i'm shannon mulaire. no jackpot winner. you still got a shot. that is the word on last night's $524 million powerball drawing. no one matched the winning numbers 2, 11, 47, 62, and 63, with the powerball number 17. in the sixth largest jackpot prize ever offered in north america. that means the jackpot will roll over to an estimated, wait for it, $675 million and growing. for saturday's drawing. it will be the largest lottery jackpot in u.s. history. your luck may not be any better if you're invested in stocks. as the chinese stock market continues to bring down markets here in the u.s. cnbc's landon dowdy has the very latest for us. >> good morning to you. there could be a lot more red arrows on wall street today due to turmoil in china. for the second time this week, trading in china's markets was halted after stocks tumbled more

than 7%, triggering automatic circuit breakers. the markets have gone up and down as chinese regulators gradually withdraw emergency measures imposed after stocks plunged in june. the sell-off there spreading to the rest of asia, and european markets today. it's also pulling down oil prices, off another 5% this morning to levels not seen since the early 2000s on concerns about a lack of global demand. meanwhile, macy's is cutting 4800 jobs and closing 40 stores after reporting dismal holiday sales. about 2700 of those cuts are store employees. although, some will be relocated. macy's blames warm weather, which discouraged sales of winter clothes and the strong dollar, which kept tourists from visiting and spending money in the u.s. shannon, back over to you. >> all right, landon, thank you. for the first time after dozens of unsuccessful attempts, congress has sent an obamacare repeal bill to the president's desk. tracie potts is live in washington for us this morning.

and tracie, the president has already made clear he's going to veto it. but is this still a victory for republicans? >> well, they certainly seem to be calling it that, shannon. i mean, they have tried for years, dozens of times, to get this done. this time the senate kicked in, and that's why it's been sent to the president's desk. but you're right, it's a sure veto. and there don't seem to be enough votes here to override that. >> the motion is adopted. >> reporter: republicans are celebrating today after finally sending the president an ultimatum. a bill to repeal obamacare. >> this marks a significant step in the fight for patient-centered health care for all americans. >> reporter: democrats call it political theater and a waste of time. >> everybody knows that this will take about a nano second for the president of the united states to veto. >> exercise something your constitutional right and power to legislate is never wasted if we're fighting for principles your constituents believe in. >> reporter: the bill would also strip millions from planned

as required by the constitution. trump has used the birther argument before, against president obama. that's why yesterday white house press secretary josh earnest called it ironic that gop voters could eventually nominate cruz. but it's not just democrats, senator john mccain, the 2008 gop nominee, has his doubts. and he was born in a u.s. territory in panama. >> yeah, it was a u.s. military base. >> yeah. >> that's different from being born on foreign soil. so they think -- i think there is a question. i'm not a constitutional scholar on that. but i think it's worth looking into. i don't think it's illegitimate to look into it. >> republican rhetoric was a big topic of discussion at a nevada democratic party dinner co-hosted by senate minority leader harry reid last night. >> insulting each other won't solve anything. you cannot make our country great by tearing our people down.

>> there is one democrat who wishes he was up on that stage. vice president joe biden, talking to our nbc affiliate in connecticut. >> sure i regretted every day, but it was the right decision for my family and for me, and plan on staying deeply involved, and we've got two good candidates. >> the next republican debate is one week from tonight. there are rising doubts about north korea's claim to have detonated a hydrogen bomb. most experts say the explosion felt from the detonation simply wasn't large enough for it to have been a hydrogen bomb explosion. early estimates put the power of the explosion at a few kilo tons, compared to this, the first u.s. test of a hydrogen bomb in 1952, which had 10.4 mega tons of power, or about 1,000 times more. some experts are suggesting that the north koreans actually detonated an atomic bomb made of uranium or plutonium enhanced

with a small amount of hydrogen gas which would make the explosion larger and could lead them to call it a test of a hydrogen bomb. north korea is the only nation that has tested a nuclear bomb since 1998. yesterday, united nations secretary-general ban ki-moon condemned the test saying it violated several u.n. resolutions and destabilizes the security in the region. right now another el nino-fuelled storm is hammering large parts of california with soaking rains, burying roadways with floodwater and mud. the rain is, of course, much needed in the water-parched west. but as nbc's dan schenemen reports, it's triggering major problems across the state. >> reporter: in southern california, heavy rain turned freeways into waterways, cars and trucks navigated the high water on i-5. one of the busiest routes on the west coast. more than 19 million californians faced the threat of severe weather. near san diego, a woman had to be rescued from her car while one man traveled by pad. board. 911 has been swamped. >> we're getting inundated.

california grand jury served a subpoena asking for all documents related to the norovirus outbreak that sickened 18 workers and spread to 189 customers in southern california last summer. the investigation is the first related to foodborne illness at the schan which saw an e. coli outbreak across twelve states last fall and another norovirus outbreak near boston college in december. chipotle has declined to comment on the investigation but did say they would offer full cooperation. the december sales fell 30% and stock dropped to a two year low. authorities are hunting for a brazen thief who is shocking investigators. the woman has been robbing jewelry stores, mostly at outlet malls, for the past 9 months. as you can see, she doesn't bother wearing a mask or disguise. looking into security cameras, almost directly, only wearing gloves to conceal her fingerprints. since april she's stolen jewelry worth $4 million at up to six stores across georgia, florida,

well, welcome back to "first look." california continues to be the bull's-eye of all our storms over the last week or two and it will continue. the big one we just showed you pictures from the top of the show, that is now moving into arizona. still some leftover heavy rains but all the problems with mudslides, debris flows and any flash flooding is pretty much ended. one strong cell that exited los

angeles. but this should be diminishing. we have flash flood watches from san diego just outside of los angeles. those will be expiring as we go throughout the morning. so the snowfall forecast, as that storm moves into arizona, heavy snow, northern arizona, a nice coating of fresh powder for the weekend, telluride, colorado springs, even denver. then a little light snow through the northern plains. the storm loses its punch as it moves across the country. the other story, into this weekend, we have a lot of extremes temperaturewise. a huge shot of cold air is going to be coming down from canada. out ahead of it very mild temperatures. 10 to 15 degrees above average. then by sunday all of that warm air heads into new england. it's going to be 58 in new york city. when it's only 33 in tulsa and 1 in fargo and 4 in minneapolis. all eyes are still on the that ball game played outdoors in minneapolis with a windchill of about negative 20 for the vikings/seahawks game sunday afternoon. >> bring your long johns. >> portable heater. tape those little heating pads

to yourself. >> whatever you got. joe, thank you. in quebec, canada, dramatic fire was caught on video where a boy and his parents had to escape from their fourth floor apartment. 10-year-old jason was lowered by his stepdad and caught by someone on the ground. his parents jumped out afterward onto the snow. they both remain in the hospital for treatment. alabama chief justice roy moore, the same judge behind the ten commandments tablets from a few years back, has ordered state judges to stop issuing marriage licenses to gay couples. moore says the u.s. supreme court decision last june only explicitly strikes down gay marriage bans in kentucky, tennessee, ohio and michigan and last march the alabama supreme court upheld the ban. >> a court gives an order it must be obeyed until that order is removed. >> legal experts expect moore's order to be overturned. the state trooper who arrested sandra bland during a traffic stop last year has been indicted for perjury by a texas grand jury for lying in his

police report. he's also been fired. bland died in her cell while in police custody. her family will hold a press conference at 9:00 this morning.
