we were so disgusted with our republican party and then you famously came out, endorsed president obama two years later. >> senator obama. >> then senator obama. >> but things haven't gotten better. >> there are a number of talented republicans running. >> right. >> they each seem to have -- i mean, if you removed donald trump, oh, lord, hear my words, if you removed, went back and retroactively and removed donald trump from this lineup, who do you think would be leading the pack now? it's hard to say. one feels for poor jeb bush.

the word "poor" has become sort of permanently annexed -- jeb bush is a good, capable, hard working guy. he's one of the brightest. i think we would be in very good hands for a president jeb bush. he is not, as we found out, a gifted campaigner. >> this guy, that guy, what about this? oh, poor jeb bush. he's gone as soon as they put poor in front of his name. >> it's a hard word to shock. but where we are now versus where we assumed we would be six months ago proves the wisdom of two sayings, one that a week in american politics is an eternity
